REZUMAT:Scopul acestei lucrri l constituie


investigarea
mecanismului
transferului
de
cunoatere ntre universiti i inteprinderi.
Universitiile au devenit din ce n ce mai implicate
n transferul de tehnologie prin stabilirea unor
centre de transfer tehnologic, incubatoare de afaceri
i parcuri tehnologice. Lucrarea prezinta unele
aspecte cu privire la Centrele de Transfer
Tehnologic, a activitilor specifice n aceste entiti,
avnd un exemplu real, UCB-PITT, o entitate
nfinat n cadrul Universitii Constantin Brncui
din Trgu Jiu.

ABSTRACT: The purpose of this paper is to


investigate mechanisms of knowledge transfer
between firms and universities. Universities have
become increasingly involved in technology transfer
by establishing offices of technology transfer,
business incubators, and technology parks. This
paper presents some aspects of technology transfer
centers, specific activities in these entities, with a
real example, UCB-Pitt, an entity founded the
University Constantin Brancusi of Targu Jiu.

1.INTRODUCTION

ntr-o economie a cunoasteri, cunoatere
devine cea mai important resurs, Factorii
tradiionali ca:pamntul, capitalul i locul de
munc nu dispar dar devin factori secundari.
Cunoatere devine un factor esenial pentru
societatea viitorului. Difuzia inovaiei "i
convergena tehnologiilor de vrf" va juca
un rol-cheie n accelerarea importanei
cunoaterii n contextul globalizrii.
Principalele ri dezvoltate ale lumii
investesc o parte important de PIB n
cercetare. De exemplu, Statele Unite
investete 2,5% n cercetare, Japonia, mai
mult de 3%, Uniunea European dorete s
investeasc 3% din PIB n cercetare
(Obiectivul Lisabona). Ca exemplu Program
Cadru 7 de cercetare 2007-2013 dezvoltat
de ctre UE are un buget de 67.8 miliarde

In a knowledge economy, knowledge


becomes the most important resource,
traditional factors as: land, capital and work
do not disappear but become secondary
factors. The knowledge becomes the only
really relevant intangible asset. The
innovations diffusion and the high
technologies convergence will play a key
role in the knowledge importance
acceleration in the globalization context.
The most developed countries from the
world invest an important part of their GDP
into research. For example, the United
States invests 2.5% in research, and Japan
more than 3%. The EU wants to invest 3%
of GDP in research ( Lisabona obiectiv).
For example, the 7th Research Framework
Programme 2007-2013 developed by the
EU has the biggest budget an amount of
67.8 billion EUR and four specific

euro i patru programe specifice: cooperare,


idei, oameni i capaciti.
Statele Unite, n ansamblu, guvern,
universiti, i instituii non-profit aloc
aproximativ 95 miliarde dolari pentru
cercetare iar din industrie se aloc
aproximativ 181 miliarde dolari. Acest lucru
reprezint 34%, fonduri atrase din surse
publice i 66% fonduri atrase din mediul
economic
Prin transfer de tehnologie universitile
ofer companiilor din sectorul comercial,
acces la noile descoperiri i inovarea ce
rezult din cercetare. Parteneri industriali
dezvolta aceste invenii i obin produse de
fabricaie.
Universitiile caut s faciliteze transferul
de inovaii tehnologice companiilor private,
n scopul de a crea locuri de munc i a
contribuii la dezvoltarea economic local,
ncercnd, totodat, s atrag surse de
finanare suplimentare pentru cercetarea
tiinific universitar.
Prin urmare, relaia dintre predare i
cercetare este corelat n mod pozitiv.
Cercetarea ajut cadrele didactice s-i
desvreasc pregtirea n domeniile lor,
un interes activ n domeniul cercetrii
contribuiind la creterea eficacitii actului
de predare.

strategice ale entitilor de tip Centre de
Inovare i Transfer Tehnologic. Necesitatea
de a face cunoscute tehnologiile noi n
Romnia i Europa fiind un factor cheie n
asigurarea, att a competitivitii ct i a
independenei entitilor de acest tip.
Educaia i formarea profesional,
transferul de cercetare i dezvoltare sunt
principalii factori de dezvoltare a procesului
de generare de afaceri. Universitile sunt
obligate s funcioneze ntr-un mod mai
antreprenorial, comercializarea rezultatelor
cercetrii contribuind la dezvoltarea
mediului economic.

In the United States, overall, the
government, universities, and non-profit
institutions fund roughly $95 billion of
research and industry funds approximately
$181 billion. This is 34% public and 66%
business.
Through technology transfer the
universities provide commercial sector
companies with access to new discoveries
and innovation resulting from research.
Industrial partners develop these inventions
and manufacture products.
Universities seek to facilitate the
transfer of technological innovations to
private companies, in order to create jobs
and contributions to local economic
development, trying also to attract
additional funding sources for scientific
research university.
Therefore, the relationship between
teaching and research is positively
correlated. Research helps teachers lead the
way in their fields, and an active interest in
research
contributes
to
teaching
effectiveness. Education and training are
considered to be some of the main.
Research, technological innovation
and technology transfer are strategic
elements of the entities of type Center of
Innovation and Technology Transfer. Need
to make new technologies known in
Romania and Europe as a key factor in
ensuring
the
competitiveness
and
independence of such entities.
We find that education and training
and R&D transfer are, among others,
some of the main factors of the business
creation process. Universities are being
required
to
operate
in
a
more
entrepreneurial way, commercialising the
results of their research and spinning out
knowledge-based enterprises.

2.Inovation
Transfer

n mod curent, o ntreprindere este


perceput ca fiind principalul purttor al
inovrii, capacitatea inovativ, fiind
determinat de numeroi factori cum ar
fi[1]:

baza material;

mijloacele financiare;

informaii de pia;

staff- ul managerial calificat i


competent;

potenialul creativ al resurselor


umane;

nivelul expertizei ntreprinderii.


Pe lng potenialul deinut de acestea,
un aport nsemnat n domeniul inovrii, al
caracterului inovativ, l asigur realizrile
colectivelor din universiti, institute de
cercetare, doctoranzi, studeni.
Marile ntreprinderi, dein resurse, ns
sunt conservatoare n a-i asuma riscurile
dezvoltrii rapide a sferei inovative. La
rndul lor universitile, institutele de
cercetare, doctoranzii sau studenii nu
dispun de resursele de finanare necesare
promovrii idealurilor inovative, lucru care
se poate realiza, dezvolta prin aceste centre
de inovare i transfer tehnologic.
IMM-urile, n general mult mai
flexibile, sunt mai interesate n susinerea
activitilor inovative, dar, de cele mai
multe ori, nu posed resursele umane,
materiale i financiare, vitale pentru
amorsarea procesului inovativ.
IMI-urile, pot asigura preluarea mult
mai rapid a cunotiinelor generate din
activitatea de cercetare i transpunerea
acestora n practic.
Dezvoltarea economic durabil a fost
determinat ntotdeauna de inovare i
transfer de tehnologie. Pentru a putea fi
realizat cu succes, transferul tehnologic
trebuie s aib ca int nevoia de satisfacere
a pieei cu produse, tehnologii i servicii noi
sau modernizate.

Currently, a company is perceived as


the main carrier of innovation, innovative
capacity, as determined by various factors
such as [1]:
the material;
financial resources;
market information;
Staff trained and competent management;
creative potential of human resources;
the expertise of the company.

caracterului inovativ, l asigur realizrile
colectivelor din universiti, institute de
cercetare, doctoranzi, studeni.
Large companies, have resources, but
are conservative to take risks the rapid
development of innovative sphere. For their
universities, research institutions, doctoral
students or students lack the resources
necessary to promote the ideals of
innovative financing, which can be achieved
by these centers develop innovation and
technology transfer.
The SMEs are generally more flexible,
are more interested in supporting innovative
activities, but often do not possess the
human, material and financial resources,
vital to ignite the innovative process.
The IMI sites may provide more rapid
acquisition of literacy generated from
research and translate them into practice.
Sustainable economic development
was always determined by innovation and
technology transfer. To be successfully
implemented, technology transfer must be
targeted at meeting the market need for
products, technologies and new or upgraded
services.
Innovation and Technology Transfer Center
provides technical advice to small
technology or seeking technical know-how.

extensively,

mici care doresc tehnologie sau de knowhow tehnic.


Rezultatele cercetrii din universiti
sunt pe larg, n mod liber, precum i public
difuzate prin intermediul publicaiilor,
conferinelor, contractelor de consultan,
asociaiilor n participaiune, i brevetelor.
Accesul la astfel de surse de informaii
avansate este vital pentru cercetarea din
industrie. Procesul de introducere a unei
tehnologii
pe
pia
este
numit
comercializare de tehnologie. Transferul
de cunotine este o problema practic de a
transfera cunotiine de la universiti la
firme[2].
Capacitatea firmelor de a se dezvolta
sau de a mbunti n mod semnificativ
produsele lor i procesele de fabricaie
depinde n primul rnd de capacitatea de
identificare, achiziionarea, integrarea i
aplicare a cunotinelor noi de ctre
persoane din firm.
Tehnologia se refer la instrumente
de schimbare a mediului, n timp ce
cunotiinele ntruchipeaz teoriile i
principiilor care ne ajut s nelegem
relaiile dintre cauze i efecte. Transferul
tehnologic este o construcie referitoare la
instrumentele cunoaterii, bazndu-se pe
seturi de instrumente concrete stocate n
planuri, baze de date, manuale, precum i
alte forme de documente, cum ar fi
brevetele.
Aceaste atribute transform
tehnologia ntr-un produs ce poate fi uor
supus tranzaciilor comerciale.
Universitile au avut tendina s se
concentreze pe rolurile lor tradiionale, de
predare i cercetare pentru a sprijini nevoile
mediului de afaceri, mai degrab dect pe
capitalizarea de cunotine.

extensive sources of advanced information
is vital for industry research. The process of
introducing a technology into the
marketplace
is
called
technology
commercialization. Knowledge transfer is
the practical problem of transferring
knowledge from universities to firms. [2]
The capability of firms to significantly
develop or improve their products and
manufacturing processes epends primarily
upon the capacity of identification,
acquisition, integration and application of
knowledge by individuals in the firm.
Technology refers to tools for changing the
environment, while knowledge embodies
theories and principles helping us to
understand the relationships between causes
and effects.
Technology transfer is a construct
referring to the instrumentality of
knowledge, to sets of tangible tools stored
in blueprints, data bases, manuals, and other
forms of documents such as patents. This
attributes transform technology into
products that are easily amenable to
commercial transactions.
The Universities have tended to
focus on their traditional roles, teaching and
research to support business needs, rather
than the capitalization of knowledge.
Tensions in which researchers
operate, on the one hand, the traditional
universities, which encourage researchers to
publish concurez universities with
entrepreneurial vision, which ncurajez
researchers to consider their publications as
knowledge assets that can be transferred to
outside the scientific community. In
Romania, only a few universities have
adopted an entrepreneurial orientation.
Since the beginning of the 1990s,
the Romanian university system has been
changing significantly through the several
reforms. These reforms gave new
opportunities to universities in defining and

modificat n mod semnificativ prin
intermediul mai multe reforme. Aceste
reforme au dat noi posibiliti universitilor
n definirea i urmrirea strategiilor lor. Cu
toate acestea, cercetarea i educaia sunt
tratate, ca servicii care consum fonduri, i
nu ca fiind principalele modaliti pentru
realizarea de valoare adugat.
Universitiile drept facilitatori de
transfer de cunotine sunt catalizatori
fundamentali pentru dezvoltarea regional
economic i social. Prin urmare, rolul
universitilor n ridicarea potenialului
societii devine relevant, transferul
tehnologic devenind un mecanism valoros
prin care industria poate accelera activitile
de inovare putnd obine un avantaj
competitiv prin cooperare.
Mijlocele de transfer de tehnologic
nu sunt simple. Exist diferite canale de
transfer tehnologic, comerul cu bunuri i
servicii, contractele de acordare a licenelor,
deplasrile de specialiti, precum i livrarea
de tehnologie de la o companie-mam,
universitate, sau de alte unitati de cercetare
i firme.
In prima etap, fluxurile de
tehnologie sunt de la Universitatea la firme,
iar n a doua etap, tehnologia deinut de
firm, este difuzat la alte companii. Cu
toate acestea, a doua etap de difuzie
tehnologic are loc prin rute diferite i este
extrem de dificil s fie specificat prin date
statistice.n ultimul timp, atenia s-a
concentrat asupra canalelor de transfer de
tehnologie ntre universiti i industrie.
Figura 1 ofer cadrul conceptual de
analiz a factorilor determinani ai
transferului de cunoatere i tehnologie ntre
ntre universiti i ntreprinderi. Relaiile
Universitiilor cu companiile se formeaz
dintr-o serie de tranzacii secvenionale,
cum ar fi sponsorizarea cercetrii, licene,

knowledge transfer are the fundamental
catalysts for regional economic and social
development. Therefore, raising the
potential role of universities in society
becomes relevant, technology transfer has
become a valuable mechanism that can
accelerate industry innovation activities
may obtain a competitive advantage through
cooperation
The means of technology transfer
are not simple. There are various channels
of technology transfer including trade of
goods and services, licensing contracts, and
movements of engineers as well as the
supply of
technology from a parent
company, university, or other research units
and firms. In the first stage, technology
flows from the university to firms, and in
the second stage, the technology held by the
firm, is diffused
to the other companies. However, the
second stage of technological diffusion
occurs through various routs and is
extremely difficult to be specified by
statistical data.
More recently, attention has focused
on technology transfer channels between
universities and industry.
Figure 1 provides the conceptual
framework that guides our analysis of
determinants of knowledge and technology
transfer activities between universities and
firms. Universities relationships with
companies are formed through a series of
sequential transactions such as sponsored
research, licenses, spin-off firms and labour
mobility.
Universities are involved in a twophase process that involves first the
production of knowledge and then its
application and diffusion. Linkages between
academic and industrial research appear to

spin-off firmelor i mobilitatea forei de

Universitile sunt implicate ntr-un

producia de cunotine i apoi aplicarea

dintre cercetare academic i industrial par

finanare.Exist credina c, concurena
pentru finanare, diversitatea surselor de
finanare, i, n general, un sistem
descentralizat de finanare ar conduce la
mbuntirea relaiilor dintre universitii i
industrie. n plus, sistemele descentralizate
tind s fie receptive la industriile locale.
Producia de cunotine este din ce n ce mai
trans-disciplinar i depinde de capacitatea
cercettorilor de a lucra cu un spectru larg
de discipline. Un sistem rigid privind
finanarea proiectelor de cercetare va inhiba
aceste interaciuni i va limita transferul de
tehnologie.
Aa cum se prezint n figura 1,
modelul conceptual relev importana
cunoaterii ca surs major de inovare.

pentru identificarea factoriilor productori
de cunotine i a activitilor de transfer de
tehnologie ntre firme i universiti acestea
conducnd la avantaje din punct de vedere
al competitivitii pentru companii i
fonduri suplimentare pentru universiti[3].

centralization of the funding system. There
is a belief that competition for funding,
diversity of funding sources, and, in general,
a decentralized funding system would be
more
conducive
to
university-industry
relationships. In addition, decentralized
systems tend to be responsive to local
industries.
Knowledge production increasingly
is trans-disciplinary and depends on the
ability of researchers to work with other
across a broad spectrum of disciplines. A
system that adheres to rigid disciplinary
boundaries in funding research projects will
inhibit these interactions and thus may limit
technology-transfer opportunities.
`As illustrated in Figure 1, a conceptual
model is in line with the importance of
knowledge as a major source of innovation.
This model offers a clearly defined process
for identifying the determinants of
knowledge
and
technology
transfer
activities between firms and universities that
leads to competitive advantage for
companies and additional funds for
universities.[3].

5.Structura Organizatoric A Ucb-Pitt
Organismul de conducere al Parculul
de Inovare i Transfer Tehnologic este
Consiliul Director, subordonat Senatului
Universitii Constantin Brncui din Trgu
Jiu.
Conducere este asigurat de un
Consiliu Director condus de un Director
General numit prin decizie de Rectorul
Universitii Constantin Brncui din Trgu
Jiu i confirmat de Biroul Senatului.
Consiliul Director este format din directorii
celor patru centre componente, un prorector
i un director al unui centru de cercetare de

5.The Organizational Structure Of UcbPitt
The governing body of Parculul of
Innovation and Technology Transfer is the
Board of Directors, University Senate
subordinate Constantin Brancusi of Targu
Jiu.
Leadership is provided by a board of
directors headed by a CEO appointed by
decision of the Rector of Constantin
Brancusi of Targu Jiu and confirmed by the
Senate Office. Board of Directors is
composed of the heads of the four centers
components, a vice-rector and a director of
a research center of excellence in the UCB
appointed by the Senate Office. The
mandate of board members is 4 years. The
Director General will present Senate
Constantin Brancusi University of Targu
Jiu, annual reports, of The Innovation and
Transfer Technology Park (UCB-PITT).

6.CONCLUZII

6.CONCLUZIONS

Se poate aprecia c prin crearea


acestor entiti pe lng universiti,
institute de cercetare, platforme de CDI, se
poate insufla un avnt n dezvoltarea
tehnologic regional, dezvoltarea spiritului
inovativ n rndul cadrelor didactice,
studenilor, cercettorilor, masteranzilor,
doctoranzilor. Este o bun oportunitate de a
realiza transferul tehnologic spre marea
