Incumbent serves as County Coordinator, responsible for the management of the CICAP county office programs
and supervising regular and temporary staff, including training, assigning and coordinating duties, reviewing
work and providing corrective instruction as needed for the Madison or Grant County programs.
Duties:
Coordinates and supervises all CICAP office activities, assuring a comprehensive service approach and
achievement of organizational goals.
Supervises program personnel, including training, scheduling and coordinating the responsibilities, resolving
problems, reviewing work and providing corrective instruction as needed. Trains intake staff on application
process, database and state rules and regulations of the CICAP programs.
Participates in a variety of agency functions, including planning, client information system and the quality
control review of client files to assure that compliance and program goals/requirements are maintained, initiates
corrective action identified through performance monitoring.
Collects eligibility for CICAP programs and assures that all eligibility information is properly documented.
Determines applicants eligibility for program assistance in accordance with income guidelines and related
criteria.
Reviews applications submitted by intake clerks and outreach sites for accuracy, completeness and correctness
of the eligibility determinations.
Serves as a back-up for producing and reviewing Energy Assistance Program (EAP) weekly transmittals and
serves as secondary contact with the various utility companies and bulk fuel vendors to coordinate timely
payments and account credits on behalf of program clients.
Organizes and maintains program files.
Solves problems that intake clerks, outreach sites, vendors and clients may have with CICAP policies and
procedures.
Enters data information into computer system as well as retrieves information as needed. Prepares and submits
reports, forms and other documents as required by supervisor.

Operates computers and possesses a working knowledge of the programs and software packages utilized by the
agency.
Performs related duties as assigned.
I.

JOB REQUIREMENTS

Bachelors Degree is preferred. Equivalent combination of training, education and experience may be
considered.
Working knowledge of budget planning and administration, with the ability to interpret and monitor budget
limitations.
Working knowledge of Standard English grammar, spelling and punctuation. Ability to organize and present
information orally and in writing in a clear, concise manner, with co-workers, unemployed and economically
disadvantaged persons, employers or other government and community service agencies and the public,
including being sensitive to professional ethics, gender, cultural diversities and disabilities.
Ability to effectively communicate orally and in writing with supervisor, co-workers, representatives of
community service organizations, subcontractors and members of the public, including being sensitive to
professional ethics, gender, cultural diversities and disabilities.
Ability to work alone and with others in a team environment and maintain appropriate, respectful interrelationships with co-workers.
Ability to comply with all employer-department personnel policies and work rules, including, but not limited to,
attendance, safety, drug-free workplace and personal conduct.
Ability to provide public access to or maintain confidentiality of department information/records according to
state requirements.
Ability to work irregular and extended hours to accommodate clients schedules and specific needs.
Ability to effectively perform all essential duties of the position.
Possession of a valid drivers license and demonstrated safe driving record.

DIFFICULTY OF WORK

Incumbents duties are broad in scope, involving many variables and consideration and requiring judgment in
determining program eligibility and ensuring provision of appropriate services. Incumbent applies state and
federal regulations and agency policies and procedures to individual cases.

RESPONSIBILITY

Incumbent receives general instruction on objectives to be accomplished. Majority of work is guided by the
organizations policies, procedures and coordination guidance from supervisor. Deviations and unusual
problems are discussed with supervisor, although incumbent has considerable independent judgment as to
program eligibility. The Incumbent makes an extensive contribution to the organizations mission through
coordination of Grant or Madison County CICAP programs.
IV.

PERSONAL WORK RELATIONSHIPS

Incumbent maintains communication with supervisor, co-workers, personnel and officials from other
government agencies and members of the public, including clients, community organizations and business
owners/operators. Work relationships are for a variety of purposes, including implementation of programs and
the exchange of information.
Incumbent reports directly to the Executive Assistant/EAP Manager for energy assistance and the Director of
Community Programs for family development.
V.

PHYSICAL EFFORT AND WORK ENVIRONMENT

Incumbent performs the majority of duties in a standard office environment with no unusual physical demands.
Some duties are performed outside of the office, involving driving a vehicle or other forms of transportation to
reach appropriate destination.
