A Business Improvement District (BID) is a property tax assessment that property

owners vote to place upon themselves within a clearly defined geographic area
established for the purpose of providing specific and needed services that are
poorly administered or not provided by local government.
Oakland already has several BIDs, including in Uptown, Downtown, Montclair,
Temescal, Telegraph, Rockridge, and Lakeshore areas of the city.
Why do so many other areas in Oakland and around the country have their own
BIDs? Because local business knows a BID is good for business, and the best
way to exert local control and create effective partnerships for the future.
Forming a BID is to reject the status quo and take positive steps toward genuine
improvement.

A BID will help ensure the Hegenberger Corridor is:


through increased private patrol
provided by the Security Advisory Group (SAG)
through trash and graffiti removal
provided by the Maintenance Advisory Group (MAG)
through marketing and promotion
provided by the Business Attraction Group (BAG)

How is BID a funded? BIDs are funded through self-assessment on properties


within the BIDs boundaries. Affected property owners determine the amount of
assessment according to services desired and their overall affordability.
How are BID funds to be collected? Funds flow from property owners to the BID
via the Alameda County Assessors Office. Important to note is that BID funds
cannot be diverted to any use, other than as designated by property owners
according to a predetermined management plan for the district.
Who is organizing the BID campaign? The Airport Area Business Association
Board of Directors, under the leadership of Executive Director
Debbie Hauser, is taking the lead in guiding this process.
The numbers. Only one is important to consider: 51. A majority vote
of 51% of property owners within BID boundaries is needed to
approve the BID.
