Introduction
During the year, the world and India changed in several ways. The assertiveness of
China was palpable in East Asia wherein China-Japan relations deteriorated and
tensions rose dramatically in the East China Sea and the South China Sea. The US policy
of rebalancing and pivot to Asia continued to create strategic uncertainties with the
attention of analysts focused on the trajectories of US-China relations and US relations
with its allies. Tensions between Russia and the West escalated over Ukraine. Territorial
adjustments took place in the heart of Europe as Crimea announced that it has detached
itself from Ukraine and merged with Russia. The Middle East remained in the grip of
extreme uncertainty with a raging civil war in Syria, growing sectarianism and the rapid
rise of Al-Qaeda and Al-Qaeda like groups in West Asia and North Africa. Terrorism
spread its tentacles in Africa also. One silver lining was the beginning of talks between
Iran and P5+1 on the nuclear issue. Terrorism and maritime security dominated the
international security agenda. The still underdeveloped idea of Indo-Pacific attracted the
attention of analysts. India's neighbourhood continued to witness instability with
increasingly radicalization in Pakistan and deteriorating political divisions in
Bangladesh. Elections were held in Nepal and the key test of Constitution formulation
remained unfulfilled. With ISAF forces planning to leave the country, Afghanistan was
faced with numerous political security related uncertainties.
India continued to draw the attention of the world, as the geopolitical pivot moved
towards Asia. India's diplomacy remained in high gear with numerous high-level
summits, multilateral meetings and bilateral visits taking place throughout the year.
India faced a major crisis in its foreign relations when Sino-Indian relations went
through a tense phase over Chinese incursions in Northern Ladakh in the Depsang area.
India's economic slowdown also raised questions about the regional and global
influence of India as an emerging power, though its regional and global profile remained
noticeable.
India's security environment faced numerous challenges primarily arising out of
increasing radicalization in the neighbourhood and terrorism. Domestic factors
remained critical to some aspects of India's foreign policy. There were some hiccups in
India's defence modernization as the Indian economy faced a resource crunch and the
Indian establishment found it difficult to overcome delays in procurement. The progress
in indigenization of defence production and defence R&D was also slow. The country
continued to face numerous challenges on the internal security front as well. The naxal
challenge remained prominent. The internal security structures in India continued to

remain insufficient to cope with the growing internal security threats.

IDSA scholars followed these trends with keen interest. A large number of
publications were brought out capturing the emerging challenges and opportunities. In a
series of books and monographs, scholars focused on geopolitical developments in East
Asia, the Gulf, South Asia, Central Asia, Africa, the Arctic, and the nuclear domain etc.
The publications also covered themes such as nuclear terrorism, non-proliferation,
militant groups, water, energy, defence procurements and defence industry, coastal
security, climate change, nuclear terrorism, warfare, regional institutions,
multilateralism, etc.
In a comprehensive global survey of think tanks carried out by Pennsylvania
University, IDSA was ranked 10th amongst the Top 45 Think Tanks in China, India,
Japan, and the Republic of Korea; 23rd amongst the Best Government Affiliated Think
Tanks of the world; 30th amongst the Think Tanks with the Best Use of Media (Print or
Electronic) 54th amongst Top 100 Think Tanks Worldwide (Non-US); 102nd amongst the
st
Top 150 Think Tanks Worldwide (US and Non-US) and 21 amongst the Think Tanks'
to Watch out for.
In addition, IDSA's numerous outreach programmes gathered momentum during
the year, resulting in a wide range of high-level contacts with foreign diplomats, experts,
political leaders and academics. The Institute also contributed significantly in the sphere
of training in national security as well as nurturing of young talent.
The year registered a significant all-round increase in IDSA's research and outreach
activities. The key trends are captured in the following paragraphs:-

CENTRES
IDSA's activity is focused around 13 Centres. A brief account of the main activities
of the Centres is given below:Africa, Latin America, Caribbean & UN (ALACUN) Centre
During the past year, the ALACUN Centre continued to monitor and analyse
developments on the African continent, the Indian Ocean Region, India-Latin America
relations, and relevant United Nations activities that impact the areas under study. The

Centre continued the publication of a bimonthly newsletter on Africa: Africa Trends.

The newsletter has aimed to provide readers with reviews and analysis of significant and
strategic developments taking place in African countries that impact regional and global
security. The Centre also produced the Indian Ocean Watch, a monthly newsletter that
tracked recent developments in the fields of maritime security, economic cooperation
and environmental concerns/ disaster risk management in the various countries of the
Indian Ocean region. Further, Shri Shashank, Former Foreign Secretary, Government of
India, released the book, India and Africa: Enhancing Mutual Engagement, edited by
Ms. Ruchita Beri.
The Centre also hosted several activities during this period, including a roundtable
on the Sixth IBSA Summit, a talk by Mr Charles Sabga, ICRC Regional Legal Adviser
for South Asia and Iran on the theme International Humanitarian Law and
Contemporary Armed Conflict, another roundtable on UN Peacekeeping:
Experiences of India and Brazil, the Second India-Africa Strategic Dialogue on the
theme Common Security Challenges for the Next Decade: Perspectives from India and
Africa, as part of the India-Africa Forum Summit II (IAFS) project commitments; a
conference on the theme, UNSC Reform: Perspectives and Prospects in collaboration
with the Ministry of External Affairs and an interaction with a delegation of Young
Parliamentarians from Africa.

Defence Economics and Industry Centre

The Defence Economics and Industry Centre was created in 2006 to promote
research in the area which was hitherto unexplored. Within a short span of nearly eight
years, the Centre, through outreach activities and objective research, has been at the
forefront of the national debate on issues related to defence spending, arms procurement
procedure, offset policy and defence industry. Several suggestions emanating from the
Centre have found acceptance by the Ministry of Defence (MoD).
The Centre plays a vital role in organising meetings of the MoD-Industry Forum, set
up in 2013 to facilitate direct interaction between the senior officials of the MoD and
industry. Six meetings were held in the year on a wide range of issues including defence
innovation, exchange rate variation, Medium Small and Micro Enterprises (MSME),
naval shipbuilding, defence exports, defence industrial licensing and Foreign Direct
Investments (FDI) in defence.
During the year, several research papers were published, including a Monograph on

Innovation in India: The Fault Lines.

East Asia Centre

The East Asia Centre at IDSA is engaged in research to assess the emerging role of
China, Japan and South Korea in Asia and world politics, with special focus on China. It
publishes the China Yearbook and also a bimonthly newsletter titled East Asia Monitor.
A number of research projects are being pursued currently, covering China's foreign
policy and multilateral strategy; China's military and nuclear policy; India-China
relations; and India-Taiwan relations. Experts and scholars at the Centre have published
high-quality international peer-reviewed research papers, and have travelled to
participate in international fora, seminars, conferences and symposiums representing
IDSA. Some scholars also availed various fellowships. Research findings of the Centre
suggest that India should give greater importance to Japan and South Korea. Research
indicates that economic engagement with China is important, yet India must be vigilant
about China's growing assertiveness in East Asia and South East Asia. To enhance its
research and outreach activities in East Asia, the Centre is significantly engaged in
bilateral Track-II dialogue mechanisms with think-tanks and institutes in China, Taiwan,
Japan, South Korea and Mongolia. The Centre has also established a Trilateral Dialogue
mechanism with Japanese and South Korean institutes. The Centre has briefed the
government from time to time on developments in East Asia.

Europe and Eurasia Centre

The Europe and Eurasia Centre continued to focus on issues, themes and countries
in the Eurasian geographical area. Some areas of focus have been shifts in India's
foreign policy and strategic articulation; prospects of India-China relationship; China's
relations with countries and regional organizations in Eurasia; Russia's foreign policy
with emphasis on developments in Ukraine; South Asia (India, Pakistan and
Afghanistan) and Central Asia; Central Asia in the foreign policies of the three major
powers India, Russia and China; internal developments in Russia and in Central Asian
countries and multilateral frameworks like the Shanghai Cooperation Organisation
(SCO) and Collective Security Treaty Organisation (CSTO).
Other important trends under watch were: China's economic and military
cooperation with Russia; Russia's military modernization; and developments in the
Arctic. The scholars at the Europe and Eurasia Centre analysed these issues in their OpEd and Web Commentaries, Issue Briefs and Reports wherein they studied the

implications for India. These issues were also discussed at various seminars and
conferences, roundtables, media interactions and lectures organized at the national and
international level. Amb P Stobdan's book titled 'Central Asia: Democracy, Instability
and Strategic Game in Kyrgyzstan' was released in January 2014.
The Centre organized a roundtable interaction with the Shanghai Cooperation
Organisation (SCO) Secretary General, H.E. Mr. Dmitry Fedorovich Mezentsev, at
IDSA on February 24, 2014. There was also an interaction with Russian scholars from
the Institute of Far Eastern Studies, Moscow, on the subject 'Russia-India-China and
Japan: Convergences and Divergences: Implications for the Future' on February 28,
2014 along with a talk by Dr Tatiana Shaumyan, Head of the Centre for Indian Studies,
Institute of Oriental Studies at the Russian Academy of Sciences, Moscow, on the theme
'Russia, India and Afghanistan, on November 20, 2013. These interactions provided a
platform for experts to analyse the current dynamics in the Eurasian region, the changing
international strategic environment and its implications for India.

Internal Security Centre

During the financial year 2013-2014, the Internal Security Centre worked on a
variety of policy-oriented research themes and actively organized several events
including two National Seminars. The Centre's research efforts were focussed on
insurgencies in the Northeast; Left-Wing Extremism; management of India's borders;
coastal security; and growing radicalisation and terrorism. Members of the Centre
published monographs and articles in 2013-14 on topics like 'India's Internal Security
Situation: Present Realties and Future Pathways';'Coastal Security: The Indian
Experience', 'Issues in Management of India-Pakistan International Border', etc. A
book titled 'Militant Groups in South Asia' which provides a detailed profile of various
terrorist and militant groups in the region was also published. Members of the Centre
also delivered lectures in during training programmes for the military and paramilitary
forces, both within IDSA and outside.
The Centre has also been actively engaged with the Ministry of Home Affairs
(MHA) for the past three years. During the year 2013-14, the MHA had entrusted a
number of projects including Peace Negotiations in the Northeast, Maoist Linkages in
the Northeast, Implications of Madrassa Education in Jammu & Kashmir, Social
Media's Impact on Internal Security and Law and Order. Some of these studies were
completed while others are ongoing. The Centre undertook extensive field studies and
made key recommendations on these topics. The project on Peace Negotiations in the

North East concluded that activating a pre-negotiation phase, dealing with ethnic
security dilemmas by strengthening law enforcement and utilizing back-channel
negotiations, can prove to be useful techniques of conflict resolution. These projects
received much appreciation from the MHA and subsequently, the Ministry has assigned
new projects to the Centre. Further, a joint project on Coastal Security was concluded
with the National Security Council Secretariat (NSCS). The key recommendation for
this project was that the Coast Guard should be given full responsibility for Coastal
Security.
The Internal Security Centre also organized two National Seminars. The first was
held in Guwahati on July 15-16, 2013 on the theme Strategic and Developmental
Imperatives in North East India. It was organized in collaboration with the Special
Branch of the Assam Police. It focussed on issues such as development and security of
border areas in the region; economic growth of the region through promotion of tourism;
investments in mega projects; implementation of Look East Policy (LEP) and emphasis
on the role of North East in it. The second seminar was conducted on October 9, 2013,
which deliberated upon important internal security structural issues faced by the country
and the existing response mechanism.
The Centre also organized several roundtable discussions and lectures by eminent
persons on a wide array of topics pertaining to Internal Security. The first roundtable on
Northeast's Role in India's Look East Policy (LEP), organised in September 2013. It was
aimed at inviting specific projects from the North-eastern states that could be
implemented in the region under the aegis of the ASEAN-India Vision Document 2020
as well as India's Look East Policy. The second roundtable on India's Neighbouring
Borderlands: an Anthropological Approach explored the scope of ethnicities, histories,
and nationalities of neighbouring border areas to understand them better and keeping in
mind India's national security interests. On August 26, 2013, Shri Rajeev Bhattacharya
shared his insights and experiences about a number of North East insurgent groups
whom he had interacted with during his travel deep inside the jungles of Myanmar. Lt
Gen S. A. Hasnain's lecture titled Kashmir 2014: A Review and Prognosis provided a
strategic view of the Kashmir situation through the 1990s and 2000-2013, followed by a
prognosis for the period 2014-18.

Military Affairs Centre

The Military Affairs Centre dealt with subjects like military strategy; higher defence
management; defence reforms; civil-military relations and military change during the

year. As part of its outreach, training was organised for officers from the defence
services. Interaction was facilitated both in the form of formal talks by Service Chiefs,
senior retired and serving officers as well as by holding roundtable discussions. A
number of interactions were also held with visiting delegations from foreign countries.
High profile visits included those by the Chief of Naval Staff, Admiral D.K. Joshi, Chief
of the Air Staff, Air Chief Marshal N.A.K. Browne and the National Security Adviser of
Iraq, Mr Fali Al Fayyadh. A number of seminars and workshops were held to improve
understanding of concepts related to the military.
The endeavour to better understand the work of Kautilya was taken forward during
the year. This culminated in a national seminar on Kautilya's Arthashastra. The Centre
organised a roundtable discussion on how the Army has adapted to change in Counter
Insurgency (CI) operations. This was a follow up to an international project on Military
Change. Discussion on the same subject was also held in Norway, as part of IDSA's
partnership with the Norwegian Institute of Defence Studies. The Institute also hosted a
conference on International Order at Sea. Similar interactions were organised with
international think tanks and research institutes during the year.
The Journal of Defence Studies brought out a special issue on the India-China War
1962 to commemorate fifty years of its occurrence, besides both thematic and generic
defence-related issues during the year. The Defence and Security Database has
improved substantially and has become a rich source of research reference material for
scholars of IDSA.

Non-Traditional Security (NTS) Centre

The Non-Traditional Security (NTS) Centre has successfully mainstreamed NTS
issues in the political, security and foreign policy domain. The focus of research
continued to be on examining energy and water issues; assessing the geo-political
challenges of climate change; and exploring the interconnections of energy-waterclimate change, which is now being increasingly seen as a nexus. The increasing
relevance of NTS issues has led to regular interaction of the Centre's members with the
MEA, Ministry of Environment and Forests', Central Water Commission, Foreign
Service Institute, National Defence College, Army War College, Air War College and
other Army formations. The members of the Centre are visible in the media, both print
and electronic. The Centre continues to enlarge its research footprint and has been
prominent in important national and international fora. The Centre is conducting a
project on the Recent Developments in the Energy Sector for India (2012-14) for the

MEA, and has also set up a task force on Geopolitics of Climate Change; Implications
th
for India's Energy Security. The 16 Asian Security Conference in February 2014 was
conducted by the NTS Centre. The Centre has been publishing a bi-monthly e-NTS
Newsletter since April 2013.
The members are a part of the CSCAP Track II dialogue on Water Security in the
Asia-Pacific and the water dispute resolution mechanism of the Strategic Studies
Network (SSN) of the National Defense University, Washington DC. They are also
associated with the International Union for the Conservation of Nature (IUCN) and the
Hanns Seidel Foundation. The Centre is also a cooperating partner on a three-year
AsiArctic project with the Norwegian Research Council, headed by the Fridtjof
Nansen Institute (FNI), and the Norwegian Institute for Defence Studies (IFS). The
main goal of the project is to contribute to new and relevant knowledge on the Arctic
interests and approaches of India, through integrated research. The first workshop was
held in September 2013 at IDSA and the papers presented are being published in a
special issue of IDSA's bimonthly refereed Journal Strategic Analysis.

North America Centre

The research activities of the North America Centre during the year were mainly
focussed on India-US strategic partnership; US rebalancing policy towards the AsiaPacific and its policy implications for India and Asia in general. The Centre held
deliberations on the prospects and challenges in the India-US strategic partnership in
view of the new government taking over after the general elections in India, with a focus
on defence, economy, education, export controls, US withdrawal from Afghanistan,
developments in Iran, Libya and Syria, etc. Scholars of the Centre contributed articles to
academic as well as policy-oriented publications of the Institute and outside and
participated in various media interactions as well as several seminars. During the year,
the Centre organised interactions with visiting policymakers and scholars, which
included speakers from the United States.

Nuclear and Arms Control Centre

Scholars at the Centre followed nuclear and arms control trends closely. The issues
covered included changes in the global nuclear order; North Korea's nuclear
programme; Iran's nuclear programme; implementation of UN Security Council

Resolution 1540; nuclear energy and proliferation; role of the IAEA; nuclear security;
Pakistan's tactical nuclear weapons; nuclear terrorism, etc. The Centre's critical review
of the NTI Index on nuclear security attracted world-wide attention. The Centre had
close interactions with leading academics, experts and institutions from across the
world. Scholars regularly participated in international seminars and conferences. The
Centre brought out a book titled India and the Nuclear Non-proliferation Regime The
Perennial Outlier, which was published by the Cambridge University Press. Two
monographs were also published dealing with nuclear terrorism and Iran's nuclear
programme, respectively. The Centre organized an international conference on UNSCR
1540 in which a number of foreign delegates and officials participated.

South Asia Centre

Like in the previous years, the South Asia Centre continued with its research
endeavours on various strategic issues pertaining to the immediate neighbourhood.
During the year some of the issues covered were: the changing security and political
dynamics within Afghanistan; study of elections in Bhutan; Pakistan; Maldives and
Bangladesh; analysis of the history text-books in Pakistan; developments in Pakistan
Occupied Kashmir and monitoring the internal political scenario in Sri Lanka.
The researchers associated with the Centre participated in various conferences and
workshops in different countries in the region and exchanged their views on issues
related to security, foreign policy and economic cooperation. The scholars of the Centre
published two books Stability and Growth in South Asia and a monograph on GilgitBaltistan: Between Hope and Despair. Monographs on Nepal, Afghanistan and Pakistan
were also finalized. Scholars also contributed to a volume on India and its
Neighbourhood, as part of an IDSA-MEA joint project, in which an attempt was made
to critically analyse various challenges to India's foreign policy from the neighbourhood
perspective. There was increased participation by various Centre members in both print
and audio-visual media in terms of providing their analyses on critical issues during the
year.
As part of IDSA's outreach effort, the Centre provided assistance in teaching a
course on South Asia at the Nelson Mandela Centre for Peace and Conflict Resolution,
Jamia Milia Islamia, New Delhi. The Centre organized the annual South Asia
Conference in October 2013 on an important theme India & South Asia: Exploring
Regional Perceptions with participants from all SAARC countries. The conference
was well received and the presentations are being compiled in the form of an edited book

to be published soon.
The Centre launched a new monthly publication titled Pakistan News Digest during
the year, which sought to bring together information on critical developments of
strategic relevance for India, with a special focus on the vernacular Urdu media. Another
monthly publication, South Asia Trends was revived.

Southeast Asia and Oceania Centre

The year marked a new beginning for IDSA as it hosted the prestigious Delhi
Dialogue VI, which aims to advance cooperation between ASEAN countries and India at
the Track 1.5 level in March 2014, sponsored by the Ministry of External Affairs,
Government of India.
The Centre hosted two Visiting Fellows one from Thailand and another from
Meghalaya in Northeast India each enriching our understanding of the region.
In March 2014, an Indonesian Delegation visited IDSA and discussed issues related
to Indian Ocean Rim Association and Indonesia's role as its Chair in the year to come. A
team of senior journalists from Myanmar visited IDSA for an hour-long interaction and
exchanged views on various issues including democratisation of Myanmar and Indian
polity.
The Centre's bimonthly Newsletter, Insight Southeast Asia continues to be
published and uploaded on the IDSA website.
The Centre organised some important interactions. The India-Australia Track 1.5
Dialogue, was held on October 17, 2013. A bilateral dialogue with Vietnam Institute of
India and South West Asian Studies (VIISAS), Hanoi was held on October 25, 2013 and
a MoU was also signed. The IDSA-MISIS Dialogue was held on November 1, 2013. The
IDSA-Diplomatic Academy of Vietnam (DAV) Bilateral Dialogue was held on April 8,
2014 and a MoU was also signed. A bilateral dialogue with The Institute of Defence
Strategy (IDS), Vietnam was held on May 16, 2013.

Strategic Technologies Centre

The Centre focused on issues related to strategic technologies that have a potential

impact on national security. The key focus of the Centre was to study issues related to
space; cyber security; missile defence and other important technologies. The Centre is
also responsible for understanding research on multiple issues related to chemical and
biological weapons. During the year, the Centre members were involved in research on
nanotechnology; cyber and space security; and missile defence architecture. Two
Visiting Fellows associated with the Centre explored diverse issues like 'Impact of
Social Media on Security' and 'Biological Weapons'. The scholars of the centre
published two books - Mission Mars: India's Quest for the Red Planet and India and the
Nuclear Non-proliferation Regime: The Perennial Outlierand three research papers
were published by the Centre members during the year in addition to Commentaries,
Issue Briefs and newspaper articles. A roundtable to discuss specific issues related to
biological weapons was conducted and was attended by concerned governmental
agencies. The Centre was also involved in activities like conducting training capsules on
National Security for the Indian Air Force officers selected for courses aboard.

West Asia Centre

Research carried out by West Asia Centre during 2013-14 focused on the ongoing
transitions in the region; outcomes of the 'Arab Spring'; and developments in Iran,
Turkey, Egypt, Syria and the Gulf region. In all areas of research, there was a specific
emphasis on India's evolving engagement with the region.
The Centre undertook an extensive research project in close collaboration with the
MEA, to examine challenges and policy options for India in the Gulf Region over the
next two decades. The research culminated in the publication of a book Developments in
the Gulf Region: Prospects and Challenges for India in the Next Two Decades. The
other important research output of the Centre was the publication of the Asian Security
Conference proceedings in the form of book titled Emerging Trends in West Asia:
Regional and Global Implications. These two books provide a comprehensive account
of geo-political, security, energy and economic trends in the West Asian region, and
furnish feasible policy recommendations to Indian foreign policy makers.
Under its outreach activities, in January 2014, the 13th Bilateral Dialogue was
organized with the Begin-Sadat Centre for Strategic Studies (BESA) to deliberate on
Evolving Political and Security Dynamics in the Region and its Implications for India
and Israel. A roundtable with Mr. Mir Mousavi, Advisor to the Iranian Foreign Minister
was organized in November 2013 to understand the Iranian perspective on

contemporary geo-political challenges in the Af-Pak region. Among others,

Ambassadors from Egypt and Tunisia also deliberate over developments in their
respective countries.

FOUNDATION DAY
th

The 49 Foundation Day was celebrated on November 9, 2013. Shri Montek Singh
Ahluwalia, Deputy Chairman, Planning Commission delivered the Foundation Day
Address on Indian Economy and National Security. The Deputy Chairman also gave
away the 7th K Subrahmanyam Award to Wg Cdr (now Gp Capt) Ajey Lele, Research
Fellow, IDSA, for his wide range of publications and research record. The Presidential
Award for Excellence was given to Shri S. Samuel C Rajiv, Associate Fellow IDSA, for
best publication in peer reviewed journals. The list of the above two Awards given in the
past is at Annexure XI.

Y.B CHAVAN MEMORIAL LECTURE

The 2012-13 Y.B. Chavan Memorial Lecture was delivered by Admiral (Retd) Arun
Prakash on Maritime Security of India: Future Challenges. The details of the previous
lectures are at Annexure XII.

OUTREACH TO UNIVERSITIES
An effort was made to reach out to various universities. A MoU was signed between
IDSA and Central University of Gujarat. Students from various universities completed
internships with IDSA and participated in the Institute's activities.

TRAINING
The Institute organized seven workshops/training programmes on national security
issues for officers of the Indian Air Force, Indian Foreign Service and Border Security
Force. There is a growing demand on IDSA for converting its cutting edge research into
training courses. Enhancing the Institute's capacity to handle the training courses will be
in the interest of the future growth of the Institute. (Annexure VIII).

SPECIAL PROJECTS
Several government agencies have shown interest in involving the Institute in
various projects. The IDSA-MEA collaboration has grown over the years. IDSA has
been conducting the PoK project for MEA for the last several years and continued this
year also. The Institute also held an outreach conference on UN Security Council
Reforms on behalf of the Ministry of External Affairs. The MHA has also been
commissioning studies on internal security issues. The Institute completed a study on
coastal security for the National Security Council Secretariat.

Nuclear Proliferation International History Project (NPIHP)

The Nuclear Proliferation International History Project (NPIHP) is a derivative of
the acclaimed Cold War International History Project (CWIHP) led by the Woodrow
Wilson International Center for Scholars, Washington D.C. The NPIHP, conceived by
Dr Christian Ostermann of the Woodrow Wilson Center and Prof Leopoldo Nuti of the
Machiavelli Centre for Cold War Studies (CIMA), Rome, is an effort to trace the history
of nuclear weapons and collate a compendium of global nuclear history. IDSA is the
Indian partner of NPIHP, and since 2010, have been spearheading an archival mining
and oral history collection effort to retrace the history of India's nuclear programme and
fill major knowledge gaps in its understanding. Since then, IDSA's nuclear history
project has brought out more than 300 documents on the early years of India's nuclear
programme, including a recent tranche of over 100 documents on nuclear policy debates
in the Rajya Sabha from 1950 to 1970s.

CONFERENCES
The Institute organized several high-profile conferences, roundtables and national
seminars during the year. In all, six international conferences and five national

conferences/seminars were held. The 16 Asian Security Conference had on Emerging

Strategic Trends in Asia and India's Response and the 7 South Asia Conference was on
India & South Asia Exploring Regional Perceptions. Many of the conferences were
webcast around the world and attracted good viewership. In addition, 28 roundtables, 47
Special/Eminent Person's Talks, 07 Bilateral/Trilateral Interactions and 17 Special
Interactions were held on a series of topics. Details are at Annexure III. The above
activities provided an opportunity for close interaction with the strategic community in
India and abroad.

PUBLICATIONS
During the year, IDSA scholars published 10 books and 19 monographs. This
number was significantly higher than that in 2011-12 and 2012-13. Apart from this, the
Institute published six issues of Strategic Analysis, four issues of the Journal of Defence
Studies, two issues of CBW Magazine, two occasional papers, two Task Force Reports,
eight Policy Briefs and 24 Issue Briefs. In addition 66 Articles were published by IDSA
scholars in various newspapers and magazines along with 102 Web Commentaries. The
IDSA website got 861, 27,574 hits during the year on an average of 7177298 hits per
month. There were a total of 55,949 full text downloaded from the flagship journal
Strategic Analysis and 2007 from Journal of Defence Studies during the year. Over 173
academic papers published in Strategic Analysis were abstracted by the Paris-based
documentation journal, the International Political Science Abstracts (IPSA), during the
year 2008-2013. IDSA is being approached by the counterpart institutions, universities
and even individuals for long-term research associations.

A wide range of periodicals/newsletters/news digests were published during the

LIBRARY

IDSA Library

The IDSA library is one of the finest research libraries in the country, with an
excellent collection of 57,613 books covering the areas of national security, defence
strategy, military affairs, nuclear issues, strategic technologies, area studies,
international relations, conflict and peace studies, terrorism, and related subjects. The
library also has a number of reports, databases and bound volumes of 17,000 old
journals. A digital library with dedicated computer terminals is available for use by
members. In addition there are 12 study carrels with wi-fi connectivity having a seating
capacity of 48 users (Annexure VI).
AWARDS
Every year the Institute confers two awards ie Subrahmanyam Award and the
President's award for excellence. The Subrahmanyam Award is conferred on an
outstanding Indian scholar/journalist and the President's Award for excellence is to
encourage our scholars to write in reputed and peer-reviewed journals. The awards are

conferred on the Institute's Foundation Day which is observed on November 11,

Annexure XI has the details of past awardees.

WELFARE
In continuation of our welfare efforts, it was felt that a qualified doctor should visit
the IDSA periodically to whom minor cases of ailments can be referred so that the
scholars and staff do not have to rush to doctors at faraway places in case of need.
Services of a doctor have been engaged who provides medical aid and visits the Institute
thrice a week for one hour each and attends to the scholars and staff as well as their
dependent families and also domestic helps staying within the campus. A Group Health
Insurance Scheme from the National Insurance Co. Ltd for scholars and staff as well as
their families has also been started. A free eye screening programme was organised
during the year.
The brief account of the activities of the IDSA during 2013-14 indicates that the
Institute has continued to build on the efforts put in during the previous years.
Consequently, IDSA scholars and experts have published high quality products in
adequate numbers, outreach has expanded, interaction with officials as well as the larger
strategic community has improved, the scope and depth of research has increased and
IDSA's international ranking among think tanks has gone up. Yet, the Institute will have
to continue with its efforts to emerge as a world class institution. Efforts in the coming
future would focus on enhancing the resources and bringing in top ranking experts and
scholars to the Institute in sufficient numbers.

Grant In-Aid to IDSA

During the financial year 2013-2014, IDSA was paid Grant-In-Aid (in lump-sum)
under the object head Grant-In-Aid General amounting to Rs1206 Lakhs. Out of this,
Rs37.03 Lakhs has been utilized for acquisition of Fixed Assets and the balance
Rs1168.97 Lakhs was recognized as Income. During the year 2013-2014, IDSA has
projected the revised estimates amounting to Rs1267.00 Lakhs after giving effect of

mandatory cut of 10% on non-salary expenditure but with a further effective cut of Rs 61
Lakhs which was the actual expenditure towards Pay and Allowances, pension and
retirement benefits paid up to February 2014, was also affected since the expenditure due
to increase in DA and increment was not accounted for. MoD was requested to sanction
the said amount of Rs 61 Lakhs out of the savings at re-appropriation stage. In response,
MoD has conveyed that any augmentation under the object head Grant-In-Aid General
required the prior approval of Parliament and thus the Ministry was not in a position to
sanction the same. Since the expenditure had already been incurred under the head Pay
& Allowances (including pension and the retirement benefits), there was no option but to
meet the said expenditure out of IDSA's generated receipts like membership subscription,
sale of publication, interest earned on the deposits with the Bank etc.
Further, out of amount received from MoD towards Grant-In-Aid (Rs. 1206 Lakhs),
66 per cent was utilized on salary and pension; 21 per cent on operational and
administrative expenses and 13 per cent on research related activities (excluding salary of
scholars).

Strategic Analysis 2013 -14

In 2013-14, Strategic Analysis continued its journey as the country's foremost

academic journal on strategic studies, area studies and international relations. The
journal attracted some of the best known international academics, and analysts into its
fold from across the subject spectrum. The journal's contributions are now read, refereed
and contributed to, internationally, a trend that began most definitively in 2012-13. This
trend is being carried forward in the period under review. This has given strength to the
journal as a standalone among its peers in the market. The publishing and marketing
collaboration with Routledge is continuing with increasingly positive feedback being
received from international publishing circles.
The issues and themes that have been covered and continue to occupy the attention
of scholars, include India-Sri Lanka relations in the postLTTE period; India's growing
energy woes; the transition in Myanmar and its implications for the region; the economic
and social changes faced by China and the security challenges therein; the changing
nature of the Air Power discourse; the IBSA completing ten years and its implications
and fallout; the emergence of the Arctic as the 'new front' in the non-traditional security
discourse; the possibilities of a trilateral cooperative arrangement between India, China
and Nepal; Peacekeeping; ASEAN; Digital Diplomacy and Foreign Policy and the role
of cultural diplomacy in regional development, among others.

Journal of Defence Studies

The Journal of Defence Studies (JDS) is a peer-reviewed research journal with a special
focus on the core issues of defence, and national security and strategy. Started as an
annual issue in 2007, JDS is now published quarterly.
Four issues of the journal were published during the year, including one special issue.
The April-June 2013 issue was a special issue addressing 'Ethics and Morals in the
Indian Armed Forces'. It included contributions by Adm (Retd) Arun Prakash, Lt Gen
(Retd) Ian Cardozo, Maj Gen (Retd) Mrinal Suman, Nitin Gokhale, and Maj Gen (Retd)
Dhruv C. Katoch, among others.
The other three issues were general issues containing articles on a number of topics,
including defence procurements, DRDO and quality assurance; maritime security and
the Indian Ocean region; Indian military history; international legal mechanisms and
defence; among others. It also included incisive, timely commentaries on topical events
such as the Chinese intrusion into Ladakh in April-May 2013, and the signing of the
Border Defence Cooperation Agreement between India and China in December 2013.
The JDS has expanded its contributor base and readership over the past year, with many
contributions coming from outside the IDSA. It has also caught the attention of members
of the defence and strategic community across the world. The subscription base has also
grown by around 40-50 new subscriptions during the period. JDS continues its
publishing tie-up with Bloomsbury India Ltd.
A JDS page has been created on Facebook which is generating further interest in the
publication. It is also being publicized on Twitter.

IDSA LIBRARY
The IDSA Library continued to be the primary source of information with a rich
collection of 57,613 books and a number of CD-ROM databases. During 2013-2014,
537 new books were added to the library collection. In addition, about 300 current
journals are received in print and electronic/online versions and 27 newspapers are
subscribed to. The Library also has a number of reports, databases and bound volumes of
17,000 old journals.
The Library activities, viz., acquisition, cataloguing, circulation and inventory
control have been computerized. The Library holdings database, i.e., the online
catalogue, can be accessed through the internal LAN. The Library's Online Public
Access Catalogue has also been uploaded on the internet and can be accessed by anyone.
IDSA scholars can reserve as well as indent books from their desks.
The Library's resources are extensively used by the Institute's scholars, members of
the Institute, and other external users. The Information Services Group (ISG) continues
to provide Internet-based information services to IDSA scholars and also to IDSA
members and officials in the government. About 1312 information service requests were
attended to during the year.
The list of New Arrivals is being made available on IDSA's website regularly and
also being mailed to individual scholars.

IDSA has kept pace with increasing digitalization over the years and all IDSA
publications are posted on the Institute's website. Visitors are given Open Access to
most of the publications. Open Access to publications creates healthier scholarship
and communication. It also helps in sharing author's ideas worldwide and preserves the
publications in digital form leading to greater shelf life.
During the year, 32,552 Books, 25,620 Monographs and 10,951 Occasional Papers were
downloaded from the IDSA website.
The number of hits on the Website has been steadily increasing as can be seen from the

The section Ask an Expert was started on June 10, 2010. Till March 31, 2014, more
than 576 questions have been answered by the IDSA Scholars. In the financial year
2013-14, 199 questions were answered. As against 154 questions answered in 201314.
IDSA on Facebook: As on April 4, 2013 IDSA had 8,412 fans whereas on April 1,
2013 there were 4,524 fans.
IDSA on Twitter: As on April 4, 2014 IDSA has 7,399 followers whereas on
April 1, 2013 there were 3,872 followers.
IDSA on YouTube: Videos of selected lectures at IDSA are posted on IDSA
channel on YouTube. In the year 2013-14 the channel received 43,478 views

compared to 33,593 in the year 2012-13.
Live Webcast was organized for the 16th Asian Security Conference,
(February 19-21 2014). The webcast received 2,665 page views from 164
cities in 48 countries/territories. Last year the webcast received 2,122 page
views from 148 cities in 44 countries/territories.
Live Webcast was organized for the Delhi Dialogue VI (March 6-7 2014).
The
webcast received 465 page views from 59 cities in 14
countries/territories.

GEOGRAPHICAL INFORMATION SYSTEM (GIS)

The GIS Laboratory maintains a Geo-Spatial Database, wherein information and
customized maps, related to natural, political, economic, social and cultural aspects of
countries around the world especially South Asia, is stored and regularly updated.
Geographical data/information at different administrative levels for each country
International boundary, State boundary, District boundary and Wards boundary,
transport and communication networks, other socio-economic information is being
downloaded and collected from the internet periodically. Around 1,212 customized
maps have been prepared till now of which 339 maps were prepared from April 1, 2013
to March 31, 2014. These maps are being regularly used by the scholars for their
reference or for publication purposes.

IDSA continued with its short-duration workshops/training programmes for civilian and
military officials of the Government of India, in which the Institute's scholars as well as
select outside experts delivered lectures on a range of issues related to national, regional

VISITING FELLOWSHIP AND INTERNSHIP PROGRAMMES
Started in 2007, the Visiting Fellowship Programme has been successful in attracting
some of the best talents from across the world including some eminent scholars. The
programme during the year, hosted 13 Visiting Fellows from across the world, including
03 fromthe South Asian Association for Regional Cooperation (SAARC) countries
under the Asia-Africa Visiting Fellowship. In some instances, the Visiting Fellows also
helped in capacity building efforts towards quality research within IDSA by conducting
seminars on research methods and recent trends in the strategic studies scholarship. It is
only reasonable to assume that the increasing number of successful alumni will enhance
the Institute's visibility around the world, add value to work in the coming years, besides
acting as its brand ambassadors in their home institutions.

The IDSA Internship Programme launched three years ago has been successful in
attracting young talent to IDSA. This programme attracted over 25 Interns from multidisciplinary backgrounds from both Indian and foreign universities during this financial
year. These Interns have made useful contributions to the success of IDSA's projects. It

K Subrahmanyam Award
Based on a corpus of Rs.6 lakhs donated by Mrs Swadesh Rana (former IDSA
Scholar and Chief of UN Disarmament Division), the Executive Council had
instituted an award in honour of late Shri K Subrahmanyam, the Institute's
Director in its formative years and India's foremost strategic thinker. The award

The President's Award

The IDSA President's Award was introduced by IDSA in 2009. This award is
conferred on scholars of IDSA for publication of research articles in peer
reviewed/refereed international journals. The Award carries a prize of
Rs.25,000/-. The scheme was revised in the year 2012-13 and the Award is now
