bodies:1. A male aged about 25-30 years, height 57 whitish complexion, crushed
face, and wearing sky blue colour shirt and brown colour pants found on
17.2.2013.
2. A male aged about 60-65 years, height 56 whitish complexion, long face,
thin built and wearing cream colour stripe shirt found on 19.2.2013.
3. A male aged about 35-40 years, height about 54 sallow complexion, oval
face, thin built and wearing green colour T-shirt & blue colour jeans pants
found on 25.2.2013.

GRUESOME MURDER CASE SOLVED

Exhibiting excellent investigative skills, perseverance and high degree of professional

competence, sleuths of West District Police (PS Ranhola) has lifted the curtains on the

mystery behind the gruesome murder case reported at police station Ranhola on
03.02.2013 and arrested one accused person.

NAME AND PROFILE OF ACCUSED ARRESTED

Farhan @ Sameer, S/o Safir Ahmed, R/o H.No. 415A, Mohalla Jamalpur, Aligarh, Uttar
Pradesh. He was born in the year of 1988 at Jamalpur, Aligarh (UP). He worked as tailor in a
jeans factory at Subhash Nagar, Delhi with his brother namely Irfan.

RECOVERIES

1. The dead body of missing girl namely Abhilasha was traced through documents.
2. Motor cycle No. UP- 81 K- 2924 (Hero Honda Splendor plus), that was used by Mushir
to carry the dead body from the place of murder to Mehrawal Railway Station to dispose
off the dead body.

INCIDENT

On 21/7/12, a missing report of Abhilasha, W/o Farhan, R/o H. No. 306, Shiv
Vihar, Vikash Nagar, Delhi was lodged on the complaint of her husband Farhan @ Sameer, in
which he stated that 3 din pahle meri patni beena bataye ghar se chali gayi, jo abhi tak
ghar nahi aayi hai. During enquiry, a complaint was received on 21/08/12, from the mother
of Abhilasha namely Santosh Devi, W/o Sh. Chander Pal Singh, R/o H. No. S- 9, Gali No. 8,
Vikash Nagar, Delhi, in which she suspected the role of Farhan @ Sameer (the husband of
missing lady Abhilasha). On this he was called to join the enquiry but farhan @ Sameer
remained untraceable to the police and didnt join the enquiry and applied for anticipatory
bail in the court. The anticipatory bail application was rejected by Honble court and he was
directed to join the enquiry but he did not bother to join the enquiry. After several efforts,
he joined the enquiry, but he couldnt give satisfactory answer to the enquiry officer. So this
suspicion became thicker. Under the suspicious circumstances, on the statement of Smt.
Santosh Devi (mother of missing lady), a case vide FIR No. 21/2013, dated 03/02/13, U/s
364 IPC was registered at PS Ranhola, Delhi.

During the course of investigation, suspect Farhan @ Sameer was put to

sustained interrogation. He broke down during interrogation and revealed that, he used to
work in a jeans factory as a tailor at Subhash Nagar, Delhi with his brother namely Irfan, for
the last 7 years. In that factory, one girl namely Sweety worked there and her sister namely
Abhilasha (missing lady) used to come there to give food to Sweety. Meanwhile, Abhilasha
came in contact with accused Farhan @ Sameer and after 3 years, both started living

together. After some time, he suspected that Abhilasha has some illicit relations with
another person. Over this issue, they started quarrelling and Abhilasha mounted pressure
on him to get married with her otherwise she would implicate him in a criminal case. So on
19 March, 2012 he married Abhilasha but prepared a plan to murder her. He conspired to
murder his wife Abhilasha along with his cousin namely Sanu. As per his conspiracy, on
14/7/12, he took his wife Abhilasha to his native village at H. No. 415A, Mohalla Jamalpur,
Aligarh, UP, where Sanu introduced him to a contract killer namely Mushir. A deal of murder
of Abhilasha was finalized for a sum of Rs.50 thousand with Mushir.

On 19/7/12, he along with his cousin Sanu took Abhilasha to an underconstruction building in a remote area of Aligarh (UP). There Mushir was present with one of
his associates. He killed Abhilasha by strangulating her with the help of a rope and took the
dead body on a M/Cycle near Mehrawal Railway station to dispose off the dead body.
Leaving the body, they left the place. Farhan was arrested in the case on 03/02/13.

INVESTIGATION

Keeping in view the gravity of the incident, a special team comprising of officials
of PS Ranhola led by Sh. Raj Kumar, ACP/Nangloi was constituted to solve the case under
the close supervision of SHO/Ranhola Inspr. A. K. Singh. The team consisting of
SHO/Ranhola Inspr. A. K. Singh, S.I Ramchandra, HC Ummed No.250/W, HC Gajendra No971/W, Ct Sukhveer No. 1016/W, CT Mandeep No-3355/W visited the spot and examined it
minutely. All the concerned persons were interrogated to find out the clue. Police custody
remand was granted by the Honble court. Farhan @ Sameer pointed out the building where
they murdered Abhilasha and the spot where he and Sanu left the dead body.

During the course of investigation, a police team of PS Ranhola re-visited

Aligarh (UP) to find out the dead body and for the arrest of co-accused persons. Police team
went through police records in SSP office at Aligarh and found that in the morning of
20/07/12 i.e. the next day of murder, Station master of Mehrawal Railway Station had
lodged a report regarding a dead body on the railway tracks at PS Gabhana. Police team
went through the panchnama and photographs of that body and it was found to be the dead
body of Abhilasha. Musir with his associate disposed the body of Abhilasha by throwing it on
railway tracks. Section 302/201/34 IPC was added in above said case FIR as her husband
murdered her along with his associates and disposed off the dead body to destroy evidence.
Further investigation is in progress.

SNATCHER ARRESTED BY A.A.T.S/SED

With the arrest of Amit Kumar s/o Late Sh. Hari Ram R/o C-108 Parkash
Mohalla, Village Garhi, East of Kailash, New Delhi age 22 years, AATS/South-East
District has solved a case of theft of PS Amar Colony and recovered stolen mobile
phone.
INVESTIGATION:
On dated 27.02.13 SI Anand Parkash received secret information that one
Amit, who is in mal-practice of theft and snatching, is present in the park near
ISKCON Temple.
On receipt of this information Sh. Jagdish Yadav/Insp AATS, immediately
constituted a team consisting of Ct. Ravindra Giri No. 1795/SE and Ct. Varun No.
1404/SE under the leadership of SI Anand Parkash for taking necessary action.
The team reached at the spot i.e. Ashtha Kunj Park near ISKCON Temple and
on the instance of secret informer one person was apprehended namely Amit Kumar
s/o Late Sh. Hari Ram R/o C-108 Parkash Mohalla, East of Kailash, New Delhi. One
mobile phone make Samsung was recovered from his possession which
was later on verified as stolen property vide FIR No. 23/13 u/s 379/34 IPC
PS Amar Colony.
INTERROGATION & MODUS OPERANDI
On sustained interrogation the accused Amit disclosed that he was born in
Village Garhi, East of Kailash, New Delhi. His father had died six years ago. He
studied up to 10th class and left the studies. At present he is jobless and could not
get enough money for his needs. He came in contact with bad elements and started
committing petty crimes.
He further disclosed that about one month ago in the night he along with one
of his associate was wandering near Sapna Cinema and stopped two persons on
m/cycle and asked them to give a mobile to make a necessary call. As soon as one
of them gave mobile to them they took it and fled away.

L.G., Delhi inaugurates/flag off Prepaid Cab Management System at IGI

Airport

Shri Tejender Khanna, L.G., Delhi today inaugurated and flagged off a safe
Cab Management System at Terminal-III, IGI Airport, New Delhi as a Prepaid Taxi
Service. Shri Bhim Sen Bassi, Spl. CP/Admn., Shri Sudhir Yadav, Spl. CP/Traffic,
Spl. CP/Crime, Spl.CP/Security, Delhi, Shri I.P. Rao, CEO/DIAL, Shri K. Narayana
Roa, President DIAL and other senior officers were also present at the
inauguration/flag off ceremony.
Prepaid taxi service was introduced in 1986 at Delhi Airport by Delhi Traffic
Police but now safety features like identified drivers and registered cabs are being
provided to the passengers to add comfort and safety norms. The new system has
been launched at Terminal III of IGI and shall be rolled out from Terminal-I shortly.
At present, prepaid Taxi/TSR fare system is operating from 19 locations in
Delhi. At Airports only Prepaid taxis are available. At Railways Stations both Taxis
and TSRs are available. Prepaid TSRs are available from all other locations.
Around 30 lakh commuters are being served annually. Fare is charged on zone
basis based on destination from the origin point and in lieu of this assured service,
a surcharge of Rs. 5 for TSR and Rs. 10 for taxi is levied for administrative
maintenance of the system. Prepaid AC/Non-AC taxi service also available from
Airports to Gurgaon, Faridabad, Kundli and Bahadurgarh, etc.
The Honble L.G., Delhi on this occasion lauded the safety features and
also remarked at the destinations like hotels and guest houses available on internet
sites may also be scrutinised by Police for verification and total safety.
Tata
Consultancy Services, who have devised a software and application hardware, also
explained the safety features like Bio-metric IDs, tracking the drivers and
passengers till their destinations and generating various reports.

A BC WANTED IN MURDER CASE ARRESTED

The staff of PS Bhalswa Dairy, North-West District has arrested
one wanted BC in murder case namely Bablu @ Kalwa @ Som Chand S/o
Mohan Lal R/o H.No.509 & B 4/171 Bhalswa Dairy Delhi.
INCIDENT
On 13.12.12 Javed r/o Bhalswa Dairy Delhi, reported that he
alongwith Naseem was going by his vehicle no. DL 1T 8155 to Bhalswa
Dairy. When they reached near J.J colony park, Bhalswa Dairy, one person
namely Ajay forcibly stopped his vehicle and told that Naseem had made a
complaint against him in the Police Station. In the meanwhile one another
person namely Bunty alongwith two other person also came there.
Suddenly all of them started beating Naseem, stabbed him and ran away
from the spot. The injured was taken to BJRM Hospital where he was

declared brought dead by the Doctors. Accordingly, a case vide FIR No

243/12 dt 13.12.12 u/s 302/120B IPC P.S. Bhalswa Dairy was registered
on the complaint of Javed .
INVESTIGATION
Investigation of the case was entrusted to Insp. Ajay Kumar
Singh, SHO/B.Dairy. During the course of investigation three accused
namely (1) Ajay (2) Lakhan @ Bunty and (3) Kanhaiya Lal were arrested
on 13.12.12 & 14.12.12 respectively. While one remaining accused namely
Bablu @ Kalwa @ Som Chand S/o Mohan Lal R/o H.No. 509 & B 4/171
Bhalswa Dairy, Delhi, a history sheeter of PS Bhalaswa Dairy was evading his
arrest.
TEAM & ARREST
A team consisting of Insp. Ajay Kumar Singh, SHO/Bhalswa
Dairy, HC Jitender No. 187/NW and Ct. Vicky No. 1717/NW, was constituted
to nab the absconding accused. Accordingly, sources were deployed to
gather intelligence about
him and the above said accused has been
apprehended on 28.02.13 from the area of P.S Bhalswa Dairy .

Whereas, a large number of private courier services operate in and around the Capital to
facilitate sending of goods through courier across the country.
2.
And whereas, It has been noticed that the private courier services generally book goods or
items to be transferred on the face value of the courier sender without brothering to verify his or her
address thereby paving the way for unscrupulous persons using the courier services for illegal
activities.
3.
And whereas, instances have come to notice where criminals have used courier services to
send incriminatory items, contraband and even dead bodies in the guise of courier.
4.
And whereas, it has also been observed that the record of courier senders are not kept by
the courier services or agents engaged in the business of facilitating courier of goods making it difficult
for the investigation agencies to identify the culprits behind such crimes.
5.
And whereas, it is thus rendered imperative to put regulatory check on the private courier
services who deal in booking and sending goods from one place to another so that the anti social
elements may not be able to use them to send incriminatory things through them and it is felt that
immediate action is necessary in this regard.
6.
Now, therefore, in exercise of the powers conferred upon me by virtue of Section 144 Cr.
P.C, 1973 ( No. 2 of 1974 ) read with Govt. of India, Ministry of Home Affairs, New Delhis is
Notification No. U- 11036/(i) UTL, dated 9.9.2010, I Surender Kumar Sharma, Asstt.

order that all such private courier services or agents who deal in booking and sending goods in the
jurisdiction of Sub Division, Delhi shall: -

(a)
courier.

Maintain a register of courier senders and detail of goods to be sent through

Keep copies of identification documents like election card, ration
card, PAN card, Driving License etc. of the courier sender for access by the
police as and when required.
(c)
Cross- check from the concerned company or office if its
representative or employee approaches for getting the goods booked for
courier in case sender is acting on behalf of a company or office or
organization.
(d)
Generally satisfy oneself about the goods before accepti9ng the
packet/ parcel booked for courier.

(e)
Install CCTV with sufficient number of cameras and recording
system with play back facility, to cover booking office and the area where
goods are to be kept. The CCTV should monitor anyone coming for booking a
courier.
(f)
The recording system shall preserve a digital record of CCTV
coverage for not less than 30 days.
(g)
The private courier service or agent shall cause to copy the CCTV
coverage on a CD and hand over to the police whenever demanded.
(h)
Inform the nearby police station if the courier sender of the goods is
found suspicious.

These orders shall come into force with effect from 28.02.13 to 28.04.13 and shall remain
in force for a period of 60 days upto (both days inclusive) unless withdrawn earlier.

Any person dealing in business of courier services or agent who contravenes this order shall be
liable to be punished in accordance with the provisions of Section 188 of the IPC.

As the notice cannot be served individually on all concerned, the order is hereby passed exparte. It shall be published for the information of the public through the press and by affixing copies

1. Whereas, a large number of people sell and purchase Second Hand

Vehicles including Motor Cycles, Scooters and Cars in Delhi through
dealers engaged in this profession.
2. And whereas, it has been noticed that the Second Hand Vehicles
are commonly sold without filling all the columns especially date of
transaction of Form No. 29 and Form No. 30 (part-I & II) thereby
resulting in transfer of vehicle to number of purchasers before the
actual transfer of the vehicle in the records of Transport Authority. This
is to circumvent the requirement of section 50 of the Motor Vehicle Act,
1988, that the fact of transfer of vehicle should be reported to the
Transport Authority within 14 days for local transfer and 45 days for
inter-district transfer.
3. And whereas, it has been noticed that the stolen vehicles involved
in crime are sold to several purchasers through dealers/agents of
Second Hand Vehicles. Such second hand vehicles are likely to be used
for commission of various type of crime like robbery etc. and may be
used even in terrorist activity.
4. And whereas, it has also been observed that the record of seller
and purchaser are not kept by the dealers or agents engaged in the
business of facilitating sale and purchase of Second Hand Vehicles
making it difficult for the investigation agencies to identify the criminals
involved in such crimes.
5. And whereas, it is rendered imperative to put regulatory check on
the vehicle dealers who deal in sale and purchase of Second Hand
Vehicles so that the anti social elements may not use them to sell the
stolen vehicles through them and it is felt that immediate action is
necessary in this regard.
6. Now, therefore, in exercise of the powers conferred upon me by
virtue of Sec. 144 of the Criminal Procedure Code, 1973 (No. 2 of 1974)
read with Govt. of India, Ministry of Home Affairs, New Delhis
Notification No. U-11036/(i) UTL, dated 09/09/2010, I, Jasvir Singh
Malik, Assistant Commissioner of Police of the Sub Division
Parliament Street of New Delhi District do hereby make this written
order that all such Vehicle dealers who deal in sale and purchase of
second hand vehicles including Motor Cycles, Scooters and Cars in the
jurisdiction of Sub-Division Parliament Street, Delhi shall:-

(a)
Maintain a register of sellers and purchasers of all the
transactions of Second Hand Vehicles.
(b)
Ensure that Form 29, Form 30 and the delivery letter are
duly filled with clear mention of the date of transaction.
(c)
Affix photographs of the seller and purchaser on the
register.
(d)
Keep copies of identification documents like election card,
ration card, PAN Card, Diving licence etc. as well as copies of
Form 29, Form 30 (Part-I & II) and Delivery Letter for access by
the police as and when required.

1. Whereas, there is mushrooming of BPOs (Business Process Outsourcing Centres)

prominently known as Call Centres, Corporate and Media Houses in Delhi and other parts of the
NCR offering employment opportunity for the youths.
2. And whereas, the employees including young women from across the
country have been staying in various parts of Delhi while their work
place may be in the NCR region and their employers are providing cab
services for the purpose of picking up and dropping them from their
place of stay to office and back. As these organizations are functioning
round-the-clock, the cabs are ferrying employees even at late night
hours. Such employers are reported to have hired cabs on contract
basis and have not been able to properly monitor these cab operators
and their drivers for ensuring safe and secure transportation of the
employees resulting in grave danger to human life, safety and security
of the employees, especially of women employees.

3. And whereas, it has come to notice that certain criminal and anti-social
elements look for soft targets, particularly during the odd hours and
the women employees who travel during late night hours are
vulnerable to crime and criminal acts by such elements, if they are not
dropped securely and safely at their places of stay.

4. And whereas it is rendered imperative to put some regulatory checks

on organizations having such service of picking and dropping their
employees and the transporters, security agencies, drivers and
security guards involved in the same so that anti-social and criminal
elements may not cause danger to human life and safety and their
property and it is felt that immediate action is necessary in this regard.

5. Now, therefore, in exercise of the powers conferred upon me by the

virtue of Section 144 of Criminal Procedure Code, 1973 (No. 02 of
1974) read with Govt. Of India, Ministry of Home Affairs, New Delhis
Notification No. U-11036/(1) UTL, dated 09/09/2010, I, Amit

such organization like BPOs, Corporate and Media Houses having the
system of picking up and dropping their employees and the concerned
transporters, security agencies, drivers and security guards in the
jurisdiction of Sub-division Vivek Vihar East District, Delhi:-

a. Maintain a data base of all employees, security personnel, cab drivers

and contractual workers working with them for access by the police as
and when required.
b. Hire the security personnel and other contractual personnel as far as
possible from licensed agencies only.
c. Ensure verification of antecedents of all their employees including
contractual employees.

d. Ensure that women employees are not made to travel alone with the
cab driver and a duly verified security guard or a male colleague
(regular employee of the company) is invariably deployed in each
cab carrying women staff during night hours i.e. 08:00 PM to
07:00 AM.
e. Choose the route in such manner that as far as possible a woman
employee is not the first one to be picked up or the last to be
dropped.
f. Ensure that during the night hours cab involved in transportation of
women employees picks up and drops such employees right at their
houses and remains halted at the point where a woman employee has
been dropped till she confirms about her arrival / reaching at her
residence / place of stay through a telephone call.
g. Ensure that, whenever the house of a woman employee is so located
that the approach road is not motorable, the duly verified security
guard or the male colleague, during night hours, accompanies the
employee on foot up to her house and takes a confirmation about here
safe arrival.
h. Exercise effective check and control on the vehicles movement in
order to check any unwarranted activities of the cab drivers, such as
picking up strangers, straying away from the designated route etc.
i. Get GPS system installed in the cabs used in the transportation of
employees, especially of women employees within two months time.

6. This order shall come into force with effect from 28.02.13 and shall
remain in force for a period of 60 days i.e. up to 28.04.13 (both days
inclusive) unless withdrawn earlier.

7. Any person / employer / transporters etc. contravening this order shall

be liable to be punished in accordance with the provision of Section
188 of Indian Panel Code.

8. As the notice cannot be served individually on all concerned, the order

Whereas a large number of commercial places/shops have come up in the area of Sub.
Division/ Vivek Vihar East District which are popularly known as Cyber Cafes and large
number of people visit them to use the facilities available in such place including e-mail facility
And whereas, it has come to notice that certain criminal anti-social elements/terrorists are
also using these facilities to mislead the security/investigating agencies, create panic amongst the
public, endanger the security of VVIPs and Govt. Institutions, and help in the terrorist activities
directly affecting the security of the State.
And whereas, it is necessary to take speedy measures in this behalf to prevent danger to
human life or safety, to prevent terrorist activities, which may affect the security of the State and
disturbance of public order and tranquility.
Now, therefore, I, Amit Sharma, Asstt. Commissioner of Police, Sub. Division Vivek
Vihar, Delhi, in exercise of the powers conferred upon me under Section 144 Criminal
Procedure Code, 1973 (No.2, 1974) read with Govt. of India, Ministry of Home Affairs, New
Delhis Notification No. U-11036/1/2008 - UTL, dated 26.11.08, do hereby make this written
order for strict compliance by the owners of such Cyber Cafes in the entire G. Nagar SubDiv.Delhi :a.
prohibiting the use of Cyber Cafe by unknown person and whose
identity has not been established by the owner of the Caf.
b.

maintaining a register for identity of the visitor/user.

c.
make an entry in the handwriting of the visitor/user mentioning
name, address, telephone number and identity proof. The visitor/user shall also
sign the register kept for this purpose.
d.
the identity of the visitor/user shall be established through identity
card, voter card, ration card, driving license, passport and photo credit card (any
one of them) ;
e.
activity server log should be preserved in main server and its record
should be preserved for at least six months.
f.
if any activity of the visitor is of a suspicious nature the owner of
the Cyber Caf will immediately inform the Police Station ; and
g.
record along with photograph be maintained about the specific
computer used by the person.
9. This order shall come into force with effect from 28.02.13 and shall
remain in force for a period of 60 days i.e. up to 28.04.13 (both days
inclusive) unless withdrawn earlier.

Any person contravening this order shall be punishable under Section 188 of the Indian
Penal Code.
As the notice cannot be served individually on all concerned, the order is hereby
passed ex-parte. It shall be published for the information of public through press and by affixing
copies on the notice boards of the offices of all Districts DCsP, Addl. DCsP, ACsP, Tehsil offices,

ORDER
Whereas, reports have been received that due to the situation prevailing in the
areas of Police Stations of Sub. Division Vivek Vihar , East District, Delhi, it is apprehended that
terrorist/ anti-social elements may seek hideouts in the residential areas of the said Police
Stations and there is every likelihood of breach of peace and disturbance of public tranquility and
also there is grave danger to human life and safety and injury to public property on that account.
And whereas it is necessary that some checks should be put on landlords/tenants
so that terrorists/ anti-social elements in the guise of tenants may not cause explosions riots,
shoot outs, affray etc and that immediate action is necessary for the prevention of the same.
Now, therefore, I, Amit Sharma, Asstt. Commissioner of Police, Sub. Division
Vivek Vihar, Delhi, in exercise of the powers conferred by clause (b) of Sub-section (I) of the
Section 70 of the Delhi Police Act, 1978 (34 of 1978) upon me under Section 144 Criminal
Procedure Code, 1973, read with Govt, of India, Ministry of Home Affairs, New Delhis
Notification No. B-11036/1/ 2008 UTI, dated 26.11.2008 do hereby order that no
landlords/owner/person of any house/property which falls under the jurisdiction of Police
Stations specified above, shall let/sublet/rent out any accommodation to any person unless and
until he has furnished the particulars of the said tenant (s) to the Station House officer of the
Police Stations/ concerned. All persons who intend to take accommodation on rent shall inform
in writing in this regard to the Station House Officer concerned in whose jurisdiction the
premises fall. The persons dealing in property business shall also inform in writing to the Station
House Officer concerned in whose jurisdiction the premises fall about the particulars of the said
tenants.

This order shall come into force with effect from 28.02.13 and
remain in force for a period of 60 days i.e. up to 28.04 .2013 (both days
inclusive) unless withdrawn earlier.
Any person contravening this order shall be punishable under Section 188 of the
Indian Penal Code; and

ORDER

Whereas a large numbers of complaints are being received that people purchasing
liquor vends often start consuming in front of liquor vend and at other public places. Venders
selling eatable and juices, at times, also station themselves unauthorizedly outside liquor vends
which further facilitate this undesirable activity. Sometimes, Baratis of marriage processions
also openly drink liquor etc., on the Roads while the Barats are moving. Drinking in public is a
nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death
and damage to public and private property. This affects the peace and tranquility of the area and
creates problems in maintaining law and order. It is also a punishable offence u/s 40 of the Delhi
Excise Act-2009 (Delhi Act 10 of 2010).

And whereas it is necessary to take speedy measures in this
regard to prevent danger to human life and safety and to thwart/prevent untoward incidence which may affect the peace and tranquility of the area.

Now, therefore, in exercise of the powers conferred upon me by
section 144 Criminal procedures Code, 1973 read with Govt. of India
Ministry of Home Affairs, New Delhis Notification No.11036/1/2010-UTL
dated 09.09.2010, I, Amit Sharma , Asstt. Commissioner of Police,
Sub-Division, VIVEK VIHAR East District, Delhi do hereby make this
written orders to do the following for strict compliance by the owners of such
liquor vends in the area of Sub Division VIVEK VIHAR East District, Delhi.

a)
Install CCTV with sufficient number of Cameras and recording system with
playback facility, to cover up to 50 meters area in front of the shop. The CCTV should monitor
anyone consuming liquor of facilitating consumption of liquor or any unauthorized vender
stationed in the coverage area.

b)
The recording system shall preserve a digital record of CCTV coverage for not less
than 10 days.

c)
The vend owner or his agent shall cause to copy the CCTV coverage on a CD and
handover to the police whenever demanded.

d)
Before starting sales for the day, the manager of the liquor vend should ensure the
CCTV system is in a proper working order and in case any defect is noticed, immediate action to
get it rectified should be taken. An entry should be made in the register and intimation in writing
should be sent to the police station simultaneously to be got duly received from the Duty Officer
of the police Station mentioning Daily Diary Number on the intimation.

e)
During the course of monitoring of the CCTV System, the Manager of anyone
specifically designated by the Manager for real time monitoring of CCTV Cell immediately
inform the police Control Room at Telephone No.100 and also the nearest police Station in case
any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

f)
The vend owner shall display prominently at least two bilingual sign boards
mentioning that the drinking in public place is an offence and standing of unauthorized vendors
outside the liquor shop is strictly prohibited. Telephone number of nearest police Station shall
also be mentioned on the signboards.

This order shall come into force with effect from 28.02.13 and shall remain in force for a
period of 60 days i.e. up to 28.04.2013 (both days inclusive) unless withdrawn earlier.
5.
Any person contravening this order shall be punishable under Section 188 of the
Indian penal Code.

As the notice cannot be served individually on all concerned, the order is hereby passed

Whereas information has been received that some people/groups may indulge in
activities prejudicial to the maintenance of peace in the jurisdiction of Sub. Division Vivek
Vihar ,East District, Delhi.
And whereas information has also been received that such activities may seriously
endanger life and property of the citizens and maintenance of law and order in the jurisdiction of
Sub. Division Vivek Vihar East District, Delhi.
Now, therefore, I, Amit Sharma, Asstt. Commissioner of Police, Sub. Division
Vivek Vihar, Delhi, in exercise of the powers conferred upon me under Section 144 Criminal
Procedure Code, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs and

order prohibiting the carrying of MASHAL i.e. torch carrying live flames or live fire candles or
live fire in any form in processions, rallies, functions, in the entire jurisdiction of Sub. Division,
Vivek Vihar, Delhi.

The order shall come into force with effect from 28.02.13 and shall
remain in force for a period of 60 days i.e. up to 28.04.13 (both days
inclusive) unless withdrawn earlier.

ORDER

Whereas, a large number of private courier services operate in and around the capital to
facilitate sending of goods through courier across the country.
And whereas, it has been noticed that the private courier services generally book goods
or items to be transferred on the face value of the courier sender without bothering to verify his
of her address thereby paying the way for unscrupulous persons using the courier services for
illegal activities.
And whereas, instances have come to notice where criminals have used courier
services to send incriminatory items, contraband and even dead bodies in the guise of courier.

And whereas, it has also been observed that the record of courier senders are not kept by
the courier services or agents engaged in the business of facilitation courier of goods making it
difficult for the investigation agencies to identify the culprits behind such crimes.
And whereas, it is thus rendered imperative to put regulatory check on the private courier
services who deal in booking and sending goods from one place to another so that the anti social
elements may not be able to use them to send incriminatory things through them and it is felt that
immediate action is necessary in this regard.
Now therefore, in exercise of the powers conferred upon me by virtue of section 144
Cr.P.C., 1973 (N0. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhis is
Notification No.U-11036/(i)UTL, dated 09.09.2010, I, Amit Sharma, Asstt. Commissioner of
Police, Sub-Division, Vivek Vihar, East District, Delhi do hereby make this written order that
all such private courier services or agents who deal in booking and sending goods in the
jurisdiction of Sub-Division, Vivek Vihar, East District, Delhi shall:-

(a)
Maintain a register of courier senders and detail of goods to be sent
through
courier.
(b)
Keep copies of identification documents like election card, ration
card, PAN card, driving license etc. of the courier sender for access by the
police as and when required.
(c)
Crosscheck from the concerned company of office if its
representative or employee approaches for getting the goods booked for
courier in case sender is acting on behalf of a company of office or
organization.
(d)
Generally satisfy one about the goods before accepting the goods
before
accepting
the
packet/parcel
booked
for
courier.
(e)
Install CCTV with sufficient number of cameras and recording
system with play back facility, to cover booking office and the area where
goods are to be kept. The CCTV should monitor anyone coming for
booking
a
courier.
(f)
The recording system shall preserve a digital record of CCTV
coverage
for
not
less
than
30
days.

(g)
The private courier service or agent shall cause to copy the CCTV
coverage on a CD and hand over to the police whenever demanded.

(h)
Inform the nearby police station if the courier sender of the goods
is found suspicious.
These orders shall come into force with effect from 28.02.13 to 28.04.13 and shall
reaming in force for a period of 60 days (both days inclusive) unless withdrawn earlier.
Any person dealing in business of courier services or argent who contravenes this order
shall be liable to be punished in accordance with the previsions of section 188 of the I.P.C.

Whereas, a large number of complaints are being received regarding the safety of women,
senior citizens and against the other citizens in Sub-Division Vivek Vihar and to take certain
measures for strengthening the safety of women as well as preventing the crime, it is mandatory
for the owners of Bar, restaurant, Guest Houses, Banquet Halls, Hotels, Cinema Halls, Hostels,
Shopping complexes, Malls, Petrol pumps, CNG Stations of Sub-Division Tilak Nagar to install
the CCTV cameras covering the entire outside area of their respective shops/complexes so that
proper surveillance could be mounted over the anti-social activities.

2. And whereas, it is necessary to take speedy measures in this regard to prevent danger to
life or safety of women, senior citizen and other citizens to thwart/prevent any un-toward
incidents which may affect the peace and tranquility of the area.
3. Now, therefore, I, Amit Sharma, Assistant Commissioner of Police, Sub-Division Vivek
Vihar, Delhi, in exercise of the powers conferred upon me under Section 144 Criminal
Procedure Code, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs,
New Delhis Notification No. U-11036/(i)/2008-UTL, dated 26-11-2008, do hereby direct all
the above mentioned managers/owners to install the CCTVs and footage of the same be
retained at least for 15 days.
a. All Hotels, Restaurant, Bars, Discotheque, Malls having basement parking will
mandatorily deploy sufficient numbers of CCTV cameras to cover the entire area of the
parking.
b. Install CCTV system with sufficient number of cameras and recording system with play
back facility to cover up to 50 meters area in front of the shop/restaurant etc.
c. The recording system shall preserve a digital record of CCTV coverage for not less than 15
days.

d. The manager/owner shall cause to copy the CCTV recording on a CD and hand over to the
police, whenever demanded.

e. The manager/owner to ensure that CCTV recording system ought to be in proper condition
and in case any defect is noticed, immediate action to get it rectified should be taken.

f. During the course of monitoring of the CCTV system, the manager/shop owner or anyone
specifically designated by the manager for real time monitoring of the CCTV shall immediately
inform the Police Control Room at telephone No. 100 and also the nearest Police Station in case
of any untoward incident.

g. Any person contravening this order shall be punishable under section 188 of the IPC.

This order shall come into force wef 28.02.13 and shall remain in force for a period
of 60 days i.e. up to 28.04.13 (both days inclusive) unless withdrawn earlier.

As this order cannot be served individually on all concerned, the order is hereby passed
Ex-parte. It is further directed that this order shall be published for the information of the public
through press and other media and by affixing copies on the notice boards of all Deputy
Commissioner of Police, Assistant Commissioner of Police, Tehsil Officers of the Districts, all
Police Stations concerned and the offices of the NDMC and MCD in the jurisdiction of SubDivision Tilak Nagar.

ORDER
1. Whereas, a large number of people sell and purchase Second Hand
Vehicles including Motor Cycles, Scooters and Cars in Delhi through dealers
engaged in this profession.

2. And whereas, it has been noticed that the Second Hand Vehicles are
commonly sold without filling all the columns especially date of transaction
of Form No. 29 and Form No. 30 (part-I & II) thereby resulting in transfer of
vehicle to number of purchasers before the actual transfer of the vehicle in
the records of Transport Authority. This is to circumvent the requirement of
section 50 of the Motor Vehicle Act, 1988, that the fact of transfer of vehicle
should be reported to the Transport Authority within 14 days for local
transfer and 45 days for inter-district transfer.

3. And whereas, it has been noticed that the stolen vehicles involved in
crime are sold to several purchasers through dealers/agents of Second Hand
Vehicles. Such second hand vehicles are likely to be used for commission of
various type of crime like robbery etc. and may be used even in terrorist
activity.

4. And whereas, it has also been observed that the record of seller and
purchaser are not kept by the dealers or agents engaged in the business of
facilitation sale and purchase of Second hand Vehicles making it difficult for
the investigation agencies to identify the criminals involved in such crimes.

5. And whereas, it is rendered imperative to put regulatory check on the

vehicle dealers who deal in sale and purchase of Second Hand Vehicles so
that the anti social elements may not use them to sell the stolen vehicles
through them and it is felt that immediate action is necessary in this regard.

6. Now, therefore, in exercise of the powers conferred upon me by virtue of

Sec. 144 of the Criminal Procedure Code, 1973 (No. 2 of 1974) read with
Govt. of India, Ministry of Home Affairs, New Delhis Notification No. U11036 / (i) UTL, dated 09/09/2010, I Bhoop Singh, Assistant
Commissioner of Police of the Sub Division Chanakya Puri of New
Delhi District do hereby make this written order that all such Vehicle
dealers who deal in sale and purchase of second hand vehicles including
Motor Cycles, Scooters and Cars in the jurisdiction of Sub-Division
Chanakya Puri Delhi shall:-

(a) Maintain a register of sellers and purchasers of all the transactions of

Second Hand Vehicles.

(b) Ensure that Form 29, Form 30 and the delivery letter are duly filled with
clear mention of the date of transaction.

(c) Affix photographs of the seller and purchaser on the register.

(d) Keep copies of identification documents like election card, ration card,
PAN Card, Driving licence etc. as well as copies of Form 29, Form 30 (Part-I
& II) and Delivery Letter for access by the police as and when required.

(e) Inform the nearby police station if the seller or buyer is found suspicious.

7. The area covered by this prohibitory order, will be the entire area of both
Police Stations (Chanakya Puri and Tughlak Road) of this Sub-Division.

8. This order shall come into the force with effect from 01/03/2013 and
shall remain in force for a period of 60 days upto 29/04/2013 (both days
inclusive) unless withdrawn earlier.

9. Any person dealing in business of sale and purchase of second hand

vehicles as dealer or agent who contravenes this order shall be liable to be
punished in accordance with the provisions of Section 188 of the Indian
Penal Code.

10. As the notice cannot be served individually on all concerned, the order is
hereby passed Ex-Parte. It shall be published for the information of public
through Press and by affixing copies on the notice board of the offices of all
