This is where the dam will be built and how it will look once the new locks begin
operations. Vessels transiting through the new third set of locks will navigate 9
meters above those transiting through the existing Canal.

The more locomotives we have, the more vessels we can transit through the locks
simultaneously.
The use of locomotives allows us to get this close to the locks gates, and to maintain
the vessel this close to the locks walls.
Slide 22
For a vessel of the size the ACP suggests that we take through the new locks, the
clearance on each side, between the hull of the vessel and the locks wall, would be
about 3 meters. A change in heading of one degree would result in a lateral motion of
4.27 meters at the quarter. This lateral motion would cause the hull of the vessel to
make contact with the locks wall, causing damage to the vessel and possibly to the
locks structure.
Recommendations After analyzing the proposal and having watched our Belgian
colleagues perform lockages with the assistance of tugboats, we reached to the
following conclusions:
Scenario A Same size of locks and vessel (Locks 427 mts long and 55 mts wide and a
vessel 366 mts LOA and 49 mts in beam) we recommended the use of locomotives. As
we all know, the use of locomotives has been discarded.
Scenario B To maintain the same size of vessel (366 mts LOA and 49 mts in beam) we
recommended bigger locks (488 mts long and 61 mts wide). Unfortunately, contracts
have been awarded already and a decision was made, base on budgetary constraints,
to build smaller locks. These two scenarios are in concurrence with the
Based on information provided to us a week ago, we now know that the new locks will
be 488 mts long when measured between the outer gates. This new dimensions are in
line with what we proposed for the LOA of the design vessel, but is still too narrow for
the beam of such vessel.
