Range of products
The growth in traffic density is placing greater strain on the road network
emphasising the importance of high quality, problem-free products.
The PAM range of products has been developed to meet the requirements of both
the road maintenance and new build sectors, focusing on the long-term durability
of products.
Key products meeting these requirements such as the Inter-Ax range, utilise the
knowledge and experience gained through academic research, for example the
Nottingham University Road Ironwork Installation project, which led to the
development of the Load Transfer System (LTS), as well as a history of success
within the UK market.
The wide range of products allows the specifier complete choice in both access
covers and gully grates and provides confidence to both the specifier, installer and
end-user.
The maintenance and building of new road networks requires services and
products to match specific requirements which are available from Saint-Gobain
Pipelines. The flexible range of Saint-Gobain Pipelines PAM products is combined
with a commitment to service, technical performance, innovation as well as quality
and durability. The PAM range of products all benefit from the mechanical properties

required to support these new and emerging technologies, and the growing
demand of the new services.
The PAM range of products has been developed to meet the requirements of the
telecommunications sector and focuses on the need to provide safe access, security
and road performance.

Quality assurance
A sign of quality
The manufacturer and certifier
Saint-Gobain Pipelines consistently manufacture products of the highest quality in
adherence with the BS EN 1SO 9000 series of quality systems, approved by the BSI,
under the registered firm approval scheme. This involves periodically subjecting
the company, its processes, and its suppliers to the most rigorous and objective
assessments, providing reassurance that the consistently high standards of quality
are maintained.
Further assurance of product quality is gained from the fact that the majority of the
PAM product range is also certified with the prestigious British Standard Kitemark.*
This internationally respected symbol of product quality accredits the following
standards relevant to access covers and gratings manufactured in the UK:
BS EN 124 (1994)
European standard for gully tops and access tops for vehicular and pedestrian
users. At the time of going to press BS EN 124 was in the process of being revised.
BS 5834: Part 2 (1983)
Specification for small surface boxes.
BS 5834: Part 3 (1985)
Specification for large surface boxes.
BS 750 (1984)
Specification for underground fire hydrants and surface boxes and covers.
CE Mark
CE stands for Conformit European and is intended to facilitate the free movement
of products within the EU by signifying that essential health and safety requirements
have been met. The proposed revision of EN 124 includes a requirement for CE marking
of access covers and grates.
ISO 14001
ISO 14001 is the internationally recognised standard for Environmental Management
Systems (EMS). An EN 14001 EMS provides a framework for Environmental Management
responsibilities and achieving continuously improved environmental performance.
BSi Kitemark
The BSi Kitemark is the worlds best known Product Certification mark and commands
respect from consumers and businesses alike. Products bearing the Kitemark have
passed a rigorous certification process and as such will not only be safer to use but
will also be fit for the purpose for which they were designed.
NF Mark
The French equivalent of the Kitemark. The NF Mark attests to the compliance of
products and services with the relevant standards, and is enhanced with additional
specifications, to match the markets expectations as closely as possible.
3rd party approval
Registration to ISO 9001 and ISO 14001 takes place when an accredited 3rd party
such as BSI Management Systems visits an organisation, assesses the management
system and issues a certificate to show that the organisation abides by the
principles and requirements of the relevant standard.
ISO 9001
ISO 9001 is the most commonly used international standard that provides a
framework for an effective Quality Management System (QMS). An ISO 9001 QMS
ensures consistency and improvement of working practices. This in turn provides
customers with assurance that products and services meet their requirements
Today, quality is of paramount importance in the construction of the road network,
not just to manufacturers, but to suppliers, installers and road users. With the everincreasing traffic volumes on our roads today, the strain placed on access covers and
gully gratings is at its highest levels.

*Please note that some products are NF certified (French Standards Authority).

In this climate, specifiers have become increasingly conscious of their obligation to

ensure road user safety by demanding products that are manufactured and tested
to the highest standards. Customers can be sure that the PAM product range,
bearing the BSI Kitemark, is of the highest quality and has been independently
certified as complying with BS EN 124.
The certifiers accreditor
When specifying products that are by their nature, installed in very onerous
locations, much care and attention must be placed on selecting a manufacturer
that is certified by an institution such as the BSI.
A specification can request that products are kitemarked or similar approved.
The difficulty for specifiers is defining what is similar.
References to EN 45012, EN 45011 and EN 45001 will help ensure that the
competence level of the certifying organisation has itself been assessed. In the UK,
specifiers can request that the certification organisation has been accredited by
UKAS (United Kingdom Accreditation Service).
With this in mind we recommend that specifiers request the following:
1) The manufacturers
ISO 9001 certificate
BS EN 124 certificate and product schedule.
2) The certification bodies
EN 45001 certificate
This is the schedule for site and laboratory testing, and providing the certifier
has BS EN 124 within its scope they should be competent to undertake testing.
EN 45011 certificate
Certifies the issue of product conformity certificates within the scope of BS EN 124
EN 45012 scope
The scope, which demonstrates that they can assess a manufacturer to ISO 9000.

Product materials and composition

Saint-Gobain Pipelines manufacture a range of high performance ductile iron and
steel access covers and frames. We recognise the need to provide a material that is
capable of combating the wear characteristics inherent with the increasing amount
of vehicular traffic on our roads today.
What is ductile iron?
Spheroidal graphite or ductile iron is a unique form of iron which, prior to the
metal casting process, receives a treatment with magnesium to produce
an exceptionally strong, impact resistant and durable metal.

Grey iron

Ductile iron

The difference between ductile and grey iron

The addition of magnesium at the molten stage transforms the flakes of graphite,
which are common with the grey iron casting process, into spheroidal or nodular
form. The spheroidal structure provides a higher tensile strength as well as a higher
strength to weight ratio when compared with the properties inherent with grey
iron manufacture.

The benefits of ductile iron

Ductile irons high strength to weight ratio
allows for the production of lightweight
castings that offer what can amount to a
50% weight saving over traditional grey
iron equivalents.
The high strength inherent with ductile iron
not only minimises the risk of failure when
installed but reduces the likelihood of
breakages in transit and while off-loading.
In a market place that is increasingly being
encouraged to specify products that offer
less of a manual handling risk, the dead
weight of the castings during both
installation and actual operation in
service is recognised as a key feature
and obvious attribute.

The ductile advantage

Ductile iron spring-bar technology
Continual development in advancing
the elasticity inherent in ductile iron,
has provided Saint-Gobain
Pipelines with a unique locking
method. The spring-bar
technology uses ductile irons
elasticity in the area where the
components interact and
allows for the locking of the
grating or cover within the
frame without the use of a
mechanical locking device.
There is an obvious benefit to
simplifying the current methods
used to retain a cover or grate
within the frame.
The spring-bar technology will allow for
stability under load and silence in operation.
Gully gratings and the ductile advantage
Ductile irons inherent properties of high tensile strength and resistance to impact
allows the waterway area of gully grates to be evenly distributed over the surface
of the gratings without losing structural strength. This provides improved drainage
efficiency per clear opening size, particularly in the 90mm area closest to the kerb.
Security and the ductile advantage
The picture opposite shows the spring-bar technology which has been incorporated
within various designs. The ductility of the material allows for a simple yet effective
flexible finger to achieve security when closed.

Market specification
Product legislation
When specifying and installing access covers and gully gratings in the UK, you must
be aware of the relevant regulations which are as follows:
HAUC Specification for the Reinstatement of Openings in Highways
Recommends that ironware should be installed on a sound foundation and level
with its surrounding surfaces.
Sewers for Adoption (SFA)
Recommends that access covers and frames shall comply with the provisions
of BS EN 124. Also advises on classification for use in both trafficked and nontrafficked areas.
Minimum frame depths are recommended for various traffic applications.
Highways Works
Recommends that materials are manufactured at a factory that has a quality
management system in place.
Recommends that manhole covers and frames as well as gully grates and frames
are manufactured in accordance with BS EN 124 and that they are certified by an
approved accreditation body. (Such bodies are listed in the document.)
Recommends that contractors have a quality management system in place to
which they adhere.

Health and safety legislation

With the prominence of todays Health and Safety legislation, you must be aware
of the relevant advice documents which are as follows:
Management of Health and Safety At Work Regulations, 1992.
This states that employers must make a suitable and sufficient assessment of the
risks to the health and safety of their employees at work.
Workplace (Health, Safety and Welfare) Regulations 1992.
Regulation 13 entitled Falls or Falling Objects, advises on the precautionary
measures necessary when working above an open, deep chamber or when working
above dangerous substances.
Manual Handling Operations Regulations 1992.
The regulation states that modern medical and scientific knowledge stresses the
importance of an ergonomic approach to remove or reduce the risk of manual
handling injury. The regulation establishes a clear hierarchy of measures to help
prevent the risk of injury to the employee at work.
Please note that these regulations only outline the basic requirements for specification.
Please refer to the Product Selector section of this brochure for a clear and concise
method on how to specify access covers and gratings under BS EN 124.

Standard classification BS EN 124

Access covers and gully grates installed in the UK should meet the requirements of
the European Standard BS EN 124. This applies to all situations, on and off-road and
to all materials. Products designed to BS EN 124 are grouped and classified
depending on their place of installation. It is the responsibility of the engineer to
ensure that the correct product is specified. The appropriate class of manhole top or
gully top to be used depends upon the place of installation. The selection of the
appropriate class is the responsibility of the designer. Where there is any doubt the
stronger class should be selected.

Specifying products under BS EN 124

The BS EN 124 standard provides a general guide to product stability and sets out
test load parameters for the various classes of products in terms of static load tests.
However, it provides little specific information on dynamic loads imposed by the
wide variety of traffic conditions found on modern road systems.
Product selection in most cases is a simple matter, but long association with specifiers
has convinced us that there are certain conditions which dictate a little extra care
in making a selection. The diagram illustrates vulnerable spots where products may
be subjected to extreme loading.
With BS EN 124 offering little or no guidance on selection of products under dynamic
loads, PAM has developed a portfolio of products which, when complemented with
the selection guidance software, enables the specification engineer to make the right
choice with confidence.

Interactive technical advisory service

As the UKs leading manufacturer of access covers and gratings, PAM offers specifiers,
users, contractors and merchants a comprehensive technical advisory service.
This service is provided free of charge by a team of highly qualified professionals
who are fully trained to advise on PAMs full range of products. This can include
telephone assistance, written technical guidance, specifications and site visits to
advise on use and installation as required.

1. Dual carriageways
Speed of traffic increases the impact loading on castings and
deceleration areas at roundabouts can be particularly aggressive.
2. Roundabouts
Turning vehicles encourage movement between cover/grate and
frame and can increase wear. Gully grates are particularly
vulnerable at clipping points.
3. Hard shoulders
Changes in traffic flow necessary to accommodate maintenance
work or emergencies, can result in units being required to
accept loadings and conditions for which they may not have
been intended.

4
2
5
3

4. Traffic lights
Acceleration, deceleration and turning all increase the stress on
road ironwork.
5. Bus routes
The pulling into the kerb or lay-by and braking of buses result
in gratings being required to accept loadings not experienced
through normal traffic.
6. Traffic calming
The installation of traffic islands and narrowing of roads to slow
traffic will increase the vulnerability of gully grates to clipping.
7. Narrow lanes
Width restrictions can lead to road castings being heavily
trafficked, particularly on bend clipping points. Gully grates are
particularly vulnerable.
Note: In each of the circumstances outlined above, a product of
a high specification should be considered. For further advice,
please consult PAMs Technical Services department on the
numbers supplied above.

Introducing iron interaction

Iron interaction with the highway

PAM has invested in two lengthy independent research programmes at Nottingham

and Salford Universities. This has resulted in a range of products that incorporate
the distinctive Load Transfer System (LTS) and the Ergonomically Positive (E+)
design feature. These features combine to create a product portfolio that conforms
with the legislative requirements and allows for a more accurate product
specification within any given installation or environment.

Iron interaction with the highway

Load Transfer System
The Nottingham University research gave us an understanding
of the transfer of the dynamic loads from traffic onto the
access cover and subsequently from the access frame
to the chamber structure. It was found that in conventional
designs the load is concentrated at the corners of the casting creating excess strain
on specific areas of the bedding material. The new LTS feature (Load Transfer
System) was designed specifically to reduce this strain in the mortar thereby
reducing the risk of cracking which can cause premature failure.
The system comprises the following four features:
1. Corner webs
The shape of the flange has been optimised so that there is an increased area
where the load is concentrated. This minimises the strain in the bedding and will
give a reduction of measurable strain between 30% to 50%. The design increases
the Pressure Bearing Area where the load is concentrated and provides excellent
seating for good installation. The reduction of flange width between the corners
has the effect of reducing torsional stiffness whilst retaining the necessary
bending stiffness thus avoiding vertical deformation of the casting and the
resultant strain in the mortar.
2. Rib positioning
The positioning of the ribs plays a critical role in reducing the risk of cracking
the bedding material due to frame deflection. The position opposite the cover
seating areas reduces the risk of deformation and ensures that impact to the
surrounding materials is limited.
3. Bonding ribs
The increased contact area provided by the rib design significantly improves the
bonding of the casting to the bedding material creating a greater resistance to
lateral shift. The improved bonding helps to avoid early separation and cracking
of the bedding material which can cause premature failure.
4. Flange stiffness
The thickness of the flange at the corners prevents bending caused by dynamic
loading from the wheel. The prevention of bending in this area reduces the
disturbance of the bedding material.

Iron interaction with the operative

Ergonomically positive range

Historically, traditional access covers were designed and
manufactured with just one objective in mind road performance
and longevity. This unfortunately has had an adverse effect on the
kilogram unit weight and the design methodology facilitating the
covers removal from the frame, which ultimately, allows for safe
access to the chamber.
However, in todays legislative environment, where the employer has to ensure the
safety and welfare of the employee at work, PAM has taken access cover safety
design to a higher level.

The health and safety environment

Manual handling
More than a quarter of the accidents reported each year to the enforcing authorities,
are associated with manual handling. The vast majority of these result from an
over three days injury. The most common types of injury are sprains and strains
often to the back.

Fig i)

Back injury
The most common causes of back injury are:
1. The operatives poor posture when lifting
Kinds of accident causing injury 1996/97

2. The excessive repetition of the lift

Fig ii)

Many of the manual handling injuries are cumulative rather than being truly
attributable to any single handling incident.
Access cover removal
Effective upkeep of todays sewerage and telecommunications networks demands
a regular checking and maintenance programme. This obviously has an effect on
the number of access covers the operative has to remove in any working day.

Types of injury caused by handling accidents 1996/97

Fig iii)

It is the regularity associated with traditional access cover removal that can expose
the operative to the possibility of a repetitive strain injury (RSI), which can result in
physical impairment or even permanent disability over a period of time.
PAM has taken these factors into account and a lengthy research programme has
resulted in the development of an ergonomically positive range of access covers
that fits the product to the person.

Iron interaction with the environment

Iron interaction with the environment

The cost of energy, the environmental impact of fossil fuels, the social and economic
impacts of waste disposal and the effects on health from pollution, are the main
drivers behind the increased legislation and control of those businesses whose
activities impact upon the environment.
For its part the global Saint-Gobain group rates its responsibility to the environment
so highly it is embedded in its four principles of action, to ensure the protection of
the environment is actively promoted throughout the organisation. Wherever a
Saint-Gobain site is located, measurable environmental performance standards
are set, and actual performance is regularly evaluated and checked against
applicable standards.
Saint-Gobain Pipelines is also playing a leading role in influencing suppliers and
customers to consider the environmental impact of their activity throughout the
supply chain and not just within their own organisations.
Saint-Gobain Pipelines invests a significant amount of capital expenditure on a
wide variety of measures to minimise the impact its manufacturing processes have
on the environment.
Saint-Gobain Pipelines works in partnership with all stakeholders, whether these
are government agencies, regulatory bodies or members of the public to ensure
there is a mutual agreement to the solutions on any issues that may arise.
In the manufacture of its products, Saint-Gobain Pipelines is a major recycler of
ferrous scrap as a key raw material and whenever possible tries to purchase other
raw materials to use in its processes that are by-products from other industrial
activities. By doing this, Saint-Gobain Pipelines is able to minimise its impact on
the worlds finite resources.
Externally, Saint-Gobain Pipelines has worked in partnership with trust organisations
to implement environmental projects in the local community. The business has
contributed to a wide range of projects such as major refurbishment works at
St Andrews Church at Whissendine near Melton Mowbray, improvements to
footpaths and adjacent areas between Asfordby village and the Holwell reservoir
in Leicestershire.

Opt-Emax range
The Opt-Emax range has been specifically developed to offer quicker, easier and
safer access to underground services. Opt-Emax hinged covers offer many benefits
over traditional lift-out covers, without compromising performance thanks to the
LTS feature within the design of the frame.

OPENING

The Opt-Emax range is ergonomically positive and offers all the benefits associated
with the E+ feature.

LTS features
STEP 1 halves of cover
lift separately in sequence
as marked.

Large corner webs

The flange has been optimised so that there is an increased area where the load
is concentrated, giving a reduction of measurable strain between 30% to 50% in
the bedding.
Bonding ribs
Rib design significantly improves bonding to the bedding material creating a greater
resistance to lateral shift. This helps avoid early separation and cracking of the
bedding material which can cause premature failure.
Rib positioning
Positioning of the ribs plays a critical role in reducing the risk of cracking the bedding
material. The position opposite the cover seating areas reduces the risk of frame
deflection and ensures that impact to the surrounding materials is limited.
Flange stiffness
The thickness of the flange at the corners prevents bending caused by
dynamic loading. Prevention of bending in this area reduces disturbance of the
bedding material.

STEP 2 each cover

opens to 100 for
maximum access.

STEP 3 cover is securely

held at 90 to prevent
accidental closing. Cover
cannot be closed unless
correct procedure is
followed (see page 17).

For products that

have the E+ feature, the
trademark is detailed in
the AT A GLANCE section
of the product pages.

CLOSING

Effective upkeep of todays networks demands a regular checking

and maintenance programme. This has an effect on the number
of access covers the operative has to remove in any working day.
It is the regularity associated with traditional access cover removal that can expose
the operative to the possibility of a repetitive strain injury (RSI), which can result in
physical impairment or even permanent disability over a period of time.
Reduced risk of injury
The hinged mechanism greatly reduces the risk of back injury thanks to the reduced
effort required to open the covers.

STEP 1 move cover

to 90.
STEP 2 tilt cover to side
(using hinge under apex of
cover as a pivot point.)

Closing
To close, simply move the cover to the 90 position, tilt using the hinge under the
apex as the pivot point and lower.
Simple removal
To allow safe access to the chamber, each cover can be easily lifted out when moved
to the 90 position. (See column to left: REMOVAL.)

Other Opt-Emax features

Locking option
Opt-Emax can be locked if required and locks can be fitted retrospectively.
STEP 3 lower cover to close
(units close in reverse
sequence to opening).

Three-point seating
Three-point suspension seating design gives long-term performance and stability
in todays traffic conditions.

STEP 4 lock covers in place

after closing.

D400 Pamrex range

Designed to withstand the rigors of modern traffic conditions, Pamrex is capable of
withstanding loads in excess of the EN 124 D400 requirement.
This is achieved in silence thanks to its unique elastomer gasket. More recent
enhancements included improved ergonomic and security features.

Infiltration
To dramatically reduce the amount of surface water entering the sewer system,
engineers at Saint-Gobain Pipelines have developed an innovative plug for the
hinge housing.
The dual wiper plug reduces the amount of water entering the network while at
the same time enabling debris to be easily removed from the hinge housing.
The factory fitted plug is standard on all Pamrex designs and is identified with
a red sticker featuring a black umbrella logo
A secondary seal is also available to reduce water infiltration still further.

Safety
Protecting field personnel from the risk of injury and the below-ground networks
from catastrophic failure are two of the primary concerns facing todays engineers
and municipal administrators.
Hinge incorporates a 90 blocking feature to prevent accidental closure.
Personnel must ensure that the hinge housing is kept free of debris and that
the 90 blocking has properly activated before entering into the chamber
Self-centering design of the gasket eliminates the need to guide the cover into
position when closing
The design of the cover lifting points ensures easy insertion and removal
of tools
Lifting loops in the frame assists safe offloading and installation with
appropriate and safe equipment
The cover is designed to open and release the pressure if the sewer becomes
surcharged (provided that no additional lock has been fitted and that the frame
has been securely anchored to the top of the chamber)
The cover opens to 130 to allow uninterrupted access. It can also be completely
removed if deemed necessary.

Design
Improved ergonomics
Hinges reduce the physical effort by 50%
Hinges allow the operator to move in a straight line thereby avoiding
damaging spinal rotation
Hinges minimise the duration of the lift, the hinge also retains the cover in a
safe and controlled way during and after the lift
For products that
have the E+ feature, the
trademark is detailed in
the AT A GLANCE section
of the product pages.

FEATURE

Lifting points in the cover are designed for use with standard tools
(pickaxe/hook/bar).

Stability and durability

Gasket rings absorb damaging traffic shock and help to prevent the breakdown
of frame bedding materials. Therefore structural failure that can lead to more
serious problems like frame instability is significantly reduced. Scientific
analysis has clearly shown that new gaskets absorb 64% of the shock and even
after many years of service continue to absorb over 50% of the shock
Gasket rings ensure cover stability regardless of traffic conditions.

D400 Ult-Emax range

Specifically designed to combine ease of use and durability with greater security
and value for money, the Ult-Emax range of access covers incorporates a semiergonomic hinging system, making it ideal for one-man inspection operations
with the master cover hinging open along the diagonal split, the second
traditional lift-out cover can be used as a working platform for activities such as
rodding operations.

Ult-Emax features
Reduced risk of injury
Weighing only 20 kilograms, the small master cover requires minimum effort to
open, allowing for quick and easy inspection of the chamber below. The covers
hinging mechanism vastly reduces the risk of operative injury, while maintaining
optimum stability and durability. The master cover can be easily removed through
a vertical lift once it has been hinged open.
At 25 kilograms the larger slave cover also falls within health and safety guidelines
for one-man lifting and is easily removable in a standard vertical lift.
Increased security
On traditional access covers, the keyholes are the obvious way for intruders to gain
unauthorised access to the chamber below. The danger of discarded syringes and
other hazardous materials dropped into the chamber as a consequence introduces
a greater risk to operatives health and safety as well as the likelihood of damage
to sensitive equipment.
To combat these unwelcome and costly possibilities, our engineers have incorporated
an automatic locking system.

For products that

have the E+ feature, the
trademark is detailed in
the AT A GLANCE section
of the product pages.

FEATURE

Drawing on our in-depth knowledge of ductile iron and its unique properties, the
Ult-Emax range also has as standard a spring locking system that firmly locks the
covers in place once they are closed. This unique technology employs ductile irons
elasticity in areas where the components interact and allows for the locking of the
cover within the frame without the use of a mechanical locking device.
As an added deterrent, designers have hidden the master keyhole in the nose of the
cover which only becomes exposed when the automatic spring lock has been released.
As a result, any unauthorised intruder will find it impossible to gain entry
using just the two keyholes visible in the slave cover as the unit cannot be
opened until the locking finger has been disengaged and the master
cover removed.
Longer lifespan
In recognition of the importance
of whole life costs in todays
financially prudent
environment, the
Ult-Emax range has
been exactingly designed
with durability in mind.
The frame incorporates the
benefits of the Load Transfer
System (LTS) as with the
popular Opt-Emax and Inter-Ax
ranges. Furthermore, the covers
and frame are notched to reduce
and restrict cover movement which
would otherwise lead to wear and
ultimately to cover failure.

For products that have

the LTS feature, the
trademark is detailed
in the AT A GLANCE section
of the product pages.

FEATURE

21

D400 Ult-Emax range

Load Transfer System
Research carried out by Nottingham University helped
increase our understanding of the transfer of dynamic
loads from traffic onto the access cover and subsequently
from the access frame to the chamber structure.
In conventional designs, the load is concentrated at the corners of the casting
creating excess strain on specific areas of the bedding material. The new LTS
features were designed specifically to reduce this strain in the mortar and thereby
minimise the risk of cracking which can cause premature failure. The system
comprises the following four features:
Large corner webs
The flange has been optimised so that there is an increased area where the load is
concentrated, giving a 30-50% reduction of measurable strain in the bedding.
Bonding ribs
Rib design significantly improves bonding to the bedding material creating a
greater resistance to lateral shift. This helps avoid early separation and cracking of
the bedding material which can cause premature failure.
Rib positioning
Positioning of the ribs plays a critical role in reducing the risk of cracking the
bedding material. The position opposite the cover seating areas reduces the risk of
frame deflection and ensures that impact to the surrounding materials is limited.
Flange stiffness
The thickness of the flange at the corners prevents bending caused by dynamic
loading. Prevention of bending in this area reduces disturbance of the bedding
material.

The Inter-Ax product range was developed following an extensive three year
research programme. The research was conducted by the University of Nottingham
in conjunction with The Department for Transport (DfT), Scott Wilson Pavement
Limited and Saint-Gobain Pipelines.

Objectives
The objectives were to fully understand the mechanism of failure of ironwork
installations and to determine what actions could be taken to remedy them.
The research consisted of three main elements:
Real life installations
Laboratory trials using a purpose-built test-rig
Finite element analysis.

Conclusions
The research concluded that the road ironwork installations failed prematurely
because of the following:
Traditional cementitious bedding mortar being unsuitable for
ironwork installations
Movement of access cover frame under dynamic loading
Wrong products being specified and selected.

INTENSITY

The Inter-Ax range of traditional lift covers has been developed

with the research conclusions in mind and incorporates the new
LTS feature.

FEATURE

The Inter-Ax range has been specifically engineered to cope with

all the varying traffic loadings encountered on todays busy highways.
The D400 products are marked with one of the following traffic intensity markers
to simplify specification and selection of the most appropriate casting:
H for High traffic intensity locations
N for Normal traffic intensity locations
L for Low traffic intensity locations
All the Inter-Ax range has been developed for use with the LTS bedding mortar.
Inter-Ax also features a fibre-optic point of drilling
hole in the cover, avoiding the underside
cover webs to provide access into the
sewer for fibre-optic cameras.
The LTS design eliminates the
traditional grouting hole which was
found to increase the strain in the
mortar if positioned incorrectly.
Holes are provided in non-critical
areas to aid lifting or provide bolt
holes to secure the frame to the
manhole chamber.
Specification and selection of the Inter-Ax
range is made simple by using the Traffic
Intensity Specification and Selection software.

High efficiency gratings

It is now widely accepted that increased carbon dioxide generation is causing global
warming. These higher temperatures also mean increased rainfall with forecasters
predicting 10% more rain in England and Wales in less than a decade. More rain will
demand more efficient gratings to disperse larger quantities of surface water safely
and quickly to avoid localised flooding and the devastating consequences often
seen in recent news reports.
Saint-Gobain Pipelines engineers have developed a range of high efficiency gratings
for such a purpose. These gratings include:
Aqua-Max
Rexus
Torrent
Waterway 2000
Waterway 1200

D400 Aqua-Max range

Easier, safer, more secure and highly efficient
Saint-Gobain Pipelines have always been at the forefront of product design and
development, constantly pushing boundaries and with the new Aqua-Max grating,
this theme continues.
Increased security
The Aqua-Max has an automatic passive spring locking system that secures the
grating firmly in place once it has been closed. This spring lock is standard on all
Aqua-Max products and is integrated into the grating itself.
Drawing on our in-depth knowledge of ductile iron and its inherent properties, this
unique technology utilises the materials elasticity in areas where the components
interact and allows for the locking of the grate within the frame without the use of
a mechanical locking device. Instead, a locking arm engages with a lug on the
inside of the frame to prevent unauthorised or accidental opening. A prising bar is
required to lever the grating open at which point the locking arm elastically
deflects past the frame lug, allowing the grating to be hinged open.
Increased safety
Saint-Gobain Pipelines engineers have developed the markets first truly captive
hinged grating. Designers have generated a product that does not employ separate
hinge pins.
The Aqua-Max grating is fitted into the frame during manufacture and held
securely in place by a welded rear frame panel. This ensures that once assembled
the grating and frame cannot be separated even under the most arduous conditions.

38

Improved efficiency
Aqua-Max has been designed with water absorption at the forefront of the
engineers mind. The most efficient part of a grating is the area in immediate
proximity to the kerb, where the vast majority of surface water is located
during rainfall.
Designers have ensured that the Aqua-Max has a significant water clearing area
adjacent to the kerb ensuring it is the most effective grating in its class.

For products that have

the LTS feature, the
trademark is detailed
in the AT A GLANCE section
of the product pages.

FEATURE

Improved durability/lifespan Load Transfer System

In recognition of the importance of whole life costs in todays financially prudent
environment, the Aqua-Max range has been exactingly designed with durability
in mind. The frame incorporates the benefits of the Load Transfer System (LTS) as
with the popular Opt-Emax and Inter-Ax ranges. In addition wedge seatings reduce
and restrict grate movement which would otherwise lead to wear and ultimately
to failure.
Research carried out by Nottingham University helped increase our understanding
of the transfer of dynamic loads from traffic onto the access covers and gratings
and subsequently from the frame to the chamber structure. In conventional designs,
the load is concentrated at the corners of the casting creating excess strain on
specific areas of the bedding material. The new LTS features were designed
specifically to reduce this strain in the mortar and thereby minimise the risk of
cracking which can cause premature failure.
The system comprises the following four features:

For products that

have the E+ feature, the
trademark is detailed in
the AT A GLANCE section
of the product pages.

HMA74 1 (187120) road retaining bar.

C250 Selecta range

The result of intense collaboration
with road drainage engineers, the
Selecta kerb gully drainage unit in
ductile iron with opening top and
grating for optimum access, is the
professionals solution to the problem
of draining rainwater.

FEATURES

Available in two sizes with two kerb

profiles: Selecta Maxi and Selecta 500
Selecta kerb drainage units have been
designed to ensure excellent drainage
performance whilst maximising safety.
Slot orientation maximises
flow capacity and road
user safety.

Screening of debris
The presence of a raised bar prevents access into the gully for debris of too large a
size and keeps certain solid objects carried by run-off water out of the sewer system.
Anti-obstruction
The surfaces of the bars are equipped with facets that are oriented in such a way
as to prevent leaves or litter from blocking the drain.
Drainage
In the lower section of the gutter, the bars are arranged longitudinally in order to
maximise water drainage.
Simulations carried out on a test bench show increases of between 10% and 15% in
absorption, in certain circumstances, compared with a traditional design consisting
of a rectangular grating and a gully.

Studding on grating
prevents leaves sticking
to the grate and
maximises flow capacity.

Safety for cyclists

On the carriageway, the bars are perpendicular to the direction of the traffic in
order to ensure safety for cyclists.

Safety for pedestrians

On the pavement side, the elimination of clearance on the hinge system and of any
roughness on the surface of the cover ensure safety for pedestrians (high heels,
walking sticks, crutches, etc.)
Height adjustability
Three bolts allow the height adjustment (up to 50mm) of the cover frame with
respect to the kerb.

In the kerbline.

Height adjustability is only available on the Maxi.

Operation
Full opening with two flaps provides a wide unobstructed clear opening area
(550 x 450mm) which facilitates access to the sewer system. In particular, the
Selecta inlet is well suited to the insertion of cleaning and inspection equipment.
Opening
Both Selecta Maxi and Selecta 500 kerb gratings and covers features vandal
resistant ductile iron spring-bars to prevent unauthorised entry.
Grating and covers can be opened separately using a crow bar or pick axe as
illustrated or both together to obtain full uninterrupted access.
For products that
have the E+ feature, the
trademark is detailed in
the AT A GLANCE section
of the product pages.

FEATURE

Closing
Following routine maintenance both
the cover and grating can be closed.
Applying a little pressure to the
top of the cover or grating will
ensure that the spring-bar
activates and again provides
an effective barrier against
unauthorised access.

Reinstatement at existing site
Site assessment stage 1
Before beginning any reinstatement work it is recommended that a site assessment
is carried out. This can often save considerable time on site through improved
planning. The assessment should identify:
1. Type of reinstatement required.
2. Whether or not a new cover or grating is required. If a new unit is required then
the size and type of unit should be identified. This should include the frame
depth of the existing unit as it is quicker and more cost effective to replace the
old unit with one of equivalent frame depth. This will save having to build up
the chamber in order to bring the cover to road height.
3. The extent of work required. This should include any repairs required to the
brick chamber, the urgency of the work required, whether a short-term
emergency repair is required and an estimate of how long the work will take.

Material selection stage 2

There are currently many different bedding materials available in the market place.
The factors governing the choice of material are:
Long-term strength properties
Resistance to shrinkage
Optimum working properties
Early site opening
Consistency of performance.
To meet all of the necessary requirements Saint-Gobain Pipelines recommends the
use of LTS Polyester Resin Manhole Bedding Mortar. This recommendation arises
from a three year research programme in conjunction with Nottingham University,
Scott Wilson Pavement Engineering Ltd and the Department for Transport (DfT), to
investigate the premature failure of road ironwork installations.
The research revealed that the main cause of premature failure was the cracking of
the bedding material, causing the ironwork to become loose. In order to remedy this
problem, a greater understanding of the load transfer mechanism, and the interaction
between the ironwork, mortar and surrounding ground was first developed.
From this the revised performance specifications were defined.

Installation Cover, grating and surface box

Preparation stage 3
a. Excavate ironwork
Remove old ironwork ensuring that all cracked asphalt is
removed from surrounding area.

b. Clear and repair brickwork

Clear brickwork of all debris and old bedding material. Check the
access chamber for loose brickwork and crumbling mortar. Replace
any loose bricks and repoint as necessary. Check that the access
frame will seat evenly.
When installing access covers with a 100mm deep frame, rebuild the brickwork
chamber to a minimum level of 115mm below the carriageway surface using at
least Class B engineering bricks (165mm below surface using 150mm deep frame).
Any bricks used should have a compressive strength of not less than 20N/mm2.

Installation stage 4
a. Mix material
Material is pre-blended in controlled quantities. Pour the liquid
polyester resin into a suitable container followed by the powder
hardener component. Using a mechanical mixer ensure that the
material is thoroughly mixed (wetted).
b. Bedding layer
Place layer of bedding mortar on brickwork approximately 25mm to
40mm in depth. Ensure that enough coverage is available to make
contact with the entire flange of the casting.
c. Seat casting
Position casting frame over the access chamber and tamp down to
ensure that the mortar keys to the casting. For optimum
performance units are designed to be supported under the entire
flange area, up to the edge of the clear opening. Failure to provide
bedding over this area will detrimentally affect the performance
and longevity of the unit.
d. Level casting
Ensure that the casting is level with the road surface by placing
a straight edge across the corners of the casting onto the road.
The frame can be made level by tamping the frame into the
bedding material.
e. Check gaps under flange
Ensure that there are no visible gaps under the flange and smooth
bedding material with trowel both inside and outside of chamber.

f. Envelope flange
Use the remaining mortar to envelope the flange, paying particular
attention to the corner areas. Smooth out the mortar with a trowel
to ensure good bonding with the casting and to avoid any initial
cracks in the bedding material.
g. Backfill
Check that the bedding material has hardened, then backfill with asphalt.
Ensure that the asphalt is properly compacted.
Installation in new roads
When installing covers in new roads, where the road surface has not yet been
applied, embedment is made easier. Simply follow Stage 2: Material selection and
Stage 4: Installation.

LTS Polyester resin bedding mortar

Failure of the cementitious bedding mortar was found to be a principal cause of
failure of road ironwork installations. Cracking of bedding material caused the
ironwork to become loose. Cracking occurred due to a number of factors:
Shrinkage of the mortar during installation
Mortar having insufficient strength. Both compressive and tensile strain is built
up during loading.
Installation opened to traffic too early
Differential stiffness between the access chamber and the surrounding road
Movement of the frame and flange of the casting under dynamic loading
Failure of the bond/adhesion between the casting and mortar giving rise
to separation.
An understanding of the behaviour of the ironwork under loading and the subsequent
load transfer was developed along with the quantification of the strength (compressive
and tensile) requirements of a bedding material.
Saint-Gobain Pipelines engineers in collaboration with Weber SBD (manufacturers
of specialist construction mortars) have developed the LTS feature, designed to
increase the long-term performance of an ironwork installation. This includes
LTS Polyester resin manhole bedding mortar which has been purpose-designed to
provide:
Long-term strength
Resistance to shrinkage
Long-term durability
Optimum workable properties
Early site opening
Consistency of performance
Used in combination with products that incorporate the LTS frame design feature,
the Polyester Resin Manhole Bedding mortar will reduce the incidence of premature
failure and improve the long-term performance of an ironwork installation.

Strength properties
The Nottingham University research identified and quantified the required strength
to withstand the dynamic loading of a vehicle wheel. LTS bedding mortar exceeds
this performance level in both compression and tensile load.

Optimum workable properties

Ease of installation is an important element in ensuring good site practice.
The bedding mortar has been designed to allow enough working time to set the
access cover and a slump to give easy manipulation during bedding preparation.

Durability
Resistance is excellent to environmental conditions found in the highway. The mortar
is resistant to the action of frost. It will not react chemically with de-icing salts.
It has a low permeability which prevents damage to ironwork by chloride ingress.

Accessories Seal plates and safety grids

A comprehensive range of product accessories is available to enhance, protect and
increase safety.
Push-fit

The accessories include:

Seal plates
mild steel galvanised
GRP
Safety grids
Personalised badging
Lifting keys
Bolt-down mild steel galvanised (MSG) seal plates
Under surge conditions, pressure concentration in access shafts can lead to covers
being forced out of access covers. In situations where this may occur, Saint-Gobain
Pipelines offers a bolt-down MSG seal plate for added security.
MSG seal plates are fixed inside the access frame and secured using eight set
screws. MSG seal plates are specially designed to overcome problems of back
pressure experienced in sewer shafts up to 0.5 bar (equivalent to pressure of five
metres head of water).

Bolt-down

Installation (MSG)
When installing the access frame it is important that the bedding mortar does not
interfere with the bolt holes used to retain the seal plate. Before installing the seal
plate, ensure the sealing gasket and surface of the frame in contact with the
gasket are lubricated using a soft soap (the lubricant used for Tyton pipe gaskets
is also suitable). Washers should be placed under each set screw head. Set screws,
wrapped with thread sealing tape, should then be tightened evenly to avoid possible
distortion of the seal plate. We recommend bolting the frame to the chamber.
Note: Bolt-down MSG seal plates cannot be retrospectively fitted.
Push-fit glass reinforced plastic (GRP) seal plates
GRP seal plates act as a protective barrier against the egress of odours and the
corrosive properties of sewer gases, notably in countries where the ambient
temperature is high. They are also effective in reducing water infiltration.
GRP push-fit seal plates are not capable of performing under conditions of
back pressure.
Installation (GRP)
Push-fit GRP seal plates can be easily installed with the frame in-situ, and are
readily removable allowing fast access to shafts.
Note: Push-fit GRP seal plates may be retrospectively fitted in appropriate frames.
Safety grids
Specially designed MSG safety grids rest on the frames internal lip and are designed
to prevent the entry of objects into the sewer shaft when work is being carried out.
Safety grids are of drop-in design for ease of location in access frames and can be
fitted retrospectively.
Bar type and mesh type are available in appropriate frames.

Ductile iron product coating

Saint-Gobain Pipelines access covers and gratings are supplied coated with waterbased black bitumen as standard. Castings may be supplied uncoated on request
(fine cast).
Bitumen acts to protect casting surfaces whilst in transit and on the stockground.
In situations where castings are subjected to regular vehicular traffic, the coating
on the top surface of the casting will become worn. This has no adverse effect on
the castings performance.

Glossary
Loosely coupled
The two half covers/gratings of double triangular units are connected together
loosely by pins and clips. This helps prevent the covers/gratings being dropped in
the shaft during lifting and, being a loose connection, still allows the two half
covers/gratings to operate independently and retain their non-rock facility.
MSG seal plate (bolt-down)
Mild steel galvanised plate for fixing inside manhole frame and capable of
withstanding 0.5 bar back-pressure.
Non-rock
Cover/grating and frame design which gives quiet stable seating by means of threepoint non-rock seating, ie. double triangular. Gasket seatings (Pamrex, Ax-S 400)
are further examples of non-rock designs. A requirement of BS EN 124 Class D400.
Pressure-tight
Cover and frame which can withstand internal pressure as in surcharged drain
systems. Obtained by use of bolt-down MSG sealplate as in Inter-Ax, or units with
sealing rings and bolt-down cover as with Pamtight. Pressure-tight units cannot be
sealed retrospectively.
Prising slot
Slot in cover edge or occasionally on inside of frame that allows the use of a crow
bar to loosen covers before removal.
Recessed cover
Top of cover recessed to allow infilling with a chosen material, concrete, quarry tiles
etc., usually to match the surrounding area. Note most iron covers have a shallow
recess and may not be suitable for use with pavior blocks.
Right hand opening
Hinged grating that opens from the right when viewed from the pavement. In the
UK would be used on offside of one-way streets, traffic islands etc. as would be
closed by oncoming traffic.
Safety grid
A fabricated galvanised mild steel grid, which normally drop-fits onto the frame
below the cover to prevent covers and other objects being dropped into the shaft.
Seal plate (bolt-down)
Galvanised mild steel plate, fitted with a gasket, which is bolted to the frame to
prevent egress of odours and which may limit the ingress of water. Capable of
withstanding a back pressure of 0.5 bar. Cannot be fitted retrospectively.
Seal plate (push-fit)
Glass reinforced plastic (GRP) plate, fitted with a gasket, which is a push-fit into the
frame and prevents egress of odours and which may limit the ingress of water and,
especially in countries with high ambient temperature, acts as a barrier against the
corrosive properties of the sewer gases. Not capable of sealing under back pressure.
May be fitted retrospectively on certain products.
Sealed
Covers and frames which are sealed in some way to at least prevent the egress of
odours from the sewer. There are different methods of sealing and these give
varying standards of performance. See DOUBLE SEAL, SINGLE SEAL, SEAL PLATES
AND PRESSURE TIGHT.
Seating
Bearing/contact area between cover and frame. Also type or contact: Three-point
seating, Non-rock seating; Machined seating; Gasket (rubber) seating.

79

Glossary
Single-piece
Cover/grating comprises one piece.
Single seal
Traditionally single vertical tongue-in-groove relationship between cover, with
single rim, and frame with single groove. Allows single grease seal against egress
of odour. Limits ingress of rainwater. Also see SEAL PLATE.
Slide out
Cover removed by lifting one end then sliding out rather than direct vertical lift.
Reduces the effort needed for removal.
Ventilated cover
Openings within cover allow free circulation of air within the shaft and prevent
pressure build-up. Minimum vented area is specified in BS EN 124.
Waterway area
Free area of grating which allows the passage of water (ie. total area of slots).
