Australian Defence Force English Language


Profiling System (ADFELPS)
Aim
ADFELPS is an English proficiency rating system used to assess the English language
skills of students and to describe the levels of English required for successful completion
of target courses conducted for Defence Cooperation Program (DCP) students.

Description
The ADFELPS is used:
a. to enable the DCP to match prospective students with appropriate courses
and thereby to maximise the benefits students will gain from any training they
undertake in Australia.
b. to determine English language profiles on all courses which DCP students will be
attending in Australia.
c. to determine English language proficiency levels in Reading, Writing, Speaking
and Listening of individual students who are nominated to attend training on
DCP courses.
ADFELPS Tests in Speaking, Listening, Reading and Writing can be administered in
Cambodia, Indonesia, Laos, Malaysia, the Philippines, Papua New Guinea, Thailand, Timor
Leste, Tonga and Vietnam. Where no accredited rater is in-situ, the Australian Embassy
Defence Section staff can conduct Listening, Reading and Writing tests. They can mark
Listening and Reading tests but the Writing tests are scanned and sent via e-mail, or
faxed to DITC for rating by an accredited rater. No Speaking test is conducted where
there is no accredited rater.
New ADFELPS test materials are developed at DITC and are regularly distributed
throughout the region by the local Australian Language Adviser (ALA) or equivalent.
Specific information about the ADFELPS test materials is available on the Virtual Online
Language Learning Site (VOLLS) at www.ditc.net.au.
The ADFELPS Rater Training Course (ARTC) is usually conducted at DITC once a
year, usually mid-year (refer to the ARTC bulletin for further details). To maintain a
valid accreditation status, a rater must successfully complete reaccreditation before
30September each year.

Role
Following the formal adoption of Joint Directive 4/94, Defence Instruction (General)
PERS 05-13 was produced to specify the DITC role, tasks and administrative procedures.
DITC has been assigned the following role:
to enhance the training provided in Australia to South East Asian and South Pacific defence
force and other selected overseas personnel. This is achieved by facilitating the integration of
those personnel into Australian Defence Organisation (ADO) training systems, and fostering
and promoting cross-cultural awareness between members of the ADO and foreign military
personnel.
