lawsuit over
firms hiring
Fraud alleged to secure
contract for revaluations

WALL - Wall faces a lawsuit that claims the firm it

hired to inspect and appraise homes committed fraud
to win the $715,000 contract.
Barry Cooke, a Wall resident, filed the lawsuit
Thursday on behalf of himself and all Wall taxpayers
against both the township and Realty Appraisal to stop
the ongoing revaluation.
Cookes lawsuit claims Realty Appraisal never disclosed the business relationship with Walls tax assessor, William FitzPatrick. FitzPatrick, who has been
placed on paid administrative leave, is one of the owners of Value Added Systems, a company Realty Appraisal hired to take photographs for revaluations.
That, the suit claims, violates a term of the contract
that says no assessor in a taxing district within Monmouth County and no Wall employee can have an interest directly or indirectly in Realty Appraisal.
Realty Appraisal was one of firms at the center of
the Asbury Park Press investigation into the Assessment Demonstration Program, which radically
