Fijian PM Frank Bainimarama Vows To


Jail Dissidents Planning To Overthrow
Government

Fijian Prime Minister Frank Bainimarama


has promised to jail dissidents for "many
years", including those based overseas,
that he claimed were plotting to
overthrow his government amid reports
of attempts in the Pacific nation to set up
a breakaway state.
More than 50 people have been arrested
and charged with sedition in recent
months, with Mr Bainimarama vowing
to crush any attempt at insurrection as he
highlighted the alleged role of nationals
living overseas.
In a speech last Saturday, Mr Bainimarama
said those allegedly plotting against the
country included "certain high-profile
figures in Australia".
Mr Bainimarama, who seized power in a
2006 coup, did not name any individuals
specifically but said encouraging sedition
is "a serious offence".
"The hand of the law is very long. And
rest assured that the authorities in Fiji
will not rest until you are brought to
justice," he said.
"They will not succeed. And if you are
foolish enough to join them, you will be
severely punished and could spend many
years in jail."
His comments came after immigration
director Nemani Vuniwaqa confirmed to
the media that Bainimarama had banned
Australian-based Fiji-born Mereoni Kirwin
from entering the country because she was
"in attempts to form a so-called Christian

Sitiveni Rabuka Resigns From SODELPA


Sitiveni Rabuka confirmed that he had
resigned from SODELPA after his
membership fee was paid.
Mr Rabuka, a former prime minister, said it
was a matter of principle not the $2 fee.
He said he had informed the partys
general secretary Pio Tabaiwalu. He said
there were people in the party including
Opposition leader Ro Teimumu Kepa
who still did not accept him.
He said SODELPA was heading to selfdestruct.
His decision to pull out came after
SODELPA president Ratu Naiqama
Lalabalavu and Ro Teimumu issued a
joint statement after a meeting in Suva.
Ratu Naiqama and Ro Teimumu said:
We affirm our political commitment and
support for each other and we resolve to
be steadfast in the face of all the efforts
to divide us.
We both have dual roles to play with our
resolve with our respective responsibilities
as heads of our confederacies as well as
our political obligations as party president

Friday offering him one of the three vicepresidential positions in the partys annual
general meeting in Suva on Saturday.
It is understood the joint statement by the
two leaders must have upset Mr Rabuka

Ratu Naiqama has now upset the group
that had lobbied hard to invite Mr
Rabuka privately. The group felt that the
party needed the leadership experience
of Mr Rabuka to bolster its chances of
winning the 2018 general election.
He was part of a plan to back the proposed
amendments to the partys constitution
which aim to modernize the party to be
compliant with the current political realities
or face the danger of becoming irrelevant.

changes in the party governance.

in a clearly re-defined role as the overall

Professor Ankim Veera Swamy Awarded


From a humble beginnings in Labasa,
former Fiji National University alumnus,
Professor Ankim Veera Swamy, 86, rose
to be one of Fijis top academic scholars.
He was among award recipients at the
Fiji National University Alumni Awards
night at the Grand Pacific Hotel in Suva.
I thank FNU for recognising and
appreciating my work through this
award, he said.
My contribution to the nation doesnt
end here and as a scholar I am going
to keep contributing to the Fijis
development.
It was a great privilege to have been
part of upgrading the academic system
in our nation and upgrading it to another
level and I hope my contribution will
help in nation- building, Professor
Swamy said.
He was the first local director of Derrick
Technical Institute which later became
the Fiji Institute of Technology and has
now been absorbed into the FNU.
After completing his early years of
school at Labasa he moved to Viti Levu
with the aim of furthering his education
and finding employment.
After attaining a teachers certificate
from Nasinu Teachers College in 1950

engineering from various institutions
around the world throughout the years.
His hard work and perseverance
culminated in obtaining a Master of

and 1973. He was elected a member of
the Institution of Mechanical Engineers

not given out any award to Annie or
made any appointments during Fijian

I did not give any award and I want to
make that known. The claims are bogus
and unacceptable and undermined good
work done by politicians.

A woman originally from Fiji who

including burning one of their mouths
with a hot spoon and poker, has lost her
name suppression.
Shahidan Nisha, 60, appeared in the
Christchurch District Court. Her
scheduled sentencing was put off to a
later date, but her name suppression
ended.
Nisha has been in custody since a jury
convicted her on 27 charges in May. The
charges involved assaults on the two
boys over a long period, and a man aged
in his 80s.
The Crown said the boys were slapped,
kicked, punched, and hit with sticks or
household items.
One boy gave evidence of a heated
spoon and poker being used to burn his

mouth, and being forced to chew hot

The boy told the court of not being
able to eat or drink for days after these
punishments.
The elderly man did not give evidence at
the trial because he had been diagnosed
with Alzheimers disease. A recorded
interview with him was played to the
jury.
The assaults took place in Christchurch.
The jury rejected the defence claim at
trial that Nisha had been stitched-up
by a web of lies being told by people
she was trying to help. She admitted
slapping one boy for discipline, for good
reason, but denied the other assaults took
place.
The jury convicted Nisha on 27 out of 29
charges in the indictment.

Education Ministry Receives Printing


Machines From Australia

The Fijian Government will make


every possible effort to ensure that all
children get access to quality education
irrespective of where they come from.
The Hon. Minister for Education,
Heritage and Arts, Dr Mahendra Reddy
stressed this in Suva while officially
receiving three industrial printing
machines from the Australian Minister
for Education and Training, Hon.
Christopher Pyne.
The three Education Resource Centre
printing machines worth $848,500 were
donated by the Australian Government
through the Access to Quality Education
Programme (AQEP).
Dr Reddy said the assistance was
invaluable for the Ministry of Education
because it would help achieve the Fijian
Governments vision of building a
knowledge-based society.
It will help in developing a Fiji based on
logic and reasoning and have a scientific
basis to it. The reforms being undertaken
in the Education Ministry is to lift the
benchmark in respect to the quality of
product that we get out of our primary
and secondary schools and universities
as well, Dr Reddy said.
The Ministry of Education has printed
close to 500,000 textbooks through the
use of the three printing machines in the
past few months.
Dr Reddy highlighted that Fijis education
system faced various challenges which
needed home grown solutions.
We face various challenges in terms of
the distribution of services, electricity,
internet, adequate or good infrastructure

in rural areas, sending teachers to serve


in remote areas and cost of sending
infrastructure materials to rural and outer
island schools.
We are now focused on review our content
and curriculum, ensuring quality of staff
and equipping them with right skills and
materials so they are able to deliver. At the
same time, ensuring that we have quality
infrastructure in rural schools so the
quality of education is not compromised
when parents send their children to schools
in remote areas, Dr Reddy said.
Mr Pyne said the Australian Government
was committed to having a consistent
approach to education support in Fiji
so that people here could improve their
skills, education, qualifications, the

standard of living and quality of life.


One of the features of Fijian education
is free education, free transport and
free textbooks. The Fijian Government
recognises the importance of getting the
Fijian population educated, providing
them skills to grow their economy to
make the country more productive, Mr
Pyne said.
Australia is very pleased to play its part
through AQEP in supporting the Fijian
education system. These textbooks
have already meant that the turnaround
for providing these resources to Fijian
students has gone from 30 days to six
days so it is allowing the Fijian Education
Ministry to respond quickly to needs in
schools right across Fiji.

Australian Employer For Outstanding

Program applauded the pilot group of
four workers for demonstrating excellent
performance since they started three
months ago.
The employer, PlantGrowPick Pty Ltd

Fangatua, who is currently in the country
to enlist more workers, said the groups

Minister Defends Education System


The Education Ministry has defended the
school, teachers as well as the education
system in the wake of the suicide case
involving a primary school student.
Education Minister Dr Mahendra Reddy
says schools and the education system
are not to be blamed for this unfortunate
incident.
The Education Ministry during its own
investigation has been able to speak to
one of the students who allegedly tried
to commit suicide with two of his other
friends.
The incident resulted in the death of a
14-year-old Ayush Kumar.
Dr Reddy says the matter will be further
investigated.
We have given that recording to the
police. The Head Teacher has given it
to the police. But what all we are saying
is that the causal factor is not the school
but something else. I am urging all
stakeholders to ensure that children are
not affected adversely, Dr Reddy said.
The Ministry is also concerned on how
the students got their hands on the
hazardous substance.
Dr. Reddy says police is investigating on
this as well.
So we are saying that if those chemicals
are not needed, dont keep it at home,
and if for some reason it is required to
be kept at home, then it is to be kept out

we see how we can improve and such
cases are never repeated.
However, the lesson might have come a
little late for the 14-year-old Ayush and
his family.
Dad recalls trying to save son
The distraught father of a boy who
committed suicide by drinking paraquat
is calling on authorities to strongly
monitor the sales of such weedicide to
under-age children.
Three students drank paraquat one died
while another two remain in hospital.
The father Rakesh Kumar spoke about the
last hours he spent with his youngest son.
Kumar recalled how he tried to save his

youngest son Aiyush.


The class 8 student of MGM Primary
School died after drinking a paraquat.
Rakesh says they started calling his sons
mobile phone after 6pm on Monday after
the child failed to return home.
Aiyush answered and said; Papa I have
drank paraquat with my friends I am at
Vatuwaqa and we all rushed and found
them in a very serious condition.
The dad admits his son was a slow
learner but says as parents they never
ever pressured Aiyush when it came to
studies.
According to my son before his death
he explained when I asked please tell
me what is the reason, according to him
there wasnt anything, it was all that they
wanted to have fun and the exam was
also coming. I know my son is a slow
learner, I never pressed my son.
Rakesh and his family are now preparing
for Aiyushs funeral his two other
friends remain in hospital.
The sad part is that what went in my
sons mind maybe because of peer
pressure because there is more than one
student involved.

Praises Fijian Elections Office

Commonwealth, Kamalesh Sharma,
praised the progress made by the Fijian
Elections Office in conducting free, fair
elections under Supervisor Mohammed
Saneem at a meeting held with AttorneyGeneral Aiyaz Sayed-Khaiyum.
The general discussion of Fijis role in
the Commonwealth also covered how
Commonwealth countries can improve
collaboration as Fiji prepares to host the
3rd Pacific Island Development Forum
Summit focused on climate change this
week.
Mr Sayed-Khaiyum said strengthening
finance facilitation through support for
small to medium enterprises also formed
part of the discussions.

Navigation Aid Ship
Next Year

Fiji is expected to have a navigation aid ship by next


year.
Prime Minister Voreqe Bainimarama says this is to replace
the decommissioned navigation aid ship, Raiyawa.
Bainimarama says this ship will have a multipurpose
function, a platform for aid to navigate and also double
up as a hospital ship.
He says this will maintain safe sea lanes in line with
our international obligations and provide our maritime
communities with much needed medical services.
He adds that this vessel will also conduct surgical
operations.

Solidarity

The SODELPA President and Leader of the party have


issued a joint statement, saying the party leadership is
secured for a stable Fiji.
In a political newspaper advertisement, Ratu Naiqama
Lalabalavu and Ro Teimumu Kepa say people have
recently tried to create division in the party.
Both say, these people wont succeed.
The SODELPA leaders say both have re-affirmed their
political commitment and support for each other.
And would like to re-assure SODELPA members and
supporters that they are firm in their joint resolve to
take the party forward.

Wrestling Legend Jimmy 'Superfly' Snuka


Charged In Girlfriend's 1983 Death

Wrestling legend Jimmy "Superfly"


Snuka is being charged with third-degree
murder and involuntary manslaughter
for the death of his girlfriend more
than 32 years ago in an assault at an
Allentown area motel, Lehigh County
authorities said.
The charges were announced at a news
conference Tuesday afternoon.
Snuka, 72, was arrested Tuesday
morning after he surrendered to a Lehigh
County detective and arraigned at 1:50
p.m. from the Lehigh County Central
Booking Center. He was sent to county
jail, but later posted $100,000 bail.
Lehigh County District Attorney Jim
Martin re-opened the case last year,
prompted in part by a Morning Call
investigation that raised questions
about the death of Snuka's 23-year-old
girlfriend, Nancy Argentino, in May
1983. The Call story revealed a neverbefore-seen autopsy report that labeled
the case a homicide.
The grand jury's term ended at the end
of July.
At the time of Argentino's death,
Snuka was one of the World Wrestling
Federation's biggest names, known for
his high-flying finishing moves.
Reached Tuesday by phone, Argentino's
sister Louise Argentino-Upham said
it's a relief, especially since her mother
turns 90 this year and may be able to see
justice served.
"I think that it's been a long road,"
Argentino-Upham said. "They did the
right thing in face of all the evidence."
Snuka had been at a WWF taping at
the Allentown Fairgrounds on May 10,
1983, and returned to his Whitehall
Township motel room to find Argentino,
of Brooklyn, gasping for air and oozing
yellow fluid from her mouth and nose,
records show.
Argentino was pronounced dead at
Lehigh Valley Hospital the next day. An
autopsy determined she died of traumatic
brain injuries and she suffered more than
two dozen cuts and bruises a possible
sign of "mate abuse" on her head, ear,
chin, arms, hands, back, buttocks, legs
and feet.
The autopsy also determined her injuries
were consistent with being hit with a
stationary object. In an autopsy report,
forensic pathologist Isidore Mihalakis
wrote the case should be investigated as
a homicide until proven otherwise.
Snuka originally told at least five

officer, he shoved Argentino earlier that
day, causing her to fall and hit her head,
according to police interviews obtained
by The Morning Call. He later told
police those five people misunderstood
him, and said Argentino slipped and hit
her head when they stopped along the
highway to urinate.
Snuka was the only person of interest in
the case but was never charged.
The
original
Whitehall
police
investigation went cold June 1, 1983,
after a follow-up interview with Snuka
that was ordered by Lehigh Valley
authorities and attended by WWF mogul
Vince McMahon.
In an unprecedented move, Martin
announced in January 2014 that a grand
jury would investigate Argentino's
mysterious death, acknowledging the
role of The Morning Call's story. He
said it was the oldest case he's ever sent
before the grand jury.
Snuka, who lives in Waterford Township,

N.J., was diagnosed with stomach


cancer, his wife announced earlier this
month.
In 1985, the Argentino family won a
$500,000 wrongful death case against
Snuka by default, but Snuka never paid
because he claimed he was broke and
couldn't afford a legal defense.
In his 2012 autobiography, Snuka
maintained his innocence and said
Argentino's death ruined his life.
"Many terrible things have been written
about me hurting Nancy and being
responsible for her death, but they are not
true," he wrote. "This has been very hard
on me and very hard on my family. To this
day, I get nasty notes and threats. It hurts.
I never hit Nancy or threatened her."
However, less than four months before
Argentino's death, Snuka was charged
with assaulting her in a New York motel
and then fighting with police when they
responded to the call. He pleaded guilty
to harassment in the case with most of
the serious charges being dropped.

Ministers Visit Brings Relief To Senior


Citizens

The Ministry of Women, Children and


Poverty Alleviation is urging families
to establish a strong family foundation,
through nurturing the values of respect
and care for senior citizens. This advice
comes from the Minister for Women,
Children and Poverty Alleviation, Hon
Rosy Akbar, in light of the recent reports
highlighted regarding the welfare of
senior citizens.
Aligned to the Ministrys caring
approach to senior citizens, Minister
Akbar visited the elderly couple in
Sabeto.
Mr Jai Prasad (68) and his wife Pushpa
Wati (67) have thanked Minister Akbar
for the visit and assistance provided to
them. Following an assessment carried
by the Ministry, the couple has been

approved to be assisted through the


Poverty Benefit Scheme.
The Ministry will continue to reach
out to senior citizens in such cases to
ensure that their welfare and wellbeing
is not compromised in any situation. We
have continued to reiterate on the need
for families address such issues through
care, understanding and communication
process. For the ministry, ensuring the
safety and wellbeing of the senior citizens
has always been of great importanceand we will go out of our way to assist
them in every way possible, Minister
Akbar said.
However, Minister Akbar has called
on stakeholders to practice more
responsibility when reporting such cases
through media. During the Ministers

visit and findings, it was revealed


that the couple was not abandoned by
their children and the story had been
exaggerated.
Upon the Ministrys assessment of this
case, it is found that the couple had left
because of a family dispute. They left by
choice and certainly not abandoned as
mentioned in some of the initial reports.
Its essential in such cases to ensure
sensible reporting through providing
thorough assessment of the cases before
drawing to any conclusion.
Upon our discussion with the family,
the sons have assured their support for
their parents. Any issues concerning
families are sensitive and if not handled
with care, it could further damage
relationships among families, Minister
Akbar said.
Meanwhile, Minister Akbar also visited
the 85 year old Sheema Chand Reddy,
a senior citizen who was allegedly
assaulted in Nadi last month.
Minister Akbar said the Ministry in
partnership with Non-Government
Organisations (NGOs) will take
appropriate measures to increase public
awareness on the issue.
The Ministry through National Council
for Older Persons (NCOP) is focused
on creating an inclusive, supportive, an
enabling environment for senior citizens.
Any matters concerning the welfare of
senior citizens, should be treated with
urgency and as such the Ministry will
continue to increase its reach out to
the ageing population. They should not
and will not be neglected and forgotten
for they have contributed towards the
development of our nation, Minister
Akbar said.

Education Minister Explains Changes To


Free Bus Fare Scheme

Education Minister Dr Mahendra Reddy


has cleared the air on the changes in the
free bus fare scheme for students.
The Ministry issued a memo outlining
changes to the scheme.
Dr. Reddy says government will pay the
fare for the nearest school only.
He adds any child is eligible for the
scheme as far as the combined parental
income is less than $16,500.
If they choose to go to another school
then they will have to pay for themselves.

Minister Faiyaz Koya Urges For


Continuity In MSG Trade Agreement

The Fijian Government has stressed once


the MSG Trade Agreement (MSGTA3)
is established, there would be a need
to continue revisiting and revising it
according to trends.
The Minister for Industry, Trade and
Tourism, Faiyaz Siddiq Koya, said they
would need to continuously revise and
expand the legal framework governing
trade.
This, he said so that we can remain
competitive on the world stage.
Mr Koya made these comments during
his welcome address at the Melanesian
Spearhead Group Trade Ministers
Meeting at Tanoa International Hotel in
Nadi.
He stressed to the MSG Trade Ministers
of the need to direct and guide officials
to maintain their commitment, to ensure
a long term sustainable future for the
MSG region.
We should also always be mindful of
the fact that we need to remain flexible
to shifts in the international landscape,
he said.
Its not just about manufacturing or
producing a single product, we have to
see the big picture and identify our role
in the global value-chain production
process.
Today, a product travels through
numerous countries throughout the
production process.
Becoming a link in this global valuechain is a competitive process, and we
need to encourage the creation of MSG
regional production value chains to
increase the regions efficiency.

Mr Koya said this is also beneficial


as it leads to regional exports to the
international market.
We all need to embrace this and be part
of the Global Value Chains to strengthen
our comparative advantage, he said.
How do we achieve this collectively
as MSG countries? By remaining
committed to increasing intra-MSG
regional trade.
This can only be achieved with the
political will necessary to implement
arrangements and commitments that
lead us to this goal.
The meeting
The meeting was to evaluate the
outcomes and recommendations of the
Trade and Economic Officials Meeting
held the past Friday.
The trade ministers will negotiate the
draft MSGTA3 legal text and, amongst
other things, discuss the Private Sector
Development Strategy.
The draft MSG Trade Agreement is
expected to be finalised at the next
meeting in New Caledonia in November.
Mr Koya stressed the strategies for the
development of the private sector should
not dwell on political environment of the
past.
But, he said it should rather build on the
successes of the present to give us an
even better future.
Therefore, a MSG regional strategy
should follow national policies in
relation to trade, investment and business
development, he said.
Our own Trade Policy Framework
provides an important guide as to what

the member states are trying to achieve.


The MSG Private Sector Development
Strategy will do well to take cue
from those frameworks, which have
undergone extensive consultations.
This strategy document needs to put
our best foot forward, especially to our
investors and development partners.
Mr Koya said they are moving fast
towards creating a new-age, modern
agreement in the form of the MSGTA3.
We must commit to working within the
legal boundaries of the Agreement, he
said.
We cannot agree to provisions of a
trade agreement and then back-track on
our commitments by making unilateral
decisions that do not fall into the agreed
terms.
Some MSG trade facts highlighted
by Minister For Industry, Trade And
Tourism, Faiyaz Siddiq Koya:
Trade between the MSG countries is
increasing each year at record levels.
Over a five-year period from 2010 to
2014, the total trade value between
the MSG countries grew from $79
million to $169 million representing
an increase of approximately 114
per cent.
Trade between Fiji and MSG
countries accounts for 24 per cent of
our total trade with Pacific Islands
Countries.
PNG has invested in the financial
and tourism sectors in Fiji, while Fiji
continues to invest in the retail and
manufacturing sectors in PNG and
other MSG countries.

$14.5M Grant From Japan To Upgrade


Our Am Radio Frequency, Islands Reach

We are all set to modernise our radio


broadcasting capabilities and increase
access to information in even the
remotest islands of the country.
This is being done by upgrading the
existing medium wave AM infrastructure
and transmissions.
The project will basically provide
improved radio service to the people in
the remote maritime areas.
The project has been made possible by the
assistance of the Japanese Government
in the form of a $14.5 million grant.
The signing and exchange of notes ceremony
for the project for rehabilitation of the
medium wave radio transmission was held.
Prime Minister Voreqe Bainimarama and
the Japanese Ambassador to Fiji, Takuji
Hanatani, signed the documents.
Mr Bainimarama said we all know
the existing infrastructure was not a
commercially viable business.
But, he said it has much greater access

than our FM broadcasts and is the only


way in which they can provide our
remote communities with a signal strong
enough to carry radio programming.
Through this upgrade, the Fiji
Broadcasting Corporation will be able
to provide clearer and more dependable
programming to Fijians in maritime
areas and improve the overall quality of
radio coverage for all Fijians, he said.
Indeed, I am told that on a good day this
signal could be picked up even in New
Zealand.
Mr Bainimarama stressed Fiji was eager
to access the top-of-the-line equipment
and technology provided by the Japanese
Government.
Not only are we getting technology
capable of reaching the furthest reaches
of the country but it will provide the
entire nation with a reliable service for
many years to come, he said.
The project details

The Japanese ambassador confirmed the


project will be implemented under Japans
Grant Aid Scheme by Japan International
Cooperation Agency (JICA).
He said the project entails the
construction of a new transmission
antenna, transmission house, supply
of new two 558kHz and 990kHz
transmitters.
This will be accompanied with other
related maintenance equipment and tools.
Benefits
Mr Hanatani said Fiji and the Pacific
Island countries are always vulnerable to
unpredictable climatic changes.
This is where the reach of the AM
medium wave radio frequency becomes
indispensible, he said.
Having countrywide coverage far greater
than FM frequency, especially to remote
maritime area, AM medium wave radio
can save countless number of Fijian lives in
times of emergencies and natural disasters.

Cooking Accident

A family of Solovi in Nadi is mourning


the loss of their mother who died
after sustaining burns in a cooking
accident.
The late Hem Lata, 57, passed away at
the burns unit at the Lautoka Hospital
last Saturday. A post-mortem determined
she suffered from 85 per cent burns.
A family member said, We are mourning
at the moment, what has happened, we

cannot reverse time.


It is alleged that the late Mrs Lata was
cooking dhal inside her kitchen with
the use of firewood when the accident
happened.
Her 60-year old husband and 35-year old
son sustained burns while trying to rescue
her. In the process, both suffered 20 per
cent burns each. They are recovering at
the hospital.

Police spokesman inspector Atunaisa


Sokomuri said the three were rushed to
Nadi hospital before being transferred to
the burns unit in Lautoka Hospital.
He said the incident took place last
Friday but the matter was reported to
Police on Monday.
Inspector Sokomuri said investigations
into the matter continue. He urged the
public to be vigilant while cooking.

Second Student Dies

Another student who inflicted harm on himself earlier this week died at the Colonial War Memorial Hospital.
Police spokesperson Atunaisa Sokomuri
confirmed the students death saying
other details are still to being gathered.
The primary school student was one of
three friends aged 13 and 14 who tried to
harm themselves at Vatuwaqa, Suva on
Monday night.
Initial reports said the students feared
failing their internal exams.
Authorities are investigating the
circumstances that led to the students
actions.
Another student, thirteen year old, Ayush
Kumar, who was with his two friends,
died of self-inflicted wounds at CWM
Hospital on Tuesday morning. A second
student has also died.

Police are trying to piece together the
tragedy that claimed the life of two
teenagers. Both the teenagers died at
the Colonial War Memorial Hospital
(CWM) from internal injuries, after
allegedly drinking paraquat.
One teenager, spoke from his hospital
bed, blamed family problems for his
condition.
One of my friends who had bought the
paraquat, had some family problems.
He was beaten up by his brother and
mother all the time and tried to attempt
suicide rather than been beaten.

It has been established that the three
were not related but close friends.
Police released a statement blaming
psychological pressure.
The Fiji Police Force is seriously
concerned with a report whereby three
students are alleged to have attempted to
take their own lives for fear after they
had failed an exam.
However, the victims families say
they did not know the reason for their
childrens behaviour.
Police have advised parents to develop
relationships with their children to
solve problems that could easily be
dealt with.

It's Official: Canada Fell Into Recession In


The First Half Of The Year.

Statistics Canada reported Tuesday that


Canadian GDP fell 0.5 per cent at an
annualized rate in the second quarter of
the year, following a 0.8 per cent decline
in the first quarter. Two consecutive
quarters of contraction are generally seen
as the technical definition of a recession.
But StatsCan's numbers also showed a
surprisingly large bounce-back in GDP in
June, up 0.5 per cent on the month, suggesting
the country entered the third quarter of 2015
on a stronger economic footing.
There was no sign of a bounce-back in the
oil industry. The oil, gas and mining sector
saw output fall a significant 4.9 per cent in
June compared to the same month a year
earlier. Industries supporting oil extraction
saw output collapse by 18 per cent.
But the recession was felt outside the
oil industry as well, with construction
dropping by 3.1 per cent in June from a
year earlier, and manufacturing output
dropping 1.7 per cent.
Bright spots included finance and
insurance (up 6.5 per cent), real estate (up
3.2 per cent) and retail (up 1.4 per cent).
Exports were a bright spot in the second
quarter, adding to growth after being a
drag on it in the previous two quarters.
A considerable amount of growth in
the quarter was found in household
consumption at a time when interest
rates remained low.
Statistics Canada found that household

consumption rose by 0.6 per cent in the


second quarter, which followed a 0.1-percent gain in the first three months of the
year. The second-quarter increase was led
by 1.5-per-cent growth in transport prices.
StatsCan also revised downwards
Canada's performance in the first quarter
of 2015. It now says GDP shrank at a
0.8 per cent annual pace. It had earlier
reported the economy shrank at a 0.6 per
cent pace that quarter.
But many economists argue Canada is in
a "technical recession" the economy
meets the definition of a recession, but
is missing some of the hallmarks of an
actual recession. For instance, overall
employment levels have been growing
in Canada, despite job losses in western
provinces.
That led CIBC economist Avery
Shenfeld to conclude that Canada is "not
yet [in] a recession."
In a client note Tuesday, Shenfeld said
the first half of the year was "as weak as
advertised" but the strong performance
in June suggests that the third quarter of
the year "will provide a breather as the
economy, at least for a quarter, returns
to growth."
The new batch of data is likely to add fuel
to the heated, ongoing political debate
over how best to respond to the weakened
economy as parties battle for support
ahead of the Oct. 19 federal election.

It is also expected to intensify the


economic argument over the severity of
the technical recession. Prime Minister
Stephen Harper has side-stepped
campaign-trail questions about whether
Canada was in recession this year. On
Monday, he also declined to define a
recession when asked about it.
"I think it's more important to describe
the reality of the situation rather than
to have labels,'' said Harper, whose
Conservative party has pinned its reelection hopes on its economic record.
The hobbled economy has so far
shaped up to be the primary issue of the
campaign and Harper's opponents
have used his record as a bull's-eye for
their attacks.
Harper has reiterated a stay-the-course
mantra, insisting the country must ride
out external economic and market
turbulence whipped up in places like
China. He has argued the only domestic
weakness has been in the energy sector,
which has suffered from the steep slide
in global oil prices.
The Tory leader has frequently cited
forecasts that predict the economy will
rebound in the second half of the year,
including a projection by the Bank of
Canada. The central bank, however, has
downgraded its projections for 2015 and cut
its trendsetting interest rate twice this year
to cushion the blow of low crude prices.

A Bay Area man who found a $20


bill on a street outside San Francisco
International Airport used it to play
the California lottery and won $1
million, a lottery spokesman said on
Monday.
Hubert Tang used the lucky bill to buy
two scratcher tickets at a store near
the airport on Wednesday and won
the top prize with one of them, lottery
spokesman Greg Parashak said.
"I scratched the ticket outside of the
store. I told my friend who I was with
that I didn't know if it was real but, 'I
think I just won a million dollars,'" Tang
said, according to Parashak.
Tang, a bartender at the airport, had
not played the lottery in about a decade
before using the found money to buy two
tickets, Parashak said.

Canada Slash Hundreds Of Jobs
Most of the 900 job losses between the 2 companies will be from Calgary offices

Almost 1,000 energy-sectors jobs are


disappearing, mostly in Calgary, as two
major oil and gas players announced
plans to scale back operations because
of the low price of crude.
ConocoPhillips Canada confirmed to the
media that it will reduce its workforce by
about 15 per cent 400 employees and
100 contractors.
"We informed people on Monday, but
the vast majority of the actual reductions
will occur by mid October. The majority
of the reductions in Canada will be in our
Calgary office," said its communications
director, Rob Evans.
Penn West Petroleum Ltd. also announced
a major reduction in its workforce. About
400 full-time employees and contractors
most of them working at company
headquarters in Calgary are being let go.
Most of the job cuts are effective
immediately and the rest will be complete
by the end of this year, the company said
Tuesday.
The jobs represent 35 per cent of the total
workforce at Penn West, a prominent
mid-sized oil and gas producer.
Chris Dumanowski, 48, laid off from his
position as a field operations manager,
found some comfort in the news: He'll have
more time for home-improvement projects.
"It's a little bit depressing for sure," he
said. "It's a pretty tough market in the oil
and gas industry right now. It'll definitely
be a tough go."
The workforce reduction is part of Penn
West's response to a recent decline in
oil prices. It's also suspending dividend
payments to its shareholders after its
next payment in October and reducing
compensation for its board of directors.
It has also identified a further $75 million
of capital spending that will be put off,
reducing this year's capital budget to
$500 million a 40 per cent reduction
from its original plan to spend $840
million in 2015.
There have been significant job losses
in the last two years at Penn West,
with the workforce dropping from
2,350 employees in June 2013 to fewer
than 1,000. The company has also
faced legal challenges from investors
after accounting irregularities were
discovered last year.
In March ConocoPhillips announced
it was cutting seven per cent of its
Canadian staff about 200 jobs.

University of Calgary energy economist


Michal Moore says he expects there will
be more oil patch layoffs this fall.
"The long term picture is at least over
the next 18 months or so is pretty
bleak. And the companies are hunkering
down trying to make sure they can
survive that period," he said.
New focus for Penn West
For next year, Penn West will aim to
keep its capital spending within cash
flow generated from operations, with
a focus on its light oil properties in the
Viking and Cardium shale formations in
Western Canada.
"We have made a number of exceptionally
difficult decisions in order to remain
competitive in the current commodity
price environment," Penn West chief

executive and president Dave Roberts


said in a statement,
"We view the cost reductions as
sustainable and we will remain well
positioned for the potential expansion
of development activities and capital
programs in the future."
Penn West estimates that the workforce
reduction will reduce spending about
$45 million a year. The suspension of its
dividend after the previously announced
payment of one cent per share on Oct. 15
will reduce annual cash outlays by $20
million.
Payments to non-management directors
on Penn West's board will be cut 40
per cent and the payment to Penn West
chairman Rick George will be cut by 50
per cent.

report said.

Migrant Found Crammed Behind Car


Engine In Attempt To Enter EU

An African migrant has been caught


trying to smuggle himself into Spain
while crammed into a tiny space behind
a car's engine, in the latest desperate
ploy to enter the EU.
The asylum seeker, reportedly from the
West African nation of Guinea, was found
hidden beneath the bonnet of the car as it
crossed from Morocco into the Spanish
enclave of Ceuta - one of two North
African territories owned by Madrid.
He was discovered by Guardia Civil
border police, squeezed behind the
engine block and radiator, lying in a
foetal position.
He was reportedly in a bad state of health
as a result of the baking temperatures
and petrol fumes.
A second migrant, also from Guinea,
was found hidden inside a tiny space
behind one of the seats inside the car.
They were identified only by their
initials, T.D and A.B.
Spanish police became suspicious after
noticing that the driver of the car, who
was not identified, appeared nervous.
The driver was arrested. The two
migrants were taken to a local hospital
suffering from cramp and dehydration.

case has been put on hold pending the
outcome of the federal trial.
Prosecutors for the federal government
and the defence attorney for police
officer Eric Parker spent all of Tuesday
instructing, organising and questioning
55 potential jurors.
In the end, only four were dismissed,
including one man who had difficulty

Former Nhl Player Admits To Setting Fire


In Fathers Langley Home

A former National Hockey League


player has admitted to causing a fire at
his father's Langley home earlier this
year.
Stephen Boyd Peat, 35, made a brief
appearance in provincial court in Surrey
on Wednesday morning, where he
pleaded guilty to a charge of arson by
negligence. Peat was initially charged
with arson in relation to an inhabited
property, to which he pleaded not guilty,
and arson damaging property.
Shortly after 10:30 p.m. on March 17,
firefighters were called to a fire at a
home in the 4400-block 208A Street.
The homeowner, Walter Peat, was in
bed when the fire started but managed to
escape. A basement suite tenant was not
home at the time.
Firefighters extinguished the blaze, but
the house and vehicles in the driveway
were severely damaged.
Police were called to investigate the fire
because a passerby saw a man lighting the
fire and tried unsuccessfully to stop him.
Investigators learned that there was
a "domestic dispute" between Walter

and Stephen Peat which began that the


afternoon and was renewed later in the
evening.
Stephen Peat turned himself in to police
on March 19. He was granted bail on
March 23 and is not currently in custody.
A pre-sentence report was ordered for
Peat and sentencing is scheduled for Nov.

near Canberra has set an "unofficial" world
record for the heaviest fleece removed in
one shearing, the RSPCA says.
The sheep, dubbed Chris, was found and
underwent a risky shearing operation to
remove 40.45 kilograms of wool.
It smashed the previous world record held
by a sheep in New Zealand called Shrek,
whose fleece weighed 27 kilograms.
The national shearing champion took on
the challenge to clip the sheep, which
was rescued by RSPCA staff after being
reported by a member of the public.
It was so woolly its life was at risk,
as sheep can develop serious medical
conditions if they are not regularly shorn.
Vets were worried the animal could die
from shock during the shearing, so it was
sedated during the process.
The RSPCA estimates the sheep, which
could barely walk due to the mass of
wool, had not been shorn in more than
five years.

four helpers 42 minutes to shear the

What To Do When Kids Talk Back


Smart-alecky comments, sass, and

children talk back to you nowadays. Try
these tips to nip your child's bold and
brash behavior in the bud.
Keep Your Composure
You don't have to put up with your child
talking back, but be careful about how you
react, because your response can either
improve or weaken your relationship with
your child. Be too lenient, and the cheekiness
could lead to more worrisome behavior. Be
too strict, and your child could feel that he
cant express himself, which will lead to
a communication shutdown. Your child is
probably feeling some intense emotions
already, so if you don't keep your reaction as
mild as possible, a nasty power struggle might
ensue. Yelling, making threats, or screaming
"How dare you? I'm your mother!" will only
escalate the situation. It's best to hold your
tongue, take some deep breaths, count to 10

"If you look at the roster, we're still a


really deep team that has another chance
to make a Cup run," Lucic said. "So right
now I'm more worried about that than
anything else."
Lucic (6-foot-3, 235 pounds) said he
expects his British Columbia background
to help him with Kings coach Darryl
Sutter, who is from Alberta.
"He loves the Western [Canada] boys,"
Lucic said. "And obviously my style
of play kind of fits his style, y'know,
the rough and tough Sutter type, so I'm
looking forward to playing for him and
to see what it's like to play for a different
coach."
Road trips also will be different for

Lucic, who will first play at Vancouver


on Dec. 28 and later at Boston on Feb. 9.
"I'm interested to see what's it's going
to be like, not just in Vancouver, just
around the League," Lucic told the "Bro
Jake Show." "To see what kind of road
presence the Kings have, because being
an Original Six team, we get a lot of
Bruins fans no matter where we are. So
I'm interested to see what it's going to be
like in Vancouver and everywhere else."
Lucic, who had 18 goals and 26 assists
in 81 games for Boston last season, was
traded to Los Angeles for goalie Martin
Jones, defenseman prospect Colin
Miller, and the 13th pick in the 2015
NHL Draft (defenseman Jakub Zboril).
