Reuters:TheFederalCommunicationCommissionsaidonFridayitisinvestigatingAT&TInc,
CenturyLinkInc,FrontierCommunicationsInc,andVerizonCommunicationsIncoverallegationsof
anticompetitivepractices.
Smallerrivalsofthesefourcompanieshaveallegedthattheirtariffpricingplansforbusinessdata
servicesareunreasonableandlockupthevastmajorityofthedemandforthoseservices,theFCC

Businessdataservices,orspecialaccessservices,aretypicallypurchasedbybusiness,governmental,
educationalandotherinstitutionsfortheirdataandcommunicationneeds.
TheFCCissearchingforaproblemthatdoesntexistanddoinganendrunaroundthecompetitive
analysisitjustinitiated,LindaJohnson,aspokeswomanforCenturyLinksaid.Openingatariff
investigationonspecialaccessservicesisasteptowardsratereregulation,FrankSimone,AT&T
VicePresidentofFederalRegulatory,saidinastatement.
TheFCCsaidthatothercompetitiveprovidersoftendescribethetariffpricingplansasdiscountplans,
whereinrealitythepricethattheyofferissignificantlyhigherthancompetitorspricing.
Thereforethecommissionhassoughtcertainbackgroundinformationfromthelocalexchangecarriers
(LEC)regardingtheirpricingplans,asitbelievesthedatathatwasreceiveddidnotaddresssufficient
detailsaboutthetariffplansoritstermsandconditions.
VerizonspokesmanEdMcfaddensaidtheservicesinvolvedinthetariffproceedingarelegacyservices
andhavebeeninplaceforyears.
IftheFCCisgoingtoexaminethesetariffs,itshouldatleastfirstanalysethedataithascollected
fromtheindustrysothattheagencyhasanaccurateviewofhowthismarketplaceisquicklyevolving
beforetakingaction,Mcfaddenadded.
