Functions

The functions of the Samiti will be to advise the Ministry on matters relating to the progressive use of Hindi in
Official use in the Ministry of Parliamentary Affairs and Implementation of policy laid down by the Ministry of Home
Affairs (Deptt. of Official Language) from time to time.
(3)

Tenure of Office

Tenure of Office of the Samiti will be for a period of three years from the date of its composition or till further
orders, whichever is earlier, and provided that:(a)

Any Member who is Member of Parliament as soon as he ceases to be a Member of Parliament, will also cease to be
a Member of this Samiti.

(b)

Ex-Officio members of the Samiti will continue to be Members till they hold the post, by virtue of which they are
Members of the Samiti.

(c)

If any vacancy is caused on the Samiti due to resignation or death etc. of any Member, the Member appointed in his
place, will be Member of the Samiti for residual term.

(4)

General
The meetings of the Samiti will be held in Delhi only.

(5)

T.A. and Other Allowances

T.A. and D.A. will be paid to the non-official members of the Hindi Salahkar Samiti for attending the meetings of
the Committee according to the scheduled rates and Rules as laid down in the Office Memorandum No.11/20034/04/2005O.L.(Policy-2) dated 3 February, 2006 and as amended by the Government of India from time to time.

A copy of this Resolution may be forwarded to all State Governments and Union Territories Administrations, All
Ministries and Department of the Government of India, President Sectt., Prime Minister's Office, Cabinet Sectt., Lok/Rajya
SabhaSectt., Niti Aayog, Parliamentary Committee on Official Language, Comptroller and Auditor General of India and Pay
and Accounts Office, Cabinet Affairs, New Delhi.

No. F. 6-1/2013-DLWhereas by the notification of the Government of India in the Ministry of Human Resource
Development (Department of Higher Education) Number 44 dated 1st March, 1995 published in the Gazette of India, Part I,
Section I, it had been decided that all the qualifications awarded through Distance Education by the Universities established
by an Act of Parliament or State Legislature, Institutions Deemed to be Universities under Section 3 of the University Grants
Commission Act, 1956 and Institutions of National Importance declared under an Act of Parliament stand automatically
recognized for the purpose of employment to posts and services under the Central Government, provided they have been
approved by Distance Education Council, Indira Gandhi National Open University, New Delhi and wherever necessary by
All India Council for Technical Education, New Delhi.
And whereas the Ministry of Human Resource Development, Department of Higher Education vide its order dated
29th December, 2012 and 25th February, 2014 has entrusted the regulatory work of Open and Distance Learning (ODL) mode
of education in the higher education system to the University Grants Commission (UGC).

And whereas, Indira Gandhi National Open University vide its notification dated 1st May, 2013 has dissolved the
Distance Education Council of the University.
Now, THEREFORE, the Central Government hereby notifies that all the degrees/diplomas/certificates
including technical education degrees/diplomas awarded through Open and Distance Learning mode of education by the
Universities established by an Act of Parliament or State Legislature, Institutions Deemed to be Universities under Section 3
of the University Grants Commission Act, 1956 and Institutions of National Importance declared under an Act of Parliament
stand automatically recognized for the purpose of employment to posts and services under the Central Government, provided
they have been approved by the University Grants Commission.
