CHAPTER I

THE PROBLEM AND ITS SETTING


INTRODUCTION
People nowadays are into computer, people are now fascinated
with anything that comes with the use of the computer. People
spend more time using computer because it can make their work
more easier. Electronic election is now being implemented to some
universities and colleges in the Philippines thus creating an
electronic election system is now being created for them to make
their election hassle free and quickly.

Electronic systems can be used to register voters, tally ballots,
and record votes. Electronic voting has the potential to reduce

and colleges in our province are using electronic election, thus
we think of ways on how can we upgrade our electronic election to
the next level.

STATEMENT OF THE PROBLEM
General Problem:
The main problem of this study focused on the general
problem stated below:
How will Electronic Election Version 1.1 lessen the
chance

attempts

to

attain a secured and traceable election? How to conduct


voters registration and candidates application?

Specific Problems:
Specifically, it sought to answer the following sub
problems:
1. How to develop a system that will provide fast, easy
and systematic way of conducting voters registration
and candidates applications?
2. How to design a system that will generate quickly a
correct, accurate and reliable canvassing result?
3. How to design a system that will be accessible for
every student?
OBJECTIVES OF THE STUDY
General Objective
This study aimed to solve the problems encountered to
update and upgrade the existing system that will provide quick
and reliable results for the ABE College Students Election.
Specific Objectives:
This study focused on the following goals that might
help the institutions improvement: To implement a fast, easy and
systematic way of conducting a voters registration and candidate
applications, to properly manage the election in a well-organized
manner, to generate quickly a correct, accurate and reliable
canvassing result and to generate instantly needed summarized and

accomplishment reports.

SIGNIFICANCE OF THE STUDY


The main goal of this study, Electronic Election
Version 1.1 is to produce an Electronic Election that could

benefit the students and the school administration as well, for


as many ways as possible.
To the ABE International Business College this
study will be helpful to the school because it can provide a fast
and reliable voting system during elections.
To the Instructors this study will help them in
monitoring, viewing and handling essential information of the
tabulated

points

of

the

officers

in

fastest

and

accurate

viewing in system as well as declaring winners.


To the students this study will help them to
perform their duties and responsibilities as students, including
the right to vote only this time in a more convenient and fast
way to cast their votes.
To the future researchers this study will serve as
the basis for their future research.

studies which the researchers considered relevant to the present

the act of voting using electronic systems to cast and count
votes. Forward-thinking countries and election commissions are
keen to explore how it can help them improve their elections. For
some nations, automated elections mean that people can trust the
results because it allows for a process that is so auditable,
transparent and secure. Of course, electronic voting also helps
reduce human error. For other countries, particularly large ones
like Brazil, India and the Philippines, electronic voting and
electronic counting means that people can get official election
results within hours, instead of weeks. Again, this builds trust.
According to Gloria Lin and Nicole Espinosa of Stanford
University (2007), electronic voting most directly affects two

large parties: the voters, and the government. Theoretically, in


order for electronic voting to be instituted, there must be a
significant advantage (greater than the costs) to one or both of
these groups. Ideally, voters gain a better voting experience at
the polls, are more confident that their vote will be correctly
counted, and are able to vote more easily and efficiently. The
government is potentially able to increase voter turnout, reduce
costs, increase voter confidence, renew interest in the political
system

(and

voting),

and

ensure

the

most

democratic

process

possible. One of the significant benefits of this new system is


the possibility for increased efficiency. With Electronic Voting

them to access ballots anytime, anywhere.

Local Literature
Mindanao State University at Naawan Campus was founded as a
field laboratory of the MSU College of Fisheries. In pursuant to

Memorandum Order No. 3 and no. 45 and BOR resolution 92, series

generated passwords. The voter heads to the computer, and is
confronted by a browser screen. As required by the browser, the
student

logs

in

her/his

student

number

and

the

previously

supplied password. If the log-in is successful, the student is


led to the online ballot, which features the contested positions,
the names of the candidates and their respective parties. Using a
mouse, the voter clicks on the empty boxes beside the names of
their candidates of choice, thereby marking the same. (There is
also, in the UP system, a box for Abstain) Clicking the box

does not automatically record the vote, as the voter has the
choice to review her/his ballot and changing votes before finally
confirming the same.

This is used because it is defined as the action or process
of observing something or someone carefully or in order to gain
information.

the

systematic

investigation into and study of materials and sources in order to


establish facts and reach new conclusions. It includes reviewing
journals, periodicals and books to obtain background information,
technical material and news about industry and developments.
Survey
This method is used because it is a set of printed or
written questions with a choice of answers, devised for the
purposes of a survey or statistical study. This will be given to
concern individual to gather important information about this
study.

SUMMARY, CONCLUSIONS AND RECOMMENDATIONS
This chapter discusses the possible improvements that can be
made on the software. This served as a future reference for
projects that may be done by future thesis researchers.

System can properly implemented the proposed functions of
the study has a weighted average mean of 4.22 and has Excellent

Upon

gathering

the

data

and

after

interpreting

it

the

following conclusions are drawn from it:


1. The system can provide security and accuracy of the
votes during election. System also implemented the
proposed functions of the system properly.
2. The system is user friendly, easy to operate and
allow easy operation by the user management.
3. The system is reliable, it can also lessen

the

possibility to be hacked and normal operation can be


restored readily when trouble occurs,

The following recommendations are being made in this study

election in our college, electronic voting system can be a great

college

assured security and safety of the votes.
