Pope Emeritus Benedict XVI and His Holiness Pope Francis announced and declared two liturgical
events respectively; the Eucharistic Congress to be held at Cebu on January 24-31, 2016 and 2016
as the Jubilee Year of Mercy.
Pope Emeritus Benedict XVI announced the Philippines will host the next Eucharistic Congress
during the conclusion of the previous Eucharistic Congress held at Dublin last June 2012 while,
His Holiness Pope Francis declared in his April 2015 Papal Bull of Indiction that 2016 will be the
Jubilee Year of Mercy.
Being responsive to Pope Emeritus Benedict XVI and His Holiness Pope Francis invitations, this
years Traslacion theme is: Banal na Eukaristiya, Buhay ng mga Sumasampalataya sa Poong
Hesus Nazareno sa Taon ng Awa.
The Eucharistic Congress and Jubilee Year of Mercy promote to all faithful the importance of the
Eucharist as the center and vortex of all forms of piety and to spread mercy by through the means
of promoting new evangelization.
To help us better understand the depth of our devotion to the Mahal na Poong Hesus Nazareno,
the overnight vigil of 8-9 January 2016 will be facilitated by Dra. Gaines Rosario and Rev. Fr.
Hans Magdurulang. The themes will further and made clear for us through the talks to be given by
Most Rev. Broderick Pabillo, DD, and Most. Rev. Teodoro Bacani, DD,. The artistic expressions
of these themes will punctuate the overnight vigil through the efforts of Director Benito Cleofe,
the faculty and students of Batangas Province High School for Culture and the Arts and the Parish
Youth Ministry of the Minor Basilica of the Black Nazarene.
Officers were contacted for assistance in manning medical stations, emergency units, as well as
communications and food.
To ensure proper coordination, the following are the key result areas/function of each
partner-agency:

The annual observance of Traslacion for 2016 is a 9-day activity filled celebration from
January 1 and will culminate on January 9. It commemorates the arrival of the image of the Black
Nazarene to Quiapo, the St. John Baptist Parish in 1767.
The famous church known for the miraculous black image of the genuflecting Christ with
the cross on His shoulder, had gained popular devotion throughout the archipelago. The church
received the Papal blessing of Pope John Paul II as the Minor Basilica of the Black Nazarene in
1987.
The kick-off activity begins the nine (9) day novena masses to the Black Nazarene on
December 31, 2015 to January 8, 2016 at 6:00 PM. A dawn Thanksgiving Procession was held
on December 31, 2015 at 3:00 AM. On January 1, 2016 at 5:00 PM, a concelebrated mass for the
Solemnity of Mary Mother of God was held followed by a procession of the image at 6:00 PM.
A general orientation of all volunteers, mamamasans and church organizations was held
on January 3rd for them to gain a proper understanding of the occasion and their responsibilities as
laity in the universal church. A dry run will likewise be done at the Quirino Grandstand and
Luneta Grounds to ensure that all participants know the rules and the limitations of crowd
movement during the Mass celebration and the start of the long procession.
A procession of all replicas of the Black Nazarene from various parts of the country will
be held on January 7. It is expected to draw a considerable crowd of Nazareno devotees from the
representative barangays known as balangays. Most of those coming from the provinces will
prefer to camp out until the feast day of January 9.
The celebration at the Quirino Grandstand will begin on January 8th at 8:00 AM where the
Black Nazarene from Quiapo Church becomes accessible for a larger crowd of devotees to kiss
and touch. This is known as the pahalik.
At 3:00 PM of the same day, the band parade from Manila City Hall and Nazarene Catholic
School will signal the joyous thanksgiving occassion at the Quirino Grandstand. An overnight
vigil will follow. It shall be a coordinated blend of spiritual talks, youth dance/drama presentations
and catechesis.
The day of the feast, January 9th will commence with a celebration of Holy Mass by His
Eminence, Luis Antonio G. Cardinal Tagle, D.D. as main celebrant. The long procession
commemorating the Traslacion from Luneta to Quiapo will immediately follow.
MEDIA POLICIES
For the safety of our devotees and of the media personnel, Quiapo Church and the Police are
requesting from the Media groups strict compliance with the following policies:
1.
Quiapo Church WILL NO LONGER PROVIDE media boxes at the front of Quirino
Grandstand instead they will be provided a common media area behind the Quirino
Grandstand Parade Ground Area and at Plaza Miranda.
2.
Media groups will NOT be allowed to put up their own platforms at the Plaza Miranda,
in the middle of the Quirino Grandstand area, or within the parade grounds.
3.
Coverage inside the Quiapo Church will be limited. Only one (1) cameraman per
network will be allowed at the choir loft of the church. The networks may devise their own
pooling system.
4.
No media parking will be allowed at Quezon Boulevard from 7/11 down to Mercury
Drug. Parking of all media OB VANs will be at side streets of Quezon Boulevard from
Mercury Drug going to Dating Daan building (one lane parking). Designated parking for OB
vans will be allotted at specific areas of Quirino Grandstand.

Special Media IDs will be given and used for strict control and enforcement of said
policies.

Based on the writings of the famous historian Father Juan de la Concepcion, O.S.R.A., it
seems that the statue of the Nazarene remained for sometime in the hands of the Recollect
Fathers.
Due to extensive devotion to the Black Nazarene, a confraternity was founded on April 20,
1621.
Fr. Jose Garcia S. Lorenzo Martir, O.R.S.A., (in an unpublished report El Convento de
Recoletos de S. Nicolas de Tolentino de Manila Manila, 1949) states that the confraternity
of the Nazarene was officially authorized by a Bull of the Pope Innocent X expedited in
Rome on April 20, 1650 by which the Confraternity of Nuestro Padre Jesus Nazareno was
erected and founded in the Church of the Agustinos Recoletos Descalzos in the City of
Manila and by virtue of which many grafces and indulgences were granted to the members.
It is also stated that the image of the Black Nazarene was enshrined in a special chapel
adjacent to the Church of the Recoletos in Intramuros.
Rev. Dr. Vicente Catapang of Cronicas de la Provincia de San Antonio in his tiny pamphlet
entitled BRIEF HISTORY OF THE CHURCH OF QUIAPO and its MIRACULOUS
IMAGE JESUS NAZARENE, Manila, 1937 wrote that before the second burning of the
church, the bringing of the Black Nazarene image took place and also the image of the
Black Nazarene was given to the Church of Quiapo according to the wish of the Archbishop
of Manila, as the church was already under the charge of the native clergy. From the time
on until the present, the image has been in the Church of Quiapo.
No written evidence or account on when was the exact date when the image of the Black
Nazarene was officially transferred to Quiapo.
B. The Church of Quiapo
In the early years of the Spanish
colonization of the Philippines,
Quiapo District was a marshly place
criscrossed by canals, thereby
forming several islets. It was
principally a fishing village with
some portions planted to vegetables.
The name Quiapo is derived from a
water lily locally calle Kiapo
which grew abundantly in the canals and marshes.
