Background
PAGASA is the sole government agency mandated to provide the Filipino people with realtime information on weather conditions that may impact their daily chores, safety and
economic prosperity. One its strategic actions to cope with is by disseminating digital
information to every sector of society, especially the general public. With the exceptional
popularity of mobile communication devices nowadays, PAGASA aims to enhance its mobile
presence by developing extremely immersive, engaging and high-performance cross
platform mobile app.
II.
Objectives
To provide smartphone clients with better user experience and user-friendly visual interface
on weather information, the mobile app development service aims to:
Translate PAGASA products into a valuable digital contents using latest technology.
Provide updated daily weather information in intuitive user interface.
Provide the mobile clients freedom to choose which platform to use.
Expose PAGASA app to a wide audience and help it stand out from other similar app.
III.
Qualification Requirements
The Mobile Application Developer must have:
At least Bachelor's/College Degree on Computer Science/Information Technology
/Computer Engineering or equivalent.
One (1) year of working experience in the design and building of mobile application
on cross platform.
Knowledge in mobile landscape, architecture, trends and merging technologies.
Experience PHP, HTML5, CSS, Javascript, Adobe Photoshop, SQL, or any equivalent.
Experience in API integration/any 3rd-party libraries.
Sufficient knowledge in Android development using Android Studio or Eclipse, and
Java, w/ compatibility across major Android versions/devices.
sufficient knowledge in iOS development using Xcode and Swift or Objective-C
language or in any relevant mobile app development tools.
IV.
Visually conceptualize the main features, the approximate layout and structure of the
application. Develop rough sketches and lay out the foundation for future interfaces
whereas the sketches can be used as reference for the next development stage.
Provide and discuss technical requirement and design inspiration to the proposed app.
Create and submit a wireframe and storyboard. This is to build a roadmap that will help
understand the connection between each screen & how the user can navigate the app.
Draw a sketch of the servers, APIs, and data diagrams. Modify your wireframes and
storyboard according to technical limitations, if there are any.
Phase 2:
Testing and reviewing of the prototype. Identification of flaws and dead-end links.
Build the back end of the app. Setup server, databases, APIs, and storage solutions. If
needed, integrate the app to the data sources either thru direct XML or API.
Designing of app "skins" with consideration to feedback received from prototype users.
All comments will be the guide in finalizing the UI (User Interface).
Conduct another rounds of testing to verify the flow from screen to screen. Validate if
the actual app concept is completely in place, all graphics inserted, and all text as it
should be.
Phase 3:
Revise and continue to build based on more feedback collected from users. Accomodate
change of layout or change of something on the back end if requested.
Refine each detail until the product is complete and submitted to platform's official apps
store like Google Play or iOS Store for review and approval.
V.
Coordination
The mobile application developer shall:
Directly coordinate with PAGASA web devops team for proposed UI and contents thru
email, phone and group meetings.
Submit or present weekly progress report to JPOW Expert handling the project.
Attend scheduled group meetings and discussions if required.

ON ENHANCEMENT OF PAGASA MOBILE PRESENCE USING
CROSS PLATFORM MOBILE APPS
1. Name of Project:
Mobile Application Development Services on Enhancement of PAGASA Mobile Presence
Using Cross Platform Mobile Apps (hereinafter referred to as the Service).
2. Application of these Terms of Reference:
This Terms of Reference (TOR) contains the terms and conditions applicable to proposals
submitted in connection with the Service for J-POW Project Office.
3. Proposals:
A consultant proposing to undertake the Service (the Consultant) shall submit Technical
Proposal, based on the Scope of Work, TOR, and/or other materials and information made
available.
4. Scope of Work:
The Scope of Work described in Attachment 1 of this TOR.
5. Terms of Contract
Terms of Contract for the Service shall be from 1st January 2016 to the date the Consultant
finish all required work written in the Scope of Work, Attachment 1.
6. Expected Consultant:
Mobile Application Developper
4 M/M (man/month)
PHP 100,000.00
All payment shall be made after the J-POW Project Office approved the quality of service rendered. If the mobile application developer is unable to complete the service
within the duration of service, the payment shall be withheld.
8. Joint Venture
Joint Venture of 2 companies is not allowed.
9. Double Assignment
The Consultant to be assigned can be concurrent with other tasks and contracts during
his/her assignment term provided that it does not conflict or affect the man/months he/she is
in contract with J-POW Project Office.
10. Procedure of Proposal Submission and Interview
(1) Inquiry
Any inquiry shall be made on or before 12:00pm on Wednesday, 2nd December 2015 in
writing.
(2) Reply to Inquiry / Amendment
J-POW Project Office will notify the answers to inquiry/ amendments on or before 05:00pm
on Wednesday, 2nd December 2015 by E-mail.
(3) Technical Proposal
(A) Deadline: 05:00pm on Thursday, 3rd December 2015
(B) Number of Copies:

(4) Interview
The selected consultant informed by J-POW Project Office by 05:00pm on Friday, 4th
December 2015 will be interviewed at J-POW Project Office on Monday, 7th December
2015.
11. Contents of Technical Proposal
The technical proposal shall consist of the following:
(1) Identification of the Consultant (Free Form)
The Consultant must provide a description of itself, which shall include the following information:
(A) Name of the entity/ Consultant
(B) Mailing address
(C) Telephone, fax numbers and e-mail address
(D) Nature of the main business activities and area of specialization
(6) Consultant / consultant firm at his / her own expense obtain and maintain for the duration
of the contract an insurance coverage for his staff up to third person for injuries or death
that may arise for whatsoever reason as mentioned in Article Insurance in the Contract.
(7) Use of JICA logo in proposals is prohibited.
