1.1GeneralSafetyRequirements
HealthandSafetyManagement
Thecontractorwhereappointedshouldnotethat,
inaccordancewithconditionsofcontract,heis
responsibleforthesafetyofsiteoperations.
Thecontractorshallcomplywithallthe
requirementsdescribedhereinwithoutdetraction
fromhisresponsibilitiesunderthecontract.
Thecontractorshallthroughouttheprogressof
theworkscomplywithhisdutiesunderall
approvedcodesandallrelevanthealthand
safetylegislation.Wherenospecificlegislative

requirementsexist,thecontractorshallcomply
withguidanceprovidedbycodesofpracticeor
industrystandardsasaminimumstandardof
safety.
Thecontractorshallberesponsibleforensuring
compliancewiththisdocumentthroughoutthe
projectincludingtheactivitiesofhisappointed
subcontractorsortemporaryvisitors.
Thecontractorshallsubmitwithanytender,orif
thereisnotenderrequiredpriortoanyworks

1.2Training
Thecontractorshallensurethatallemployees
(includingsubcontractors)areadequately
trainedtocarryouttheirparticulardutiesortasks
includingdrivingplantandoperatingequipment.

1.3RiskAssessment
Beforeanyworkcommencesonsitethe
contractorshallnominateacompetentpersonto
beresponsibleforcoordinatingrisk
assessmentsofalloperationswhereriskis
foreseeableandensuringthatappropriatecontrol
measuresareestablishedandincorporatedinto
safesystemsofwork.Thecontractorshalluse
thesesafesystemsofworkasthebasisforthe
healthandsafetymethodstatements.Allmethod
statementsshallbedevelopedinreasonable
timetoallowcoordinationofhazardousworks.
Theobjectiveofriskassessment,istohighlight
projectrelatedhazardsandtodevelopmethods
todealwiththosehazards.
Theseassessmentsshallbeinwritingand
includebutnotrestrictedtothefollowing

1.4Housekeeping
Housekeepingisofparamountimportance.Contractorsshall
setdownandmakeavailabletothemanagementteamtheir
systemformaintainingaclean,tidyandsafesite.
Contractorsshallensurethesiteiscontinuouslymonitored
toensurestandardsaremaintained.Theuseofskipsand
disposalarrangementsshallbeagreedwithInsertYour
CompanyName.

1.5PermitstoWork
ThecontractorshallensurethatwhenworkingwithinInsert
YourCompanyNameall"PermitstoWork"orauthorisations
havebeenobtainedfromtheProjectManagerforthetypeof
workcoveredinthefollowingclausesofthisdocument.

Wheretheassessmentconductedidentifyhighriskactivities

work"systemunderthedirectsupervisionofanappointed
competentperson.

1.6Workingonorinthevicinityofhigh
temperatureHotWater(HTHW)Systems.
Thecontractorshallconformtotherequirementsof
engineeringinstructionwhenengagedinworkingonornear
orwhereworksaffecttheHTHWorsteaminstallations
underthecontrolofInsertYourCompanyName.Allwork
mustbecarriedoutbycompetentpersons.

1.7WorkinginthevicinityofSprinklersystem.
Thecontractorshallcomplywiththerequirementsofthe
contractEngineersinstructionwhenworkingonornearor
whereworksmayaffectanysprinklersystem.

1.8ProtectionagainstNoise.
Sourcesofnoiseshouldbeeliminatedwherepracticable.
Contractorsareresponsibleforprovidingandensuringthe
useofsuitablehearingprotectionbytheiremployeesand
theirsubcontractors.

1.9Protectionagainstfire.
General.
ContractorsmustconformtotherequirementsofFireSafety
StandardsforInsertYourCompanyName.
Thefireriskassessmentandemergencyproceduresshall
bediscussedwiththeProjectManagerandfireprecautions
shallbeagreedpriortocommencementofworks.
Thecontractorshallensurethatoperativesonsiteare
familiarwiththeriskassessmentandemergency
procedures.
Adequatemeansofextinguishingfiresasdetailedinthehot
workpermitshallbeprovidedbythecontractor,tothe
approvaloftheSafetyManager.
Thecontractorshallensurethatallsitestaffareadequately
briefedandinstructedonfiresafetyarrangementsforthe

siteandmayberequiredtopresentproof.
Theuseofpetroldrivenplant(excludingstaffcars)or
equipmentshallbeprohibitedatalllocationsonthesite
unlesswrittenpermissionisgrantedbyInsertYour
CompanyName.
Allcombustiblematerialsshallbestoredinapositionandin
amannerapprovedbyTheSafetyOfficer.
AccessforEmergencyServices.
Areasshouldbesetasidefortheaccessoffirefighting
equipmentorotherlikeappliancesincludingambulances
andshallbemaintained,keptclearofobstructionsatall
timesandmarked/signedaccordingly.
HotWorking
Hotworkingincludesalltypesofweldingworkinvolvingthe
useofbitumenheatersandthermiclanceequipmentand
anyworkinvolvingnakedflamesorsparks.
Priortoanyhotworkbeingcarriedoutbythecontractora
correctlyendorsedHotWorkpermitshallbeobtainedfrom
TheSafetyOfficer.Thepermitwillcarryendorsementsasto
thetypeoffirefightingequipmenttobeprovidedbythe
contractor,andtheauthorisingpersonwillenterthestarting
andcompletiontimes.Uponthecompletionoftheworkthe
permitmustbereturnedtoTheSafetyOfficerfor
cancellation.
SiteWelding
Noweldingshallbecarriedoutinthesitewithoutprior
approvalfromthecontractengineersthroughTheSafety
Officerwhichshallnotbegivenuntilallconditionsstipulated
bytheHotWorkpermithavebeenmet.Thecontractorshall
givereasonablenoticeofhisrequirementstocarryout
weldingonthesite.
Thecontractorshallensurethatanyweldingoperationsare
screenedorcarriedoutinsuchawayastopreventthe
flashesfromtheprocessaffectinganypersonsimmediately
adjacenttotheoperation,includinganypersonswhohave
gainedunauthorisedaccess,fromtheaffectsof"arceye".

1.10HazardousSubstancesandMaterials
General
Thecontractorshallensurethatriskassessmentshave
beenundertakenbyacompetentpersonforallproducts
intendedforuseduringtheworksormaterialsevolved
duringtheworkandthatwrittenproceduresforthehandling,
application,storageanddisposalofhazardousproducts

havebeenprepared.
TheSecurityOfficermustbeinformedinwritingofall
substancesintendedforuseonsitewhichareclassifiedas
toxic,verytoxic,corrosive,flammable,highlyflammableor
explosive
Asbestos
Ondiscoveringanyasbestosthecontractorshall
immediatelynotifytheSafetyOfficer.NOATTEMPTSHALL
BEMADETOREMOVETHEASBESTOS.Itshallbeleft
undisturbeduntilfurtherinstructionsaregivenbythe
ManagingDirectorofInsertYourCompanyName.In
addition,noticeswarningothersofthepresenceofthe
asbestosshouldbeposted.
DesignandPlanning.
Wherehazardoussubstanceshavebeenspecifiedthe
designermustevaluatetoseeif:
A.Theyarestrictlynecessaryfortheprocess.
B.Theycanbesubstitutedforasaferalternativesubstance.
C.Analternativemethodorprocesscanbeused
toeliminateorreducethehazard.
Ifitisnotpossibletoadequatelyeliminateorcontrol
exposuretoahazardoussubstancethenthecontractorwill
needtoensurethatsuitableandsufficientpersonal
protectiveequipmentisprovidedtoallaffectedemployees
andthattheyareadequatelyinstructedonhow,whyand
whenitistobeused.Thepotentialeffectstootherpersons
mustalsobeconsideredbythecontractor.
HazardousMaterialAssessments.
1. Amaterialassessmentshallbecarriedoutforevery
substancebroughtontosite,copiesofassessment
andmaterialdatasheetsshallbereadilyavailablefor
theSafetyManagertoexamine.Asuitableand
sufficientriskassessmentshouldbemade.
2. Whennecessary,anoperatingprocedureshallbe
producedforthesafehandling,storageanduseofa
particularsubstance.Acopyshallbegiventothe
SafetyManager.
3. Allpersonnelshallbeinformedofanypotentialhealth
hazardsassociatedwithanysubstancetheymayuse
orhandle.Thecontractorshallensurethatcorrectuse
ismadeoftheappropriatesafetyequipmentprovided
byhim.
4. Allpersonnelshallhavesightoftheassessmentwhich
shallbeavailableintheeventofanincidentthat
requiresfirstaidmedicaltreatmentorfirefighting.

Thecontractorsmaterialsriskassessment,selection
procedureandexposurecontrolmeasuresmust
adequatelyconsiderthepossibleeffectsofproducts
suchasfumes,spraysordustetc.bothonandoffthe
site.Exampleswouldbetheuseofsolventbased
paintsandadhesives.
Handling.
1. Afterhandlinghazardoussubstancespersonnelshall
washtheirhandspriortoeating,drinkingandsmoking.
2. Personnelshallnoteat,drinkorsmokeintheproximity
ofstoredhazardoussubstances.
Explosives.
Thebringingofexplosivesontositeisstrictlyforbidden.
WasteArising.
Thecontractorshallberesponsibleforthesafedisposalof
wastearisingfromconstructionactivitiesunderhis
managementandforensuringthatdisposaliscarriedoutin
accordancewiththelegislationrelevanttothewaste
categoryinvolved.
Wastematerialslikelytopresentahazardtositepersonnel
shallbedisposedofassoonaspracticableoronthe
requestofInsertYourCompanyName.
Accesstoandfromtipsmusthavelocalauthorityapproval
andevidenceavailabletotheSafetyManagerplus
authorisationtousethetip.
Allwastearisingtobesegregatedasappropriate.
Thecontractorshallberesponsibleforanydamageor
contaminationcausedbywasteunderhiscontrolandshall
bearthefullcostofanyremedialmeasuresthatthe
responsibleauthoritiesorInsertYourCompanyNamemay
direct.
ThecontractorshallensurestrictcompliancewithWaste
DisposalRegulations.

1.11ContractorsGeneralPlantandEquipment.
Thecontractorshallensurethatemployeesaretrained,
competentandauthorisedtodriveoroperateanyplantor
equipmentthattheymayuse,whetherregularlyoronan
occasionalbasis.Trainingrecordsshouldbemaintainedand
mayberequestedbyInsertYourCompanyName.Such

Servicesclearancemustbeobtainedbeforeanyexcavation

1.15ConfinedSpaces.
Contractorsareresponsibleforthesupplyofallsafety
equipmentincludingallportablegasdetectiondevices,
escapebreathingapparatus,harnessesandotherescape
equipmentandsafetyequipmentmustbeingoodorder.
Contractorsmustbefamiliarwiththesystemofclarification,
theappropriateproceduresthatapplyandfollowasafe
systemofworkinorderthatdangerbothtothemselvesand
othersisavoided.Apermittoworkmayberequired.
Contractorsstaffwhoenteraconfinedspacemustbe
formallytrainedandholdanuptodatecertificateof
competence.

1.16ElectricalEquipment.
Suppliestoportable,electricalpoweredtoolsandtemporary
sitelighting,mustbe110v.
Thecontractorshallproduceanelectricalsafetyplanand
ensurethatonlyequipmentdesignedforoperatingatthe
supplyvoltageisusedonsite.Wheresuppliesgreaterthan
110vhavetobeusedtheneedmustbefullyjustified,
supportedbyafullmethodstatement,beforepermissionis
obtainedfromtheProjectManager.Thetoolshallbe
protectedbyanRCDandregularlycheckedand
documentedbyacompetentperson.
Thecontractorshallensurethatalltoolsanddistribution
equipmentincludingcables,plugsetc.arecompleteand
examinedforsignsofdamageorwearpriortouse.
Trailingcablesacrossoperationalorpublicareasarenot
permitted.Wornordamagedequipmentshallnotbeused.
Anynoncompliantequipmentfoundonsitemustbe

1.17Cranes,Hoists,Platformsetc.
Thecontractorshallensurethatallliftingequipmentisofan
approvedtypeandusedintheapprovedmanner.Acurrent
copyoftheexaminationandinsurancecertificatesshallbe
keptonsiteandmadeavailabletotheSafetyManagerupon
request.
Eachitemofliftingequipmentshallbemarkedwithitssafe
workingload(SWL)whichshallnotbeexceededandalso
withitsuniqueidentificationmarks.Allliftingequipmentshall
bemaintainedinasafeconditionandwhennotinuse
storedassafeaspossible.
Thecontractorshallensurethatliftingequipmentandplant
istested,inspectedandexaminedatspecifiedintervalsby
aninsurancecompanyinspectorwhoistrainedand
authorisedtodosoandthatrecordsoftheexaminationare
maintainedintherelevantstatutoryregister.
Anyliftingequipmentshowingsignsofwearordamageto
safetycriticalpartsshallbetakenoutofserviceimmediately.
Onlyauthorisedbanksmanshallgiveapprovedsignalsto
craneorplantoperators.Thecontractorshallensurethat
thecraneorplantoperatoracceptssignalsonlyfroman
authorisedbanksman.Theauthorisedbanksmanshallbe
readilyidentifiable.
LiftingTackle,ropesetc.shallbeofanapprovedtypetothe
relevantBritishStandard.
Anychainorstrapetc.usedforrestrainingloadshallnotbe
usedifshowingsignsofwearordamage.
Thecontractorshallensurethatanytemporaryplatform
shallbesecurelyattachedorfixed.Itshallhavehandrails,
intermediateguardrailsandtoeboardstopreventpersons
ormaterialsfallingfromtheplatform.Iftheplatformis
attachedtohydraulicorropeoperatedplanttheninthe
eventofahydraulicpowerfailurea"failsafedevice"shallbe
fittedtotheitemofplant.

1.18WorkingatHeights.
Asafeworkingplatformwithsecureedgeprotection,
intermediateguardrailsandsafemeansofaccessshallbe
installed.Ininstanceswherethiscannotbeachieved
alternativearrangementsmustbemadetopreventpersons
ormaterialsfallingtotheground.

Crawlingboardsandsimilarsafetyequipmentshallbeused
onfragileroofsurfaces.
Adequatecontainmentmeasuresshallbeincludedtoensure
thattoolsormaterialscannotfall,orbarriersaretobe
erectedtokeeppeopleawayfromareaswhereoverhead
workisbeingcarriedout.
Thecontractorshallensurethatfixedscaffoldsandmobile
scaffoldtowerscomplyfullywithallstatutoryrequirements
beforeandduringuse.

1.19CompressedGasCylinders.
Allsuchcylindersmustbesupportedatalltimes.Only
trainedandauthorisedpersonnelmayusecompressedgas.
Flammablegasesandoxidisinggasesmustbekeptstrictly
separate.

1.20WelfareFacilities.
1. Thecompaniesdrinkingwaterfacilitiesareavailableto
thecontractor.
2. Thecompanieswashingandtoiletfacilitiesare
availabletothecontractor.
3. Thestaffcanteenfacilitiesforconsumingpacked
lunchesmaybeavailabletothecontractor.
4. Contractorsareexpectedtoprovidetheirownfirstaid
equipment,althoughfirstaidfacilitiesareavailable
shouldtheyberequired.
5. Workoutsidenormalworkinghoursandatweekends
mayrequirespecialarrangements.
6. Contractorsareadvisedtoinformtheiremployees
wherethefirstaidfacilitiesarelocated.

1.21Alcohol
Noalcoholshallbeconsumedbycontractorspersonnelat
anytime.Thosepersonsreportingfordutyandbelievedto
beundertheinfluenceofalcoholshallberefusedentry.Itis
thecontractorsresponsibilitytoensureallhisemployeesare
madeawareofthisrequirementandtoenforcecompliance.
Failuretocomplywiththeserequirementswillresultinthe
immediateremovaloftheoffendingemployeefromthe
contract.Repeatednoncompliancewiththeserequirements
mayleadtoterminationofthecontract.

1.22Smoking.
Smokingisonlypermittedinauthorisedareas.IFINDOUBT
DONOTSMOKE.

Thecontractorshallmakesafetyharnessesandsuitable
trainingavailableforallemployeeswhoworkwherethereis

coverorcrawlingboardscannotbepracticablyprovided.

1.24NonEnglishSpeakingPersonnel.
ThecontractorshallensurethatallNonEnglishspeakingor
NonEnglishemployeesfullyunderstandthesitesafety
requirementsandtheirdutiescoveringsafety,healthand
welfarewhilstonsite.Thisshallincludeanyemergency
proceduresi.e.firedrill.ThelanguageneedsofnonEnglish
speakingpersonnelmustbeadequatelycateredforduring

1.25Testing,CommissioningandMaintenanceof
TemporaryPlantandServices.
Aswithallotheraspectsofconstructionandinstallation
workthecontractorisrequiredtoconductriskassessments
anddevelopmeasurestoeliminateoradequatelycontrol
risks.Thecontractorshallappointanauthorisedpersonwho
willberesponsiblewhenappropriateforissuingapermitto
workpriortoanycommissioningormaintenanceoperations.
Thepermittoworksystemwillensurethatalloperations
followastrictsafesystemofwork.
Priortoanyplant,equipmentorservicebeingplacedinto
use,thecontractorshallensurethattheplant,equipmentor
serviceisnotusedforpurposesotherthanthoseithasbeen
specificallydesignedfor.
Allmovingplantshallhaveanaudiblewarningthatoperates
automaticallywheninreverse,andaflashingyellowhazard
warningbeacon.
Thecontractorshallprovideabanksmanwheneverplantor
equipmentisbeingmovedinthevicinityofotherpersonnel
orthereisapossibilityofpersonnelbeinginthevicinityor
whentheoperatordoesnothaveaclearviewaroundhis
itemofplantorequipment.

1.26PersonalProtectiveEquipment.
Thecontractorshallensurethatriskassessmentsare
carriedouttoidentifythoseaspectsoftheworkforwhich
personalprotective(PPE)istobeprescribed.Thecontractor
shallselectPPEappropriatetotheworkhazardsidentified.
Adequatearrangementsaretobemadeforthestorage,
cleaning,maintenanceandreplacementofPPE.
OnceariskhasbeenidentifiedforwhichPPEhasbeen
prescribedandselected,thecontractormusttakeall
reasonablypracticablestepstoensurethatitisused
correctlybytherelevantpersons.Thiswillrequirethe

provisionofinformation,instructionandtrainingtostaff.
ReassessmentofallPPEprovidedshallbemadeatregular

1.27AppointmentsbytheContractor.
Thecontractorshallensurethatthefollowingdutiesare
fulfilledonlybyappointedpersonswhohaveachievedan
appropriateorstatutorylevelofcompetencethrough
experienceandrelevanttraining.Recordsshouldbe
maintainedtodocumentthenamesofappointedpersons
andtheirtrainingachievements.Whereappropriate
approvedschemesforthecertificationofcompetence
shouldbeconsidered.

Seriousdangerexistsfromcuttingintoemptymetaldrums.
MetalDrumsarenottobereusedwithoutadequatepurging
andgasfreeingproceduresbeingstrictlyfollowed.

1.30EmergencyProcedures.
Thecontractorshallensurethatemergencyproceduresare
providedfortheworksiteandthatallstaffunderstandtheir

therequirementsofInsertYourCompanyNamessafety
notices/instructions.

1.31ProvisionanduseofWorkEquipment.
Thecontractorshallensurethatallworkequipment
identifiedforuseduringtheproject(includingbutnot
restrictedtoconstructionplant)isdesigned,selected,
procured,usedandmaintainedsoastoenablethetaskto
besafelycompleted.
Thegeneralrequirementsarethateachemployermust
ensurethat:
Equipmentisselectedtobesuitablefortheintended
purpose,particularlywithregardtothesiteconditions
inwhichtheequipmentwillbeused.
Appropriatemaintenanceiscarriedoutandany
associatedlogskeptuptodate.
SpecificHealthandSafetyrisksassociatedwiththe
equipmentareconsideredandwhereappropriate:
Useoftheequipmentisrestrictedtocompetent,
nominatedpersons.
Maintenance/Servicingisrestrictedtodesignated
personswiththeappropriatecompetence.
Personswhowilluse,superviseandmanage
equipmentreceiveinformationandinstructionon
trainingtocover
Theconditionsandcircumstancesinwhichthe
equipmentmaybesafelyused.
Themethodsbywhichtheequipmentistobeused
includingoperatingprocedures.
Actionstobetakenintheeventofabnormalsituations
includingemergencies.

1.32HygienicMaintenance.
Itismostimportantforallcontractors,especiallythose
engagedinmaintenanceoperationswhomayberequiredto
workinareaswherecomputingequipmentisbeinghandled,
torecognisethatthewaytheyorganiseandconducttheir
workcanpresentathreattotheproduct.Thethreatarises
fromseveralsources:
A.Accidentalcontaminationofthe
productorequipmentbyforeign
bodiesforexample:flakesofpaint,
dust,nuts,bolts,screws,gasketsand
