Purpose and Applicability


The purpose of the SRRCA is to provide Western Massachusetts Electric Company (WMECO,
or the Company) with a mechanism to adjust its rates to its distribution service customers
through a reconciling Storm Recovery Adjustment Factor (SRAF) to reflect (a) recovery of the
deficit in the Companys storm fund (Storm Fund Deficit), and (b) incremental funding of a
reserve for the recovery of storm costs, consistent with the Departments Decision dated
January 31, 2011 in D.P.U. 10-70 (Order).
The SRAF shall be a per kilowatt-hour (kWh) factor applicable to all electricity, measured in
kWhs, delivered by the Company to its customers under its Distribution Service tariffs. For
billing purposes, the SRAF will be included as a separate line item on customers bills.
Definitions
Storm Fund shall mean the storm reserve fund operated by Company. The incremental
funding of the Storm Fund is subject to recovery through the SRAF, consistent with
Departments directives in the Order.
Storm Fund Deficit shall mean the amount of storm fund reserve deficit approved by the
Department to be recovered through the SRAF.
Formula Rate
The SRAF shall be based on the estimated kilowatt-hours to be delivered by the Company over
the twelve months the factor is to be applied to customers bills, and shall be calculated as
follows:

(SFDx + SRFLx+ PPRAX-1) / FkWhx , where

= The twelve month period during which the SRAFx will be in effect (i.e.,
year x);

SFDx

= The Storm Fund Deficit amount approved by the Department to be


recovered in year x;

SRFLx

= The Storm Reserve Funding Level in year x, which shall equal the
incremental funding of the Storm Fund approved by the Department to be
recovered through the SRAF.

PPRAx-1 = The Prior Period Reconciling Amount, which shall include any changes
in recovery, or amounts to be recovered either positive or negative,
through the SRAF in year x-1. Refunds or deficiencies of fund amounts
outside the cap, as provided in the Order, shall be reflected in the PPRA,
or as otherwise approved by the Department;

= The forecasted kWh for year x, defined as the forecasted amount of


electricity to be delivered by the Company to its customers under its
Distribution Service tariffs.

The uniform rate calculated herein shall be re-allocated to all rate classes by applying the
Distribution Revenue Allocator as approved in D.P.U. 12-126I. The Distribution Revenue
Allocator shall be derived from the Companys base test year as approved by the Department
and shall be as follows:

SRAF:

As per M.D.P.U. No. 1052 as in effect from time to time.

Annual Filing
The calculation of the SRAF is subject to review and approval by the Department. The
Company shall file its SRAF annually on or around November 15. The effective date of the
SRAF shall be the immediately following January 1, or as otherwise approved by the
Department

The operation of this SRRCA is subject to Chapter 164 of the General Laws.
