Dr. Abdourahmane Thiam
Associate Director, Office of International Studies & Programs and
Director, Management Development International (MDI) - Illinois State
University
Dr. Thiam specializes in training design & implementation and has
participated in the design and implementation of a series of
Francophone and Anglophone workshops in the United States and
overseas. He was a Senior Project Associate for the Peanut
Collaborative Research and Support Program at the Office of
International Affairs at University of Connecticut. His technical
expertise includes production economics, farm management and
finance, development economics & project monitoring and evaluation.
He also has conducted research on the forces leading to the growth of
agricultural output, with special reference to technological change,
technical efficiency and economies of size.
Pr. Harlan Fuller
Assistant Professor, College of Business
Illinois State University
Pr. Harlan Fuller teaches managerial and cost accounting at Illinois
State University. He is also the Internship Coordinator for the
Department of Accounting and is a member of the Central Illinois
Chapter of the Institute of Management Accountants, where he also
served as the President from 1995-1996. Mr. Fuller is currently the
Vice-President of Communications for the Mid-America Council of the
Institute of Management Accountants, and is the Regional Director
for the Sangamon Valley and Iowa Chapters. Prior to teaching in
1982, Mr. Fuller worked for Guthoff and Co., CPAs, for two years in
tax and audit.
Dr. Philip LeBel
Emeritus Professor of Economics, College of Business and Economics
Montclair State University
Dr. LeBel teaches Project Appraisal, Economic and Financial
Analysis of Projects. He is the founder and director of Center for
Economic Research on Africa (CERAF). He has extensive exposure
in project management and has been in some 30 countries in
Africa with consulting work for the World Bank, FAO, UNESCO, USAI
and other international organizations. Dr. LeBel has published
widely in the field of development economics, and has taught
these courses in undergraduate and graduate levels.

Dr. Behrouz Aslani

Dr. Aslani has over 20 years of management and teaching
experience in the United States, Europe, Russia, Armenia, Middle

East, and Africa. He has expertise in the Business Strategy and


Policy, management Training, International Business Management,
Distance Learning, and Web Design. Dr. Aslani has published many
papers including a White Paper about the application of Strategy.
Dr. Aslani speaks fluently Persian, English and French. He
understands Turkish, Arabic, German, and Spanish languages.
Dr. Borinara Park
Associate Professor & Coordinator
Department of Technology, Illinois State University
Dr. Park specializes in Monte Carlo Simulation, Genetic Algorithm
Optimization, Agent-Based Modeling, BIM/Visualization/Virtual Reality
Simulation, and Neural Network. His research and teaching interests
entail Uncertainty-based project management risk analysis, Predictive
and prescriptive analytics modeling in business applications, System
quality improvement, and Paradigm shift and its impact on system
performance. He is trained in Quantitative risk analysis, Computer
scheduling and BIM, Project Management, Business analytics, Six Sigma,
and LEED and green building.
Pr. No Rajerison
Pr. No Rajerison teaches a range of classes such as Project
Management, Monitoring and Evaluation. He was born and grew up
in Madagascar where he received a B.S in Accounting from National
Institute of Accounting Science and Business Administration
(INSCAE). He also has a Masters Degree in Business Management
from the University of East Paris, France. He previously worked at
Population Services International, a Washington D.C-based global
health organization, after working as a Consultant for an
independent Market research firm operating in Madagascar. He
moved to Bloomington, IL a few years ago with his family and, in his
spare time, he enjoys playing with his young daughter, trying
different types of food, and reading books.

Ce programme sadresse aux managers et administrateurs des projets
impliqus dans les tches danalyse et de gestion financire. A lissue
de la formation, les participants au programme auront acquis ou
renforcs leurs aptitudes en : budgtisation ; allocation des ressources
rares de capital ; analyse conomique et financire pour la prise de
dcision ; comptabilit, audit et dveloppement de systme de contrle
financier et les marchs boursiers. En plus des cours rguliers, les
participants sont aussi requis de travailler sur des projets individuels ou
de groupes. Ces projets seront prsents en sances plnires au cours
de la dernire semaine du programme. En vue de mieux assurer

Financial Management
This program is for managers and project managers involved in the
analysis and financial management tasks. Following training, the
program participants will have acquired or strengthened their skills:
budgeting; allocation of scarce capital resources; Economic and
financial analysis for decision-making; accounting, audit and financial
control system development and equity markets. In addition to regular
courses, participants are also required to work on individual projects or
groups. These projects will be presented in plenary sessions during the
last week of the program. With a view to improving the impact of
training, MDI will provide each participant with a laptop.
Participants will also have the opportunity to visit local organizations to
discuss and exchange views with US counterparts.

Ce programme s'adresse aux managers / administrateurs des secteurs
public, parapublic et priv responsables du Suivi-Evaluation des
programmes/projets de dveloppement. Durant ce programme, les
participants ont loccasion de mieux sapproprier la terminologie du
Suivi-Evaluation, les diffrentes approches utilises par les principaux
bailleurs de fonds, la mise en place dun systme de Suivi-Evaluation,
les diffrences dans les mthodes de Suivi-Evaluation et les mesures
dimpact des projets. La pratique sera la pice angulaire de ce

This program is for managers / administrators in the public, para-public
and private officials monitoring and evaluation of development
programs / projects. During this program, participants have the
opportunity to better appropriate the terminology of monitoring and
evaluation, the different approaches used by the major donors, the
establishment of a monitoring and evaluation system, the differences in
methods of monitoring and evaluation and impact measurement
projects.
Participants will be required to develop an action plan for presentation
to the class towards the end of the program. The action plan will
indicate how the participant will utilize the knowledge and skills learned
from the program for the betterment of his/her organization. To better
enhance their learning gains, MDI will provide participants with a
notebook computer.
Field visits to a variety of organizations will also be organized to allow
participants to interact and discuss various aspects of financial
management with U.S. professionals.
