One way of achieving the status of Newly Industrializing Country (NIC) is by creating
knowledgeable, skilled, and competent citizenry. The Science and Education
Institute (SEI) of the Department of Science and Technology has been implementing
programs and projects geared towards the improvement of the country's S & T
manpower resources.

* Enhancing S & T teaching capabilities.

* Augmenting science education infrastructure and facilities.

* Assessing the S & T manpower resources.

* Developing S & T culture among Filipinos

The Institute has been building the country's science and technology education
infrastructure, and giving services and trainings that will further improve the
knowledge and skills of students and teachers in the field of S&T. It has been
implementing programs designed to tap the scientists' and technologists' potential
among Filipinos. It also takes part in the formulation of policies and other reform
measures in manpower development which will give the country the sharp edge it
needs for global competition.

Program Thrusts

* To improve the pre-service and in-service education of science and

mathematics teachers at all levels

Our country is faced with a labor surplus and underemployment problem which
exist not only in the urban sectors but most importantly in the rural and agricultural
sectors. This underscores the fact that manpower supply exceeds the current
demand though there is a dearth in certain types of skills.

Such manpower shortage is strongly felt in the fields of science and technology (S &
T). There is an intense need, therefore, to attract and interest the youth to pursue
careers in science and technology.

This S&T career multimedia serves primarily as a resource facility regarding careers
in the basic, applied, agricultural, and engineering sciences as well as in technology.
Through this, we hope to inform, encourage and motivate students to take up
science and technology courses thereby assuring a steady supply of scientists,
engineers, and technicians crucial to the country's industrialization.

The move towards the knowledge-based economy has placed human capital in
science and technology at the forefront of the policy debate across OECD countries,
not just in the area of education and labour markets but also in science, technology
and innovation policy.

Technological change is driving demand for skilled labour and spurring an

upgrading of skills across economies. This increase in demand is not being met
equally in OECD countries; reports of shortages for certain types of S&T personnel
including IT workers, suggest inadequacies in supply systems or barriers to the
effective matching of supply and demand.

Despite the increase in higher education graduates across the OECD, the share of
university graduates in science and technology compared to other fields remains
quite low in many countries – and has even tended to fall in some cases. This
waning interest in science and technology among youth, combined with low
participation of women in S&T education and employment, pose further challenges
to the ability of OECD governments to bridge the skills gap.

There is also global dimension to the demand for high skilled personnel and access
to international sources of S&T personnel is becoming more important for meeting
specific skill requirements. While there is little evidence of a significant brain drain
from other OECD countries to the United States, the openness of higher education
and research systems as well as an environment conducive to research and
innovation appear important in attracting top foreign talent. In the longer-term,
meeting demand for high skilled workers will require sustained investments in S&T
education, not just in compulsory education but also on-job training and life-long
learning. Improving the adaptability of the public research sector to changes in
research and employment is also important.

In all these areas, governments must increasingly partner with industry, social
partners and civil society if they are to provide workers with the right S&T skills for
the knowledge-based economy.

The 2010 DOST SCHOLARSHIP EXAM RESULTS are in! A total of 1,023 fourth year
high school students passed this year’s Department of Science and Technology-
Science Education Institute (DOST-SEI) undergraduate scholarship examination,
which include 23 students who were given special scholarships for bringing honors
to the Philippines when they garnered medals in prestigious international science
and mathematics competitions recognized by SEI. For all the 2010 DOST

3,219 senior HS studes pass DOST S&T scholarship exam

A resident Arroyo’s backing for science and engineering education lives on as the Department of
Science and Technology-Science Education Institute (DOST-SEI) announced that 3, 219 senior
high school students throughout the country passed this year’s scholarship examination.
In her budget message, the President said one of the priorities of her administration is education
being the foundation of economic prosperity and individual liberty, social justice and self-worth.
“Education in particular is taking a frontseat in our budget this year. There is nothing more
important to the Filipinos now but education.. The opportunity to have quality education is the
way for the youth of today to be free from poverty and live a comfortable life,” she said.
DOST Secretary Estrella F. Alabastro said the government is keen in the production of science
and engineering manpower to help propel the country’s economy through a steady supply of top-
caliber scientists and engineers.
“Our scholarship program has brought forth top engineers and scientists known not only in the
Philippines but around the world,” she said.
Dr. Ester B. Ogena, Director of DOST-SEI, said this year’s 3,219 qualifiers are higher than last
year’s 2,876 passers. Ogena said the qualifiers would add up to the present 8,931 scholars
presently enrolled under DOST’s scholarship.
Info Campaign on DOST-SEI Scholarship Program Set
The Department of Science and Technology – Region I (DOST-1) will be conducting a series of
information
campaign on the promotion of DOST-SEI Undergraduate Scholarship Program for the month of August
2009.
In Y2008, it was noted that only 12.87% of the upper 5% of graduating high school class in Region I had
applied to the
said program. Likewise, of the 125 cities and municipalities in the region, only 80 of them have examinees
to the 2008
S&T examination. Hence, to reach out to as many high schools in the region and provide access of these
scholarships to
poor, talented and deserving students who have high aptitude in science and mathematics and willing to
pursue courses
in the fields of sciences, mathematics and engineering, this info campaign was conceptualized. Below is
