b. PURPOSE:ThisSOPisdesignedasasupporttooltoassistFMsintheperformanceoftheirduties.TheFMservesas
thesinglepointofcontact(POC)fortheirchainofcommandinfulfillingallfacilitymanagementrequirements.
Units,directoratesandactivitieshaveownershipresponsibilityforthebuildingstheyoccupy.TheSOPalsooutlines
theDPWsrolesinfacilitymanagementsupport,therebyprovidingFMswithanunderstandingofhowtomeettheir
facilityneedsandwhatresourcestheDPWhasavailabletoassisttheFMProgram.

c. APPLICABILITY:ThisSOPisapplicabletoallunits,directoratesandactivitiesassignedto,attachedtoorunderthe
operationalcontrolofFortCarson,Colorado.Allreferencesto"DPW"representtheFortCarsonDirectorateof
PublicWorks.

d. INTENTION:TheFMProgramisintendedtoprovideasinglePOConbehalfofanorganization.TheFacility
ManagementClasstrainingofferedbyDPWequipsauthorizedFMrepresentativeswithclearproceduresregarding
facilitiesmaintenanceandresponsibilitiesforsupportingNetZeroenergy,waterandwasteinfacilities.

e. GENERAL:TheSOPoutlinestheminimumrequirementsandprocedurestofunctionastheFMofaunit,organization
oractivityonFortCarson.AppendixB,FortCarsonFacilityManagementResponsibilitiesMatrix,providesanoutline
ofwhatresponsibilitiesfallundertheFM,theunit/activityandtheDPW.

2.FACILITYMANAGERSELECTION

a. Eachcommander/directororseniorleaderwillassignaprimaryandalternateFMforeachfacilitytoensurefacility
managementdutiesarefulfilledandtopreventrepairrequestsdelaysshouldtheprimaryFMbeunavailable.For
militaryunits,abrigadeandseparatebattalionFMrepresentativewillbedesignatedattheheadquarterslevelto
assistfacilityFMs,ensuretheyattendtheDPWFacilityManagementClasstraining,provideworkrequestprocessing
supportandInstallationStatusReport(ISR)inspectionguidance.

(1) AllFMsmustmeetthefollowingcriteria:
i.
PrimaryFM
Mustbeassignedinaccordancewithadditionaldutyappointmentordersbytheunitcommanderor
director.
MustbeSSG(E6Promotable),orcivilianequivalent,andabove.
MustcompleteDPWFacilityManagementClasstrainingassignedthroughG3TroopSchools.

3.FACILITYMANAGERDUTIESANDRESPONSIBILITIES

a. Facilityinspections,maintenanceandrepairs

(1) InspectthefacilitiesandgroundswithintheirareasonaregularbasisandusetheFacilityMaintenance
Checklist(AppendixE)forconductinginspections.

(2) Ensurethattimelyrepairsaremadetopreventmajorrepairsbeingrequiredlater.

(3) SubmitrequestsforselfhelprepairsorprojectsuppliesthroughtheprocessoutlinedintheSelfhelp
Programsection.

(4) EnsurethatindividualsassignedtoassisttheFMareproperlytrained,supervisedandcapableofperforming
theworkinanefficient,safeandeconomicalmanner.

(5) Submitserviceordersformaintenanceorrepairbeyondthecapabilitiesoftheunitlevelpersonnel.These
itemswillbeperformedbytheDPWoperationsandmaintenance(O&M)contractor.

(6) Ensuresafeworkpracticesarefollowed.Reportallunsafeconditionsthatcannotbecorrectedattheunit
leveltotheDPW.

(7) Keepalogofallsubmittedserviceorderstoconfirmcompletionandidentifytrends.

(8) Ensurefacilityassignmentsandterminationsareprocessedcorrectly.Foranoverviewofthefacility
assignmentsandterminationsprocess,seeAppendixH.

(9) Notifyfacilityoccupantsofpoorhousekeepingandensurecorrectiveactionisaccomplishedbyusingthe
FacilityMaintenanceChecklist,AppendixE.Brieffacilityusersontheircollectiveresponsibilityforcare,
custodyandprotectionoffacility.

(10) Ensurethatfacilityusersdonotalter,moveorremove:water,heating,lighting,ventilation,air
conditioning,plumbingfixturesorotherrealpropertyinstalledequipment.

(11) Ensureallimprovementsinandaroundfacilitiestoincludecontracts,digging,landscaping,selfhelp,
electrical,plumbing,airconditioning,etc.,arecoordinatedthroughtheDPW.Obtainanapprovedwork
request,DAForm4283(FacilitiesEngineeringWorkRequest),throughtheDPWBusinessOperationand
IntegrationDivision(BOID)WorkManagementBranchat5262900beforebuildings,structuresand
installedequipmentarealtered,remodeled,expandedorremoved.

(12) Notifyoccupantstheymustfollowinstructionsforpreventingdamageorlossinexcessoffairwearand
tear.Examplesofdamagenotconsideredfairwearandtearincludewinterfreezedamageandvandalism.
Damageorlossmayresultinfinancialliabilityinvestigationandassessmentofliabilityagainstindividuals
ororganizations.Theresponsibleofficermustinitiatetheappropriateactionpriortorepairsor
replacement.

ProvideNetZeroenergy,waterandwastegoaloversightintheirassignedbuilding.TheFMsprimary
responsibilityistohelpFortCarsonachievetheobjectiveofanenergyefficientinstallationwithoutanadverse
impactonthemissionorqualityoflife.ThefollowingaresomeoftheFMenergymanagementresponsibilities:

(1) ResponsibleforoversightofthefacilitymeetingNetZeroenergy,waterandwasteobjectivesandeducating
buildingoccupantsonhowtheycansupportFortCarsonNetZerogoals.(SeetheFacilityManagersandNet
ZeroEnergy,WaterandWastesection.)

(2) Serveasthesinglepointofcontactforenergyconservationmattersfortheorganization.Communicate
facilityissueswiththeDPWandunitleadership.

(3) Conductenergyinspectionstwiceamonthinoccupiedbuildingsandmonthlyinunoccupiedbuildingsusing
theFacilityEnergyConservationChecklist,FCFORM221E,(SeeAppendixF).FMsmaintaintheirchecklists
foroneyeartokeepahistoryofthebuildingsenergyefficiencyandnotecorrectiveactions.

(4) Initiateandfollowuponcorrectiveactionstothefacilityandinitiateserviceordersbycalling5265345.

(5) EnsureorganizationiscomplyingwithapplicableFortCarsonEnergyEfficiencyandWaterPolicy
requirements.

(6) Ensurealloperationsinvolvingenergyandwaterusearereviewedandallreasonableconservation
measuresthatdonotaffectoperationsorqualityoflifearetaken.

(7) Ensuresubordinatechainofcommandleadershipistakingaproactiveapproachtoenergyconservation.

4.SERVICEORDERS
a.

DPWO&Mserviceorders

(1) Serviceordersareusedformaintenanceandrepairofexistingrealpropertysuchasheating,ventilationand
airconditioning(HVAC),windows,plumbingandelectricalsystems,carpentryandgrounds.Serviceorders
areprocessedbytheDPWsO&Mcontractor.Serviceordersarecalledinto5265345.Theofficeisstaffed
24hoursaday,sevendaysaweek.

(2) Unitsmayselfperformserviceorderrepairsiftheyhavecompetentresourcesandskillstoperformthe
work.TheFMshalldetermineiftheunitiscapableofperformingcertainrepairs.

(3) ThemaintenanceandrepairofpersonalpropertyororganizationalpropertyisnotcoveredbyDPWandis
excludedfromtheO&Mcontract.Theunitsarefinanciallyresponsibleforschedulingandaccomplishingany
workonpersonalororganizationalproperty.

b. Serviceorderpriorities

(1) Priority1Emergency:Emergencyworktakespriorityoverallotherworkandrequiresimmediateaction.
Emergencyserviceordersareclassifiedassuchwhentheyconsistofcorrectingfailures/problemsthat
constituteanimmediatedangertolife,health,safety,securityorproperty.Examplesofemergencyservice
ordersinclude:overflowingdrains,brokenwaterorsteampipes,gasleaks,majorutilitiesservicefailures,
brokenelectricalcomponentsthatmaycausefireorshock,stoppeduptoilets(whenonlyoneisavailable
foruse),lockoutsandkeycardfailures.Thenormalresponsetimetoemergencyworkiswithinonehour,
dayornight,withcompletionoftheemergencywithin24hours.

(2) Priority2Urgent:Urgentworkisrequiredtocorrectanissuethatcouldbecomeanemergency,could
seriouslyaffectmoraleorhascommandemphasis.Examplesincludeheatingandhotwatersupplyoutages,
wholebuildingairconditioningsystemfailuresorfunctionalfailureofrangesandrefrigeratorsindining
facilities.TheO&Mcontractorstaffmakeseveryefforttorespondwithin24hoursandaccomplishall
urgentworkwithinsevenworkingdaysofreceivingtheorder.

(3) Priority3Routine:Routineserviceordersdonotmeetthecategoriesofemergencyorurgentandcovers
requiredwork,which,ifnotaccomplished,wouldcontinuetobeaninconvenienceorunsightlycondition.
Workinthiscategorywillnormallybeaccomplishedwithin30daysofbeingsubmitted.Somefactorsthat
affectserviceorderresponsetimeinclude:incompleteorincorrectinformationontheorder,moreurgent
priorities,weatherconditions,timeofday(nightsorweekends)andOccupationalSafetyandHealth
Administrationregulations.

c. Commonserviceorderrelatedissues
Thefollowingisalistofissues(andexplanations)theDPWhasencounteredinfacilities:
(1) Operationofheating/coolingsystems:SomebuildingsonFortCarsonhavetheirowninternalheatingand
coolingsystems,andothersareheatedand/orcooledbytheCentralHeatPlantfacility.Controlsoperate

verydifferentlydependingonthebuilding.Tofindoutwhattypeofsystemisinplaceinabuilding,theFM
cancall5265345.

(2) Programmingthermostats:Mostthermostatscancontrolthetemperatureintheimmediatespace,butmay
belimitedtoonlyafewdegreeschange.Somethermostatstransmitandarecontrolledbythecontractors
EnergyManagementControlSystem(EMCS)TeamandsomerelaydirectlytotheHVACequipmentandare
onlymonitoredbyEMCS.Whenthermostatsdonotappeartoberesponsive,callinaserviceorderand
havetheEMCSand/orHVACstaffinspectit.

(3) Lightinguse:IfanFMidentifiesanopportunitytoinstallanoccupancyorvacancysensortoreducelighting
runtime,theycancall5265345sothecontractorcanassessthecostandfeasibilityofinstallingthedevice
asanenergyconservationinitiative.

(4) Occupancy/vacancylightingsensoruse:Thesensorscreenonmanysensorslookslikeapushbutton;
however,pressingthescreendamagesthesensors.Almostallsensorscanbeeasilyreprogrammedforless
sensitivityand/ormoreorlesslightingtime.Ifthesensorisnotrespondingproperlyorneedstobe
reprogrammed,theFMshouldcall5265345todiscusshavingitreprogrammed.

(5) Windowsopenduringcoolingseason:Leavingawindowopenandoperatingafanintheearlymorningor
lateeveninghoursisaneffectivewaytocoolafacility.However,ifwindowsarenotclosedandfansarenot
removedduringthepeaktemperaturehoursoftheafternoon,coolingsystemsdonotoperateefficiently
becausehotairisdrawnintothebuilding.Closewindowsandremovefansafterearlymorningorlate
eveninghourstoensurecoolingsystemsoperateefficiently.

(6) Controlofbuildingtemperatures:InteriorspacetemperaturesaremonitoredbyEMCSinmanybuildings.
Thenumberofsensorsinstalled,andtheirlocations,inmonitoredbuildingsarelimited.Coolingandheating
systemsmayoperateusingtheaveragetemperaturebeforethesystemactivates.Therefore,roomsonhigh
floorsmayexperiencetemperaturesdifferentfromlowerfloors.Inaddition,solarorientationmayinfluence
spacetemperatures.Ifextremetemperaturesareencounteredinindividualrooms,occupantsshould
contacttheFMsoitcanbereportedbycallinginaserviceorderto5264320.

(7) Useoflowflushorwaterlesstoilets:Solidmaterialsshouldnotbeputinthesetoilets.Whennecessary,
flushtwice.Thewatersavingsfromtheliquidonlyflushesisstillsavingmorewaterthantheoccasional
doubleflush.Donotputanychemicalsinwaterlessurinalsasitcanruinthesealingliquid.Toclean,spray
andwipedown.

(8) FMscanassistinensuringbuildingoccupantsfollowtheFortCarsonEnergyEfficiencyPolicy.Thecontractor
isfrequentlyaskedtoturnonandadjustsystemstotemperaturesthatarenotinlinewiththeFortCarson
EnergyEfficiencyPolicytemperatureguidelinesandnotallowed.

5.WORKREQUESTS

FacilitiesEngineeringWorkRequest,DAForm4283,(SeeAppendixC)arerequiredwhenmodifying,alteringor
addingrealproperty.Thisrequestprovidesthescopeofwork,justificationfortheworkandstaffingcoordinationto
ensuretheworkiswarrantedanddoneinasafeandcodecompliantmanner:

a.
Workrequestapprovalprocess:TheapprovalofaDAForm4283foraprojectwillproceedinthefollowing
sequence:(SeeAppendixDforflowchartofapprovalprocessandworkprioritization.)

(1) FMWillworkwiththeirbrigade,directorateortenantlevelrepresentative(ordesignatedindividualon
orderstoprocessworkrequests)toverifyworkandcompleteappropriatepaperworksuchas,theDAForm
4283,statementsofworkandestimates.

(2) UnitCommanderApprovesfundingand/orsubmittalofworkrequests.

(3) DPW
i.
Receivestheworkrequest,reviewsrequestedworkanddeterminestheappropriatestatus(See
AppendixDforflowchartofapprovalprocessandworkprioritization.):
PermissiononlyIfcustomerhasfundingandtheprojectdoesnotalterthefacility.
SelfhelpAprojectthatwillbeexecutedbythecustomer,trooplabororsmallcreditcardlevel
contractor.DPWwillassignaprojectmanagerandpossiblyaqualityassuranceinspectorfor
oversight.
ii.
TracksallworkrequestsandprojectsinBOID.
iii.
Approves(withdelegatedauthorityfromtheGarrisonCommander)workrequests.

b.
FMshavearoleintheprocessingofworkrequests.Theymaybetheindividualassignedtoprocessthework
requestsfortheirunit/directorate/tenantthroughtheDPWortheindividualwhocoordinateswiththe
unit/directorate/tenantrepresentativetoprocessesworkrequeststoensurethatfacilityneedsaremet.

(1) TheDPWBOIDWorkManagementBranchwillhaveacopyoftheDelegationofAuthority(SignatureCard),
DAForm1687,onfile.
i.
ContacttheBOIDWorkManagementbranchiftherearequestionsinreferencetoverificationof
authorizedrepresentativesorproceduralprocesses,at5262900.
ii.
Workrequestswillnotbeacceptedunlesssignedbyunit/activityauthorizedrequestor.

(2) FMsareresponsibleforrelayingpertinentinformationtotheircommandersandfacilityusersabouttaking
responsiblecare,custodyandprotectionofproperty.

(3) Commonworkrequestprojectsinclude:painting,carpeting,landscaping,partitions,SIPR/NIPR
(communicationrequirements,usuallyneedsNetworkEnterpriseCentersupport)andsignage.

6.SELFHELPPROGRAM

a. SelfhelpProgram

(1) ThepurposeoftheSelfhelpProgramistoenabletheunittoconductminorrepairsandpreventivemaintenance
totheirfacilitiesinordertopreventfurtherdamageorprecludegreaterrepairs.Selfhelpprojectsarejobsand
proceduresthatrequirebasicknowledgeofconstructionandservicesandshouldbelimitedinscopeto
landscaping,paintingandinstallingpartitionwallsanddoors.Materialsforselfhelpprojectswillbeacquired
throughtheSupplyWarehouserunbytheDPWO&Mcontractorinbuilding214.
(2) FMordesignatedselfhelppersonnelmustattendtheDPWFacilityManagementClassinordertoconductself
helpprojects.ADPWcardisissuedaftercompletionoftheclasswhichisrequiredto:
i.
SignouttoolsfromDPWToolRoom,building307.
ii.
RequestmaterialsfromSupplyWarehouse,building214.

orderedorpurchased.Materialsmustbepickedupinagovernmentvehicle.Toolsavailableforcheckoutinclude
handtools,powertoolsandlandscapingtools.

c. Guidanceforwashersanddryers(inbarracks)

(1) Proceduresforwhenwashersanddryersareinoperableinthebarracks:

d. Guidanceforsinkfaucetsandsinkdraintraps
(1)

Replace/repairsinkfaucetsorclearsinkdraintraps,tightenwatersupplylinesorwastewaterdrainpipes.
Thisworkwouldnotincludereplacementofwholebuildingsewerandwaterpipes.Iftheissueisbeyond
thescopeoftheFMsabilities,callinaserviceorderto5265345.

e. Guidanceformicrowavesandrefrigerators(inbarracks)

(1) Microwavesandrefrigeratorsarenotrealproperty.Theyareequipmentitemssignedforbytheroomoccupant.
Roomsuiteshaveonerefrigeratorandmicrowaveforbothoccupants.TheO&Mcontractordoesnothave
responsibilityforrefrigeratorormicrowaveoperation.Thefollowingguidanceappliestomicrowavesand
refrigerators:
i.
InternalplatescanbereplaceablebyobtaininganewoneattheSingleSoldierHousingOffice,locatedin
building1454.
ii.
Lightscanbereplacedbyaccessingtheremovableplateontheunit.Theoccupantisresponsiblefor
replacingthelightbulb.
iii.
Ifnotworking,verifyelectricalpoweratoutlet.Ifthereisnopower,callinaserviceorderto5265345.
iv.
Followwrittenproceduresforreplacement.(Undercabinetmountedmicrowaveswillberemovedand
reinstalledbytheO&Mcontractor.)

f. Guidanceforcooktops

(1) Asthecooktopsarebuiltintothecounter,theyareconsideredrealpropertyandwillberepairedbytheO&M

Facilityassignmentsprocess:

Aresponsibleofficermustsignforfacilitiesandfurnishings.Theresponsibleofficermustbeacommander,
accountableofficeroraDoDcivilianemployeeonappointmentorders.Units,organizationsoractivitiesnotassignedto
FortCarsonmustmeettherequirementstoreceivefacilitiesandpropertyattheInstallationlevel.

FacilityusersmustobtainauseridentificationcodethroughDPWpriortoassignmentofrealproperty.Oncea
facilityisassigned,itcannotbetransferredbetweenorganizationswithoutpriorcoordinationwithandapprovalbythe
DPWMasterPlanningDivisionat5261745.

Atthetimeofassignment,DPWpersonnelandtheresponsibleofficerwillconductaninventoryandrecordthe
facilityscondition.Ajointinventoryofallassignedkeyswillalsobeconducted.

Onceafacilityisacceptedbyaunit,theresponsibilityforminormaintenance,interior/exteriorcleanliness,grounds

information.

Ensurethatthespaceorfacilityisincleancondition,withnooutstandingmajormaintenancedeficiencies.Ifmajor
deficiencies,damagesorlossesexist,theresponsibleofficerwillprovidedocumentedproofthataworkrequest
identifyingthedeficiencieshasbeensubmittedtoDPWforrepairs.

Submitaloss/damagestatementintheeventafinalclearanceinspectionindicatesmissingand/ordamaged
property.TheDPWwillfurnishanestimateforrepairorreplacementtosupportaDDForm362(StatementofCharges),
DDForm200(FinancialLiabilityInvestigationofPropertyLoss)orMilitaryInterdepartmentalPurchaseRequest(MIPR)
priortothefinalclearance.

Ensurefacilitiesaretransferredproperlyduringtheirtenure.Thisincludesallrequests,assignments,transfersand
terminationsandthattheyareprocessedinaccordancewithFortCarsonRegulation42014andthroughtheDPW
