The National Human Rights
Committee and Primary Health
Care Corporation are to launch
a campaign titled the right
to health and the obligation

which aimed at educating all

lower prices in the foreseeable future, al-Emadi yesterday said Qatar
had undertaken scal consolidation
measures much earlier than its Gulf
neighbours.
Prudent policies in the past and
higher oil prices had helped Qatar to
run scal surpluses in the last 15 years,
the nance minister said.
In June this year, the Ministry of
Development Planning and Statistics
(MDPS) had hinted that Qatar could
show the rst scal decit in 15 years
in 2016 itself against the previous
forecast of 2017.
Finding that the impact of lower oil
prices is seen most immediately in the
nominal gross domestic product (GDP)
estimates, the MDPS also said Qatar
could still post scal surplus of 1.4% of
GDP in 2015 but to show up decit of
4.9% in 2016 and 3.7% in 2017.
The considerable fall in scal surplus in 2015, against 12.3% in
2014, reects a relatively quick passthrough of lower oil prices on budget
revenues. It also factors in increased

in food imports from the US, an expert has said.
International oil economist and
World Bank consultant on oil and

Front could only take the second
spot. The chief minister had earlier said the poll results would be
a referendum on his governance,
say analysts.
Chandy had said that for the
rst time in the history of the
state, an incumbent government
would be returned to power and
the civic polls would be a pointer
to that.
But as votes were counted on
Saturday, the Chandy-led ruling
front trailed right from the start.
When the nal results were
out, the LDF, led by the Communist Party of India (Marxist),
won the polls, often termed as
the semi-nal ahead of assembly elections scheduled for next
year.
Polling was held for 21,871
seats in 941 village, 152 blocks
and 14 district panchayats besides 86 municipalities and six

The LDF won 10,338 seats
against 8,846 for the Congressled UDF and 1,244 seats for the
Bharatiya Janata Party.
In the 2010 civic polls, the
UDF won 65% of seats, and the
then ruling LDF government secured around 33% seats.

A deserving award
for Afghanistans
mother of education
In an age in which some celebrities are born or
created on account of trivial reasons, many real
heroes and achievers often go unrecognised or do
not receive the applause they deserve. In an era when
some awards and their winners vie to justify and
complement each other, an individual of Dr Sakena
Yacoobis calibre ought to be considered an exception.
The founder and CEO of the Afghan Institute of
Learning (AIL), who has either directly or indirectly
impacted the lives of more than 12mn people, in her
war and strife-torn country, may not have won a
Nobel Peace Prize despite being nominated. The 2013
recipient of the Opus Prize, a Kravis Prize, Gruber
Prize Awardee, a Skoll Social Entrepreneur, Schwab
Social Entrepreneur, and Ashoka fellow was bestowed
last week in Doha with the prestigious 2015 WISE
Prize for Education.
Qatar Foundation for Education, Science and
Community Development (QF), the force behind the
World Innovation Summit for Education (WISE),
chairperson HH Sheikha Moza bint Nasser and the
jury deserve a big salute for honouring Dr Yacoobi,
also the co-founder and vice president of Creating
Hope International.
Popularly known as Afghanistans mother of
education, Dr Yacoobi, 65, has spent two decades
working persistently to rebuild her countrys
education landscape,
devastated by war. She
has established four
schools, a hospital
and a radio station in
Afghanistan as part
of her mission. The
recipient of ve honorary doctorates from institutions
including Princeton University, launched her activities
in the early 1990s when she started working in Afghan
refugee camps in Pakistan. A passionate educator
herself, she trained teachers, opened schools for
children and learning centres for women.
The Taliban rule in the mid-1990s, during which
girls education was banned, did not deter Dr Yacoobi
from her mission to provide education and health
services to women and children, especially girls. She
launched the AIL in 1995, with the primary objective
to improve teacher training through innovation.
AIL was also the rst organisation to open learning
centres for women in the country and continues to
nd innovative ways to provide literacy and vocational
skills to girls and women.
Addressing the Summit, Dr Yacoobi urged world
leaders who are superpowers to spend their money on
books, schools and pens rather than on tanks, cannons
and other weapons of war. She said that world leaders
should follow in the footstep of HH Sheikha Moza for
investing heavily on education.
I believe what you are doing in WISE will help the
world. In giving recognition to education, you will
bring peace and we need peace because many people
suffer from war, conicts, poverty, and health issues,
Dr Yacoobi noted. She observed that every leader in
every nation should address the root cause of poverty
which is the lack of education. If every child goes to
school today, there will be no war in the world. Are
the leaders listening?

recently awarded a QR277mn
($76mn) contract to Consolidated
Engineering Construction Company
Qatar (CECC) for land reclamation
and revetment works to facilitate the
ongoing expansion of the Hamad
International Airport. The scope of
the project includes an enlargement
of the existing reclaimed platform on
the northwestern tip of the airport
by about 110 hectares to enable
the construction of new Western
Taxiways.
Elaborating on the award, NDIASC
chairman Abdulaziz al-Noaimi
said, We are gearing up for the
expansion of the Western Airfield as
necessitated by the growth of our
national carrier and the requirements
for the 2022 FIFA World Cup Qatar.
The main elements of the scope
include the reclamation of the
project site up to a level of 3.0m
QNHD (Qatar National Height
Data groundwater elevation), the
removal of existing rock revetments
along the eastern and southern
boundaries of the lagoon and the
construction of around 690m of new
rock revetments along the northern
boundary to afford the extended
reclaimed platform adequate
protection.
It is expected that the entire
reclamation will be complete by
the first quarter of 2017 in two
stages. For the 3,000,000 cu m of
fill material that will be required, the
project will make the maximum use
of available fill material from within
the wider HIA project area as well as
existing rock revetments to minimise
the import of materials.
The NDIASC has ensured that
all guidelines set by the Ministry
of Environment with regard
to mitigation of the impact on
marine environment have been
strictly adhered to. For a period of
four months in 2014, a specialist
environment team worked on
recovering and transplanting more
than 5,000 sq m of seagrass and 88
specimen of Pen Shell (Pinna Bicolor)
from the proposed project site to a
Ministry of Environment approved
location.

Barring traditional show surprises, delegates

predicted a drop in major commercial order
announcements as Gulf airlines take stock after
expansion.
The aerospace industry is putting a brave face
on the slowdown, saying the tally of more than
400 orders at the 2013 edition was never going
to be repeatable. But analysts will be scanning
the announcements for any evidence that the
dip is more than a return to normality.

the cross country selection
programme and applauded the

Alex Cudlin had another perfect weekend
winning both the Qatar
Superbike Championship races
at Losail International Circuit on
Saturday night.
Pole-sitter Mishal al-Naimi of
Qatar nished second in the rst
race behind the Australian, who
has now raced to six victories in
as many races.
First race was nice. I was able
to control the pace, I think from
lap ve I was able to get into the
lead and from there I pushed very
hard for ve laps to create a gap
and was able to control it. I think
in the end I won by 10 seconds, so
it was a dominant win. I feel good
on the bike this year and I am
condent, and when I am condent I am fast, Cudlin said.
The second race I was able to
control again. I watched Saeed
and Mishal early on and then
in the lap four I decided to go
for the lead. I then created a big
gap and slowed down to avoid a
crash. The bike is perfect at the
moment, it is working really well
and I think I am riding the best
I have for many years. It is the
most dominant start of the season I ever had, so I hope to keep
on going, added Cudlin.
Al-Naimi was fourth in the
second race after problems with
his bike didnt allow him to compete at 100 percent.
I am lucky to nish both the
races because I dont know what
is the problem with my bike. I
think it is the clutch and the engine. I have too much vibration
in the bike after around 4 laps. I
cannot control the bike. I hope
