The Wildlife Conservation Board can enter into cooperative project agreements with
other agencies of the state, local agencies or nonprofit organizations for the
development of facilities for public access for hunting, fishing or other wildlife-oriented
recreation. The Board funds the construction of fishing piers and development of fishing
access sites, the development of hunting access areas, support facilities and the
development of pedestrian trails for those wanting to enjoy California’s fish and wildlife
resources. Applications for project funding are accepted on a continuous basis. The
Board normally meets every three months for the purpose of considering proposals.
Meetings are held in February, May, August and November and are open to the public.

PROJECT DESCRIPTION
Provide a brief summary of the proposed project. If the project is part of a larger effort
development, describe the entire development and clearly indicate which portions are
proposed for WCB funding.
Project Need
Describe the need for the project, Include a description of the following, as appropriate:
b. the wildlife areas, open space, parks, waterways etc. that the project site will or
currently provides access to; the types of public access currently allowed in these
areas, as well as other facilties in the vicinity that support these types of activities
and public access;
c. the amount of current and/or anticipated public use and the population areas to
be supported by the project;
d. any local, regional or statewide plans, studies or other related documents that
indicate or support a need for the project.
Pre-Construction Activities
a. Who will prepare the project designs, plans and drawings and what is their
current status? If plans, design or drawings are available, please provide copies
with your application;
b. Projects must be ADA accessible, when applicable. Please explain the ADA
requirements and components of the project;
e. Projects must be reviewed and supported by the Department of Fish and Game
(DFG). Has DFG been contacted regarding the project? If so, please provide
the DFG name and contact information;

f. The local agency/sponsor must adopt a resolution agreeing to: 1) endorse the
project; 2) identify the person or persons authorized to sign all project
agreements 3) provide a lease or recorded document to ensure the State’s
interest in maintaining the long-term operation of the project; 4) operate and
maintain the project upon completion; and 5) provide for local funding, if
appropriate. Please describe the status of the resolution.
b. Who will perfom the construction, and if the work will be contracted, how will
contractor(s) be selected?
Budget
The local agency/sponsor must provide a firm cost estimate for all the major
components and tasks involved in the design, permitting and construction of the project.
Provide a list of the of the major tasks you are seeking funding for, along with amounts
and names of other contributors. For other contributors indicate if the money has been
secured or is pending. The WCB does not fund long term management of the project
and this item should not be part of the budget – see below.
Management
a. Who will be responsible for the long-term management of the project? How will
these activities be funded?
b. What other similar types of projects are currently managed by the proposed
management entity?
c. Project improvements must be open to the public during normal operation hours
(often daylight hours, sunrise to sunset). What are the proposed operating
hours?

Final Close-Out
When construction is completed, the local agency/sponsor must submit a copy of the
final plans and drawings along with a final report to the WCB.
