II. UNRAVELING APEC

US AND JAPAN
APEC will most likely serve the interests of these two northern countries.
serve the interests of the both countries
may be competitors, but they are also collaborators in the region
they can cooperate to preserve and expand economic turfs in what they both
consider their geographic sphere of influence
APEC is a convenient venue for such cooperation since it will most likely depend on

American and Japan investments.

PRIME MINISTER MAHATHIR OF MALAYSIA

originally proposed an East Asian Economic Caucus (EAEC) to be a third force in
international trade
Asian states should stick together to counterbalance the already economic blocs
which was approved by the ASEAN countries, but shot down by the US which
pressured Japan not to join the group

UNITED STATES OF AMERICA

established the APEC in which non-Asian countries were included
NAFTA as a multi-pronged response to the European Union
If APEC succeeds, the US will gain more than the other powers because it will have

access to two large economic blocs.

The usual features of globalization privatization and trade liberalization are being
pushed in APEC.

NICs (Newly Industrialized Countries)

infiltrating the economies of Southeast Asia
exploiting the people and resources
taking advantage of the cheap labor and raw materials. For an instance,
Philippines.

The Southeast Asian countries in APEC

need to build solidarity in order to survive the onslaughts of globalization
they have to find ways of forging cooperation rather than competition among
themselves in order to strengthen their emergent economies and prevent their
being engulfed by the ultimate beneficiaries of initiatives like APEC

Agenda of APEC Members on Tariff and Trade

Philippines
Malaysia
Japan
US
Australia

Other Issues ( Economic Adjustment Program)
The need to extend equal protection to Filipino & other OCW's
The importance of insulating the food sector from the vagaries of global trade.
The necessity of pursuing economic restructuring

IV. ALIENATING ALLIES

The arrogant behavior of US has provoked angry statements from the European Union.

Publicly condemned and actively defied American impositions.

Canada condemned the US sanction on trading with Cuba.
US used environmental and labor standards as excuses for protectionism.
Free trade has its limits; only the US can practice the unilateral form of protectionism.
The arrogance of the US, later on opposed by the Europe.
East Asian countries are maneuvering to parry American moves.
Until the APEC would be the last hope of US.
Other neighbor countries of Philippines don't get fast-track, free trade line all the way.
Others want to lift the tariffs but Philippines brings it down as the economy is not yet
prepared.

V. LINCHPIN OF GLOBALIZATION
US claim bases all over the world
ASEAN leader need for five nuclear powers
US strongly batting for non-proliferation
US ambition
