The Gulf countries have to rethink
the generous subsidies they have
they cannot afford them anymore and
will have to look at alternatives, alAttiyah said during the launch of his
foundation in Doha on Sunday night.
The people will protest because
they are used to cheap or free electricity
and power. I believe this will eventually
change culturally because people will
realise that they cannot keep depending forever on a depleting product.
Young, educated people will be instrumental to that change, al-Attiyah said.
In its inaugural research report that

Middle East tour, where she
is expected to call for addressing cultural beliefs
obstructing girls education.

speak at the World Innovation

Reversing the trend in domestic
energy consumption in the GCC: Consequences of success and failure? is
the title of the report by the Al Attiyah
Foundation, the rst think tank of its
kind in the Middle East, and it highlights that energy is sold more cheaply
in the Gulf than almost anywhere else
in the world.
Prices that appeared municent in
the 1970s have remained constant or
even been reduced, in a few cases despite the eroding effects of income and
ination. Energy prices have thus fallen dramatically in real terms, growing
so cheap relative to income that consumption decisions in the Gulf have
become an afterthought.
In an interview, al-Attiyah said: We
will advise governments and companies on how to build their own projects,
how to cut the fat in their expenses,
how to avoid market shocks, how to be
prepared, how to make the right calculations and how to plan ahead both in
the short term and the long term.
We want people to knock on our door
with questions which we will aim to answer based on our vast experience. The
foundation will have leading experts
from around the world, thinking clearly
without the burdens and pressures of
bureaucracy, budgets or politics.
I strongly believe in empowering
our citizens. Educating our citizens is
vital for the future of the Gulf region,
which faces many challenges, including that of heavy energy consumption.
The region has witnessed major developments and now faces big power
shortages. It needs more gas and more
oil. The local market has huge consumption, which mostly comes at
the expense of exporting crude oil.

flight MH370 disappeared on March

far paid partial compensation to 74
relatives of people aboard MH370
as well as 236 relatives of passengers on flight MH17, which crashed
in eastern Ukraine in July last year

to 71.27mn ringgit, he added. Liow

idea of setting up transit zones on Germanys borders

little chance of gaining asylum,
deepening a rift within Chancellor Angela Merkels ruling coalition.
Germany, Europes biggest
economy, has become a magnet
for economic migrants and war
refugees from the Middle East,
Asia and Africa, and it now expects from 800,000 to 1mn asylum seekers this year, twice as
many as in any previous year.
The unprecedented inux has
opened up divisions within the
ruling coalition, with the Bavarian sister party of Merkels conservatives demanding tougher
measures such as transit zones
at Germanys land borders to reduce the number of new arrivals.
Merkel, who also backs the
transit zones, failed at the weekend to persuade Gabriels centre-left Social Democrats (SPD),
junior partner in her coalition.
The row has rocked her government and provoked rare criticism of her leadership both outside and within her conservative
bloc.
Gabriel accused Merkels Bavarian ally Horst Seehofer of
making unnecessary demands
and distracting from what he
said were the real challenges
in taking in and helping the refugees.
In our view, the debate about
so-called transit zones is a totally phoney debate, Gabriel said
after a meeting of senior party
members in Berlin.
As only very few of the new
arrivals come from Balkan countries that are deemed safe, transit zones to lter out such economic migrants directly at the
German border would have only
a very limited impact on the total
numbers, Gabriel said.
Also, European Union rules
would allow such a step only in
exceptional cases for a limited
time, which would further reduce the actual impact of the
move, he added.
Merkel, Gabriel and Seehofer
are expected to meet again on
Thursday to hammer out a compromise deal, but Gabriel said
he would not support an accord
just for the sake of coalition harmony.
If there is no agreement, then
there is no agreement, Gabriel
said, adding that the government would do better to concentrate on other tasks such as
speeding up asylum procedures
and improving the integration of
refugees.

true World Cup
in every sense
The sport of rugby union has just unlocked the
door to a brave new world. Predictions that sides like
Japan would be attened by proper nations and that
there would be a surfeit of dull, second-rate games
in half-empty football stadia were proved gloriously
and thrillingly wrong, even before New Zealand
defeated Australia in Saturdays throbbing nale at
Twickenham.
Heres a statistic to reinforce the sense of a global
game going places. The average attendance at the
football World Cup in Brazil in 2014, over 64 matches,
was 53,592. At its rugby equivalent, supposedly a much
poorer relation, the gure was remarkably similar:
51,621 over 48 games.
There were 2.47mn tickets sold, backed up by record
TV audiences with Olympic recognition looming for
rugby sevens next year. RWC 2019 in Japan will bring
further expansion.
But do not simply judge 2015 on size or scale alone.
Instead, cling to the sights and sounds of the past
month and a half: thousands of Argentina fans turning
Twickenham into a suburb of Buenos Aires, the
unforgettable Brave Blossoms of Brighton, Namibians
and Georgians being roared on in Exeter. The best
World Cups offer a kaleidoscope of images and this
brilliantly-staged
oval-ball extravaganza
outdid anything the
game has seen. The
2015 tournament was
certainly not dened by
Englands premature
exit.
Instead it will be
remembered for the
rare excellence of the
rugby, not least when
the All Blacks were
playing. New Zealand
have become the rst
side in history to defend their world title, offering a
tting farewell to stalwarts such as Richie McCaw and
Dan Carter. To be standing where we are having won
back-to-back World Cups is such a unique and special
feeling, said Carter, who is ending his international
career after 112 Tests and moving to Paris to play for
Racing 92.
Sift through a few more mental snapshots complete strangers crossing the street to congratulate
Japanese families on their teams stunning win over
South Africa, teenage girls working on their lineout throwing in the fan-zone on Brighton beach,
90,000 people watching Ireland vs Romania at
Wembley, Diego Maradona going bananas - and the
inconceivable suddenly seems feasible. Could rugby
union at last full its mass-market potential and make
even football pause for thought? Give it 20 years and
the likes of Japan and USA will be pushing harder still.
If - or rather when - that happens, 2015 will
have been a signicant catalyst. Never mind the
commercial strides or the remarkable weather, it has
been a game changer. There are increasing signs rugby
will not be dominated indenitely by the same familiar
names and the gap between supposed tier one and tier
two nations is narrowing all the time.
It all augurs well for the games future.

Saudi Arabias bourse hopes to

coming months and join MSCIs
index of emerging market
bourses by mid-2017, the chief
executive said yesterday.
In June, the Saudi stock exchange, the Tadawul, became
one of the last major emerging
markets to let foreigners buy
shares directly. Take up has

investors (QFIs) holding only
0.03% of shares listed on the
$433bn bourse.

Manager award
Doha-based Al Rayan Investment (ARI) has won the
2015 Qatar Equities Manager of the Year award from
Global Investor/ISF, a Euromoney publication covering
the global asset management industry.
The magazine hosted the 2015 Middle East Capital
Markets Summit and Awards recently, gathering more
than 100 leaders from the regional asset management
industry. The award was judged by an independent
panel of experienced industry experts, who commended ARI on the strength of its track record and quality of
investor returns.
ARI chief investment officer Haithem Katerji said: We
are honoured to receive recognition from our peers
and are proud to be Qatars leading manager for equities. This award is a testimony to the strength of our
investment philosophy and processes. We thank all our
clients for their continued support.
The award is another milestone for ARI, which has
steadily grown to be one of the larger Islamic asset
managers in the Middle East and North Africa (Mena)
region, managing more than QR3.5bn in client investments. This includes Al Rayan GCC Fund, the largest
mutual fund based in Qatar.
Over the last three years until end-September 2015, the
fund rose 33% in sharp contrast to the S&P GCC Shariah index, which was down 4% over the same period.
The fund is open to individual and institutional investors of all nationalities living within or outside Qatar.
In early 2015, Mena Fund Manager magazine also
named ARI as Qatar Asset Manager of the Year, while
Kuala Lumpur-based Islamic Finance News named ARI
as Best Islamic Asset Management Company in the
Middle East.
Akber Khan, senior director of asset management at
ARI, said: Being one of the few asset managers in the
region with expertise in both listed equities and fixed
income enables us to seize opportunities across asset
classes for the benefit of all our investors. The team is
delighted to once again receive this acknowledgement

Mandated by Masraf Al Rayan, ARI is the fund manager

HK-owned fund executives arrested for futures manipulation

hire has agreed to buy US rare disease specialist Dyax Corp for about
$5.9bn and potentially up to
$6.5bn while still pursuing a ve times
larger unsolicited bid for Baxalta.
The Dyax deal, the latest in a series
of purchases by the acquisitive Dublinheadquartered company, will give it access to the drug developers late-stage
experimental treatment for a dangerous inammatory disease that can block
breathing.
It comes amid a record wave of dealmaking in the broader healthcare sector so far this year, which amounted to
$477bn as of last week, according to
Thomson Reuters data.
The offer price of $37.30 per share represents a 35.5% premium to Dyaxs closing stock price on Friday.
Ornskov declined to give further details on his strategy for winning Baxalta,
which has spurned Shires approach.
However, Jefferies analysts said that
since Dyax was a debt-funded cash deal
there was no direct impact on Shires
ability to do an all-equity Baxalta acquisition.
Dyax already has one HAE drug on
the market, called Kalbitor, but its
sales totalled only $68mn last year and
consensus analyst forecasts do not
predict it will exceed annual sales of
$100mn, according to Thomson Reuters Cortellis.
By contrast, Shire believes DX2930 has potential to expand the
number of HAE patients treated and
achieve annual worldwide sales of up
to $2bn, while enjoying exclusivity
beyond 2030.

own existing HAE treatments Firazyr
and Cinryze, which are two of its fast-

Nissan yesterday raised its full-year forecasts, citing new model rollouts along with upbeat sales in
North America and Europe that offset weakness in
the home market.
The Altima sedan maker said it would post a record
net profit of 535bn ($4.5bn) in the fiscal year to
March 2016, up about 17% from the year-earlier
result, while operating profit and sales would also
come in higher than forecast.
The boost came as the automaker reported that
its latest six-month sales and profit figures jumped
from last year, as it also pointed to the benefit of a
weak yen and cost-cutting.
Nissan sold 2.62mn vehicles globally in the six
months to September, ticking up 1.3%. Its half-year
profit jumped 37% to 325.6bn.
Strong demand for new products in North America
and Western Europe, combined with the benefits
of continued cost discipline and the yen correction against the US dollar, offset declining market
conditions in Japan and several emerging markets,
it said. Japanese automakers have benefited significantly from healthy growth seen in the US market
with low interest rates, while the weaker yen has
made them relatively more competitive overseas
and inflated the value of repatriated overseas
profits.
Sales have been sluggish in their home market,
however, after a sales tax rise last year dented consumer spending and as younger urban residents
delayed buying a vehicle.
Unit sales in China, the worlds biggest vehicle
market, rose 5.7% in the last half-year period,
although the company said it struggled in the light
commercial vehicle business.
Noble Energy
Oil and gas producer Noble Energy, which acquired
Rosetta Resources in a $2bn deal earlier this year,
raised its sales forecast for the current quarter,
while cutting its 2015 capital budget by $100mn.
Oil and gas producers are curtailing spending and
cutting operating and other costs to weather a
nearly 60% drop in crude oil prices since June last
year.
Noble reported a larger-than-expected quarterly
loss yesterday, hurt by the slump in prices.
Noble, which operates in the US shale fields and
Bankia
Bailed-out Spanish lender Bankia said yesterday
it had whittled down its bad debts further in the
third quarter, though like its peers it is struggling to
benefit from a recovering economy as loan demand
dwindles.
Bankias net lending fell again from the second
quarter to the third, and was down 2.2% from January to September.
Its net interest income (NII), a closely watched
measure of earnings from loans minus deposit
costs, was also down in the third quarter from a
year ago and from the previous three months.
Spains job market is starting to slowly pick up
after a deep recession, while a revival in consumer
spending is helping to spur economic growth,
brightening the outlook for banks which were hit
hard by loan defaults during the financial crisis.
Bankia, which came to symbolise the sectors
woes when it needed a state rescue in 2012, has
recovered dramatically and it said yesterday it was
well on course to meet its 2015 profitability targets,
helped by falling charges.
However, the banks results also point to some of
the enduring problems weighing on Spains turnaround, which according to economists may have
already peaked.
Diamond Offshore
Diamond Offshore Drilling, one of the worlds
top-five offshore rig contractors, said contracts for
two rigs with Brazils Petrobras had ended ahead of
schedule.
The company said it had secured an 875-day extension on another rig working for the Brazilian oil and
gas producer in exchange for the terminations.
Intertrust
Intertrust, the Dutch trust and corporate services
firm, reported a rise in third-quarter revenue and
operating profit yesterday, citing strong demand for
its services.
By helping set up and administering trust companies, Intertrust helps multinationals that wish to
minimize their taxes do so in a way that complies
with the law.
It was Intertrusts first earnings report as a
public company after it joined the Euronext stock
exchange last month. Revenue was up 20% at
87.3mn ($96mn) in the third quarter from the
same period a year ago, while adjusted earnings
before interest, taxes, and amortisation of goodwill
was up 20% at 34.7mn.
The company said it expected revenues to increase
at a similar pace in the fourth quarter, while margins would improve modestly.
CEO David de Buck said the company was not
expecting to lose business as a result of new standards on profit shifting by multinationals recently set
by the Organisation for Economic Cooperation and
Development, or by recent findings by the Euro-
pean Union that tax deals the Netherlands and Luxembourg struck with Starbucks and Amazon were
illegal. No, were not concerned about changes of
the attractiveness of our two main jurisdictions,
De Buck said. Thats also not what we see when we
look at the pipeline of our business.
He said Intertrusts revenues would increase in the
coming years on a mix of growth and acquisitions
outside the Cayman Islands and Guernsey, where it
also has significant operations.
Ryanair
Irish airline Ryanairs first-half net profits soared by
nearly 40% on keen demand, the strong pound, fuel
savings and poor weather conditions in northern
Europe, it said yesterday.
The Dublin-based carrier added in a results statement that it was on target to hit the upper end of
its annual earnings forecast, aided also by ongoing
improvements to customer services.
Earnings after taxation jumped 37% to 1.09bn
($1.2bn) in the six months to the end of September,
compared with 795mn a year earlier.
Passenger numbers swelled 13% to 58.1mn people
and revenues grew 14% to 4.04bn.
We have enjoyed a bumper summer due to a very
rare confluence of favourable events including
stronger sterling, adverse weather in northern Europe, reasonably flat industry capacity and further
savings on our unhedged fuel, said chief executive
Michael OLeary.
He added that the airlines Always Getting Better customer services programme was driving
stronger forward bookings, higher load factors
and accelerating traffic growth.
Ryanair predicted full-year net profit would be
towards the upper end of its forecast range of
between 1.175bn-1.225bn.
Westpac
Australian banking giant Westpac yesterday
posted a 6% rise in full-year net profit to a record
Aus$8.01bn ($5.7bn) with retail and business banking driving performance.
The cash profit at Australias second largest bank,
the measure more closely watched by analysts
which strips out volatile items, lifted three% to
Aus$7.82bn. Australian retail and business banking
has been the key driver of performance, said chief

HSBC profit jumped by a third in the latest quarter
as a drop in fines for past misconduct more than
offset the impact of a slowdown in Asia and increased spending on regulatory compliance.
Europes biggest bank also said yesterday that it will
step up its push into investment banking activity on
the Chinese mainland by establishing a majorityowned securities venture in the country.
Costs related to fines and compensation for
customers fell by $1.4bn in the three months to
September 30 from a year ago, marking the banks
progress on conduct issues that have marred
recent quarterly results.
Yet the London-based bank spent $2.2bn on
regulation and compliance in the first nine months
of 2015, up 33% year on year, even as the British
government looks to take a more accommodative
stance towards the industry.
HSBCs underlying revenue fell 4% year on year to
$15.1bn compared, with plunging stock markets and
slowing economic growth hitting its business in
Asia, including its Hong Kong powerhouse.
HSBC management have done a very good job of
trying to correct its internal problems, but these
results show no bank can improve revenues if the
global economy is against it, said Jim Antos, analyst at Mizuho Securities Asia in Hong Kong.
The bank posted third-quarter profit of $6.1bn,
up from $4.6bn and above the average analyst
forecast of $5.2bn.
Adjusted profit fell 14% to $5.5bn, taking into account the lower fines and other one-off items.

I was by myself. I was able to gain positions and reach Robertino Pietri, who

Discipline played its role in terms of getting

Nonu, Carter and McCaw are all now departing

I think its key that we stick together over the
next 48 hours. Its probably the last time we see this
team together, said Nonu.
Receiving his winners medal from Prince Harry
was pretty special, but suggested it may fade from
his thoughts as his previous World Cup win did.

He is now switching his club career from the Wellington Hurricanes to French club Toulon.

German Rosner, who came through a
bruising 86-minute battle with South
African Stephen Coppinger in the rst
round, looked to be feeling the effects
of that match. Sporting a strapping on
his right knee, the 27-year-old clearly
struggled to deal with the pace and
variation of the livewire Hong Kong
player. Lee was quick with the rst two
games, taking just nine and 11 minutes
to go 2-0 up, before the German made
a comeback of sorts, leading 6-2 and
then slugging it out till 9-9, before two
winners from Lee sealed the issue.
