Draft minutes for the May 19 and May 20 special meetings are attached. Please provide necessary changes to Debbie
Vanderwilt by Tuesday morning, May 26. In addition to the minutes draft, directors will find attached a copy of the notes
compiled from comments offered by the May 19 special meeting participants. These will be combined with notes from the
previous fishbowl processes to provide a combined topic summary for the board. Directors find an updated annual agenda plan
posted to the Library, and note that Thoughtexchange review has been delayed until all directors have returned from travels.

Board Agenda Items
Food & Nutrition Services Procurement Cooperative: The district has participated in the Puget Sound Joint Purchasing
Cooperative for many years for the purpose of procuring food and other items to operate the food & nutrition program. In the
past, the cooperative has been operated under a public agency such as King County Directors Association (KCDA) or, most
recently, Renton School District. The cooperative conducts competitive solicitations for food and supplies specifically for the
food and nutrition programs throughout the area. The cooperative members have changed their operating structure and filed
appropriate legal incorporation documents to form their own entity so that they may operate separately from a district or other
cooperative. As a result of this process, each participating district must execute a new interlocal agreement to establish
authorization for participation with the newly formed Puget Sound Joint Purchasing Association (dba Puget Sound Joint
Purchasing Cooperative). A resolution for the new interlocal agreement will be presented to the board for approval at the
regular board meeting on June 9, 2015.
Policy 3204, Prohibition of Harassment, Intimidation and Bullying: Proposed revisions to Policy 3204, Prohibition of
Harassment, Intimidation and Bullying, have been reviewed by legal counsel, the districts policy council and superintendents
cabinet. Proposed revisions to Policy 3204, Prohibition of Harassment, Intimidation and Bullying, are to provide a more efficient
and equitable resolution of discrimination complaints in compliance with OSPIs revision of WAC 392-190. Proposed revisions to
Policy 3204, Prohibition of Harassment, Intimidation and Bullying, are tentative planned for first reading at the June 9, 2015
board meeting.

Board-Superintendent Communication
Three items of correspondence are provided for director background with this edition of the Friday Report. The first is a series
of emails between a staff member (who is also a parent), a director, and the superintendent related to the projected impact of
enrollment growth on the status of the Lighthouse program at Jefferson Elementary. The second is an opinion and response
regarding the teacher walkout on May 22. The third is a response to a reporter inquiry regarding the status of 11th grade
Smarter Balanced assessment administration.

Legislative Update
The WSSDA Legislative Update and WASA's This Week In Olympia (TWIO) have not been published since the conclusion of the
regular session. The legislature is involved in its first special session, and a number of members are absent from Olympia
during what staff describe as a rolling recess. Leadership are involved in budget and policy negotiations. District staff have met
with members of house and senate leadership on several occasions during the session. Members are being called back the 26th
through 28th of this month. Several members have indicated that a second special session will be called to continue the
negotiations and work on complex policy problems, such as school funding and teacher compensation.
Smarter Balanced Assessment Progress (Strategic Target: 1.1.a)
Elementary and middle schools have completed the district Smarter Balanced assessment administration. The chart below
shows the completion rate of the grades 3 through 8 exams given to date. These data show very high completion rates. Many
of the students who have not tested may be scheduled to take an alternative assessment such as Washington-Access to
Instruction & Measurement. Students who are absent can make up an exam before the testing window closes in June. The
successful implementation of this wide scale online assessment program is a result of extensive planning and effort by the
Information Systems team, Assessment and Research Department team, BOATs, principals and teachers. Critical to this
success as well was the support of the Board in providing students with the resources they need to be successful.

physical and social emotional. It will outline the important components of the kindergarten day, learning environment,
curriculum, instruction and assessment. The guide is projected to be available for the 2015-16 school year and will be an
important foundation for the districts 21st century full-day kindergarten model.
Elementary STEM & Science Resource Center (Strategic Target: 1.5.a)
One of the largest gaps in STEM education throughout the country are opportunities for students starting at a young age to
engage in hands-on science, math, engineering, and computer science learning, especially students of underserved
populations. The Science Resource Center (SRC) addresses this need by making sure that each teacher has three science kits
and one engineering kit well stocked and delivered at the appropriate instructional time during the year. The SRC is housed in
the bottom floor of Hawthorne Elementary and contains over 1,300 crates of science kits and 60 shelves of supplies. It employs
two full-time and one half-time worker as well as providing volunteer opportunities for the Boeing Bluebills (retired Boeing
employees). In addition to managing the elementary science kits, the SRC orders and maintains the supplies for all middle and
high school programs. This time of year the SRC is very busy; kits are returned from classrooms to be replenished for the
beginning of next year.
Elementary Summer Library Hours (Strategic Target: 1.5.a)
All 17 elementary schools will open their libraries to allow students to check out books during the summer. Most schools will be
open one day a week for two to three hours through July and the first two weeks of August, but schedules vary. Some schools
are including story time, providing the opportunity for students to take Accelerated Reader tests, and creating reading
incentives. All schools are encouraging participation in the "Two Cities One School District Summer Reading Challenge" (for
students entering grades 1-12).

Special Education Advisory Council (Strategic Targets: 1.5.a, 5.1.a, 5.2.a)
At the last Special Education Advisory Council meeting, participants completed a walkthrough of the strategic plan and
analyzed targets 1.1, 1.2 and 1.3 in context of how they apply to students with special needs in the way we currently operate
in the district. This activity involved families, district staff, as well as community members working on and identifying the
integration of special education within the district strategic plan.
Procedure Updates

reviewed by superintendents cabinet. Revisions to Procedure 3121P, Enrollment and Attendance Records, include the addition

Student Transportation Parent App
The transportation team is working with the student transportation software vendor, Verstrans, to assess the impact of "apps"
designed to provide parents information on the whereabouts of their students' buses, and the presence of a particular student
on a bus. The major challenges on which staff are working is the security of student data related to the apps, and the costs of
the student locator app (as compared to the bus locator app). Field test plans are being considered for fall.

Rodman Reynolds: Mr. Reynolds requested information regarding "the estimated useful life used to determine the depreciation
schedule for the North Middle School building that was erected in 1981." Staff have provided the a record (attached) from
Facilities and Planning demonstrating the depreciation schedule for North Middle School.

of the school districts Special Services Department," documents related to the employment of Kristine McDowell, and
documents related to previous public records requests on this same referenced report. As a first installment, Mr. Winters
received the (attached) request from Mr. Derek Ogle, now a candidate for the school board, and the resulting email response
and exemption log provided to Mr. Ogle. Staff continue to work with Mr. Winters to provide context and potential narrowing of
email requests, based on a request of the editor of The Daily Herald, and expect to provide additional information or
installments in the coming weeks.
