I have brought the summoned record. The record available in
our office are mainly photocopies.
The application dated 06-11-2013, Ex. PW2/D was transferred
by Vigilance Department, South Delhi Municipal Corporation (SDMC) to the
Assistant Commissioner (Engineering) (Headquarters), SDMC vide their
letter dated 26-11-2014. A photocopy of the said letter is Ex. DW3/A.
Engineering Department (Headquarter) SDMC has in turn transferred the
said application to Public Information Officer, Executive Engineer (Building)
Headquarter-II, SDMC, vide letter dated 29-11-2013. A photocopy of the said
letter is Ex. DW3/B. Executive Engineer (Building), Headquarter-II, SDMC
has vide its letter dated 13-12-2013 supplied a copy of order dated
31-08-2006 of the Hon'ble High Court to applicant Jagbir Singh. A photocopy
of letter dated 13-12-2013 is Ex. DW3/C. A copy of order dated 31-08-2006
of the Hon'ble High Court running into 16 sheets is Ex. DW3/D. Originals of
the above documents are not available in our office record.

In the file which I have brought today, certified copy of order
dated 31-08-2006 of the Hon'ble High Court is not available. When we

replied to the application of applicant Jagbir Singh, at that time also only
photocopy of order dated 31-08-2006 of the Hon'ble High Court was
available but certified copy of the same was not available. I had not dealt
with the case in which order dated 31-08-2006 was passed and I had no
personal knowledge of the same.
