Topic Agenda: Securitization of Nuclear Power

As a nuclear power, as the only nuclear power to have used a nuclear weapon, the United States has a moral
responsibility to act, Barack Obama, the 44th President of the United States of America

Nuclear for Global Welfare


Research regarding nuclear has been developed since 1895 and it still continue until this day .
However, from 1939 until 1945, most development was focused on the atomic bomb [1]. Although the
prime focus about nuclear nowadays for the reliable nuclear energy, the permission of using nucelar
energy still has been a polemic these days. USA, as the worlds largest nuclear producer [2], strongly
believes that nuclear belongs to civilian use, not for particular interest such as military purpose. There
has been a lot of problems about nuclear these days, most important one is nations security, and the
others are about the waste management and safety.
There are many resolutions issued by UN General Assembly regarding nuclear, for example in the
United Nations General Assembly Resolution A/RES/64/45 about prohibition of the dumping of
radioactive wastes, Resolution A/RES/67/51 about preventing the acquisition by terrorists of radioactive
sources, and Resolution A/RES/67/59 about united actions towards the total elimination of nuclear
weapons. There are also several international agreements that supports the resolutions such as Nuclear
Non-Proliferation Treaty (NPT) and International Convention and Legal Agreement for the Safety of
Radioactive Management. Nevertheless, resolutions still need to be made.
Chance of a Lifetime
In this current situation, USA believes that with the difficulty all nations have to face, it can lead to the
better days for all of us. USA would like to engage all nations to act together to create a better world.
Therefore, USA suggests:
1. Support nuclear energy for civilian use, not for military use
The generation of electricity through nuclear energy reduces the amount of energy generated from
fossil fuels such as coal and oil. The most important fact of using nuclear energy is that greenhouse
gasses such as CO2, methane, and CFC are not released to the atmosphere during the reaction takes
place [3]. Another advantage of using nuclear energy is the required amount of fuel, nuclear
recquires less fuel but offers more energy. As the worlds largest nuclear producer, USA has been
actively engaging nuclear for the safety use. Since 1990, US government policy and funding
decisions have encouraged the development of greater nuclear use for civilian purpose [4]. It is very
important as well to involve International Atomic Energy Agency as the watchdog to oversee any
nuclear energy practices.
2. Increase the global nuclear security
Following the 9/11 attacks in 2001, the possibility of terrorists misusing nuclear became a real
threat, and nuclear security was highlighted as a means to combat the threat of nuclear terrorism. We
should prevent the terrorists from acquiring nuclear weapons by enhancing the security of our
nuclear facilities. In order to prevent terrorists from acquiring nuclear weapon, USA believes that all
states must bear in mind the UN Security Council Resolution 1887 regarding securing nuclear and
ratify the International Convention for the Suppression of Acts of Nuclear Terrorism.[5] Most
importantly, all states also need to reduce the amount of dangerous nuclear material, such as High
Enrich Uranium (HEU) as it has been discussed in 2014 Nuclear Security Summit [6], in order to
prevent terrorist to get the material to build nuclear weapon.

3. Nuclear Waste Management


The main objective in managing and disposing of radioactive waste is to protect people and the
environment. In 1982, USA has established the policy regarding the comprehensive national
program for the safe and permanently disposal of highly radiowaste [7]. There are a lot of types of
radioactive wastes, from the low-level until high-level. By building the radioactive repository,
nations can manage and contain the nuclear waste into permanent burial, such as in Yucca
Mountain.
In this opportunity as well, USA would like to address our concern of nuclear reprocessing program.
Reprocessing would not reduce the need for storage and disposal of radioactive, but it can also make
an easier access for terrorists to acquire nuclear weapons and for nations who disrespect the NPT to
develop nuclear weapon programs and threaten others with their nuclear power.
4. Enhance nuclear research
USA believes that nuclear is a relatively new thing for states. Hence, research toward nuclear must
be enhanced. We believe that problems regarding nuclear waste still need to be researched, as well
as regarding the security of the nuclear itself. In 2015, USA and Canada have agreed to enhance the
research and development regarding nuclear energy for civilian purpose [8]. Increasing the safety of
nuclear facility is a must, since the threats are not from terrorists only, but from natural disaster as
well. Problems regarding nuclear waste also need further research.
There are many other issues and solutions. However, this is the minimum all nations have
to do to pull ourselves out of imminent dangers. Ignoring this issue will further complicate the
situation. To further increase the support, USA would like to be involved in the communication and
interaction with other countries to support the solutions that is proposed by USA, in order to
overcome the nuclear issue as soon as possible.
