SYMPTOMS
The Cloud Control Agent and Standalone Oracle HTTP Server are installed by different OS users.
The download page for Standalone HTTP Server product is available here.
The Standalone OHS is successfully discovered but its status is Down.
The following errors are logged int agent logs files "
<timestamp> INFO - Starting collection for target: [oracle_apache.OHS$2]
<timestamp> INFO - >>> Reporting response: AddTargetsResponse (request id 1) <<<
<timestamp> [14235:F0B2FFA5:GC.Executor.5890 (oracle_apache:OHS:Response)] INFO - Target
[oracle_apache.OHS] is marked as in DOWN state

CAUSE
The issue had been investigated by development via Bug 18753080 - STANDALONE HTTP SERVER IS SHOWING DOWN which
is closed as duplicate with unpublished bug TRACKING BUG RESPONSE METRIC MOVING FROM OPMNCTL TO HTTP PING.
The bug is fixed in 12cR4 (FMW 12.1.0.6 Plugin). The FMW Plug-in version 12.1.0.6 has codeline changes to allow providing
OHS process owner credentials, which will be used for metric collection. For Log Monitoring and process-control (start/stop of
OHS), power-broker OR sudo can be used.
However, if the OHS process owner account is locked, the solution implemented in FMW 12.1.1.6 plugin will not be viable.
The fix for SSH-key based approach is reported via unpublished OHS bug and it is currently worked by development. The fix
will be available with future bundle patches for fmw plugin 12.1.0.6

Install the EM agent with the same OS user as the OHS installation.

As this issue comes up if the agent user is different from OHS Process Owner due to file permission issues on OHS Files and
executable; by making the EM Agent user same as OHS Process owner, someone can get all the metrics (response +
performance + config metrics)

Solution
Upgrade to 12cR4 (FMW 12.1.0.6 Plugin) and configure monitoring credentials for OHS target.
Note: If monitoring credentials are not configured, Response metric is collected correct (as it is based on http ping), but no
other metrics are collected. Therefore, the target should be configured with OS user under OHS had been installed.
