CHAPTER I
INTRODUCTION
This chapter consists of background, problem statement, the objective, the
significance and the scope.

A. Background
English ability is a must to stand in global competition. In fact, English
language proficiency of students at the elementary level, junior high school, senior
high school, even at the college level was not optimal and tends to decrease the
quality of the students. This condition is confirmed by Syamsir Alam, the author of
CIE-Indonesia Belajar in his article Guru dan Kualitas Pembelajaran Siswa on
Monday, November 1st 2010.
Time of learning English in junior high school and senior high school is
actually quite appropriate because it is a compulsory subject. In junior high school,
English is taught for 4 hours of lessons per week. While in high school, English is
taught for 4 hours per week in class one and two. When stepping on the third grade,
students receive the greatest share of English lessons for 5 hours per week for the
Department of Social and Natural Science, and language gets 11 hours of lessons per
week. In one academic year, amounting to 36 weeks, junior high school students get
English lessons for 130 hours of instruction and 368 hours of study in three years. If
the hours of lessons in junior high and high school are accumulated, the students have

spend 736 hours of lessons. This is the significant number of time to be able to master
a foreign language.
Nowadays, people complain about the lack of students' speaking skills. The
same complaint is also felt by college students who receive a high school graduate.
Many of them cannot speak English even introduce themselves. They are asked to
complete the task of reading books in English to feel overwhelmed and even not
"sound" at all, still doubt to speak and have not confident to communicate each other
by using English language.
In fact, not all students who have studied English for years are able to speak
English. The students usually face some troubles in classroom or even social
interaction that they can not express their ideas, arguments, and feelings appearing in
their mind communicatively. They sometimes can understand what others say, but
they are not able to communicate it. One of the biggest problems for students is to
speak fluently and correctly because in mastering speaking skill the students must
speak and think at the same time. It means that being fluent and correct in speaking
need critical thinking competence since it is believed that language is a means to
think.
In addition, among the factors, one of which is due to a boring class.
Generally, the condition that the class is far from stimulating the learning process of
students and even imprisons intelligence. The statement above was written in books
such as The End of School by Everet Reimer and the Pedagogy of Paulo Freire
Opressed in view as well as The End of Education by Neil Postman.

Teachers must be able to organize the learning process fun and educating
students. Learning in the classroom and outside the classroom is not just to deliver
information to students. Organized learning must involve teachers as well as overall
mental and sensory acts in total, so it is not just the consumption of the brain alone.
Teachers should train students to learn the ideas, solve problems, and reflect on what
they learned in their life. No matter how sophisticated the technology used creatively
if not then very little contribution to the learning outcomes. Media will lose their
meaning if the activities are made less attractive and poor variety. Teachers should be
confident and creative in using the media as simple as any.
Media will be the effective medium when the teacher is able to package some
of the activities that allow students to develop themselves actively. Instead, the media
will only be a burden both in the process and its use by the media when it was the
whole process is covered by the teacher. This means that with the media will also
have a kind of catalyst for a "shared responsibility" in the learning process.
In learning and teaching process, there are three types of media, they are audio
media that uses sense of hearing example radio and tape, visual media that uses sense
of sight example flashcard and silent film and audiovisual media that uses sense of
hearing and sight example film and video. Audiovisual media consists of audiovisual
silent (sound slide) and audiovisual motion (film and video tape). Broadcasting video
is an example of audivisual media.
About the relation between speaking and broadcasting, Pane stated :

Good communication occurs when listener or viewer receives an undistorted


and effective impression of the ideas of the writer or of the ad lib spaeaker, with
proper emphasis on each of the parts that make up the whole. Radio and television
Announcing centered in interpretation, articulation, phonetic, how to use the
microphone and perform in front of the camera, pronunciation, ad Libing, scrip
reading, adaptation with people involved with the broadcast media, master the
pronunciation of a foreign language (Pane, 2004, p. 6 and 10).
Related to the statement above, audiovisual media is the greatest one to use in
learning and teaching process. Marshall (2002) cites the conclusions of Wiman and
Mierhenry (1969), extending Dales Cone of Experience, that: people will
generally remember: 10% of what they read, 20% of what they hear, 30% of what
they see and 50% of what they hear and see. As we know, the students have
differences in learning style so through audiovisual media, it can include all these
students` learning styles.
Based on the researchers experience, students were not good at English
speaking because of some factors. First, the students do not understand, what actually
the aim of speaking English is. The students practice English speaking only as
compulsory to fulfill the task from the teacher. Second, the students do not have self
confidence to speak in front of the class. Finally, students need variety in learning
speaking. Some problems above are relevant to some factors that cause the students
unable to improve their speaking. Amin (2004:1) stated that the learning to speak
does not support the students to get the optimal standard achievement, because some
problem cannot be avoided like: 1) the students do not know what their aim of
learning English is, 2) the condition and the situation in the classroom have not been

designed naturally for speaking, 3) and the students still lack the correct application
of grammatical rules, the appropriate word choice and meaning, and the appropriate
(acceptable) pronunciation and fluency.
Speaking ability of students is less. The less of their speaking ability is
influenced by some factors, namely: the students have not confidence to speak in
front of class and the teachers only use textbook and does not have teaching variety to
stimulate students` motivation. That`s why the researcher offers an audiovisual media
to influence their speaking ability by using news broadcasting video.
Based on the statement above, the researcher is inspired to find out about The
Influence of News broadcasting video on The Speaking Ability of Students.
B. Problem Statement
Based on the background presented above, the problem of the research is
formulated in the following questions:
Can the use of news broadcasting video influence speaking ability of
students?
C. The Objective of this Research
In line with the research question previously the objective of this research is to
find out whether or not the use of news broadcasting video can influence students`
speaking ability of students.
D. The significance of this research
The findings of this research are expected to be a useful reference for English
teachers, students, and researcher.
1. Teachers

Teachers can apply news broadcasting video as a way to influence


students' speaking ability and also be helpful in creating fun situation and
active learning.
2. Students
Students can be helpful to influence their speaking ability. Do not get
bored in the class because they will get something new in learning
process.
3. Researcher
The result of this study can be used in teaching learning process in
creating a comfortable and active in the classroom.
