SCOPE
This specification establishes minimum requirements for furnishing materials, equipment
and services necessary and incidental to complete all painting and protective coating work
and related activities as specified herein for the Toromocho Project owned by Minera
Chinalco Per S.A., located 140 km northeast of Lima, in Morococha, Department of
Junn, Per, and is located at an altitude of between 4,500 and 5,000 m above sea level.

APPLICABLE CODES AND STANDARDS


Unless noted otherwise in this specification, all surface preparation, for concrete coating
and steel paint application shall be in accordance with latest revision of documents listed
below. These documents are declared to be a part of this specification. Where there is a
conflict between these documents, the one which is most restrictive shall apply:

DEFINITIONS
The Owner denotes Minera Chinalco Per S.A. In the Contract and its incorporated
documents, the reference to the Owner includes the Engineer, the Administrator of the
Contract and any other person or organization designated by the Owner.
The Engineer denotes an authorized agent of Aker Solutions. The Engineer acts as the
Owner representative or agent.
The Project denotes the Toromocho Project.
The Contractor refers to the company or the person or the legal entity that will execute
the works related to this specification commissioned by the Owner under a Contract. The
term includes the Contractor, its employees, workers and others who are under his
authority or orders, direct or indirect, including, among others, subcontractors and
suppliers.
The Supplier refers to the company or the person or the legal entity selected to supply,
detail, manufacture and deliver the material associated with this Specification.
Drawings denote all design drawings, lists of materials and/or specifications that are
applicable to the Project.
HSE refers to Aker Solutions Health, Safety & Environment Risk Management System.
HSE is an integrated management system designed to guarantee and ensure compliance
with all Health, Safety & Environment issues of the Toromocho Project.

GENERAL
4.1

HEALTH, SAFETY AND ENVIROMENTAL REQUIREMENTS

Contractor shall comply with OSHA regulations Section 1910.12 and HSE Management
System under which it is mandatory for suppliers of chemicals or other hazardous
materials to provide, with the shipment, the appropriate Material Safety Data Sheets
(MSDS), to be promptly filed with the Owner when material arrives on site.
Contractor shall be responsible for knowing, complying and enforcing the Owners plant
safety rules, MSHA regulations (30 CFR) and, where applicable, OSHA regulations (29
CFR).
All Hazardous Materials to be transported must be identified as specified under the
Department of Transportation Hazardous Materials Tables found in 49 CFR 172.101. The
Engineer must be notified in writing prior to bringing hazardous material on the site. Notice
must include material type, quantity, container type (by DOT specification) plus the MSDS.
As the materials are used, the generated wastes must be logged and reported to the
Engineer without delay. Logs must include material type, quantity, container type, and
accumulation date. Containers must be properly packaged, labeled and marked in

accordance with subpart C, Pre-Transport Requirements listed in 40 CFR 262.30-32 and


34 as the wastes are generated.
All scaffolds and rigging shall meet MSHA, OSHA, and local safety requirements.
A sufficient number of portable fire extinguishers of suitable types shall be provided in
accordance with NFPA 10 in all interior areas, including areas where painting with fumecreating or flammable product is in progress and where paint is stored and mixed.
Special precautions shall be taken to provide adequate ventilation in all working areas and
areas where paints and solvents are stored. Workmen shall be provided with masks and
shall wear them during all operations involving toxic fumes. No painting shall be done
adjacent to any fire hazard such as welding, open flame or sparking metal fabrication. Oily
or solvent-soaked rags shall be kept in closed metal containers and in minimum quantity.
Any spillage of volatiles shall be cleaned up and wastage disposed of immediately.
Any blasting agent (grit) used by the contractor shall have less than 1.0% free silica.
4.2

QUALITY AND MANUFACTURERS INSTRUCTIONS

Specific makes and catalog numbers of the various coating systems included in this
specification are to establish a minimum acceptable quality and generic type of the system
and to provide uniform information to Contractors. Coatings of equal quality and similar
generic type by other manufacturers may be supplied when approved in writing by the
Engineer, not less than 30 days prior to the purchase of products.
Each container shall indicate a statement of product shelf life and specific dates of life
use.
Each container of any coating shall display a statement of manufacturers
recommendation regarding thinning of the coating. The statement shall specify that the
product does not require thinning or diluting under normal environmental and application
conditions.
Each container of any coating shall display the products Volatile Organic Compound
(VOC) content, as applied and after any thinning recommended by the manufacturer. The
VOC value shall not exceed 0.42 kilograms per litre of coating.
All work concerning the application of materials under this specification shall be performed
in accordance with the manufacturers latest recommendations. Any deviation from these
procedures shall have written approval of the manufacturer and the Engineer.
The Engineer shall be supplied with three (3) sets of manufacturers specifications
covering preparation and application data and MSDS of the various systems to be
applied. The manufacturers requirements shall become a part of this specification and
shall be followed in detail unless otherwise directed by the Engineer.

The services of an authorized representative of the manufacturer may be requested by the


Engineer to witness and advise on the performance of work. All phases of the work shall
be available to the Engineer for observation or inspection at any time.
4.3

PROTECTION

Abrasive blasting operations on site shall be kept to a minimum. Peruvian and/or city air
quality regulations may require a permit to perform any abrasive operations, contractor is
responsible for obtaining any necessary permits. Abrasive blasting operation shall comply
with the local performance standard, the following are some general guidelines.
Opacity of visible emissions:
a. Contractor shall not cause, allow or permit visible emissions from abrasive blasting
operations in excess of opacity except for aggregate period of three minutes in any one
hour as measured by EPA Reference Method 9.
b. Contractor shall not cause or allow abrasive blasting without minimizing dust emissions
to the atmosphere through the use of good modern practices. Good modern practices
include:
1. Wet blasting.
2. Effective enclosures with necessary dust collecting equipment.
Monitoring, record keeping and reporting requirements:
a. Each time an abrasive blasting project is conducted, the Contractor shall log in ink or
in an electronic format, a record of the following:
1. The date the project was conducted
2. The duration of the project; and
3. Type of control measures employed.
During field painting, adjacent surfaces below and around the work shall be protected with
drop cloths, enclosures, tents, or other suitable means.
Upon completion of the work, the premises shall be left clean and presentable. Spent grit
blast agents shall be removed from the work area daily.
During and after erection, shop painted surfaces shall be inspected and damaged
surfaces to be touched-up or recoated shall be prepared and coated in accordance with
the specification for the original undamaged coating.
Equipment nameplates and identification plates shall be protected from surface
preparation and coatings. Those either coated or damaged by coating operations shall be
replaced or reconditioned to the satisfaction of the Engineer.

All field applied and manufacturer supplied touch-up coatings and coating constituents
shall be delivered to the job in original sealed containers bearing the manufacturers label.
For blasting operations inside the process building or where operating equipment may be
damaged by blasting residue, the contractor shall either;

Erect an enclosure, sufficiently sealed to prevent grit and debris from escaping, or
Utilize a water blast method.

The Contractor shall not paint outside during windy conditions.


The Contractor shall take any special precautions necessary to protect:

All valves, instruments, pumps, seals, bearing housing, motors and other sensitive
areas (these shall be covered to prevent blasting material and paint from entering and
damaging equipment.)
All nameplates, serial numbers, pressure vessel tags and identification, or any other
informational tags or sensitive areas.

The Engineer shall approve the blasting methods used and the enclosure design and
construction prior to any blasting work.
4.4

MATERIAL STORAGE

The Contractor shall store paint and painting supplies in approved ventilated, fire-proof
cabinets, protecting the paint and supplies from any detrimental environmental effects.
Paints and thinners shall be stored under sufficient shelter to provide protection from
direct sunlight, rain and extremes of temperature. Refer to manufacturers product data
sheets for storage and shelf life. Smoking or open flames shall not be permitted within the
storage areas. The Contractor post sign No Smoking or Open Flame and ensure suitable
and approved fire protection equipment shall be within easy access.

WORKMANSHIP
All work shall be done by skilled workers qualified to perform the work in a manner
comparable to the best standards of practice in that trade. All materials shall be evenly
applied to form a smooth, continuous, unbroken coating free from sags, runs and other
defects.
Contractor painting equipment shall be maintained in good working order and shall be
comparable to that described in the coating manufacturers most recent application
instructions. The equipment shall be thoroughly cleaned and inspected daily. Worn spray
nozzles and tips shall be replaced. Effective oil and water separators shall be used and
serviced on all air lines. Automatic cutoffs (deadman safety design) shall be used on blast
pots.

All special or additional surface preparation shall be accomplished as outlined in the


coating manufacturers most recent printed Application Instructions.
Before any surface is coated, it shall be cleaned of all dust, dirt, grease, loose rust, mill
scale, oil and paint in accordance with the systems specified in this specification. Coatings
shall not be applied to wet or damp surfaces, except in accordance with instructions of the
manufacturer.
No coatings shall be applied when the air temperature is below 10C or above 38C or
when the temperature of the surface to be coated is below 4C or above 38C or when the
relative humidity exceeds 85 percent. Surface temperatures must be at least 3C above
dew point to prevent condensation. No coatings shall be applied if a predicted
temperature of 2C or lower is forecast within 24 hours of application unless the coating
area is enclosed and heated per paint manufacturers recommendation.
No coating shall be done when the surfaces may become exposed to rain, fog or
condensation or when it is anticipated that these conditions will prevail during the drying
period, unless suitable enclosures to protect the surfaces are used. Where heat is
necessary, it shall be supplied by the contractor and shall be of such type that it will
maintain an air and coated surface temperature of 10C (minimum) during the coating
period and 32C during the cure stage if hot forced air curing is recommended by the
coating manufacturer.
Particular care shall be exercised to prevent the contamination of cleaned and coated
surfaces with salt, acids, alkali, or other corrosive chemicals or reagents prior to
application of primer or sucessive coatings. Any contaminants shall be removed and the
surfaces shall be re-coated. Prepared surfaces shall not be left uncoated overnight without
specific approval by the Engineer.
All brush applied coatings shall be of proper consistency and well brushed out to produce
a minimum of brush marks. Enamel shall be uniformly flowed on. Edges shall be clean
and sharp.
All coats shall be thoroughly dry before the succeeding coat is applied, following
manufacturers instructions.
Paint coats as specified are intended to cover surfaces completely. If surfaces are not fully
covered, further coats shall be applied. All finishes shall be uniform as to sheen, color, and
texture.
Upon completion of the work, any remaining spillage, splatter or splash on adjacent
surfaces such as glass, fixtures, floors or fittings shall be completely removed and the
premises left in a clean and presentable condition. Used blasting materials, paint chips, or
other debris are not to be washed into the plant trenches, but shall be swept and shoveled
up and removed from site in accordance with the local ordinance and regulations.

Tests and Inspection


Inspection tours of the work may be made at random by the Engineer or Owner to
determine that surface preparation and coating application work is in conformance with
this specification.
a) The thickness of dry-film must be in achieved in accordance with SSPC PA2.
b) The surface profile must be in achieved in accordance with ASTM D4417.
c) The adhesion measure must be in achieved in accordance with ASTM D4541.

SHOP PAINTING
Shop painting of steel, equipment and tanks will be specified either on the drawings,
specifications or purchase orders for the items to be painted. Shop painting shall consist
of surface preparation, prime coat and finish coat as required, and will be subject to
touch-up in the field.
In general, the following items will be shop painted:

Shop fabricated structural steel.


Shop fabricated platework, stair stringers, cages, ladders and handrails.
Shop fabricated tanks and vessels.
Shop fabricated guards and machinery.
Floor plates.
Metal roofing, metal siding, gutters, flashing and down-spouts.
Miscellaneous steel and platework to maximum extent possible in order to minimize
in-situ blasting

Grating, checkered plates and stair treads shall be coated on both sides.
Shop painted components shall be prepared, packaged, or bundled in such manner to
reduce damage during shipment, receiving, and storage. Components are to be
positioned to minimize holding water.
The surface protection of painted equipment shall be in accordance with vendor standards
and procedures and process and environmental conditions.
Equipment vendors shall supply adequate touch-up paint for touch-up painting in the field
after installation.

FIELD PAINTING
7.1

GENERAL

Field painting of steel, concrete, masonry, equipment and tanks will be noted either on the
drawings, specifications or purchase orders.
Miscellaneous steel, platework and bulk materials for field installation must be supplied to
site with blasting and priming complete to the maximum extent possible.
In general, the following items shall be field painted after erection:

Shop painted items that, in the opinion of the Engineer, require touch-up or recoating.
Miscellaneous steel and platework which are supplied unpainted.
Field fabricated tanks, vessels, handrails, ladders, etc.
Surfaces of concrete, sumps (as noted on drawings) and masonry blocks.
Drywall construction and ceilings of gypsum board.
Bolted or field welded connections.
DISPOSAL OF PAINTING MATERIALS

The Contractor should plan the material requirements to minimize the number of excess
paint or solvent containers. The Contractor must commit to either completely using any
hazardous material or disposing of excess material in compliance with EPAs Resource
Conservation and Recovery Act (RCRA) and local requirements concerning hazardous
waste.
All containers must be disposed of off-site in accordance with EPA RCRA regulations.
Prior to moving the materials off-site, the Contractor shall give copies of disposal
documentation to the Engineer.
Before disposal, aerosol containers must be emptied and punctured until all pressure is
released.

The following items will normally be left unpainted and protected from being painted,
unless noted otherwise:

Contact areas in slip critical type bolt connections.


Interior of bins, hoppers, chutes, underside of baseplates and embedded metal
surfaces in contact with concrete.
Electrical conduits.
Machined surfaces, shafts, bearing enclosures, rotating equipment.
Nonmetallic items, including fiberglass and plastic items.
Insulation materials and rubber lining, including aluminized insulation covers.
Stainless steel, galvanized steel, titanium, duplex alloys.
Cast iron trench covers.
Interior of tanks, except domestic water tanks and Reverse Osmosis tanks.
Valve stems and other moving parts.
Installed instruments.
All bolts and studs on piping/vessels, except for bolts on field erected bolted tanks.
Carbon steel pipes.

Concrete walls and masonry block.

Service Environment:

Low to moderate chemical exposure, dry areas, inside building

Surface Preparation:

All surfaces shall be clean and free of dirt, grease, form oil,
loose or chalky deposits and efflorescence.
Concrete surfaces shall be lightly grit blasted to open up holes
just below the surface and to remove form oil, curing compound
or laitance.
Fill cracks, voids or other surface fissures with mortar, epoxy
filler or latex filler to match the texture of the adjacent surface.
