1.3 Project Management and Execution

The Project Management process area assumes control of the project
and is primarily responsible for driving it to a successful conclusion
through close interaction with the client.

1.4 Project Management

following
10

and

Execution

involves

the

Final report of MBA

Establishing the project's defined process by tailoring the

organization's set of standard processes
Managing the project using the projects defined process
Enabling relevant stakeholders concerns to be identified,
considered, and, when appropriate, addressed during the development
of the product
Ensuring that the relevant stakeholders perform their tasks in a
coordinated and timely manner to address product and product
component requirements, plans, objectives, issues, and risks; to fulfill
their commitments; and to identify, track, and resolve issues
The integrated and defined process that is tailored from the
organizations set of standard processes is called the projects defined
process.
Managing the projects effort, cost, schedule, staffing, risks, and other
factors is tied to the tasks of the project's defined process. The
implementation and management of the project's defined process are
typically described in the project plan. Certain activities may be
covered in other plans that affect the project, such as the quality
assurance plan, risk management strategy, and the configuration
management plan.
Since the defined process for each project is tailored from the
organization's set of standard processes, variability among projects is
typically reduced and projects can more easily share process assets,
data, and lessons learned, building upon past successes.

1.5 This process area also addresses the coordination of

all activities associated with the project including the
following:
Technical activities such as requirements development, design,
and verification
Support activities such as configuration management,
documentation, marketing, and training

1.6 Verification and Validation

Verification and Validation activities are taken care of by our Quality
Assurance department. Verification ensures that selected work
products meet their specified requirements while the purpose of
Validation is to demonstrate that a product fulfills its intended use
when placed in its intended environment.
The Verification process area involves the following: verification
preparation, verification performance, and identification of corrective
action. Verification includes verification of the product and
intermediate work products against all selected requirements,
including customer, product, and product-component requirements.
11

Final report of MBA

Verification is inherently an incremental process because it occurs

throughout the development of the product and work products,
beginning with verification of the requirements, progressing through
the verification of the evolving work products, and culminating in the
verification of the completed product.
The Verification and Validation process areas are similar, but they
address different issues. Validation demonstrates that the product, as
provided (or as it will be provided), will fulfill its intended use, whereas
verification addresses whether the work product properly reflects the
specified requirements. In other words, verification ensures that you
built it right; whereas, validation ensures that you built the right
thing.

1.7 Configuration Management

The Configuration Management process area is owned by our Quality
Assurance department. The purpose of Configuration Management is
to establish and maintain the integrity of work products using
configuration identification, configuration control, configuration status
accounting, and configuration audits.

1.8 The Configuration Management process area involves

the following:
Identifying the configuration of selected work products that
compose the baselines at given points in time
Controlling changes to configuration items
Building or providing specifications to build work products from
the configuration management system

1.9 Maintaining the integrity of baselines

Providing accurate status and current configuration data to
developers, end users, and customers
The work products placed under configuration management include
the products that are delivered to the customer, designated internal
work products, acquired products, tools, and other items that are used
in creating and describing these work products.

1.10 Quality Engineering

The purpose of Quality Engineering is to provide staff and management
with objective insight into processes and associated work products.
This activity is headed by the Quality Engineering department.

1.11 The Process and Product Quality Assurance process

area involves the following:
Objectively evaluating performed processes, work products, and
12

Final report of MBA

services against the applicable process descriptions, standards, and

procedures
Identifying and documenting noncompliance issues
Providing feedback to project staff and managers on the results
of quality assurance activities
Ensuring that noncompliance issues are addressed
The Process and Product Quality Assurance process area supports the
delivery of high-quality products and services by providing the project
staff and managers at all levels with appropriate visibility into, and
feedback on, processes and associated work products throughout the
project life cycle.
The practices in the Process and Product Quality Assurance process
area ensure that planned processes are implemented, while the
practices in the Verification process area ensure that the specified
requirements are satisfied.

1.12 Measurements and Analysis

Measurement & Analysis process establishes expectations for
developing and sustaining a measurement capability that is used to
support identified information needs. This process area is headed by
the Quality Engineering department. These measurements are
periodically analyzed by the management providing measurable
project oversight. The purpose of Measurement and Analysis is to
develop and sustain a measurement capability that is used to support
management information needs.

1.13 The Measurement and Analysis process area involves

the following:
Specifying the objectives of measurement and analysis such that
they are aligned with identified information needs and objectives
Specifying the measures, data collection and storage
mechanisms, analysis techniques, and reporting and feedback
mechanisms
Implementing the collection, storage, analysis, and reporting of
the data
Providing objective results that can be used in making informed
decisions, and taking appropriate corrective actions

1.14 The integration of measurement and analysis

activities into the processes of the project supports
the following:
Objective planning and estimation
13

Final report of MBA

Tracking actual performance against established plans and

objectives
Identifying and resolving process-related issues
Providing a basis for incorporating measurement into additional
processes in the future

14 CULTURAL COMPATIBILITY AND HUMAN RESOURCE

MANAGEMENT

Human resources or, as some would call it, human capital, is becoming
the most important asset for most organizations in the world. As the
New Economy pervades in the worlds communities and organizations,
it becomes necessary to study and pay close attention to the impact of
Globalization and Technology in shaping todays strategy for managing
culturally diverse human resources.
Globalization has resulted in significant implications for HR functions as
they attempt to develop global HR strategies and design programs and
51

Final report of MBA

processes to manage a global workforce. The key to success is to

balance global standardization and local autonomy.
The challenge for Human Resource leaders is really to understand the
role of Human Resource Management in an organization competing in
a global business environment and effectively define the critical issues
and responses necessary in implementing a strategic Human Resource
Program.
1. Studies on the success or failure of individuals in an
international setting have indicated that American
expatriates experience a failure rate of 30 to 40
percent as compared to many Europeans and
Japanese, whose failure rate has been estimated as
low as six percent (Tung 1988). It appears that some
countries or cultures are more effective at producing
successful global professionals than other countries.
2. Moore (2003) argues that there are 10 countries that
produce the largest number of good global
managers: Canada, the Netherlands, Switzerland,
Belgium, Ireland, Sweden, Denmark, Singapore,
Australia, and Finland. According to Moore, what
these 10 countries have in common is their size.
While they are not dominant powers in their
geographic regions, they are considered significant
players on the international stage. These middleeconomy countries face the everyday reality that
they are not the most important culture in their
region and thus they find themselves constantly
negotiating between their own culture and identity
and that of surrounding dominant cultures. In order
to be successful, individuals growing up in mid-sized
countries learn to embrace multiple ways of looking
at the world. They grow up with a duality (or
plurality) that obliges them to work effectively with
their neighbors. It is this ability to be all things to all
people that helps such individuals to be successful
in a global context. When working on global teams
or in other countries, the ability to think outside your
own culture and see an issue through the eyes of
another is critical to success (Moore 2003)
3. In the field of psychology considerable work has been
conducted on peoples sensitivity to intercultural
issues and their ability to adapt to other cultures and
different ways of doing things. Some organizations
have moved to personality testing to better ascertain
52

Final report of MBA

the likelihood of success of individuals working in an

international environment.

15 GLOBAL-LOCAL CULTURAL STRATEGY OF HR

In a global-local strategy, cultural differences amongst employees can
be seen as a strategic advantage for cross-border learning capabilities
and the flexibility of the company.
This policy can be summarized as follows:
53

Final report of MBA

As much global integration as possible, as much local adaptation as

absolutely necessary.
Hewlett-Packard manager illustrated the direction in
one sentence:
We want one solution for the world rather than 54 country
solutions. We optimize at the company rather than the country
level.
IBM, on the other hand, values a regional differentiation in
their human resource policy. They believe in making
exceptions, in flexibility in the area of deployment even as
far as differentiated standardization:
This is the span needed to bridge the political and cultural gaps,
especially between westernized corporate cultures and Asian country
cultures (Begley/Boyd 2001).

16 CROSS-CULTURAL DIFFERENCES AND HR

A growing body of research has emerged over the past decade looking
at cross-cultural differences in negotiation style [Fisher 1980; Tung
1984]. These studies conclude that people of different cultures use
significantly different negotiation approaches. These different
approaches include:

Communication styles used

Persuasion strategies employed
Protocols followed.
