IV. RATIONALE:

Victor Hugo, the great French poet, once said, "To learn to
read is to light a fire; every syllable that is spelled out is a
spark."

The Department of Education (DepEd), in its effort to


improve literacy, combined these to prepare the children to
become better citizens and leaders in the future.

According to Waskin & Slavin 1993, Torgesen, 2000;


National Reading Panel, 2000, the study of English is central to
the learning and development of all students and teachers, as
well.

It

is of global concern.

It

helps create confident

communicators, imaginative thinkers and informed citizens. It is


through the study of English that individuals learn to analyze,
understand, communicate with and build relationships with
others and with the world around them. The study of English
helps develop the knowledge and skills needed for education,

training and the workplace. It helps them become ethical,


thoughtful, informed and active members of society.

Thus, teachers should be taken into considerations in


teaching but teachers must possess those skills first so that
they can teach efficiently and effectively.

As the famous line

says, You cannot teach what you do not have.

V.

OBJECTIVE:
The sole purpose of this orientation is to refresh
teachers values, skills, and knowledge on K to 12 English
Curriculum Framework and the conduct of Literacy
Intervention Program (LIP) so that they may able to
perform well in their respective classes and be equipped
with the latest trends in teaching-learning process.
