On Sunday 19 July 20165t I was driving towards Bunnings Mill Park (From
Bundoora) when I noticed a 40 Kilometres sign with showing as I recall it WORKMAN
AHEAD. I was the first car having been at the red light and had a trail of cars behind me. I
slowed down so that when the 40 Kilometres sign was reached I was driving just below 40
Kilometres. I noticed just past the sign on the left hand site on the grass a police car with what
appeared to be 2 police officers in it with a speed radar camera. Just past them there was a
sign end roadworks and the ordinary 80 kilometres sign. No work man were visible nor any
equipment. It became clear to me the police officers had setup this fake workman situation.
I recall that in my correspondence 20150504-G. H. Schorel-Hlavka O.W.B. to Premier of
Victoria Mr Daniel Andrews-Re -Metro transport extension-etc I referred to anyone
using signage and they should be authorised by VicRoads. Clearly, where we have the police
misusing signage to entrap motorist for no other purpose but to raise revenue as it cannot be
regarded for safety issues where no real safety issue was applicable other than the police
themselves are unduly obstructing the smooth flow of traffic by causing by the false usage of
signage to slow down traffic, that this I view should be investigated and not only this practice
to be stopped but also the police officers being legally held accountable as well as that any
motorist issued with any fines have them withdrawn.
There is in my view a general gross abuse and misuse of police powers. For example when
there is a so called booze bus then part of the road is closed off and a narrow file of traffic
allowed. This, even so most traffic is permitted to flow through. I view that the police should
keep the road free and the so called booze bus be parked off road and the police simply use
hand operated traffic signage (as ordinary red-amber-green lights) so that the traffic will stop
on the red light. The police then can pick certain vehicles to move to the side and then let the
rest go. This will minimize the obstruction to the flow of traffic and also avoid dangerous
situations where traffic has to merge merely into one lane.
It cannot be regarded a safety issue where police themselves are unduly obstructing the
flow of traffic and cause hazards which can be done without and the police can still perform
their functions.
In my view the police must show an exemplary conduct how to avoid and./or minimize traffic
obstructions but it appears that the police are more riding rouge shot as traffic cowboys for
revenue collection and unduly causing demerit points losses., ignoring themselves road safety.
As I indicated in previous correspondences the use and misuse of traffic signage is rampant
and with the police joining in to make fraudulent claims of workman/workmen in the area
where none were this must be deplored. For the record, earlier today I made the same trip

again and the signages were not there and neither any workman. As such, the signage were
not there for legitimate reasons but used to entrap motorist for the sake of tax revenue raising.

It is this kind of conduct that also makes drivers weary as to workman ahead and other such
signs. After all, while the signage were perhaps using a mere about 200 metres nevertheless
its purpose was not for road safety but to cause undue delays and obstruction to the flow of
traffic, merely to generate revenue.
As to check fines issued at the time should be easy, as they were along Plenty Road between
Bundoora and Mill Park (Bunnings Store).

That brings me to another point. Can you finally organise that not every Jan, Dick and harry is using speed
signage to slow down traffic to 40 kilometres an hour and that every sign used must be with a VicRoad issued
number. Here I am quite relax driving within the 40 kilometre indicated speed zone, while other drivers are
passing by. Driving for kilometres I never found any end speed limit sign nor saw any roadworks in progress.
It seems someone had put up the signage some time ago and just forgot to remove it. That is why likely other
road users, aware of the sign being left behind, ignored it. The danger is that if there had been any work
commenced then drivers would be endangering others. We had in Bell Street, Coburg, about 2 years ago
traffic banked up for kilometres, this because at peak hour part of the road was closed off for pouring a
concrete drive way. Well, the property is now overgrown with weed, as it is still vacant. Now ask yourself
how absurd this was to block peak hour traffic to create a driveway for a property still vacant today?
Also drive around and you find those removing trees or removalist transporting furniture, etc, all parked half
way onto the road with speed signs limiting the speed to 40 kilometres an hour. A major road is partly
blocked off because some people are working on a nature strip in a side street. And on and on it goes. As
such, anyone who wants to park illegal just put out some markers and a speed reduction sign and well who
gives a darn about peak hour traffic banked up in the process! This egoistic unreasonable blocking of traffic
should stop.
In my view anyone desiring to block a road should first obtain permission from VicRoads and set out the
signage intended to be used and for what purpose, etc.
