tree, they often think that
some sort of disease is caus-
ing the illness. Actually, a
majority of the problems
causing trees and shrubs to
look sick stem from stress or
physical injury rather than
disease.
A common symptom of
stress or injury is marginal
leaf burn, or leaves fringed
by dead tissue. This has been
a common problem with nu-
merous species of trees and
shrubs this summer. Mar-
ginal leaf burns are seldom
caused by leaf disease, which
usually shows up as random
lesions (dead areas) scat-
tered about the leaf. Leaf
burn occurs at the leaf tip
or along the leaf margin be-
cause salts (plant nutrients)

trap, skeet or sporting clays

couple cases of clay targets,

safe place for a little prac-
tice. Don’t spend all your
time shooting at the easier,
going away targets, either.

that’s often ignored in the
excitement of heading off
to college, but it’s one that
should seriously be consid-
ered by many students and
their parents.
Fortunately, it’s a ques-
tion that most colleges have
begun to address in recent
years. But while the major-
ity of colleges today offer, at
no cost, special programs,
tutoring and counseling to
assist students with learn-
ing disabilities and special
needs, it’s still the student’s
responsibility to seek out
needed help.

in different circumstances
throughout their lives, and
owning a home might not
fit into the plans for a given
person at a given time. How-
ever, for most folks, buying a
home at some point in their
lives is the smartest finan-

If you come to the conclu-
sion that you’re ready to in-
vest in your future and buy
a home, consider the follow-
ing advice:
Don’t outsmart
yourself
Some people are trying to
“time the market” and wait
for the absolute best prices.
This strikes me as risky
and a little short-sighted.
Good interest rates are cur-
rently available, so why not
act now and start building
equity? If you wait another
year, and the price of the
home goes down a few thou-
sand dollars, but interest
rates are half a point higher,
what have you saved? Noth-
ing – in fact, had you pur-
chased, you’d have a year’s
worth of mortgage-interest
tax deductions and a 12-
month head start on build-
ing equity.
Look for approval
You may hear that you
need to get pre-qualified
for a loan, and that’s a first
step, but getting pre-quali-
fied doesn’t guarantee you’ll
be approved for the loan. A
pre-approved mortgage as-
sures everyone that your
finances have been verified.

agent know that you’re a

Can pets foretell the fu-
ture?
The question has been
asked for decades: Do ani-
mals have ESP?
It’s hard to answer because
it’s never been proven in hu-
mans that such a thing as
ESP (extra sensory percep-
tion) exists, says Dr. Bonnie
Beaver, an expert in animal
behavior at the College of
Veterinary Medicine & Bio-
medical Sciences at Texas
A&M University.
It’s been suspected ESP
exists in humans, but not
unequivocally proven. The
same could be said for the
animal world, Beaver says.
Some people suspect ani-
mals have ESP, but there’s
no concrete evidence to say
it’s so.

mal ESP can be explained
as something else,” Beaver
said.
“Humans and animals
may or may not have ESP,
but the scientific proof is still
not there yet.”
Take earthquakes. Many
animals can sense an earth-
quake before the first win-
dows in a building start
shaking. “But what they
are feeling are actually pre-
tremors and the ground
moving – they can detect it
before we can because they
feel it,” Beaver said.
“In places where tremors
don’t occur often, it’s been
noted that animals don’t
seem to sense what is com-
ing.”
Likewise, many animals –
especially horses and cattle
– can sense a thunderstorm
before it occurs. That’s true,
Beaver says, but it doesn’t
have anything to do with
ESP.
“Animals get skittish be-
fore a storm because they
can feel the barometric pres-
sure changing, or they can
smell the ozone, or even hear
the distant thunder,” she ex-
plained. “They are reacting
to something that affects
them physically.”
When it comes to helping
people, Beaver says, some
pets are genuinely gifted.
Dogs and cats have been
known to alert some people
when a seizure is about to
begin.
“It’s common for animals
to sense a seizure in their
owners, and some dogs can
even be trained to warn a

“Dogs are very aware of
what is normal and not nor-
mal behavior in their owners.
They can sense the muscles
tightening up and the on-
coming of spasms and other
things that might signal the
onset of a seizure. Dogs are

people.”
Sometimes, she says, ani-
mals can detect danger and
they notify their owners ac-
cordingly. There are hun-
dreds of cases of dogs or cats
awakening their owners to
alert them of a house fire or
gas leak.

Council will consider five-year improvement plan

The Bridgeport City Coun-
cil last Tuesday received
their first look at a proposed
five-year capital improve-
ment plan which includes
details on proposed projects
throughout the city’s de-
partments, from parks and
airport projects to water and
sewer projects.
The plan was presented
by city staff at a workshop.
Along with future proj-
ects, the council discussed
funding options for under-
funded projects: Industrial
Park Boulevard paving,
Bridgeport Stage improve-
ments, Community Center
pavilion and Collector A-1
and A-2, constructing a four-
lane divided roadway into
Industrial Park and planned
recreation areas.
Assistant city administra-
tor Rachel Huitt said that
construction costs have gone
up dramatically in the last
six months.
“The reason costs have
gone up so much is because
the cost of fuel, concrete and
steel have gone up,” Huitt
said. “It’s just the circum-
stances of the market.”
The staff presented two
funding options for the proj-
ects. The first option put
the Industrial Park Bou-
levard paving project on

Because drowning is the
second leading cause of ac-
cidental death in children in
the United States, but the
leading cause in the state
of Texas, the American Red
Cross urges every family to
take water safety seriously.
Four livesaving steps
Step 1: Wear a lifejacket:
Never go out on a boat, riv-
er, stream or other body of
water without a U.S. Coast
Guard-approved lifejacket.
For young children, even in
a backyard pool, a lifejacket
should be used. “Floaties”
or “Water Wings” are not
good enough. Look for a U.S.
Coast Guard-approved per-
sonal flotation device.
Step 2: Watch your chil-
dren: Never take your eyes
off of children in the water,

ute. Unlike images from the
movies or television, chil-
dren don’t flail and yell for
help when they’re in trouble.
They fall in the pool and si-
lently sink to the bottom. If
your child is suddenly miss-
ing from your home, check

children are going to be
around water, ensure that
you know how to perform
CPR in case of an emergen-
cy. If a relative or friend is
watching your child, be sure
they know CPR, too.
Step 4: Know how to swim:

■ Always keep basic life-
saving equipment by the
residential pool and know
how to use it. A first aid
kit, cordless phone, phone
list with emergency contact
information, reaching pole
and ring buoy with a line
attached are recommended.
In addition, the Red Cross
recommends that pools be
surrounded on all sides by

New vehicle sales steady

Sales of full-sized sport utility vehi-
cles may be slow across the nation, but
lucrative long-term 0 percent financ-
ing rates kept sales steady in Wise
County in July. James Wood Motors,

tered 347 new cars and trucks to indi-

July of 2007. Nationally, the figures
were not so positive, with an overall
