Mr.RyanalsoforcefullywarnedMr.Obamaagainstusingexecutiveactiontoclosethedetentioncenterat
GuantanamoBay,Cuba,andtransferitsdetaineestotheU.S.
Bothchambersrecentlypassedtheannualdefensepolicybill,whichcontinuesabanontransferring
GuantanamodetaineestotheU.S.through2016.
Thepresidentwouldbeexceedinghisauthority,Mr.Ryansaid,emphasizingthatHouseRepublicans
woulduseeverymeansatourdisposal,possiblyincludingalawsuit,toblockanexecutiveaction.
