MOTION FOR INJUNCTION AND RESTRAINING ODRER TO BLOCK LAWRENCE

KANSAS MUNICIPAL COURT JUDGE SCOTT MILLER FROM RETALIATING
AGAINST NEIGHBORS, BY REVOKING HIS DRIVERS LICENSES FOR FAILURE
TO APPEAR

Comes Now Guy Neighbors Propria Persona Im representing myself in Propria Persona (in
your own person) or pro-per Qualified me as an attorney in fact, according to Blacks Law
Dictionary. By asserting my Sovereign Right to represent myself in legal matters establishes my
status as my own attorney. To proceed in Pro Per, means that the court cannot impose the same
standard up on me as are imposed on a licensed attorney. This court will treat me as my
own attorney, differently that it would treat me as the defendant, and moves this court to
Issue an Injunction and Restraining Order pursuant to Rule 65. (a) (b) (A) to block Judge Scott
Miller, and City of Lawrence Municipal Court from Suspending Neighbors drivers licenses
pursuant to K.S.A. 8-2110. Municipal court lacks Judicial Authority, and is retaliating against

Neighbors, for bringing notice to the City of Lawrence, and Municipal Courts UnConstitutional Policies and Procedures.
The letter marked Exhibit D will show the alleged dispute is Neighbors failed to appear;
however exhibit A will show a pleading was filed in the case within the 30-day time frame
mentioned in the letter. The pleading was titled Notice of Removal To: The United States
District Court For The District Of Kansas. This document was filed to inform municipal court
the case would be moved to Federal Court, to be connected to the current civil case that is
pending, based off the same Unconstitutional City of Lawrence policies and procedures that are
being enforced without judicial authority. The Lawrence Municipal Court is Not a court of
record, there is no jury, therefore the procedures in municipal court and the citation process is
violation of the constitution. Judge, Scott Miller, has a conflict in this case (Neighbors has
pending civil action against Judge Miller) and as such would be violating his code of ethics in
continuing to make decisions in any case that Neighbors would be involved.
It would appear that Judge Miller, is Retaliating against Neighbors, by marking the paperwork
as a failure to appear when Neighbors, clearly filed something in the case. Neighbors filed to
have the case heard in a court or record, and the Judge is out of Order for punishing Neighbors,
for moving the case. This retaliation had no legal basis and further damaged Neighbors, in his
causes of action.
Relief:
Neighbors, request this court to block the City of Lawrence and or Municipal Court from
proceeding with moving to suspend Neighbors drivers licenses, based on retaliation, and the
distorted fact that Neighbors failed to appear.
