2 Overview
2.1 Introduction
As mobile communication services continue to develop, users have increasingly high requirements for
downlink throughput. Multi-carrier HSDPA technologies enable UEs to set up HSDPA connections with
multiple carriers, which increases the single-user downlink throughput.
Before the Flexible Dual Carrier HSDPA feature was introduced, carriers that meet certain requirements
could only form DC-HSDPA groups, and one carrier could belong to only one group. Therefore, multicarrier HSDPA technologies could not be flexibly applied, and frequency resources were not fully utilized.
NOTE:
SC-HSDPA is short for Single-Carrier High Speed Downlink Packet Access.
DC-HSDPA is short for Dual-Carrier High Speed Downlink Packet Access.
Now, with introduction of the Flexible Dual Carrier HSDPA feature, inter-frequency co-coverage cells that
meet certain requirements can form a multi-carrier cell group, and cells in the multi-carrier cell group work
in resource pool mode. The RNC dynamically selects cells from the group based on HSPA+ technical
satisfaction, service requirements, and network load to construct DC-HSDPA groups for different UEs to
fulfill their service requirements.
NOTE:
For details about HSPA+ technical satisfaction, see Directed Retry Decision Feature Parameter
Description.
Figure 2-1 shows an example of cell group configuration with and without Flexible Dual Carrier HSDPA.

Figure 2-1 Example of cell group configuration with and without the Flexible Dual Carrier HSDPA
feature

Figure 2-1 assumes that an operator has three inter-frequency co-coverage cells: F1, F2, and F3. Before
the Flexible Dual Carrier HSDPA feature was deployed, two cells F1 and F2 formed one DC-HSDPA
group and the third cell F3 worked as an SC-HSDPA cell. With the Flexible Dual Carrier HSDPA feature,
the three cells F1, F2, and F3 can form a multi-carrier cell group, and cells in the multi-carrier cell group
can flexibly form three DC-HSDPA groups for the HSDPA transmission of different UEs.
NOTE:
In the example shown in Figure 2-1, three carriers are used. The number of carriers in actual networking
can be three or four.

2.2 Benefits
The Flexible Dual Carrier HSDPA feature dynamically uses instantaneous idle resources in a cell,
increasing the UE data rate and system capacity. In the case of three carriers, this feature increases the
UE data rate by up to 20% when UEs are processing burst services. The feature gain is affected by the
proportion of UEs supporting the multi-carrier HSDPA technologies.
This feature enables a smooth evolution between multi-carrier HSDPA technologies by configuring multicarrier cell groups.

2.3 Feature Capabilities

2.3.1 Multi-Carrier HSDPA Technologies
The Flexible Dual Carrier HSDPA feature supports the following multi-carrier HSDPA technologies:
DC-HSDPA
DC-HSDPA+MIMO
NOTICE:
If the Flexible Dual Carrier HSDPA feature is used with the WRFD-010684 22 MIMO feature, the
Primary/Secondary common Pilot (PSP) mode must be used. For details, see MIMO Feature Parameter
Description.
The Flexible Dual Carrier HSDPA feature flexibly allocates different DC-HSDPA groups to different UEs.
NOTE:
For details about how to enable the DC-HSDPA feature, see DC-HSDPA Feature Parameter Description.
Figure 2-2 shows an example of using the Flexible Dual Carrier HSDPA feature and multi-carrier HSDPA
technology together.

Figure 2-2 Example of using the Flexible Dual Carrier HSDPA feature and multi-carrier HSDPA
technology together

2.3.2 Cells Candidate for a Multi-Carrier Cell Group

This section describes the requirements for cells to become candidates for a multi-carrier cell group.

Coverage
Cells in a multi-carrier cell group must belong to the same sector of a NodeB and must be inter-frequency
co-coverage cells. Each multi-carrier cell group must have three or four inter-frequency cells. For
DBS3800 and DBS3900 series base stations, cells in a multi-carrier cell group must be served by the
same BBU.

Frequency Bands, Frequencies, and Bandwidth

A multi-carrier cell group consists of a maximum of four cells. The cells in a multi-carrier cell
group must operate in the same frequency band.
Cells in the same frequency band can use adjacent frequencies or non-adjacent frequencies.
NOTE:
When cells in the same frequency band use non-adjacent frequencies, UEs must support non-adjacent
frequencies.

Cell HSPA+ Capability

Cells in a multi-carrier cell group must have the Flexible Dual Carrier HSDPA feature enabled.
In a multi-carrier cell group, cells in the same frequency band must have either the WRFD010696 DC-HSDPA or WRFD-010699 DC-HSDPA+MIMO feature enabled.

Others
One cell can belong to only one multi-carrier cell group.
For macro cells enabled with the Multiple RRUs in One Cell feature, one cell can belong to a
maximum of three multi-carrier cell groups. This is because sectors with cells enabled with the
Multiple RRUs in One Cell feature generally have an overlapping coverage area with two or
three common sectors. For other types of cells, one cell can belong to only one multi-carrier cell
group.
Cells in a multi-carrier cell group have the same time offset (specified by the
Tcell(BSC6900,BSC6910) parameter).
NOTE:
Tcell(BSC6900,BSC6910) specifies the difference between the System Frame Number (SFN) and
NodeB Frame Number (BFN) of the NodeB that the cells belong to. Tcell(BSC6900,BSC6910) is set in
the MOD UCELLSETUP command.

2.3.3 Configuration of Multi-Carrier Cell Groups

To configure a multi-carrier cell group, perform the following steps:
1. Run the NodeB MML command ADD NODEBMULTICELLGRP to add a multi-carrier cell
group. In this step, specify MULTICELLGRPID and set MULTICELLGRPTYPE to HSDPA.
2. Run the NodeB MML command ADD NODEBMULTICELLGRPITEM multiple times to add
local cells to the multi-carrier cell group.

3 Technical Description
This chapter describes the technical details about the Flexible Dual Carrier HSDPA feature. For details
about DC-HSDPA, DB-HSDPA, and 4C-HSDPA, see DC-HSDPA Feature Parameter Description..
Unless otherwise specified, "multi-carrier HSDPA" referred to in this document indicates DC-HSDPA and
combinations of DC-HSDPA and other techniques, for example, DC-HSDPA+64QAM.

3.1 Overview
This section describes the impacts of Flexible Dual Carrier HSDPA on protocol entities, requirements for
network elements (NEs), and impacts on radio resource management (RRM) functions.

3.1.1 Impacts on Protocol Entities

Figure 3-1 shows the protocol entities affected by the Flexible Dual Carrier HSDPA feature.

Figure 3-1 Protocol entities affected by the Flexible Dual Carrier HSDPA feature

The Flexible Dual Carrier HSDPA feature affects the NodeB application part (NBAP) entity on the control
plane and the MAC-ehs entity on the user plane as follows:
NBAP entity

Cell capability reporting: The NodeB reports the list of candidate secondary cells to the
RNC.

Radio link (RL) setup and reconfiguration: The RNC sends information about primary and
secondary cells to the NodeB.

MAC-ehs entity
The Flexible Dual Carrier HSDPA feature affects the scheduling function of the MAC-ehs entity.
Each UE is assigned a MAC-ehs entity. Before the Flexible Dual Carrier HSDPA feature is introduced, the
MAC-ehs entity assigned to a DC-HSDPA UE performs joint scheduling between the primary and
secondary cells. After the Flexible Dual Carrier HSDPA feature is introduced, the NodeB supports joint
scheduling for all DC-HSDPA UEs in different cells.

3.1.2 Requirements for NEs

Table 3-1 describes the requirements of the Flexible Dual Carrier HSDPA feature for NEs.
Table 3-1 Requirements for NEs
NE

RNC

The RNC must select the primary and secondary cells for UEs based on the information
about candidate secondary cells reported by the NodeB. The RNC also performs multi-carrier
HSDPA load control and scheduling. For details, see section 3.1.1 Impacts on Protocol
Entities.

NodeB

The NodeB must determine the list of candidate secondary cells for each cell based
on the configured multi-carrier cell groups and report the primary and secondary cell
information to the NodeB over the Iub interface.

NE

Requirement

UE

The NodeB must perform joint scheduling between the primary and secondary cells
for a single UE.

UEs must support at least one multi-carrier HSDPA technology and must belong to HSDSCH category 21 or higher.

The Flexible Dual Carrier HSDPA feature requires support from NEs. Details are as follows:
The NodeB reports the multi-carrier HSDPA capability of each cell and the list of candidate secondary
cells for each cell over the Iub interface.
The RNC determines the multi-carrier HSDPA capability of a UE based on the information
reported by the UE.
The RNC selects a radio bearer and appropriate primary and secondary cells for the UE. The
RNC then sends the bearing information to the NodeB and UE.
After the radio bearer is set up, the NodeB performs joint scheduling for the UE between the
primary and secondary cells.

3.1.3 Impacts on RRM Functions

Table 3-2 describes the impacts on RRM functions: radio bearer, load control, dynamic cell shutdown,
scheduling, and secondary carrier activation/deactivation.

3.4 Multi-Carrier
HSDPA Scheduling
N/A

The Flexible Dual Carrier HSDPA feature affects the cell load estimation in the following aspects:
Downlink cell power

Cell Guaranteed Bit rate Power (GBP), which is used for downlink power admission
algorithms 1 and 3

Equivalent number of downlink users, which is used for downlink power admission
algorithm 2

Number of HSDPA users

For details about load estimation, see Call Admission Control Feature Parameter Description.
The load estimation results serve as a basis for Potential User Control (PUC), LDR, OLC, and load
balancing-based inter-frequency DRD. Of these functions, only the PUC remains unchanged after the
Flexible Dual Carrier HSDPA feature is applied.

Cell Downlink GBP

When the Flexible Dual Carrier HSDPA feature is applied, the cell downlink GBP consists of
R99 user power, SC-HSDPA user power, and DC-HSDPA user power. The transmit power of
each DC-HSDPA user in the primary or secondary cell equals the user's total GBP multiplied by
the percentage of the transmit power in the cell.
NOTE:
GBP is the power required for the guaranteed bit rate (GBR) in the downlink.

Figure 3-2 shows the composition of cell downlink GBP after the Flexible Dual Carrier HSDPA
feature is applied.
Figure 3-2 Composition of cell downlink GBP after the Flexible Dual Carrier HSDPA feature is applied

NOTE:

The methods of estimating the downlink cell power in a DC-HSDPA cell are the same before and after the
Flexible Dual Carrier HSDPA feature is enabled. For details, see Call Admission Control Feature
Parameter Description.

Equivalent Number of Downlink Users

When the Flexible Dual Carrier HSDPA feature is activated, DC-HSDPA users consume ENU
resources only in the primary cell. For details about how to calculate the consumed ENU
resources in a cell, see Call Admission Control Feature Parameter Description.
NOTE:
ENU is short for equivalent number of users.

Number of HSDPA Users

The Flexible Dual Carrier HSDPA feature does not affect the estimation of the number of HSDPA users.
One DC-HSDPA user is calculated as one HSDPA user only in the primary cell.

3.2.2 DRD
This section describes only the DRD when the Flexible Dual Carrier HSDPA feature is applied. For details
about DRD, see Directed Retry Decision Feature Parameter Description. For details about the DRD for
DC-HSDPA UEs, see DC-HSDPA Feature Parameter Description.
During the radio bearer setup or state transition from CELL_FACH, CELL_PCH, or URA_PCH to
CELL_DCH, the RNC performs DRDs to select primary and secondary cells for UEs if the RNC
determines that DC-HSDPA is configured for the UEs according to the radio bearer policy.
The DRD procedure is as follows:
1. The RNC ranks candidate cells that meet the DRD quality requirements.
The Flexible Dual Carrier HSDPA feature does not affect candidate cell ranking.
During candidate cell ranking, the RNC successively performs DRD for device type steering,
DRD for HSPA+ technical satisfaction, DRD for service priority, DRD for load balancing, and
DRD for user position. For details, see DC-HSDPA Feature Parameter Description.
2. The RNC determines primary and secondary cells.
The RNC selects the primary cell in order from high priority to low priority ranked in the
preceding step.
After selecting the primary cell, the RNC selects a secondary cell in order from light downlink
load to heavy downlink load from the candidate secondary cell list to form a cell group with the
primary cell and then performs CAC. The candidate secondary cell list is reported by the
NodeB to the RNC for each primary cell.
If the CAC attempt succeeds, the UE is served by the selected cell group. If the CAC attempt
fails, the RNC selects the next secondary cell in order of load from the candidate secondary
cell list.
If the CAC attempt fails in all candidate secondary cells, the RNC selects the next primary cell
in order of priority and performs CAC. The RNC repeats this process until the CAC procedure
is successful.

NOTE:
The primary and secondary cells for a DC-HSDPA user must belong to the same multi-carrier cell group.
A primary cell can have multiple candidate secondary cells. Assume that a multi-carrier cell group has
three cells that operate in three adjacent frequencies in the same band: F1, F2, and F3. If the RNC
selects F2 as the primary cell for a DC-HSDPA UE, F1 and F3 are both candidate secondary cells.
Therefore, F2 can form a DC-HSDPA group with either of them.
The SecCellLdbDrdChoice(BSC6900,BSC6910) parameter specifies the downlink load type during
secondary cell selection.
When this parameter is set to UserNumber, the RNC selects a secondary cell based on the
number of HSDPA users.
When this parameter is set to Power, the RNC selects a secondary cell based on the downlink
power.
The SecCellLdbDrdChoice(BSC6900,BSC6910) parameter can be set at either the RNC level or the cell
level. The RNC-level parameter is in the SET UDRD command. The cell-level parameter is in the ADD
UCELLDRD or MOD UCELLDRD command. If this parameter is set at the cell level, the cell-level
parameter prevails, regardless of whether it is also set at the RNC level. If this parameter is set only at the
RNC level, the RNC-level parameter prevails.

3.2.3 CAC
The Flexible Dual Carrier HSDPA feature affects only downlink cell power resource-based CAC. For
details about CAC, see Call Admission Control Feature Parameter Description. For details about the CAC
for DC-HSDPA UEs, see DC-HSDPA Feature Parameter Description.

Downlink Cell Power Resource-based CAC

UEs is considered successful.

NOTE:
For details about power admission algorithms 1, 2, and 3, see chapter 7 "Cell Power Resource-based
CAC" in Call Admission Control Feature Parameter Description.

CAC based on Other Resources

The Flexible Dual Carrier HSDPA feature does not affect CAC based on the number of HSDPA users. For
DC-HSDPA UEs, the RNC performs CAC based on the number of HSDPA users only in the primary cell.
The Flexible Dual Carrier HSDPA feature does not affect NodeB credit resource-based CAC and Iub
resource-based CAC.

Admission Failure Processing

Figure 3-3 shows how a DC-HSDPA UE admission failure is processed.

Figure 3-3 Admission failure processing

The RNC attempts to select a neighboring cell for inter-frequency blind handovers as the primary cell and
then selects an appropriate secondary cell. The RNC then performs CAC.
If the CAC attempt fails in all inter-frequency co-coverage cells in the same sector, DC-HSDPA services
fall back to R99 channels in the current cell and then reattempt to access the network.

3.2.4 Queuing and Preemption

The Flexible Dual Carrier HSDPA feature does not affect the queuing and preemption functions of DCHSDPA UEs.
DC-HSDPA UEs are queued only in the primary cell.
DC-HSDPA UEs preempt only the resources of other DC-HSDPA UEs in the primary cell.
The queuing and preemption functions of DC-HSDPA UEs are the same as those of SC-HSDPA UEs. For
details about queuing and preemption, see Load Control Feature Parameter Description.

3.2.5 LDR and OLC

After the Flexible Dual Carrier HSDPA feature is applied, the RNC monitors the load status of each cell
and triggers LDR or OLC. For details about how to monitor the load status of a cell, see section 3.2.1
Load Measurement.
For DC-HSDPA UEs, the RNC performs LDR only on the UEs that use the current cell as the primary cell.
The LDR function is the same as that before the Flexible Dual Carrier HSDPA feature is applied. If LDR is
implemented through inter-frequency handovers, the target cell cannot be a secondary cell of the UE.
The OLC function is the same as that before the Flexible Dual Carrier HSDPA feature is applied. For
details about LDR and OLC, see Load Control Feature Parameter Description and Overload Control
Feature Parameter Description.

3.3 Dynamic Cell Shutdown

During off-peak hours, one or more cells in co-coverage areas can be shut down to reduce the power
consumption of the NodeB. The following two features describe dynamic shutdown of cells:
WRFD-020117 Multi-Carrier Switch off Based on Traffic Load
WRFD-020122 Multi-Carrier Switch off Based on QoS.
The Flexible Dual Carrier HSDPA feature can be used with the dynamic cell shutdown function.
After the Flexible Dual Carrier HSDPA feature is activated, the following condition is added for shutting
down a cell:
The number of DC-HSDPA UEs in the cell must be less than or equal to the value of the
McHsdpaUserNumThd(BSC6900,BSC6910) parameter in the ADD UCELLDYNSHUTDOWN
command.
For details about how to estimate the downlink power of a cell, see 3.2.1 Load Measurement.
For details about the dynamic cell shutdown function, see Green BTS Feature Parameter Description.

3.4 Multi-Carrier HSDPA Scheduling

Each UE is assigned a MAC-ehs entity. The MAC-ehs entity assigned to a DC-HSDPA UE performs joint
scheduling between the primary and secondary cells.
After the Flexible Dual Carrier HSDPA feature is introduced, the NodeB supports joint scheduling for all
DC-HSDPA UEs in different cells. The NodeB ranks DC-HSDPA UEs according to user priority and
allocates the resources in the primary and secondary cells to the UE.
The NodeB takes more resources from cells with a lighter load and fewer resources from cells with a
heavier load in the group to allocate to UEs. In this way, the resources of cells with a heavier load are
reserved for SC-HSDPA UEs.
For details about joint scheduling, see HSDPA Feature Parameter Description.

3.5 Activation and Deactivation of Supplementary Carrier

The NodeB deactivates the supplementary carrier for a dual-carrier user when the user's traffic volume is
low. When the traffic volume rises, the NodeB reactivates the supplementary carrier and the user
becomes a dual-carrier user again.
When one carrier is enough to carry the data sources and throughput for a user, the DC-HSDPA
supplementary carrier can be deactivated for the user. Only the ACK/NACK and CQI messages over the
primary carrier are transmitted on the HS-DPCCH. In this way, the HS-DPCCH power and the uplink load
are reduced. When the data sources and throughput for a user exceed the capability of one carrier, the
supplementary carrier will be reactivated for the user.
For details, see Traffic-Based Activation and Deactivation of the Supplementary Carrier In Multi-carrier
Feature Parameter Description.

4 Related Features
4.1 Prerequisite Features
If multiple cells in a multi-carrier cell group operate in the same frequency band, the cells that operate in
the same frequency band must have the WRFD-010696 DC-HSDPA feature enabled.

4.2 Mutually Exclusive Features

If the Flexible Dual Carrier HSDPA feature is used with the WRFD-010684 22 MIMO feature in a cell, the
Primary/Secondary common Pilot (PSP) mode must be used for the MIMO. For details, see MIMO
Feature Parameter Description.

4.3 Impacted Features

RAN Sharing and MOCN
The Flexible Dual Carrier HSDPA feature can be enabled in RAN sharing or Multi-Operator Core Network
(MOCN) scenarios.
When the Flexible Dual Carrier HSDPA feature is enabled in RAN sharing or MOCN scenarios, run the
RNC MML command SET UOPERATORSHARINGMODE to set
InterPlmnMultiCarrSwitch(BSC6900,BSC6910) to YES. This allows UEs to use cells belonging to
different operators as primary and secondary cells, but each UE must use its operator's cell as the
primary cell. The secondary cell can belong to other operators. When
InterPlmnMultiCarrSwitch(BSC6900,BSC6910) is set to NO, the UE must use its operator's cells as the
primary and secondary cells.

DC-HSUPA
The Flexible Dual Carrier HSDPA feature does not affect the configuration of DC-HSUPA.
When the Flexible Dual Carrier HSDPA feature is used with DC-HSUPA, a DC-HSDPA UE can use DCHSUPA only when the DC-HSUPA group is the same as the DC-HSDPA group.
Figure 4-1 shows an example of using the Flexible Dual Carrier HSDPA feature and DC-HSUPA together.

Figure 4-1 Example of using the Flexible Dual Carrier HSDPA feature and DC-HSUPA together

Figure 4-1 assumes that a multi-carrier cell group has three cells (F1, F2, and F3) and the Flexible Dual
Carrier HSDPA feature is activated in the cells. If F1 and F2 are configured as a DC-HSUPA group, only
DC-HSDPA UEs that use F1 and F2 as the primary and secondary cells can establish DC-HSUPA
connections in the uplink, and other DC-HSDPA UEs cannot establish DC-HSUPA connections in the
uplink.

5 Network Impact
System Capacity

This feature reduces the difference between the downlink load of cells in a multi-carrier cell group. The
effect of this feature depends on the number of DC-HSDPA UEs and their traffic volume. A larger number
of DC-HSDPA UEs and a larger traffic volume results in smaller difference between the downlink load of
cells.

Network Performance
Cells in a multi-carrier cell group have the same time offset (specified by the Tcell(BSC6900,BSC6910)
parameter). When multiple cells (three or four) served by the same RRU in a sector transmit data at full
power, the peak-to-average ratio (PAR) of the RRU increases if a higher-order modulation scheme is
used in the downlink. As a result, cell throughput may decrease. On live networks, cells in the same
sector do not transmit data at full power for a long period of time, and therefore cell throughput only
slightly decreases.
After Flexible Dual Carrier HSDPA is activated in networks with a low load, the data rates of DC-HSDPA
UEs increase because UEs can fully utilize frequency resources. As network load increases, the gain
provided by this feature decreases. The difference between the downlink load of cells in a multi-carrier
cell group before this feature is activated also affects the gain provided by this feature. A larger difference
results in a greater gain.

6 Engineering Guidelines
6.1 When to Use Flexible Dual Carrier HSDPA
This feature is recommended in the following scenarios:
There are more than two inter-frequency co-coverage cells.
A large proportion of UEs support DC-HSDPA.
The downlink load of inter-frequency co-coverage cells is low.
When the downlink load is high or the proportion of UEs supporting DC-HSDPA is small, the gain
provided by this feature is low. For details about the impact of downlink load or the proportion of UEs
supporting DC-HSDPA on this feature, see section 6.5.1 Factors Affecting Feature Benefits.

6.2 Required Information

Before feature deployment, operators need to collect the following information:
Frequencies, and bandwidth
Proportion of UEs supporting DC-HSDPA
Cell downlink load
For details about the related counters, see section 6.5.2 Feature Benefits Monitoring.

6.3 Planning
6.3.1 RF Planning
Before enabling the Flexible Dual Carrier HSDPA feature, plan the frequencies as described in 2.3.2 Cells
Candidate for a Multi-Carrier Cell Group.
Frequencies in the same frequency band can be either adjacent or non-adjacent. Figure 6-1 shows an
example of three adjacent and non-adjacent frequencies in the same frequency band (band a).

Figure 6-1 Three frequencies in the same frequency band

6.3.2 Network Planning

After you determine the frequency band and frequencies, determine multi-carrier cell groups and the
multi-carrier HSDPA technologies for each cell. For details about the requirements, see sections 2.3.1
Multi-Carrier HSDPA Technologies and 2.3.2 Cells Candidate for a Multi-Carrier Cell Group.
On live networks, most operators have multiple inter-frequency co-coverage cells in urban areas and
hotspots. Using multi-carrier HSDPA technologies and the Flexible Dual Carrier HSDPA feature together
enables full utilization of frequency resources and supports a smooth evolution to future technologies. The
following provides configuration suggestions for the typical scenario below.
In this scenario, three or four inter-frequency co-coverage cells that operate in the same frequency band
have been enabled with DC-HSDPA.
The Flexible Dual Carrier HSDPA feature can be activated in this scenario. This feature helps flexibly
allocate frequency resources and enable smooth multi-carrier evolution. Figure 6-2 shows an example of
multi-carrier evolution in a single-band scenario.

Figure 6-2 Example of multi-carrier evolution in a single-band scenario

RAN Sharing and MOCN

In MOCN and RAN sharing scenarios, cells of different carriers can form a multi-carrier cell group when
the InterPlmnMultiCarrSwitch(BSC6900,BSC6910) parameter is set to YES.
For details about the implementation of the Flexible Dual Carrier HSDPA feature in RAN sharing and
MOCN scenarios, see 4.3 Impacted Features.

6.4.2 Requirements
NOTE:
In site split scenarios, the Flexible Dual Carrier HSDPA feature can be enabled only when site split is
performed on a per sector basis.

Other Features

If multiple cells in a multi-carrier cell group operate in the same frequency band, the cells that
operate in the same frequency band must have the WRFD-010696 DC-HSDPA feature enabled.
The DC-HSDPA feature must have already been enabled according to the planning result.

Method 1: some license control items, such as Dynamic CE Function (per NodeB), can be allocated only
through the common group. For the NodeB license allocation among multiple operators, see License
Management Feature Parameter Description.

Operating Environment
One sector is deployed with three or four inter-frequency cells and these cells must be configured
in the same downlink resource group. After the configuration of the multi-carrier cell group, the
NodeB attempts to set up all cells in the multi-carrier cell group on the same board. If not all the
cells are set up in the same group, the NodeB reports ALM-28206 Local Cell Capability Decline.

NOTE:
It is recommended that the Auto Rebuild Cell function be enabled. Run the SET
NODEBRESALLOCRULE command to set the SW parameterto ON and specifying CS User
Number Threshold and PS User Number Threshold. If the number of CS users and PS users
in the downlink resource group is smaller than or equal to the thresholds, cells are reestablished
automatically.

UEs are capable of at least one of the multi-carrier HSDPA technologies: DC-HSDPA.
When cells in a multi-carrier cell group that operate in the same frequency band use non-adjacent
frequencies, UEs must support non-adjacent frequencies.

6.4.4 Precautions
Before you configure a multi-carrier cell group, for example, if you want to add a cell to or remove a cell
from the group, you need to deactivate all cells in the group first. Deactivating a cell interrupts the ongoing
services in the cell. Therefore, configure a multi-carrier cell group during off-peak hours, for example, in
the early morning.

6.4.5 Activation
Using MML Commands
Based on the network plan and prepared data, perform the following operations to activate the Flexible
Dual Carrier HSDPA feature:
1. Configure a multi-carrier cell group on the NodeB side.
A multi-carrier cell group can be either added or reconstructed from a DC-HSDPA group.

Adding a new multi-carrier cell group

Perform the following operations to add a multi-carrier cell group:
Run the NodeB MML command ADD NODEBMULTICELLGRP to add a multi-carrier cell
group.

Run the NodeB MML command ADD NODEBMULTICELLGRPITEM multiple times to

add local cells to the multi-carrier cell group.

Reconstructing a multi-carrier cell group

If the cells to be enabled with the Flexible Dual Carrier HSDPA feature have been
configured as DC-HSDPA groups, operators can reconstruct a multi-carrier cell group
from any DC-HSDPA group and delete the other groups. The detailed operations are as
follows:
To reconstruct a DC-HSDPA group, run the NodeB MML command RMV
NODEBMULTICELLGRPITEM or ADD NODEBMULTICELLGRPITEM to remove or add
the local cells in the group.
For the other DC-HSDPA groups, run the NodeB MML commands RMV
NODEBMULTICELLGRPITEM and RMV NODEBMULTICELLGRP to remove them.
NOTE:

The multi-carrier cell group ID can be queried using the NodeB MML command LST
NODEBMULTICELLGRP.
2. (Optional) Run the RNC MML command MOD UCELLSETUP to modify the value of the Time
Offset parameter based on the prepared data.
NOTE:
The value of the Time Offset parameter can be queried using the LST UCELL command.
3. (Optional) Run the STR REALLOCLOCELL command to reestablish a cell, and then run the
SET NODEBRESALLOCRULE command to set the SW parameter to ON and set the
threshold CS User Number Threshold and PS User Number Threshold. If the number of CS
users and PS users in the downlink resource group is smaller than or equal to the thresholds,
cells are reestablished automatically.
4. (Optional) If the multi-carrier HSDPA capability of a cell in the multi-carrier cell group changes,
run the following commands to reconfigure parameters based on the network plan and
prepared data.

6.4.6 Activation Observation

Monitor counters or perform drive tests to check whether the Flexible Dual Carrier HSDPA feature is
working properly.

Monitoring Counters
Monitor the value of the following counter in cells of a multi-carrier cell group:
VS.HSDPA.DC.PRIM.UE.Mean.Cell: Average number of DC-HSDPA UEs in anchor carrier in a Cell
If the value of this counter is not zero for a cell, this feature is working properly for that cell.

Performing Drive Tests

1. Prepare multiple test UEs.
NOTE:
Multiple test UEs are used to simultaneously perform FTP dialing tests so that every cell in the
multi-carrier cell group is tested.
2. Start Uu interface trace on the RNC LMT for each test UE. In the displayed Uu Interface Trace
dialog box, select RRC_RB_SETUP, as shown in Figure 6-4.

Figure 6-4 Uu Interface Trace dialog box

3. Use test UEs to perform FTP dialing tests in the coverage area of the multi-carrier cell group,
and ensure that HSDPA connections are established.
4. View the value of the "dl-SecondaryCellInfoFDD" IE in the traced Uu interface messages for
the secondary cell information.
Expected result: It is observed that all test UEs have established a DC-HSDPA radio bearer
and every cell in the multi-carrier cell group serves as a primary or secondary cell for a test UE.
The observed results indicate that this feature is working properly.

6.5 Performance Monitoring

6.5.1 Factors Affecting Feature Benefits
Proportion of UEs supporting DC-HSDPA in a cell
The smaller the proportion of UEs supporting DC-HSDPA the less the feature benefits.
Traffic volume of DC-HSDPA UEs in a cell
The feature benefits are greater in heavy-traffic scenarios, such as browsing web pages, or
downloading MP3s, UE software, and ring tones.
The feature benefits are less in the following scenarios:

The traffic volume of DC-HSDPA UEs is very low. For example, UEs are receiving only
heartbeat packets (most heartbeat packets are less than 100 bytes in size).
DC-HSDPA UEs are performing full buffer services, such as bit torrent (BT) downloading,
point-to-point service (P2P), and high definition movie downloading. In such scenarios, the
feature benefits mainly result from diversity scheduling. When the number of DC-HSDPA
users increases, the feature benefits decrease.

Cell load
When downlink load is heavy or the number of online UEs is large in a cell, the feature benefits
are limited.
In addition, when the difference between the downlink load of cells in a multi-carrier cell group is large,
fairness among users cannot be ensured, and cell resources cannot be flexibly allocated. The Flexible
Dual Carrier HSDPA feature flexibly schedules resources of different cells for HSDPA transmission of a
UE, ensuring the fairness among users and improving resource utilization.

6.5.2 Feature Benefits Monitoring

Use either of the following methods to monitor the feature benefits:
Checking UE throughput
Checking the difference between the downlink load of cells in a multi-carrier cell group
The related counters are as follows:
VS.HSDPA.MeanChThroughput
This counter measures the UE throughput.
VS.MeanTCP
This counter measures the cell load. If the value of this counter is large for cells in a multi-carrier
cell group, the feature benefits decrease.
VS.MeanTCP.NonHS
This counter measures the downlink power resources consumed by non-HSDPA users. The
larger the value of this counter, the less the feature benefits.
VS.MeanTCP.HSDPA.MC
This counter measures the downlink power resources consumed by DC-HSDPA, DB-HSDPA,
and 4C-HSDPA users. The larger the value of this counter, the smaller the difference between
the downlink load of cells in a multi-carrier cell group is.

6.7 Troubleshooting
This feature affects the following alarms on the NodeB side:
ALM-28206 Local Cell Capability Decline

A new trigger condition is added for this alarm. When a cell in a multi-carrier cell group does not
support the Flexible Dual Carrier HSDPA feature due to hardware limitations and the multicarrier cell group consists of more than two cells, this alarm is reported for all cells in the multicarrier cell group.
To clear this alarm, you are advised to add new hardware resources by referring to section 6.3.3
Hardware Planning or deactivate the Flexible Dual Carrier HSDPA feature by referring to section
6.4.7 Deactivation.
ALM-26811 Configured Capacity Limit Exceeding Licensed Limit
A new trigger condition is added for this alarm. When a multi-carrier cell group consists of more
than two cells and the license for the Flexible Dual Carrier HSDPA or DC-HSDPA feature is not
activated, this alarm is reported.
To clear this alarm, you are advised to apply for the license for the Flexible Dual Carrier HSDPA
or DC-HSDPA feature by referring to section 6.4.2 Requirements or deactivate the Flexible Dual
Carrier HSDPA feature by referring to section 6.4.7 Deactivation.

Meaning: This parameter is used to select a feature related to HSPA+. If a

feature is selected, it indicates that the corresponding algorithm is
enabled. If a feature is not selected, it indicates that the corresponding
algorithm is disabled. Note that other factors such as license and the
physical capability of NodeB restrict whether a feature can be used even if
this feature is selected. The EFACH/MIMO switch determines whether the
cell supports the E-FACH/MIMO feature but does not affect the
establishment of the E-FACH and the MIMO cell. 1. 64QAM: When the
switch is on, 64QAM can be configured for the HSDPA service. 2. MIMO:
When the switch is on, MIMO can be configured for the HSDPA
service. The MIMO switch determines whether the cell supports the MIMO
feature but does not affect the establishment of the the MIMO cell. 3.
E_FACH: When the switch is on, E_FACH can be configured for the
HSDPA service. The E_FACH switch determines whether the cell supports
the E_FACH feature but does not affect the establishment of the the
MIMO cell. 4. DTX_DRX: When the switch is on, DTX_DRX can be
configured for the HSPA service. 5. HS_SCCH_LESS_OPERATION:
When the switch is on, HS-SCCH Less Operation can be configured for
the HSPA service. 6. DL_L2ENHANCED: When the switch is on,
DL_L2ENHANCED can be configured for the HSDPA service. 7.
64QAM_MIMO: When the switch is on and the switches for 64QAM and
MIMO are on, 64QAM+MIMO can be configured for the HSDPA service 8.
UL_16QAM: When the switch is on, 16QAM can be configured for the
HSUPA service. 9. DC_HSDPA: When the switch is on, DC can be
configured for the HSDPA service. 10. UL_L2ENHANCED: When the
switch is on, UL_L2ENHANCED can be configured for the HSUPA
service. 11. EDPCCH_BOOSTING: When the switch is on, Boosting can
be configured for the HSUPA service. 12. DCMIMO_HSDPA: When this
switch is turned on, DC+MIMO can be configured for the HSDPA service.
13. E_DRX: When the switch is on, E_DRX can be configured for the
HSUPA service. 14. DC_HSUPA: When this switch is turned on, the DCHSUPA function can be enabled for HSUPA services. 15.
HSDPA_4C_MIMO: Whether the MC-HSDPA+MIMO feature is allowed for
HSDPA services. When this switch is turned on, the MC-HSDPA+MIMO
(3C-HSDPA+MIMO and 4C-HSDPA+MIMO) feature is allowed for HSDPA
services. 16. HSDPA_4C: Whether the 3C-HSDPA or 4C-HSDPA feature
is allowed for HSDPA services. When this switch is turned on, the 3CHSDPA or 4C-HSDPA feature is allowed for HSDPA services. 17.
DBMIMO_HSDPA: Whether the DB-HSDPA+MIMO feature is allowed for
HSDPA services. When this switch is turned on, the DB-HSDPA+MIMO
feature is allowed for HSDPA services. 18. DB_HSDPA: Whether the DBHSDPA feature is allowed for HSDPA services. When this switch is turned
