- Safety in compliance with a new standard

The growing demand for metal-enclosed medium


voltage switching systems is making it more difficult to test safe voltage isolation and carry out
phase comparison on these systems. There are
now voltage testing systems available which meet
all safety requirements .
The professional insurance association
(Berufsgenossenschaft) for precision
mechanics and electrical engineering
recorded the lowest rate of accidents caused by electricity over its entire history of
more than 100 years. A reason for this
being the improved protection for operating personnel working on electrical
equipment, which has been achieved by
enclosing medium voltage switching
systems. This has also improved the protection against environmental influence
and arcing faults. This separation, however, also meant it was no longer possible
to verify safe voltage isolation and carry
out phase comparison on these systems.
The metal casing isolates all live components from the surrounding area.

Capacitor voltage divider as


part of the testing system
For this reason there has been a growing
demand for voltage testing systems in
metal-enclosed switching systems.
The application of these systems has
hitherto been regulated by the draft standard [1]. The harmonized European standard EN 61243-5, which basically includes the already valid international standard IEC 61243-5 is now to replace the

draft standard within the next 12 months.


In the course of the standardization of
medium-voltage networks, problems are
still occurring, particularly in the new
federal states of Germany. Here switching systems are still operated with low
voltage. As it is planned to bring these
systems up to the rated voltage, the voltage testing system must therefore also
function correctly in both cases.
The companies Dehn & Shne,
Neumarkt, and the Elektrotechnische
Werke Fritz Driescher & Shne,
Moosburg, have developed a voltage
testing system where the capacitor voltage divider divides the applied phase-toearth voltage into a measurement voltage
proportional to the high voltage. Using a
special display unit the measurement
voltage can be evaluated and used both
for voltage testing and for phase comparison (Fig. 1).

Coupling electrode - multiple capacitance in the same


amount of space
The coupling electrode is the high voltage
capacitor of the voltage divider, a cylindrical capacitor arrangement cast in a cast
resin pin-type insulator. This design prevents external leakage fields from influencing the capacitance of the coupling element, as the shape of the outer electrode
leads to a shielding of the field between
the electrodes (Fig. 2). In addition to this,
the large-area electrode arrangement has a
high capacitance, this being particularly
beneficial when the operating voltage
deviates excessively from the rated voltage. As this cylindrical arrangement made
great demands on the design, the electric
field was optimized in simulation operations using the finite element method.

The design has the effect that no high field


strengths occur in the cast resin between
the electrodes which could lead to partial
discharge and even to disruptive discharge. The replacement of a conventional
pin-type insulator for one of the same size
with coupling electrode makes it possible
to retrofit a medium voltage switching
system with the voltage testing system
without difficulty.
Tests carried out in their own and in independent high-voltage laboratories showed that the valid regulations for the
coupling capacitance are complied with
with ease. Also the saline fog test (IEC
60068-2-11) showed that no insulation

resistance of the fully assembled voltage


testing system falls short of the specified
values, even under these conditions. For
this reason the measuring sockets are of
a fit design provided with sealing rings
and covered with a cast resin bead. The
plug of the connecting module is held on
the insulator by a notching mechanism
which can be released manually (Fig. 3).

Testing the off-load condition and phase comparison
on medium-voltage switchgears is gradually becoming
a problem, based on their increase in use.
Voltage testing systems have therefore been introduced to meet all safety requirements in such systems.

In VDE 0682 Part 415 (IEC 61243-5) the minimum


requirements and testing conditions are specified for
capacitive voltage testing systems.

Coupling parts are components of a withdrawable


voltage testing system which are fixed-mounted in a
switchgear.
The coupling part comprises the individual components coupling capacitor (1), connecting lead (5), voltage restricting rupture joint (2), measuring circuit (3)
and measuring point (4).
The coordinated components, capacitive DRIESCHER divider insulator and interface module form a
complete coupling part.
The capacitive DRIESCHER divider insulator takes
up the coupling capacitor, all the other individual
components, such as the voltage restricting rupture
joint, measuring circuit and measuring point are
integrated in the interface module. Regarding its
response threshold, the interface module is designed for 3-phase alternating current systems.

In order to achieve a clear indication, the coupling


parts must be designed in such a way that at a
phase-to-earth voltage of max. 45% of the rated voltage, the indication of "Voltage available" is ensured
at the display. Below a phase-to-earth voltage of 10%
of the rated voltage, there is to be no indication at the
display. These limit values apply irrespective of the
design of the voltage testing system (HR-, LRM
system). This means that the interface voltages of
90V~ for the HR system and 5V~ for the LMR system
must be reached within the above limits, depending
on the respective design.

Coupling elements as defined in VDE 0682 Part 415
(IEC 61243-5) are preferably installed in medium-voltage switchgears in compliance with DIN VDE 0670
Part 6. The voltage specification is, however, different in both standards.

nominal voltage and in DIN VDE 0670 Part 6 for
