Technical Specifications and General Terms and Conditions
1. Technical Specifications
Pressure vessel to serve boiler cum condenser conceptualized as per requirement is shown in the attached figure. Material of Construction for
assembly should be SS316L. Heater pin assembly supported on the base of 200NB flange of 1500# will be fitted to the bottom side of vessel. Spray
nozzle welded suitably to 40NB flange, 1500# will be fitted on the top side. One outlet at bottom will be provided for draining hot condensate and
one opening for filling cold water into the vessel. One outlet will be at the topside for steam flow. Pressure taps must be provided for pressure
measuring/monitoring devices. Supports though not shown in the conceptualised sketch must be provided suitable for lifting and mounting of the
equipment.

2. Scope of Work
Fabrication of Boiler-condenser pressure vessel:
a) Preparation of mechanical design report showing calculations as per ASME section VIII.
b) Preparation of fabrication drawings indicating the penetrations for pipings, its identification,

joints as per the specification drawings enclosed.

c) Arrangement of all raw material and fittings including fasteners of requisite sizes.
d) Fabrication of equipment as per approved drawing and quality control procedure.
e) Hydotesting of the fabricated assembly at the factory.
f) Supplying a complete records of all documentations used in the quality control procedures like material test reports, die penetration, hydrotest
etc. and as built drawing.
g) Transportation of fabricated assembly from factory to THTF Lab, IIT Bombay and placing at third floor. Existing crane facility will be made
available. This will be suitably coordinated between supplier and IITB.
3. Terms and Conditions:
1. Inspection All the material and process of fabrication will be under inspected as per plan mutually decided. Dye penetration test and hydrotest
(100 bar) shall be carried out as per the standard procedure.
2. Traceability certificate for all materials should be produced.
3. The materials not having traceability certificates will require chemical testing for chemical composition and proper certification.
4. The contractor has to be report on weekly basis informing on progress of work.
5. Heater assembly and spray nozzle assembly will be issued by IITB through different vendors and proper coordination will be maintained.
6. 100% Radiography of all butt welds shall be done.
7. 200 NB,1500# flange shall be ultrasonically done.
8. Complete hydrotest including heater and spray nozzle assembly will be carried out by the contractor at his workshop.
9. Any part of the pressure vessel excluding heater assembly and spray nozzle if found defective will result in complete rejection of the pressure
vessel.
10. The contractor shall be responsible for any damage of any equipment and/or material in the course of transportation to the site. The welding
procedure specifications as well as the welders performance qualification shall be in accordance with ASME code sec. IX.
11. Guarantee The party shall have to guarantee for the material supplied and fabrication work for a period of one year from the date of completion
and final acceptance of total work.
12. Completion period preferably 60 days from the date of receiving approval of drawings.
4. Terms of Payment:
1. As per policy of IITB, no advance payment can be made.
2. Full payment will be made after transportation of fabricated equipment to the site within 15 working days.
3. Payment shall be made through crossed cheque in the favor of contractor.
5. Technical Notes:Equipment drawing is provided as guidelines to facilitate fabricators to prepare their design drawings and cost estimations. The
final drawings prepared by fabricator will be approved by IITB before proceeding to actual fabrication.
Warranty: Supplies should be guaranteed/warranted for 12 months from the date of Installation

I) GENERAL:

1. Indian Institute of Technology Bombay hereinafter is referred as BUYER and Tenderer is

referred as BIDDER, hereby invites tenders from indigenous suppliers confirming
specificationsoftenderdocuments.
2. As per Govt. of India Notification no. 10/97CE dt. 1st March 1997, IIT Bombay is
exempted from Excise duty for SCIENTIFIC / TECHNICAL INSTRUMENTS WHICH ARE
USED FOR RESEARCH PURPOSE ONLY. We shall provide all the documents under this
notification to enable you to clear the goods without payment of excise duty, whenever
required.Pleasestateclearlythatthiscertificateisrequired.
3. AsperGovt.ofIndiaNotificationno.51/96Customdtd.23 rd July1996,IITBombayis
exemptedfromCustomdutyforallresearchequipment.Weshallprovideallthedocuments
under this notification to enable you to clear the goods without payment of Custom duty,
wheneverrequired.Pleasestateclearlythatthiscertificateisrequired.
4. Anynewtaxesanddutiesliableonthesubjectcontractduetochangeinlegislationduringthe
contractperiodshallbereimbursedsubjecttotheapplicabilityofthesaidacttothesatisfaction
of the purchaser and the production of documentary evidence after availing of statutory
concession,benefitsetc.
5. Thesuppliershallpayandbearallotherliabilities,taxesanddutiesnotspecificallyagreedby
thePurchaserinthecontract.
6. Theleafletscatalogue,etc.shouldbesentinvariablysothataproperevaluationofthe
equipmentofferedispossible.
7. Please also mention the preinstallation requirements for the equipment like ambient
temperature, humidity, weather specifications, power specifications, etc. When items are
providedfullperformancesatisfactionshouldbedemonstrated.
II)SUBMISSIONOFOFFER:
1. TheQuotation MUSTBEENCLOSEDINASEALEDCOVER superscribingTendernumber/duedate&
shouldreachtheundersignedonorbeforeduedatementionedinthetendernotice.Ifthequotation
coverisnotsealed,itwillberejected.
2. PRICEBIDMUSTBESUBMITTEDINENCLOSEDPRICEBIDFORMONLY.

3. Ifthepriceisnotquotedin PriceBidForm onlyprovidedintenderdocumentthen,

IITBombaywillrejectbidalongwithforfeitingEarnestMoneyDeposit.Ifsupplierwishto
givepricingdetailsmaybeattachedinseparatesheet.
4. Tender should be dropped in the tender box kept in the office of concerned Department /
SectionortoIndenter.Notenderistobehandedovertoourstaffpersonallyunlessotherwise
specified.Allcommunicationsaretobeaddressedtotheundersignedonly.Incaseduedate

5. QuotingofPrice(s): PricequotedshouldbeinIndianRupees,freedeliveryatIITBombay

6. IncaseofMultipleoptionsofsameproduct,biddersarerequestedtoquoteonlyonebestoption
andnotmultipleoptions.
7. Quantity : The quantity shown in the tender can be increased or decreased to any extent
dependingupontheactualrequirement.
8. VAT/OtherGovt.Taxes:ExciseDuty(ED),othertaxes,levies,likeServiceTax(ST),Education
Cess, etc., are to be indicated separately. BIDDER should mention Central and State Sales
Tax/VATRegistration,PANNumberaretobenecessarilyindicatedintheoffer.

11. IIT Bombay discourages High Sea Sale purchase. All tenders with High Sea Sale may be
rejected.
12. It is mandatory for all Indian Agents to submit copy of Indian Agent Agreement with
OEM/OEMstoIITBombayalongwithtender.
13. Indian Agent should submit the certificate from the Foreign Principal that they are the
Authorised&RegisteredIndianAgent.
14. Optionalitemsshouldbequotedinseparatesheetotherwiseyourquotewillberejected.
III) COMMUNICATION FOR NONPARTICIPATION OF TENDERS: For registered vendors with IIT
Bombay,incaseyouchoosenottoparticipateinthetenderaregretletterbywayof fax/letter/email
maybesubmittedbeforetheduedatedulysuperscribingRegretandtenderNo.Ifnocommunication
receivedbytheduedateandtime,itshallbeinferredthatyouarenotinterestedinparticipationand
yournameisliabletoberemovedfromthevendor'slist.
IV)DELIVERY:ThesuccessfulBIDDERshoulddeliverthematerialaspertenderdocument/purchase
order.Thesuccessfulbiddershouldembossstickersofpurchaseordernumberonthematerial.
V) SUPPLEMENTARY OFFER/MODIFICATION OF ORIGINAL OFFER: Tender submitted against
Notice Inviting Tender (NIT) shall not be returned in case the tender opening date is
extended/postponed. BIDDER desirous to modify their offer/terms may submit their revised/
supplementary offer (s) withintheextendedTender Opening Date(TOD) byclearlystating to the
extentofupdationdonetotheoriginaloffer.Thepurchaserreservestherighttoopentheoriginaloffer
alongwiththerevisedoffer.
VI) CANCELLATION OF TENDER: Not withstanding anything specified in this tender document,
Purchaser/IITBombayinhissolediscretion,unconditionallyandwithouthavingtoassignedany
reasons,reservestherights:
a)ToacceptORrejectlowesttenderoranyothertenderorallthetenders.
b)Toacceptanytenderinfullorinpart.
c)Torejectthetenderoffernotconfirmingtothetendersterms.
d)TogivepurchasepreferencetoPublicSectorundertakingswhenapplicableasperGovt.Policy/
Guidelines.
VII)TERMSOFPAYMENT:
1. Payment within 30 days from the date of delivery and & Acceptance Certificate of concerned

IX)EVALUATIONOFOFFER:
1.IITBombayevaluatetechnicalandcommercialacceptableoffersonlandednetPricebasis.
2.Offerwhichdeviatesfromthevitalconditions(asillustratesbelow)ofthetendershallberejected:
a)Nonsubmissionofcompleteoffers.
b)Receiptofoffersafterduedateandtimeandorbyemail/fax(unlessspecifiedotherwise).

3.IncaseanyBIDDERissilentonanyclausesmentionedinthistenderdocuments,IITBombayshall
construethattheBIDDERhadacceptedtheclausesaspertheinvitationtotendernofurtherclaimwill

4.Norevisioninthetermsandconditionsquotedintheofferwillbeentertainedafterthelastdateand
timefixedforreceiptoftenders.
5.IncaseoftwobidsystemthedateandtimeofPriceBidshallbeintimatedtotechnicallyqualifying
biddersonly.
X)SPECIFICATIONAND SAMPLES: The suppliers shall supply the stores inaccordance withthe
specifications/descriptionsofstoresgivenintheacceptanceoftender.ThePurchaserreservedthe
rightstoalterthedescriptionofstoresincludingdrawingsgivenintheacceptanceoftender.Inthe
eventanysuchalterationresultinanyimplicationtothedeliverandprice,suchimplicationshallbe
mutuallyagreedbetweenthePurchaserandsupplier.Incasecertifiedsamplehasbeenissuedbythe
PurchaserandtheSpecifications/Drawingsalsoexistintheacceptanceoftenderthenthecertified
samplewillgovernthesupplytotheextendofmaterial,workmanshipandfinished.

XI)LIQUIDATEDDAMAGES:Timelydeliveryisessenceofthecontractandhenceifanyconsignment
bedelayed,liquidateddamagesattherate0.5%ofthepriceofthedelayedconsignment,foreachweek
orpartwhereofshallbeleviedandrecoveredsubjecttomaximumof5%oftotalpurchaseordervalue.
XII)TRANSFERANDSUBLETTING:Thesellershallnotsublet,transfer,assignorotherwisepartwith
theacceptancetothetenderoranypartthereof,eitherdirectlyorindirectly,withoutthepriorwritten
permissionofthePurchaser.
XIII)FORCEMAJEURE:ForceMajeurewillbeacceptedonadequateproofthereof.
XIV)SUPERVISIONOFERECTION&COMMISSIONING:SuccessfulBIDDERshalldeputeconcerned
specialist,forsupervisionoferection&commissioningofthemachinetobecarriedout.Thesuccessful
BIDDERshallmakenecessaryarrangementattheirownexpensesforstay,transportandotherexpenses
