Mr. Keller,
I spoke with you before your address to Albuquerque City Council concerning
TaserGATE and Scott Greenwood.
Tonight City Council meets at 5:00pm. Scott Greenwood 2 nd supplemental payout is
likely to be passed by members of City Council.
As of this weekend the published
Agenda appears to have the highly questionable
and controversial Scott Greenwood contract extension, or "second supplemental,"

listed twice, under Consent Agenda (EC-15-288) and then again


placed under APPROVALS -- with a new Executive Communications number -measure

Item *b. EC-15-366 {"Approval of the Second Supplemental Agreement to add


monies for Outside Counsel Legal Services between Scott T. Greenwood,
Attorney at Law and the City of Albuquerque"}
The old proposal, which had been deferred by the council repeatedly and was
discussed at length during the City Council meeting last week, was 288 and shall
be removed from the Consent Agenda; the new EC replacing it is (EC-15 )
366 according to my understanding. It's the same thing more or less (with certain
limitations supposedly having been added to the language of this proposed
legislation)
If there is any possibility for you to attend tonights City Council meeting the people
who have been working and following this issue could use the help tonight.

Other Greenwood Concerns:


You audit report outlines the Taser connection. I have a large amount of research Ive
collected over the past year. I have included a small portion of it. I believe the link
below are worth taking a look at, if you should choose to do so.
Greenwood was hired last year on a $70,000 contract, By Mayor Berry in a sole
sourced contact. NO COUNCIL SPPROVAL needed for contacts under $70,000. City

council later raised to $220,000, Sole Source and open ended contrant. Council
approves 6-3
Greenwood, contractually, goes from being called a Consultant to OUTside
Council, Tom Striecher (Greenwoods partner) is no longer mentioned by CABQ.
Prior to contractual changes in Greenwoods role regarding APD reform, Greenwood
and CABQ Admin refer to him as Negotiator (very different from consultant)
Scott Greenwood has stolen money and lied to the people of ABQ. Scott
Greenwoods Taser connection is more than an appearance and more than
questionable.

Scott stated: But for now, cameras on cops are invaluable. In Albuquerque, N.M., more than
1,000 cops are outfitted with the devices. Salt Lake City, Seattle, Phoenix and Oakland, Calif.,
are trying the technology, too.

Report from the EYE on Albuquerque:

Starting at minute 24:00, Scott Greenwood makes some very disturbing comments. First,
Greenwood states that he and Streicher opened their business a couple of years ago. Well
checking online with the Secretary of State of Ohio we see that Greenwood & Streicher LLC was
opened on April 19, 2013. Thats thirteen months, not a couple of years. (entity number
2192938, document number 201311200624).
Next Greenwood talks in detail about their experience, but an online search shows that
Greenwood & Streicher have only reviewed one police department, Hamilton County Sheriff,
located in Cincinnati, Ohio. (Streicher was police chief of Cincinnati). http://www.hcso.org/.
Reviewing a police agency is a lot different than being the target of an investigation, as
Streichers Cincinnati Police Department was. So were these guys the most experienced team
that Berry could find? We wont know because it was not opened to competitive bid.
Apparently Greenwood & Streicher LLC was the only company contacted. Sounds a lot like the
Taser Axon Lapel Camera contract doesnt it,,,,,,,,,,,,,,,??
Then at 25:40 things get really interesting. Councilor Rey Garduno asks Greenwood how they
were contacted. Greenwood says that the city called twice. First was from our
(Albuquerque) old chief (Ray Schultz) when the city received the Department of Justice letter.
Ray called them and asked, What happened? What happened?
This is a strange way for Schultz to phrase his phone call to Greenwood, What
happened? Could it be that Greenwood & Streicher had already been working behind
the scenes with Schultz? Was the DoJ investigation not supposed to happen? And
Schultz was surprised when it did? Could this be another greased moment?
We deserve to know why and when did Schultz first contact Greenwood & Streicher.
And the connection between Schultz and Greenwood & Streicher has a very disturbing
common denominator: Taser.
Was Taser involved in any of this? Who first put Schultz in touch with Greenwood?
Schultz, Greenwood and Streicher all have very strong ties to Taser, was it these ties
that brought Greenwood & Streicher LLC to Albuquerque? We are hearing they worked
together at a Taser conference,,,,,,,
Consider this, Greenwood& Streicher LLC did not open until April 19, 2013. The
Department of Justice announced their investigation into APD in November 2012. Did
Greenwood & Streicher LLC decide to open their company because they already had
the inside track for a lucrative contract with the city of Albuquerque? I would surmise
that Albuquerque taxpayers will be on the hook to Greenwood & Streicher LLC for well
over a million dollars by the time this is all finished, and everyone is saying this is going
to take years.
The questioning by Garduno continues and Greenwood says this to him in
response, That was the recommendation of the Department of Justice, that they
(Albuquerque) reach out to us. Really? The Department of Justice told Schultz / Berry
to call Greenwood & Streicher LLC? If this is true there would be a paper trail and I believe all
of us would like to see those documents and emails. I find it hard to believe the DoJ would tell

APD / Albuquerque to call a private attorney and his pal from Cincinnati at the beginning of the
investigation. Or even at the end of the investigation. Since when does the DoJ recommend legal
counsel to the police departments they are investigating? This makes no sense and the
Department of Justice needs to come forth and explain. If they did direct Albuquerque business
to Greenwood & Streicher LLC, why? Is that ethical? Legal? If they did not then what is
Greenwood saying? What is the real story?
Greenwood then says they did not hear anything for a year and a half. Then
suddenly he gets a phone call from the mayor (Berry). So Schultz still had Berrys ear
(just like he promised Taser he would) and he told Berry to call Greenwood. This is the entire
vetting process? We are about to spend probably millions for these two guys from Cincinnati
and the entire background is Schultz telling Berry to call them. I feel very sick to my stomach
that we might not have the best counsel money can buy, but I am sure they are going to make us
pay, dearly. Who does business like this? Would you spend your money this way? Would Berry
spend his own money without checking around first? Oh its not his money, its ours.
Greenwood does say they work for the city of Albuquerque. What is not asked is
Greenwood and Streichers ties to Taser and was it those ties that put Ray
Schultz into contact with them? If the DoJ demands that Taser guns be removed
from APD or moved back up the Use of Force Continuum, will Greenwood &
Streicher LLC agree or will they fight this because this means less money for
Taser? Have Greenwood & Streicher severed all ties with Taser? If not, why? And
what capacity is their employment?
Below are several links that should concern all of us with how deep the Taser influence
is in Albuquerque. It should also make us wonder what happened to Greenwood &
Streicher LLC regarding the New Orleans Police Department.
Demand that the city council and Berry publicly ask these questions!

Streicher, Evidence.com is undoubtedly the best solution for any police agency seeking to
leverage the power and economic advantage of cloud technology.
We could go on and on with links connecting Taser with Schultz, Greenwood and Streicher but I
think you get the point. There is nothing wrong with these guys liking the Taser product, where
the problem comes in is that they appear to be selling the Taser product. At a time when Taser
abuse in Albuquerque received special notice in the DoJ report. This also goes hand in hand with
the Taser Axon Body Camera no bid contract that Schultz handled for Taser while he was still
chief. Now we have Taser people, Greenwood & Streicher being the only folks contacted to
defend the city in talks with the DoJ. Can these people serve Albuquerque citizens and serve
Taser? Is there a conflict of interest? Are there other departments that Taser International is
corrupting?

(KUTV) Salt Lake Police Chief Chris Burbank says he has done nothing inappropriate. The chief is
reacting to accusations that he fostered a conflict of interest by promoting a product he has purchased for
his own police force.
The concern comes from ties to Taser International, known for its stun guns. In recent years the company
has started selling body cameras and the storage systems for the video gathered on the cameras.
Salt Lake City police have purchased 300 cameras at $1,000 apiece from Taser International, and Chief
Burbank has publically backed the company. Wednesday, in reaction to an Associated Press story calling
him on the carpet for his public dealings with Taser, he said "quite frankly I do not believe I have done
anything inappropriate."

Now 40 days later, the two men charged with helping the city make a plan to
fix APD admit nothing conclusive has happened yet.
This is a process not an event, said Scott Greenwood, one of the two
negotiators for the city.
Theres more to this than filling out a form, said Streicher, the second
negotiator the city brought on.
However, the former Cincinnati Police Chief Tom Streicher and ACLU attorney
Scott Greenwood say the DOJ is close to telling the city exactly what it wants
to see changed in the department.
They will give us a draft proposal of an agreement, said Greenwood.
Greenwood says that draft will finally detail specific ideas for top to bottom
change. Change that will likely touch areas like recruiting, training, the
departments use of force policy and more.
Its like a set of wish lists, everything that they would like to see in an
agreement, said Greenwood.
Greenwood and Streicher says theyve met with the Feds twice already.
Theyve discussed the negotiation process but havent gotten any hints yet
about what will be in the Feds draft agreement.

Its a negotiation process that could take weeks or months.


Theres not a starting date and an end date for this and thats whats critically
important, said Streicher.
I dont think were shooting for a year here but weve only really started the process,
said Greenwood.

During a recent segment of Melissa Harris-Perrys show, guest Phillip Atiba Goff put the
onus squarely on city officials, arguing that a consent decree is really a lever for
progressive law enforcement that wants to do the right thing. In other words, if city
leadership is resistant, its a safe bet that no substantive change will result.

There is more information, it is long and messy. I apology for not having this
information orderly. Days are long and lawless. The work of the few concerning this
matter is enormous and consuming, in addition to the primary work of ending police
violence, there seems to be zero relief in sight.
