SH 9 Corridor Information
Who: CDOT Region 1 in cooperation with Summit County, the Town of
Breckenridge, the Town of Frisco, and various other agencies.
What: Widening SH 9 from Frisco to Breckenridge. The corridor is
being designed and constructed in accordance with the State
Highway 9 Environmental Impact Statement (EIS) and Record of
Decision (ROD), in phases as CDOT identifies funding opportunities.

– Design and construction for the widening of SH 9 north of Swan
Mountain Road to Frisco will continue as CDOT identifies funding
opportunities to implement the commitments made in the EIS and ROD

When: CDOT is currently implementing commitments made in the EIS and


ROD.

Why: Improvements are needed to increase safety and mobility within
the corridor.

Prepare SH 9 Environmental Impact Statement (EIS) and publish signed Record of Decision
(ROD) approving widening of SH 9 between Frisco and Breckenridge
Fall 2004
Begin construction of the Park Avenue in Breckenridge Project continuing
through 2006

Begin design of SH 9 between Valley Brook Street and Swan Mountain Road

Access Management Plan
• The SH 9 corridor has an Access Management Plan which provides
guidance for agency review regarding access permit applications and
future access decisions. The plan should preserve and support the
current and future functional integrity of the highway. The purpose of
the access management plan is to achieve:
• Improved traffic flow
• Improved traffic safety
• Reduced traffic conflicts
• Provisions for appropriate access to adjacent land uses
• In some cases, driveway access may be limited to a right-in and a
right-out onto the highway. This may impact driver behavior patterns
and generate use of U-turns at designated breaks in the median.
• A copy of the Access Management Plan is provided on the table
below.

(Urban Sections)

• Maintenance of traffic during construction is a major concern.


The highway is being designed so that two-way traffic can be
maintained on a paved surface.

• Grades and alignments are being maximized so that the majority


of the construction can be accomplished adjacent to the existing
highway, and then traffic will be transferred over to a completed
section while upgrading the old roadway surface.
