INTRODUCTION

Vision Statement:

Shakti Vahini is a pioneer organization in the field of Anti


Human Trafficking. The organization has been working
for women and child rights since last 16 years. It is a
national level voluntary organization working in the
states of Assam, West Bengal, Bihar, Jharkhand, Orissa,
Chhattisgarh, Delhi, Haryana, Punjab, Uttar Pradesh,
Himachal Pradesh, Chandigarh and Rajasthan.

Shakti Vahini visions, aspires and strives for Just, Free and
Equitable society. We consider it a duty of every citizen to
have social concerns and strive for the progress and
development of society. In our efforts and struggle to
achieve the above, we draw our inspirations from our rich
civilization, plurality of culture, spirit of our Democratic
Constitution, National Movement for freedom struggle,
lives and teachings of our great leaders.

Shakti Vahini is effectively active in field of Human Rights,


Woman and Child issues, Anti Trafficking, Child Labour,
Bonded Labour, Health, HIV/AIDS, Education, Legal Aid
and training, Research & Documentation, Community
development etc.

Mission: To Protect and Defend Human Rights in India

Shakti Vahini has rescued nearly 5000 victims of human


trafficking trafficked for the purpose of Commercial
Sexual Exploitation, Child Labour, Bonded Labour, Forced
Marriage, Domestic help and adoption. Shakti Vahini has
the link for the states police coming to the capital for
rescue operation or investigation of human Trafficking
cases. The organization has been conducting Home
Investigation of the victims as per the direction of the
Child Welfare Committee as mandated in the Juvenile
Justice (Care and Protection of Children) Act. In the fight of
Anti Human Trafficking Shakti Vahini has been working
on prevention, protection and prosecution of the human
trafficking cases.

Fighting Sex Trafficking and


Commercial Sexual Exploitation
Gravest form of trafficking is for the purpose of
commercial sexual exploitation. From the very inception
of the organisation, Shakti Vahini has fought tooth and nail
to not only rescue children and women but to also prevent
it. Decoy operations with the local police , Central Bureau
of Investigation (CBI) ,Anti Human trafficking Units
(AHTU) , Crime Branch of different State Police and other
like agencies are organised to apprehend traffickers and
for rescue of trafficked victims. Frequent rescue
operations are conducted with the help of law
enforcement agencies in the red light area and also where
local intelligence shows the presence of any person who is
kept in bonded conditions and has willingness to leave.
Active steps have been taken to burst the bubble of sex
trafficking carried out under the garb of massage parlours
and other such services. Informal Surveillance systems
have been established by us at various railway and bus
stations especially in Delhi (destination state), Jharkhand,
Assam and West Bengal (major source states).

Combating Child Labour


Child labour is a chronic problem which varies in scale and
manifests in various ways like domestic labour, factory
based labour, traditional trades (like agarbatti, beedi,
carpet weaving) etc. The cities where most children end
up with the great big city dream have turned into hubs for
employing children as young as 910 years, through
illegally run placement agencies. Weak legislation has also
given them unprecedented opportunities to exploit
children with mass illegal migration taking place every
day.
The children are employed at as less as $20 28 a month
(Rs.10001400). The money often doesnt reach the
parents and is misappropriated by the placement agent.
Often children face emotional/mental, physical and sexual
abuse at the hands of the employers.
Shakti Vahini does rescue operation of children in forced
labour situations in collaboration with various law
enforcement agencies. The organization undertakes a lot
of awareness programmes on the issue of child labour and
reaches out and works with various stakeholders like the

Police, Labour Department, RWA, Industries Associations,


Youth and Students, Lawyers etc. for strengthening the
fight against child labour. We oversee the process of
restoration of the children to their home state and follow
up the cases up to the trial stage of the criminal cases filed.
Shakti Vahini has been working in close partnership with
the Labour Department and the district administration
not only to rescue but also in providing rehabilitation and
compensation to rescued trafficked children.

Forced Marriages
The skewed sex ratio in the northern states of India has
led to emergence of a new trend of trafficking young girls
and women for forced marriages. Shakti Vahini has
worked on this issue intensively since the year 2001. It has
been due to Shakti Vahinis efforts that the Government of
India, Haryana and Assam Government admitted the sale
and purchase of girls due to the fall in sex Ratio. Shakti
Vahini has conducted regular awareness drives to educate
the people about various Trafficking Laws across
Haryana. Shakti Vahini has undertaken series of Police
Training programmes across Haryana to sensitise the law
enforcement officers on the issue of trafficking for forced
marriages. The organization did advocacy with the police
chiefs and Deputy Commissioners in the districts. Since
Shakti Vahini has been conducting training at District
level as well as in Police Academy, a very wide network of
sensitized policemen has been created which is of prime

importance for effectively enforcing the law. The issue of


human trafficking is getting more attention from the
administrative end and a very active partnership has been
created with various law enforcement agencies.
Shakti Vahini has also reached out to Panchayats/
Anganwadis/ Youth Groups etc. Shakti Vahini has
published report on Female Foeticide, Coerced Marriage
& Bonded Labour in Haryana and Punjab: A Situation
Report on Human Trafficking. This study has highlighted
the presence of large scale trafficking of women and girls
for forced marriages in Mewat region of Haryana. The
problem of bought brides in Haryana and Punjab is going
to increase as these states have skewed Sex Ratio and
Female Foeticide is very prevalent.

SALIENT FEATURES OF SHAKTI VAHINI ANTI TRAFFICKING INITIATIVE


As a part of its antitrafficking initiative Shakti Vahini has
been providing legal support to the victims rescued by the
organization. In addition to this Shakti Vahini is also
providing translators, transport and accommodation
facilities to the victims who are coming to Delhi for court
hearings and legal counselling. We also provide legal aid to
victims of Human Trafficking and also their families.

Shakti Vahinis Anti Trafficking Initiative has been taking
steps in this direction by training police officers at various
levels. Shakti Vahini sensitizes police officers of the Anti
Human Trafficking Units; these Units have been recently

the various laws related to children and guide the police


officers in handling the children with care and affection,
be it a Juvenile in Conflict with Law or a Child in Need of
Care and Protection. Shakti Vahini has been training
officers at all the 22 police stations in the aforementioned
two districts in Delhi. Every week four training sessions
are conducted in different police stations.

Shakti Vahini has become a prominent organisation


for Assisting Police in Intervention in NCR Region and
Northern India.
The strong advocacy of the Initiatives with the local police
and the police from different states has made Shakti
Vahini a prominent and leading organisation for assisting
Police in Interventions conducted by them. The training

provided by Shakti Vahini to the police personnel of all


hierarchies has created strong sensitization about the
human trafficking issues amongst them. ur active
network with the police in NCR regions helps the police
from other states to conduct rescue operations with the
help of the Shakti Vahini Initiative team. We are in a better
position to link the police officials from other states with
the local police and hence help the rescue team in rescuing
the victims and also arresting the accused persons. Shakti
Vahini receives request from the State AHTUs, CID and the
respective police stations for our assistance in rescue
operations in NCR regions and also in some parts of Uttar
Pradesh and Haryana.

Monitoring and Implementation of Various Laws on Human


Trafficking and Forced Labor:
One of the important components of the Initiative is to
ensure that the statutory agencies mandated by the law
are working properly and in close coordination for the
welfare of trafficked victims. These bodies may include the
Juvenile Police Officer, The Child Welfare Committees, The
Bonded Labour Monitoring committee at the district level,
the Child Labour Cell of the Labour department, The
District Child Protection Units, the Advisory Board of
Social Workers under Immoral Traffic Prevention Act etc.
Shakti Vahinis Anti Trafficking Initiative has done strong
advocacy with these units so that at the time of need they
function very proactively.

Victim Support :
Support to the victims of human Trafficking and their
families is one of the most important and prioritized
activities of Shakti Vahini. The organization has its
Trafficking in Person (TIP) Response team. The TIP

Response team does establish links in the source and


assist the family from the day any victim goes missing.
Initially they are being guided to register the missing
complaints in the local police stations. The TIP response
team identify the victims' family, locate them in the
villages and help them in rescuing the victims. They are
being helped in getting their daughter back, rehabilitation
of the victims and their fight for justice in the court. For
victims support in their fight for justice the organization
has coordinated with the respective state government for
facilitating victims' accommodation during their stay in
the destination for court trial. The state government has
taken various land mark decision for the welfare of the
victims.
During this period altogether 408 victims were rescued.
227 were reunited with their respective families. All the
cases of rescue have been brought in the knowledge of
State government. The organization has been working in
close coordination with the Department of Women and
Child Development and Social Welfare of the concerned

state for the economic rehabilitation of the survivors.


Most of the survivors of West Bengal have been linked to
the Kanyashree Prakalpa of the State Government which
ensures their education and also save the victims from re
trafficking.
The organization has established 6 intervention centres in various
vulnerable points in Delhi. The role of intervention centres are:
1. Coordination with all the stakeholders in vulnerable
points.
2. Conducting awareness programmes with the
stakeholders in vulnerable areas
3. Development of informant network
4. Coordination with law enforcement in entry and exit
points
5. Watch on movement of traffickers
6. Planning and reccee for rescue of trafficked victims
7. Coordination with NGOs and Help Lines
8. Preparation of district action plan
9. Mapping of vulnerable areas
10. Monitoring of trains and buses arriving from the
source areas
11. Creation of partnership with Railway Police Force and
GRP

Facilitating Rehabilitation and Repatriation:


Shakti Vahinis Anti Trafficking Initiative works tirelessly
towards victim rehabilitation and repatriation. After a
rescue, Shakti Vahini counsellors accompany the police in
the production of the children before various legal
officers. Post rescue counselling is provided to the victims
which helps the victims to overcome the trauma and
testify before the Magistrates. Shakti Vahinis Anti
Trafficking Initiative also volunteers in tracing the families
of the children and conducting home investigation and
repatriation of the children. Shakti Vahinis Anti
Trafficking Initiative provides the children and women
with basic legal advice after their rescue. For carrying out
home investigations, the team has to continuously
coordinate with the District level management in the
source areas.

Home Investigations:
Shakti Vahini conducts home Investigation of trafficked
children on the orders of the Child Welfare Committees.
Shakti Vahini Anti Trafficking Initiative also provides
monetary aid as well as residential support to the parents
of those children who want to come to Delhi and take their
children back. In other cases the children are repatriated
with the help of police and social welfare department
officials.
In cases where children and victims are sent back home
the Initiative ensures that the local NGOs and civil society
groups are informed so that the victim has a support
structure in their home states also.

Follow Up Of Cases:
The post rescue intervention of the organization is
follow up of victims and their families to ensure
their rehabilitation. The organization has been
working in close coordination with the district
administration for victims' assistance. All the
eligible survivors are admitted in the school and
they are made to link with the various government
schemes. As per requirement the victims are being
provided medical treatment and other necessary
requirement. Most importantly the victims and
their families are being empowered for fighting
their legal battle. Most of the victims who are
continuing their studies have been linked to
government scholarship programmes.

Working with the Railway Force and Government Railway


Police:
Traffickers use railways and bus terminals as main transit
and exit points and transportation mode; this makes it
important to have a strong partnership with the RPF and
GRP. Shakti Vahinis Anti Trafficking Initiative has been
working in close coordination with the Railway Police
Force and Government Railway Police. The wing of Delhi
Police which handles Railways and Crimes has been
advocated with continuously for the smooth functioning
of the police officials on the railway station. The
sensitization level among the Railway police about the
human trafficking issues has increased which is leading to
proactive policing.

Promoting Exchange of information between


NGOs for Rescue and Search:
Shakti Vahini works very closely with
various NGOs across the country for rescue,
repatriation, rehabilitation and protection
of survivors. Regular exchange of
information about movement of traffickers
and also location of victims are undertaken.
Shakti Vahini is also the founding member
of Cross Border Anti Trafficking Network
(CBATN).

Strengthening and Partnership with


CHILDLINE network:
CHILDLINE, 1098 is a 24 hour free
emergency phone outreach service for
children in need of care and protection. This
programme is linking state Governments,
NGOs, bilateral /multilateral agencies and
corporate sector. The AntiTrafficking
Initiative has done advocacy with the
CHILDLINE India Foundation and built
partnership with the CHILDLINE
Programme in Delhi, Haryana, West Bengal,
Jharkhand and Bihar.

Court Intervention:
The AntiTrafficking Initiative provides
legal support to the victims by a group of lawyers. The Organization team
members appear and testify in the courts as witness on behalf of the
victims and explains the situation to the courts. Shakti Vahinis Anti
Trafficking Initiative has been providing legal support to trafficked
victims and assisting the public prosecutors.

Interaction with Statutory Agencies:


The Initiative has built strong network with the National Commission for
Protection of Child Rights (NCPCR), Govt. of India, Delhi Commission for
Protection of Child Rights (DCPCR), National Commission for Women
(NCW), Delhi Commission for Women (DCW), Child Welfare Committees
(CWC). The Initiative has built good relationship with the Anti Human
Trafficking Units in all the 12 districts in Delhi, Some districts in West
Bengal, Jharkhand and Uttar Pradesh. Shakti Vahinis Anti Trafficking
Initiative works in close participation with the Ministry of Home Affairs,
Govt. of India, Ministry of Women and Child Development, Delhi,
National Human Rights Commission. Initiative staffs have been a part of
four enquiry teams of National Commission for Women and National
Commission for Protection of Child Rights.

Media Collaboration for Advocacy:


The AntiTrafficking Initiative has done
advocacy with the print as well as electronic
media. Media has been playing a pivotal role
in public awareness about the human
trafficking issues. Shakti Vahini organizes
advocacy meetings, press conferences and
personal visit to various media houses and
also talks about burning issues like Human
Trafficking and its ramifications with the
media people. The news published in the
vernacular language plays an important
role to make the rural people understand
the issue of human trafficking.

Profiling of Traffickers:
The traffickers arrested as a part of our raid
and rescue operations have been profiled in
a database. As Human Trafficking is an
organized crime Shakti Vahini works to
establish link between the traffickers in
source and destination. The profiling of
traffickers helps us as well as the law
enforcement agencies in further
investigation. In some cases it was found
that the same traffickers are wanted in 3/4
other cases as well. So, the profiling of
traffickers is of great help. The Initiative has
a list of traffickers with their address and
other details.

ANTI TRAFFICKING AND JUSTICE INITIATIVE -West Bengal


This Initiative covers the Districts of Darjeeling, Jalpaiguri, Cooch Behar,
Uttar Dinajpur & Dakshin Dinajpur in West Bengal and District of
Kishanganj and Katihar in Bihar in particular and several adjoining areas
including the sensitive border areas. Moreover, extensive awareness
campaigns in schools, at gram panchayat level as also with the police
officials have been undertaken. The Initiative is reaching out to
vulnerable villages and spreading awareness and information on
prevention of trafficking. This Initiative has also been working on the
cross border regions of Nepal and Bangladesh. The Initiative works
closely with various law enforcement agencies and border security
agencies to combat human trafficking. The Initiative is working in close
partnership with various law enforcement agencies and NGOs to collect
information of missing children and women. On the basis of information
collected the Initiative processes information to various destination
areas for search and rescue of Trafficked victims.

Vigilance Committee:
With the purpose to bring a sustainable change in the fight against
human trafficking with the community participation Shakti Vahini has
formed 200 vigilance Committees Group in the villages and Tea Garden
areas of the source states. The organization is organizing capacity
building programmes for these groups. Each group is consists of nearly
810 people. These groups are also linked to the local police stations.
These group members are the bridge between the community and
Shakti Vahini. Formation of these groups has resulted in reporting of
more missing cases in the vulnerable areas.

Anti Trafficking Initiative with the support of National


Mission for Women Empowerment, Ministry of Women and
Child Development:
The National Mission for Women Empowerment, Ministry of Women
and Child Development, Government of India has recommended Shakti
Vahini to run a project on Reducing Trafficking of Women and Girls by
Community Awareness and Partnership with Law Enforcement
Agencies in Malda, West Bengal. As a part of this programme Shakti
Vahini has been doing advocacy with all the stakeholders, police
sensitization programme, coordination meeting with NGOs and
CHILDLINE, capacity building of ICDS workers, district administration,
panchayat, communities and NGOs. This project has been implemented
in close partnership with the Department of Women and Child
Development and Social Welfare, Govt. of West Bengal and the district
administration.

LEGAL AID AND SOCIAL CHANGE THROUGH JUDICIAL RECOURSE


Support to the trafficking survivors and their families Trafficking
survivors once rescued are restored back to their families in remote
areas and when the cases come before the judicial system for trial it is
difficult to trace the victims. Shakti Vahini has in a number of cases
remained in touch with the survivor and their families and facilitated
the process of rehabilitation and also for testifying before the trial
courts. We extend financial and logistical support to the survivors and
accompanying persons who come to Delhi to appear before Court. In
case the survivors are threatened by the accused traffickers or face other
kind of harassment/inability to adjust in their life, Shakti Vahini when
ever informed lobbies with the highest level police officials concerned
as also with agencies like National Commission for Women, National
Commission for Protection of Child Rights etc. Shakti Vahini also

connects the survivors with competent


lawyers for availing legal assistance
when ever needed.
In almost all the cases of rescue Shakti
Vahini staff has been made witnesses to
d e p o s e b e f o re t h e C o u r t . T h e
organization volunteers have been
diligently appearing before various
courts to assist the system in delivery of
justice. Regular follow ups of the cases
with the police officials and in courts

are done. We facilitate availing benefits


under governments compensation
schemes for victims of trafficking and
other crimes. Shakti Vahini has been
actively involved with various working
groups and committees formed by
government to monitor the
implementation of laws as also to
suggest changes.

HIV/AIDS INTERVENTION
INITIATIVE :
With the support and funding by the
Delhi State AIDS Control Society, Govt.
of Delhi and National AIDS Control
Organization (Govt. of India), Shakti
Vahini started a long term STD/HIV
intervention and prevention Initiative
in the largest red light area in Delhi in
the year 2001.
The Targeted Intervention Initiative has
been successfully reaching out to
prevent further transmission of
HIV/AIDS. The Initiative runs a medical
clinic and also provides for ART
facilities for the HIV Positive women
and children. The clinic also provides
for HIV testing and counselling centre.
The Targeted Intervention Initiative
being run at the red light area is one of

the biggest HIV/AIDS Intervention programmes being run


in Northern India. The Initiative also collaborates with
National Aids Control Organization and is also designated
as a learning site.

CHILDLINE -GURGAON (1098)


The Ministry of Women and Child Development,
Government of India, recommended Shakti Vahini to run
CHILDLINE service in Gurgaon District in the year 2006.
Since then Shakti Vahini has been running the CHILDLINE
service in Gurgaon. The number (1098) is a toll free
number which provides assistance for problems related to
children 24X7. Not only emergency needs of children are
addressed but they are also linked to services for long
term care and rehabilitation. During 201314 the project
has intervened 371 cases of child in need of care and
protection.

Right to Information
Shakti Vahini has been running the Right to Information
(RTI) campaign since its inception. The organization
empowers the community people to file RTI applications
seeking information and creates awareness regarding the
procedure for filing the application. The organization has
undertaken several camps in the rural areas to educate
people on the use of Right to Information to bring
accountability in government schemes policies and
programmes. Shakti Vahini uses RTI Act as a tool for
collecting information which is helpful in advocacy and
research.

Media Advocacy
In the prevention of Human Trafficking and Campaign to
end violence against women and children it is important
that in vulnerable areas the people are aware of the

problem. At National level Shakti Vahini runs the National


Media Coalition a coalition of grass root journalists. The
National Coalition of Media Persons to Fight Against
Gender Violence, Human Trafficking and HIV/AIDS is a
partnership initiative between Media and Civil Society to
commit themselves for a unified fight against some of the
dangers that loom large upon our society. The coalition is a
step to join hands, and strengthen and intensify the efforts
of two important stakeholders, in fighting injustice
prevailing in society and in affecting transformation of
society to a more democratic, rights based, just and
equitable society. The coalition aspires to channelize and
streamline the immense potential of media power to

inform, empower, train the masses to make them realize


their Right claims and Responsibilities so as to enable
them to stand, and assert their Rights and claim justified
position in society as a valuable individual and
responsible citizens. The national media coalition has
undertaken various workshops and consultations with
media personnel across the country. The Coalition also
runs a resource centre for collection of research and latest
government data on women and child rights. It also
disseminates the data and research with various
journalists across the country for wider dissemination
among general population.

Media Consultation :
Shakti Vahini believes in raising issues related to the
women and children through media which catches the
attention of the policy makers. The organization is also
committed to train the journalists for right based
reporting of women and children issues. 5 Media
consultations were organized in this period. Altogether
500 journalists attended the programmes from various
parts of the country. Reporting in vernacular languages is
helpful for people of the vulnerable states. Shakti Vahini
has been focussing to empower the media professionals of
the source states like West Bengal, Assam, Jharkhand,
Chhattisgarh, Bihar, Orissa.
Have Heart for Trafficked Victims: World Day Against
Trafficking in Persons
As the World marked its first World Day against
Trafficking in Persons, young students of Amity Institute
of Social Science came forward to discuss the issue of
human trafficking in Amity University. On 30th July,
2014,Shakti Vahini, an anti human trafficking NGO,
organized a discussion on human trafficking in
collaboration with Amity Institute of Social Science to give

a platform to young students to learn the gravity of the


issue and discuss the problem at a depth. The programme
began with the brief introduction about human trafficking
and the modus operandi of the traffickers. It has been
observed in past few years that due to efforts of anti
human trafficking agencies, the issue of trafficking has
come into light and people at the destination level are
quite familiar with the issue. But, the rude and cruel reality
of trafficking is still unknown to people. Hence Shakti
Vahini has started a campaign to reach young students
from different universities and residents through RWAs
and educate them about the human trafficking. The main
objective of the campaign is to reduce trafficking of young
girls and children into the capital. Mentioning the plight of
the trafficking victim, Mr. Rishi Kant, Social Activist from
Shakti Vahini said that the innumerable girls and children
are lured and trafficked from remote villages to metro
cities. There is an urgent need to join hands and aware
youth of our country to give strength to this fight against
human trafficking, Said Mr. Kant. With the examples of
case studies, Mr. Kant very enthusiastically motivated the
students. In this interactive discussion, students not only
cleared their doubts and misconception about the issue

but also shared their own experiences. Focusing on the


skewed sex ratio of some states of North India, Mr. Kant
described how trafficking of girls is done for forced
marriages and girls are being reduced into sex slaves. He
further said that the situation is very alarming need
immediate action. Students were told to be active and
condemn trafficking in any form. At the end, Students took
a pledge to report the matter of trafficking and contribute
in this fight.

Anti Human Trafficking Sensitization


Programme in Colleges, Universities and
schools:
Youth is the hope of the future. Shakti Vahini which was
reaching out to all the stakeholders in both source and
destination areas with an aim to create awareness and
sensitize them on the issue of human trafficking, this time,
the organization reached out to the youth by organizing

talk shows and seminars at schools, colleges and


Universities, an initiative taken out as a part of the
campaign to educate the young minds on the issue. During
the process, the project organized two talk shows at the
college level, two at universities and one at school level.
The main objective of the campaign is to reach the youth
sand also the school going children to make them aware of
the issue and the gravity that the problem holds so that
through them awareness could be spread out to the
society at large and the organized crime could be
combated. Also the objective was also to make them aware
of the problem and how the agents lure young girls and
children on the pretext of various things and later push
them into various forms of exploitation. The talk shows
were turned to be a discussion and sharing of knowledge.
They were told about the definition of human trafficking
and its forms and types. They were informed about the
modus operandi of the traffickers who lure children and

Campaign on Anti Human Trafficking and Child


Labour
Shakti Vahini has been running series of campaigns to
sensitize the masses about the issue of human trafficking.
In the year 201415 altogether six campaigns were
launched. To reach out to the maximum population the
campaigns were launched online as well as offline. The
main objective of these campaigns is to sensitize the
people about the issue of child trafficking especially for
domestic labour. During the financial year approximately
25000 people were reached with the child trafficking
message through these campaigns. The main target group
of the campaigns is the residents, Residence Welfare
Associations, youths, and Students. As a part of these
campaigns Shakti Vahini has organized sensitization
programmes with the Residence Welfare Association
across Delhi and NCR, programmes with the college and
University students. Approximately 1000 such
programmes were organized.

Missing Children Alert Programme:


Shakti Vahini with the support of Plan India has been
running a programme on Missing Children. The project
aims to strengthen the government of India initiative on
child protection. The project has been working in
partnership with the Child Protection Unit, Child Welfare
Committees, and CHILDLINE which have been created by
the Govt. of India under Integrated Child Protection
scheme. The project also aims at strengthening
government machinery across the IndoNepal and Indo
Bangladesh border to combat the cross border trafficking
of women and children. The missing child Alert
programme is simultaneously being run in Nepal and
Bangladesh to create a synergy in combating the Cross
Border Trafficking. The project is focussed in West Bengal,
Bihar and Uttar Pradesh. During the year the project has
organized national consultation on missing children alert
into the missing child portal being created under the ICPS
mechanism in collaboration with the NIC.

Initiative to combat Gender based Violence:


Shakti Vahini in partnership with the Vital Voices, an
international organization that creates women leaders,
invests on them so that they could fight the gender based
violence in the country has been working on various
gender related issues. Shakti Vahini has organized various
National Level programme on Gender violence with the
objective to sensitize the people on Gender Based
Violence. Shakti Vahini has been sensitizing the youth
leaders and empowering them to combat the violence
against women.

Internship Programme:
At SHAKTI VAHINI, we value our interns and volunteers
for their generous contributions of time, skill, knowledge
and spirit. We are always eager to work with dedicated
individuals from India and abroad and believe that we can
all benefit from a multicultural work environment that
provides each of us with a wider perspective on children
protection issues. 15 students of Social work, Department
of Criminology, Law from various Universities have
interned with Shakti Vahini during this period. 10 interns
from universities of United States of America were also
interned with Shakti Vahini.

Shakti Vahini in Chhattisgarh:


Shakti Vahini expanded its unit in Raipur Chhattisgarh in
2013. The various cases of trafficking from Chhattisgarh
intervened in the destination has prompted Shakti Vahini
to open its Unit in Raipur. The organization has performed
a detail baseline survey on Child Labour and Child
Trafficking in Raipur district. Later, in 2014 Shakti Vahini
has started working in partnership with UNICEF on Anti
Child Labour and Child Trafficking in Raipur. In
partnership with the Chhattisgarh police Shakti Vahini has
organized regional level police training programme in
Raipur. Besides, the project is targeting the vulnerable
communities to sensitize. The project has conducted
various meetings with the district administration for its
involvement in combating the menace in Raipur.

Targeted Intervention Project:

National Media Consultation:

Shakti Vahini has been running the Targeted Intervention


project in the largest Red Light area in Delhi, G. B. Road.
The project is supported by the Delhi State AIDS Control
Society, Govt. of NCT of Delhi and monitored by the
National AIDS Control Organization. Shakti Vahini has
been running the project since 2005. The project caters
nearly 3500 women in prostitution by providing them
sensitization on HIV/AIDS issues. The project includes
five components namely Condom Promotion, Behaviour
Change Communication, STI/STD, Linkages and
Networking and Community mobilization. There is an
ICTC centre in the project office premise which is of great
help for the community people to get their periodical
blood check up. The project is involved in various research
and also entertain interns from various universities. The
project has been regularly conducting meetings with the
prostitutes and the women are given empowerment
training about their rights. The organization has recently
published a book named Hamare Adhikar which is well
described about women rights. A total of 2600 prostitutes
have been enrolled in the project and they are provided
with the clinical facilities. The project had conducted 1023
HIV tests during the period and 20 women were found
HIV+, who were linked to ART centres of Government
hospitals.

In a bid to create network of the journalists from source to


destination a national media consultation was organized
in Delhi in January, 2014. Journalists from Delhi, Haryana,
West Bengal, Assam, Chhattisgarh, Jharkhand and Bihar
were attended the programme. The programme was also
attended by Government officers from Ministry of Women
and Child Development, GoI, NCPCR, Department of Social
Welfare, Govt. of West Bengal. Regular follow up of the
cases by the media professionals was thoroughly
discusses. The programme showcased the panel
discussion on Initiatives to Combat Human Trafficking,
Violence against women and how to combat it, Missing
Children, Guidelines on Media Reporting, Media Initiatives
in combating Trafficking, Right based Reporting on
Violence against women and Human Trafficking. Experts
from the respective field shared their opinions and
experiences on the respective issues. The journalists
participated the programme promised to carry forward
the learning of the programme and sensitize the stringers
in their respective areas. Reporting on vernacular
languages was given stressed during the programme. It
was observed that reporting in vernacular languages
easily catches the attention of the vulnerable group.

As a result of this consultation an effective source

coverage of the issue of human Trafficking by the media
has drawn the attention of the policy makers. In many
occasions the issue of human Trafficking was carried in
the front page of national newspapers and the magazines
which helped a lot in sensitizing the people and also in
bringing necessary changes in the legislation and in the
system.

interact and exchange information on NGO Police
Collaborations in combating Violence Against Women. Mr.
Ravi Kant, President Shakti Vahini while welcoming Chief
Acevedo gave detailed information on the organizations
efforts to combat human trafficking in India. Chief.

Acevedo emphasised on the partnership of the Civil


Society and the Law Enforcement to tackle crimes related
to violence against women and children. He said that the
key to better policing was to hire the right persons for the
law enforcement. He of course emphasised that inhouse
training process should be continuing programme in the
Police Units. The collaboration of NGO and prosecution
results in proper investigation in cases related to
trafficking and sexual assault. He also mentioned that
many NGOs has emerged which are actively working for
Job, financial security and building a support systems for
women in US. Chief Acevedo also spoke about various
models he had worked on to ensure safety of women and
children. He also said that the NGOs and the Police should
together launch campaigns to talk about preventive safety
measures on violence against women. He also said that
referral mechanisms should also be well publicised so that
people know where to call for help. Chief. Acevedo also
said that the partnership between NGOs and Police is very
close in United States.

Women's Rights are Human Rights: Shakti Vahini observes


International Women's Day
On the eve of International Women's day Shakti Vahini, a
national level anti Trafficking Organization has organized
a workshop on Women Empowerment in North Bengal in
collaboration with the Department of Women and Child
Development and Social Welfare, West Bengal. The
programme was organised as part of the Anti Trafficking
and Justice Project run by Shakti Vahini. The programme
highlighted on the issues of gender violence and various
crimes against women taking place in India with special
emphasis on the scenario of West Bengal including the
heinous crimes like women and child trafficking. The
discussions were held on the issue of gender violence
and how since the conception of a girl child, she has to face
atrocities and adverse situations. Around 300 participants
attended the programme.

Consultation on Anti Human Trafficking in Ranchi, Jharkhand:


The day long consultation on Anti Human Trafficking was
organized in Ranchi, Jharkhand in coordination with the
C.I.D. Jharkhand (Anti Human Trafficking Unit). The

objective of organizing the programme in Ranchi was to


reach to the trafficking prone villages through the NGOs
and CBOs working in the ground. The consultation was
participated by the NGO and CBO representatives from the
tribal areas of Jharkhand, which are highly prone to
trafficking of girls for domestic labour. Besides, the
representatives from AHTU across Jharkhand,
Department of Child Development, Women and Social
Welfare, Education Department, ICPS, Anti Child Marriage
Committee, Child Welfare Committee, Labour
Department, Anti Human Trafficking, Police, Border
Security Force were also participated. It was a common
platform for all the stakeholders to discuss situations and
the difficulties as well together. As a part of this
programme Shakti Vahini in collaboration with the
Jharkhand Mahila Samakhya Society, a wing of Ministry of
HRD together announced the Federation of Civil Society
Organization to combat human trafficking in Jharkhand.
The federation is the body of the ground level workers of
various NGOs who are working in the remote villages in
Jharkhand. The mission of this federation is to aware the
village people on Anti trafficking and also to create a

strong informants network. The Honorable Chairperson


of the National Commission for Women was the Chief
Guest in the programme. The programme was also
attended by the media professionals. Altogether 85
participants attended the programme. There was a long
discussion on how to link the source and the destination of
the human trafficking. In the recent years it has been
witnessed that a lot of trafficking cases have been reported
in various parts of Delhi and National Capital Territory
(NCT).

Consultation on Anti Human Trafficking and Criminal Law


(Amendment) Act, 2013, Kolkata, West Bengal:
Shakti Vahini organized a consultation on Anti Human
Trafficking and Criminal Law (Amendment) Act, 2013 in
Kolkata in September. The programme was organized in
coordination with the Department of Social Welfare, Govt.
of West Bengal. Altogether 107 participants attended the
programme including the NGO representatives.
Representatives from the Department of Education and
district administration were also present. Five survivors
of the Human Trafficking who were rescued by the project
participated the programme and also spoke in the
programme. One of the survivor spoke at length about the
plight she is going through. Even after rescue the state
government is not taking any proactive steps for their

rehabilitation, though she had approached the concerned


officials already. In the programme there was a long
presentation of the Criminal Law (Amendment) Act
especially the section 370 which was included in the
Indian penal code addressing the issue of human
trafficking. The session Survivors Speak really caught
the attention of the participants and the participants
including the police officers expressed that the cases
human trafficking need to be handled on priority basis as
the level of exploitation of the victims of trafficking is too
high.

Campaign on Right to Information:


The project has started a campaign through Right to
information in order to compile the state wise data of
Missing Children and Missing Women across the country.
In this regard, an RTI application was filed under Right to
Information Act, 2005 to the Police Department in all the
27 states and 7 Union Territories to analyze the number of
missing children and missing women reported, traced, FIR
registered, prosecuted per year. To that, maximum
number of replies has been received wherein it has been
found that the number missing of missing children and
women is very high and has also been increasing.
Moreover, the no of FIRs for missing children are also
found to be very less so as the level of prosecution.

Suo Motu Cognizance by Delhi High Court:


In a case of a trafficked victim rescued by the project, the
High Court of Delhi took suomotto cognizance of a news
report published in the Hindu dated May 11, 2013. In
response to it, the Hon'ble High Court ordered for the
submission of a status report on the number of rescue
operation carried out between 01.01.2012 till date and if
FIR had been registered on those cases. The Court also
directed the Department of Women and Child
Development for the constitution of a committee to
formulate national level policies to combat trafficking and
sexual exploitation of women and children.

Landmark decision of West Bengal Government for Victim


Support:
The organization did continuous advocacy with the
Department of Women and Child Development and Social
Welfare and the PWD Department providing
accommodation to the victims of human Trafficking and
their families during their stay in the capital for court
appearance. The West Bengal government had issued a
government order to the Resident Commissioner of Banga
Bhawan for providing accommodation to the victims and
their family and the police during the court appearance in
Delhi or search operation of any trafficked victims. As a

result of this initiative of the government the number of


survivors turning up to the court for the deposition has
been increasing.

Police Station Level Campaign on Supreme Court Directives


on Missing Children:
During this period the organization reached to the police
stations of 10 districts and distributed the copy of the
Supreme Court order in the matter of Bachpan Bachao
Andolan vs Union of India which mandates the police
officers to register a case in case of any child goes missing.
As a part of this campaign the two hour police
sensitization programme on Anti Human Trafficking was
also organized in all the police stations. As a result of this
the number of cases of being reported has increased.

Sashastra Seema Bal (SSB) Pamphlet:


The organization is working in close coordination with the
Sashastra Seema Bal (SSB) in the fight against cross border
trafficking. The SSB has given space to Shakti Vahini in the
pamphlet and mentioned the anti trafficking helpline
numbers in the pamphlet. The pamphlet was widely
distributed among the stakeholders and the community in
the bordering villages. As a result of this the helpline
number became familiar and the number of reported
cases of cross border trafficking ha sincreased.

Shakti Vahini wins the Solidarity Award on Men Working on Ending Violence Against
Women
Three brothers from India have received the prestigious Vital Voices Global
Leadership Award from Vice President Joe Biden for their humanitarian working
to end violence against women.
The three, Ravi, Rishi and Nishi Kant, who started the nongovernmental
organization Shakti Vahini to fight injustice against women in 2001, received a
"Solidarity Award" for their work at the annual Kennedy Centre event Tuesday.
Vital Voices, which was started by former first lady and Secretary of State Hillary
Clinton in 1997, upholds Shakti Vahini as a glowing example of how a group of
men can and should work on women's issues.
Leading a staff of 45, Kants believe they are witnessing a sea change, not only for
victims of violent rapes, but also for victims of human trafficking since the gangrape of a 23-year-old woman from Delhi on a bus last December galvanised India
and led to the passage of a tough law on sexual harassment.
"When we saw the mass uprising, we said 'This is the moment we've been waiting
for,'" Ravi was quoted as saying. "It's been a turning point, not only for us, but for
women's groups around the country.
"People thought: This could be my sister. This could be my daughter," Nishi told
the Post.
Vital Voices is hoping that the brothers' presence at the awards will encourage
female advocates to embrace their male allies - and encourage American men to
take the initiative, the Post said.
"Men should take up this issue. It's half of our population, and women are the
priority," Ravi was quoted as saying. "Women build families. They build children
and generations.
Vital Voices is also holding Shakti Vahini up as a model NGO, one that addresses
legal, advocacy and rescue missions simultaneously.
Over the past decade, Shakti Vahini has rescued more than 2,000 people, 70
percent of whom were children. It has responded to more than 600 victims of
honour killings, the Post said.

Fighting Honour Killings


In Haryana, Punjab and Western Uttar Pradesh the organization has
worked widely on the issue of Honour Killings which is a much prevalent
crime happening in the society. The organization has campaigned widely
on the issue of honour killings. It has undertaken a research on the issue
in collaboration with the National Commission for Women. Shakti Vahini
has campaigned on the issue of Choice of marriage and also advocated
for change in law and stricter punishment in cases related to honour
crimes. Shakti Vahini has documented the cases of honour crimes since
2005. The organization has raised its voice and filed several litigations
on issues related to violence against women and honour crimes. Women
are paraded naked, stripped, branded as witches, dayans, assaulted and
tortured. Many a times this happens in full public view with the full
participation of community.
The organization has also filed a Public Interest Litigation in the
Supreme Court to ask for the accountability of the State Governments in
the cases related to Honour Crimes. In many of the cases the police
remain a mute witness to the crimes and seldom act against the
offenders. The organization has also advocated with the Government of
India on creation of strict laws to combat honour killings and also for
amending laws so that marriages according to the choice of individuals
can be facilitated.
