Police Corruption is defined as the abuse of police authority for personal or organizational gain.

For a corrupt act to occur, three distinct elements of police corruption must be present
simultaneously:

1) misuse of authority
2) misuse of official capacity
3) misuse of personal attainment.

Lawrence police officers Jay Bialek and officer Mickey Rantz informed Marietta Parker and Terra
Morehead the "Yellow House" Business provided cars and list for crack heads to go out and steal
stuff for the yellow house store to sell.
This was after the local D.A's office was not interested in filing fencing charges against the business
owners.
Jay Bialek and Officer Mickey Rantz set out to prove the lie they told the justice dept.
Bialek began to harass Annette Miller at her work a single mother with two girls one of the girls we
provided foster care for in our home.
Officer Bialek went to Annette's work on several occasions, one time he demanded to search her car
with out a search warrant (6-months after the lies were told to the Justice dept.) these dirty officers
informed Annette they knew she was stealing stuff and selling drugs for us (all lies) Annette
informed the officers they were crazy and the Yellow house owners did not sell drugs or stolen
property.
Lawrence Police officers were angry Annette was not saying what they needed so they went to
S.R.S. and threatened Annette's social worker, the officers told the social worker that Annette was
involved with running drugs and stolen property for the Yellow House business and they needed her
to remove Annette from her benefits so she would loose her kids, then she would help the officers
with the investigation of the yellow house even though Annette had already told the officers the
truth.
Annette was removed from the list of section 8 housing and lost her food stamps.

Annette complained to the social workers supervisor and the worker was fired, then Annette hired a
attorney because of the continued police harassment and that was when it came out that Officer Jay
Bialek and Office Mickey Rantz had been responsible for Annette loosing her benefits and the poor
social worker getting fired.
This is Just WRONG these dirty officers still have a job after all of the lie's and Laws broken while
these officers ran around trying to fabricate evidence against the yellow house to cover the lies they
told the justice dept. and the media.
Could unethical behavior be enough to make the Lawrence police dept. fire a 2-dirty officers with no
Integrity in the community.
Here is a list of other Unethical Behavior these dirty officer were involved in during the illegal
investigation of the "yellow house business"
1. These officers posed as F.B.I agents in a effort to intimidate our customers.
2. These officers falsefied a video recording of a sting buy at the business.
3. They broke the chain of custody by returning a item 6-months later and admitted the item had
not been loged in as evidence and that was the reason they could return the item.
4. Tony Reyes informed us the police were doing survailance from the fire station and as it turned
out the officers did NOT havd a court order from the judge.
5. The inventory list has been switched by the officers and then it was switched again by
Mrs. Terra Morehead.
6. These dirty officers conspired with Terra Morehead to falseify a legal documents.
Its ashame these officers are not being held to the same standard of conduct they are
trying to hold the public to.
The City of Lawrence settled out of court with Annette attorney for a huge amount of money
and this settlement shows the police officers Bialek and Mickey Rantz LIED to get the search
warrant to harass our business and home.
