POLICY
The purpose of this procedure is to describe the minimum requirements for the provision
of information, induction, and training for employees.

SCOPE
This procedure applies to all employees.

DETAILED PROCEDURE

4.1

Worksite Responsibilities
Parish Priest/Principal/Manager
The Parish Priest/Principal/Manager is responsible for:

providing a new employee with an induction including OHS&W prior to


commencement of work (or within the 1st week);

providing suitable and adequate assistance in the performance of any task not
previously undertaken by the employee e.g. employees just entering the
workforce, re-training, etc. Assistance will be determined according to the nature
and degree of risk;

ensuring that all employees receive suitable and adequate information, instruction
and training for any task they may be required to perform at work;

identifying any hazardous tasks, and where applicable risk assessments are
conducted and employees trained in the control measures outlined in the risk
assessment;

developing and maintaining a training program;

reviewing on an annual basis the training needs analysis for the organisation.

Training should be integrated into existing training programs, or with other training
requirements/needs.
Information, instruction and training will be provided in a language that is appropriate to
the relevant employee.
Employee Responsibilities
All employees must participate in appropriate induction, training and awareness
sessions.
4.2

When to Conduct Training


The amount of information, instruction and training required, will be assessed according
to the nature of the risks.
Information, instruction and training provided will be reviewed and revised with regards
to risks, changes in legislation, policy and procedure reviews.

At a minimum, information, instruction and training will be provided:

at induction;

prior to any changes in the workplace that may affect the health & safety of
employees;

when new risk control measures are introduced or are changed;

when safe operating procedures are developed or changed;

whenever new plant or substances are purchased;

whenever legislation changes.

Induction
All new employees will be inducted to the worksite prior to the commencement of work
(or within 1 week of commencement).
The OHS&W Induction Checklist Document No. 13a is the minimum requirement for
induction and can be included in site specific requirements.

4.4

Training Needs
Training needs will be determined according to the nature of the risk associated with the
tasks the employee is required to perform. Training needs will be reviewed and revised
annually in consultation with employees.
A Training Needs Analysis will be conducted in consultation with employees and will be
based on:

an assessment of level of risk to the employee;

legislative requirements;

identified compulsory training (Education Sector Training Needs Analysis).

Training needs will also consider an individuals personal growth and future development.
Training needs will be identified for each employee annually and this may or may not
result in training being required.
Training needs may be identified through:

employee competency relating to risk control measures;

key responsibilities e.g. supervision;

new employees;

performance management process;

staff surveys;

outcomes of incident/injury reports;

safe operating procedures;

legislative requirements;

outcomes of audits.

Document No. 13b can be used for developing a training needs analysis.

Training Program
Following the training needs analysis a training a program will be developed with training
needs prioritised based on risk. Identified training will be implemented within reasonable
timeframes.
All employees are expected to attend and participate in training identified in the training
program.

4.6

Training Evaluation
Training will be evaluated for effectiveness. Training Review Document No. 13e can be
used for this purpose.

4.7

Records
Records of all training received or provided must be kept (for a period of 5 years from
last entry). Documents will include:

training needs analysis;

training program;

record of training attendance;

training reviews.

The following documents can be used for record keeping purposes:

TRAINING
All employees will be briefed/trained in the requirements of this Procedure during
induction and when implemented or amended.
Employees will be trained (where applicable) in any risk assessments and/or safe
operating procedures developed as a result of this Procedure.

6.

REVIEW AND AUDIT


Compliance with this procedure will be audited according to the internal OHS&W Audit
Document No. 7 and the CCES Audit Policy.
This document shall be reviewed within two years of the date of issue. Changes in
legislation, Catholic Church Policy may necessitate earlier review and subsequent.
