SELECTION O F C H A IR IN AYURVEDA& UNANI SYSTEM of M EDICINE
The Central Council for Research in Ayurvedic Sciences (CCRAS) and Central Council
for Research in Unani Medicine (CCRUM), autonomous bodies under the Ministry of AYUSH,
Government o f India propose to setup Chairs in Ayurvedaand UnaniSystems of Medicine at
different Universities abroad.
2.
Applications are invited in prescribed format from eligible Indian candidates for the
Ayurveda Chairsand Unani Chair on full time fixed term contract basis initially for one year. One
application is sufficient for all Chairs in case of AyurvedaChair, however, candidate may indicate
his/her country wise preference in application form. The selected incumbent may be deputed to
the respective Chair during the year, 2015/ 2016.

Format for Application, and detailed Guidelines for Chair indicating objectives &
deliverables of the AYUSH Chair, expected outcomes, eligibility criteria etc. are available at the
following websites i.e. www.indianmedicine.nic.in, www.ccras.nic.in and www.ccrum.net

The application for Ayurveda Chair should reach to Director General, Central Council for
Research in Ayurvedic Sciences (CCRAS) and application for Unani Chair should reach to
Director General, Central Council for Research in Unani Medicine (CCRUM) within 30 days o f

5.
Only eligible candidates will be called for interview. Second Class AC fare will be
reimbursed.
Note: Candidateswho areworking in Central Research Councils such as CCRAS/ CCRUM,
National Institutes such as NIA/ NIUM and PCIM etc(Institutions under the Ministry o f AYUSH,
Government o f India) need not apply, as their candidature will notbe considered for appointment
to the Chair.

AYUSHs guidelines for establishing Chairs
1.
The Ministryof AYUSH establishes AYUSH Chairs initiallyfor 1-year
duration.
AYUSH Chairs are established in the foreign universities, in
consultation with Indian Missions.
2.
The M em orandum of Understanding (MoU) for establishment of such
chairs by the M inistry of AYUSH will be signed bythe Institute/ Council
functioning under the M inistryof AYUSH, with the co n ce rn e d host Foreign
University (s).
A co p y of standard M em orandum of Understanding (MoU) is enclosed.
3.
Establishment of Chair will be on the terms a nd conditions as m ention
below :

Tenure: Initially for a period of one year, exten dable upto3years.

Location: Address of University/ School as identified by the Host


Country.

A. AYUSH will provide:


(i) (a) A consolidated rem uneration a b o u t to Rs. 1.00 Lakh + Foreign
C om pensatory A llow ance (FCA) for serving c a n d id a te and (b) Rs.
1.00 Lakh - (minus) pension + FCA in case of retired c a n d id a te per
month.
(ii) International airfare for the ca nd id a te,his/he r spouse and minor
children (limited to two) as per their entitlem ent. Economy class
airfare in case of retired c a n d id a te at the tim e of joining a nd
co m pletio n of tenure a nd o nce in a year in case the tenure is
extended.
(iii) Charges for 1120 kgs u n a cco m p a n ie d b a g g a g e a t the tim e of
joining a n d co m pletion of tenure;
(iv)Other benefits to
the ca n d id a tesu ch
as Leave Salary,
Pension/provident fund etc. as per rules of the parent institution.
B. HOST University will provide:

(i) Health Insurance to the candidate,his /her spouseand minor C hild/


Children (limited to two);
(ii) Rent free furnished fam ily a cco m m o d a tio n , w ith all basic facilities;
(iii) Furnished o ffice on cam pus and secretarial assistance for efficient
functioning of the Chair.
(iv)Transportation during official assignments.
4. Other conditions:
1.

The period of d e p u tatio n will co m m e n ce from the d a te he/she is


relieved from the duties of present post a t parent institute an d will end
on resumption of duties in parent post. In case of retired c a n d id a te
d eputation will c o m m e n ce from the d a te joining a t the University for the
one year.

2.

The tenure of Chair will be extended after m utual agreem ent w ith
Ministry of AYUSH/ Institute/Council & the University in consultation w ith
High Commission/ Am bassador of India after a review a t the end of the
first year.

3.

In case the activities of a p p o in te e is found unsatisfactory, the Ministry of


AYUSH/lnstitute/Council & the University in consultation with High
Commission/ Am bassador of India will reserve the right to
te rm in a te a p po intm e n t of the officer to the Chair prior to normal expiry
of the c o n tra c t period.

4.

The c a n d id a te will get theconsolidated rem uneration + FCAper m onth


during the period o f d ep u tatio n (no de pu tation duty a llo w a n ce will be
admissible). The pension will be d e d u c te d for retired ca n d id a te . This
consolidated rem uneration will be reviewed at the end of the year.

5.

The salary m a ybe provided in host country's currency.

6.

Institute/ C ouncil shall m e et costs relating to salary a nd ap propriate


allow ances p rovided by Ministry of AYUSH.

7.

The a m ou n t will be transferred to the Indian Mission/ Embassy for


disbursement of rem uneration/salary to the Chair.

8.

The c a n d id a te w ould deposit with the Indian Mission/ Embassy, for credit
of the Institute/ Council, any honorarium / transport a llo w a n ce or any

9.

The c a n d id a te will b e g ranted com posite transfer grant equivalent to


one m o n th s basic pay, outfit a llow a nce of Rs. 7500.00 and CCG
(crockery, cutlery, glassware) grant of Rs, 1700.00 by the Institute/
Council.

10. M edical exam ination fee from any District level Govt, hospital for
candidate,spouse a n d tw o minor children for joining the deputation will
be reimbursed by the Institute/ Council.
11. The spouse of the c a n d id a te shall not a c c e p t any em ploym ent in the
University on p a ym e n t basis withoutprior permission of the Ministry of
AYUSH/ Institute/ Council.
12. Preparation/ Joining time permissible 7 days excluding transit/ travel
time.
13. C a n d id a te will be entitled to 30 days leave in a year (no carry over or
credit or encashm ent for un-availed leave). C a n d id a te will not a p p ly
any kind of leave to the parent institution.
14. The selected c a n d id a te will sign the a c c e p ta n c e of the offer of
em ploym ent with the University.
15. Serving O fficer d e p u te d to the Chair will be allow ed to keep lien on their
substantive post.
16. The Chair m ay be d e p u te d to other countries to p a rticip a te in AYUSH
prom otion related activities such as C onferences/ Seminars e tc on the
recom m endation of Indian Mission.
17. During the period of de pu tation , the ca nd ida tew ill continue to be
governed by the rules of the parent institute relating to Pension/
Provident Fund e tc . The Mission will remit e m ploye rs a n d e m p lo ye e s
subscription to the Pension/ Provident Fund by RBI drafts through
deductions from the m onthly salary bill to his parent institute under
intim ation to the Ministry of AYUSH/ Institute/ Council.
18.

During the d e p u ta tio n , ca n d id a tew ill be subject to the CCS (Conduct)


Rules.

19. Other terms a n d conditions of d e p u tatio n w ould be regulated in


a c c o rd a n c e with the M em orandum of Understanding (MoU) signed
betw een the Institute/ Council and the host University.
20. Matters not c o v e re d above, will be referred to the Ministry of AYUSH/
Institute/ Council, whose decision will be final.
5. Objectives & Deliverables of the AYUSH Chair

5.1 Broad objectives:

5.2 Deliverables:

1.

To undertake a c a d e m ic a nd research activities in Indian System of


M edicine (AYUSH Systems) as per requirem ent of University/ School.

2.

To design a c a d e m ic standards and short/ m edium term courses as per


need of the University and AYUSH e d u cation guidelines in India.

3.

To seek continuing im provem ent in curriculum d eve lop m e nt, providing


tutorials to a c c re d ite d regular students, prom oting research activities
and innovations in AYUSH Systems of M edicine.

4.

To provide a c a d e m ic leadership to the University, primarily through


dem onstrating a n d fostering excellence in research, te aching an d
policy d e v e lo p m e n t related to AYUSH a t a variety of levels- within the
discipline.

5.

To explore feasibility of co lla bo rative research a n d m aking strategy for


dissemination of results of studies a lready co m plete d .

6.

To a c t as cre dible source of AYUSH related inform ation for host country
and other neighboring countries.

7.

To liaise with High Commission of India, host University an d Ministry of


AYUSH.

To c o n d u c t of workshops/ seminars on AYUSH System.

9.

To initiate a d v o c a te the safe use of AYUSH systems in University and


related area.

10. To find outexisting a c a d e m ic / research program m es on AYUSH, their


strength & gaps and provide inputs to the co n ce rn e d institute in India.

6. Eligibility:
6.1 Essential:
1.

Post G ra d u a te d e g re e in co n ce rn e d AYUSH System from a recognized


University in India.

2.

15 years standing in profession of which 2 years as Professor (pay band-4,


grade pay not less than Rs. 8700/-) or in equivalent grade in Research/
Administration/ Clinical.
OR
15 years standing in profession of which 5 years' as Associate Professor/
Reader (pay band-4/3, grade pay of not less than Rs. 7600/-) or in
equivalent grade in Research/ Administration/ Clinical.

At least 10 Q uality Research work published in reputed peer reviewed


research journals.

6.2 Desirable:
1.

C a n d id a te possessing PhD in co n ce rn e d AYUSH System will be given


preference.

2.

Experience in administration.

3.

Experience of involvem ent in policy matters for a c a d e m ic / research


issues at national level.

4.

Working know ledge of English, Urdu/ A ra b ic / Persian (in case of Unani),


Sanskrit (in case of Ayurveda & Yoga), Tamil (in case of Siddha).

5.

Working know ledge of Computers.

6.

For clinical experience, it should be in C entral/ State G overnm ent run


hospitals/ dispensaries.

7. Age: Not to e xce e d 65 years, as on the d a te , the tenure of the officer to the
Chair ends.
8. Mode of application:
1.

The a p p lic a n t will be required to send his/her particulars in the


prescribed form at (annexed) and forw ard the sam e through the h e a d
of the Institute for consideration. The a p p lica tio n should reach to:

2.

The a p p lic a n t shall be required to p ro d u ce a 'No O bjection C ertificate'


from his/her institute for being a p p o in te d to the Chair. In case of retired
person he/she should take NOC from the institute w here pension is being
drawn.

9. Mode of Selection:
1.

A screening co m m itte e consistingof Director/Dy. Secretary-Ministryof


AYUSH, DG / D irector of the co n ce rn e d c o u n c il/ institute, one senior
expert from outside, and co n ce rn e d under Secretary will shortlist the
candidates by screening their a p p lication s/ CVs on the basis of
specified eligibility criterion a n d re com m e nd to the Selection
C om m ittee.

2.

A Selection C o m m itte e comprising of the Joint Secretary of the Ministry


of AYUSH, D G /D irector of the co n ce rn e d C o u n cil/ Institute, and a
representative of Ministry of External Affairs (MEA) shall m ake a panel of
suitable ca n d id a tes (not more than three) in order o f preference, on the
basis of personal interviews and take other requisite approvals thereon.
The co n cu rre n ce of the University thereon will thereafter b e obtained
through circulation.
