General Notes
Note: The tables give the main parameters for the function of instruments. The
missing information is added during further project elaboration and reviewed /
finalized during plant commissioning and start-up.
In general the switch points and alarms shall be implemented in the software of the
PLC / SCADA and not as hardwired alarms unless stated or required in the tender
documents.
The general meaning of letters for designation of measurements is explained below:

*) Letter I: In general the analogue or binary instruments are equipped with local
indication at the transmitter. Therefore this is not further detailed in the description.
**) Letter T: The PIDs distinguish between signals transmitted to SCADA and local
indication using a horizontal line in the Instrument tag. As such the letter T is not
explicitly mentioned. The transmission to SCADA is considered as standard for
equipment with binary or analogue output and not described explicitly in the
document.
***) For alarms it is distinguished between Warnings and Alarms. Alarms should be
acknowledged by operator whereas Warnings should be indicated but if the plant
returns to normal status the warning is released (non-persistent).
Further information on the letters is given in the respective norms e.g. ISO 14167

In case of duty stand-by equipment installed (e.g., pumps, blowers,) the service time
shall be balanced. Thus the equipment with lowest running hours is put into service
upon restart of an equipment.
After 24 hours service time the active equipment is stopped and the reserve unit is
taken into service.

2.1
General
The raw water enters the plant via pipelines from well fields. Each pipeline will be
branched to the new treatment plant. The pipeline to the existing reservoirs will be
kept as a bypass for the treatment plant. The pipeline to the new station and the
bypass to reservoirs can be isolated with manual valves.
The treated water from reservoirs will be returned via valve chamber C10.1 This
chamber contains an inlet for the treated water which can be isolated as well via a
manual valve.

4.1
General
Pentru procesul de aerare se utilizeaza un aerator din placi profilate. Acest dispozitiv
consta intr-o serie de placi de plastic dispuse intr-un turn. Apa este distribuita la
partea superioara, aerul este aspirat in directia curentului printr-o deschidere (fanta)
ce se afla sub sistemul de distributie al apei. Zona placilor profilate este astfel creata
incat sa asigure un amestec optim apa-aer. Sub aceasta zona se afla un bazin
pentru colectarea apei. Aerul este evacuat in atmosfera.
The Aerator is set up in 1 + 1 configuration. The flow can be treated with 1 units.
However in normal operation all units are in service since this is a static device
without moving components there is no consumption of energy.
The outlet of the aerators is directed to effluent basins which are located under the
aerator. The basins can be isolated for maintenance and cleaning.
The effluent from the aerators flows to the filter station via a channel.
4.2

The aerator has a local level indication which allows to detect clogging of the
distribution system. Further there is an opening for regular inspection of plates.
4.2.2 Valve C01.2 AA011 / AA021
Each aerator can be isolated via manual valves C01.2 AA0x1.
4.2.3 Valve C01.2 AA012 / AA022
A manual valve allows bypass of non-aerated water to the bazin below aerators. In
this way the amount of oxygen introduced can be reduced.
4.2.4 Penstocks C01.2 AA013 / AA023
By closing valves C01.2AA0x3 (outlet of the bazin under the aerators) each aerator
can be isolated for maintenance. Before closing the outlet the inlet valves to aerators
C01.2 AA011 / AA021 must be closed.
4.2.5 Valve C01.2 AA024
A manual valve is foreseen for draining the basin of the aerators for maintenance.
The basins are drained into the waste water tank located under the basins.

6.1
General
The statie filtre rapide C01.4 comprises 4 pressure tanks with a diameter of 2.800
mm (area 6 m) each. The filtered water is transfered to the existing reservoirs 2 x
1000 m via the valve chamber C10.1.
The filters are equipped with automatic valves for operation and backwash, flow
meter and differential pressure measurements for control purpose.
The filters will be backwashed at regular intervals with air and water. Only one filter
can be backwashed at a time.
The criteria for backwash are as follows:
-
Total station processed volume per filter run (approx. 1200 m for 6 m filter) .
Note: Recommended to rely on the inlet flow meter C01.3 CF001 since there
is no special control for equal distribution in the filter station. However a
counter is to be implemented as well for the flow meters C01.4CFx1.
In all cases the filter with the longest service time is backwashed.
Apa filtrata is directed to Reservoir 2 x 1000 m 3. The pompe apa spalare filtre C01.5
AP011/AP021 are connected to the outlet of the reservoirs.
Please note that a fraction of the treated water is desalinated by a reverse osmosis
system.
The waste water flows by gravity to the C02 bazin colectare apa uzata de spalare
filtre. From this reservoir the water is discharged to canalizare via pompe apa uzata
(de la spalare filtre) C02 AP011/AP021. The bazin is equipped with electrical mixer to
prevent sedimentation.

The backwash and filtration process can be started and stopped from the SCADA. In
this case the PLC initiates the necessary actuations on valves according to the
operation sequences.
The operation and backwash sequences are outlined in the next sections.

10.1 General
Before discharge to the reservoirs the water quality is measured (Conductivitate).
The conductivity is related to the chloride content via a correlation. Based on this
alarm values for high conductivity / chloride will be defined.
10.2 Instruments

The flow meter measures the potable water flow and is used for control of
chlorination and plant performance recording.

11.1 General
The waste water from the backwash of the sand filters C01.4 flows by gravity to the
135 m3 Rezervor stocare apa de la spalarea filtrelor C02. Expected quantity is max.
120 m3 per day (28,8 m3 per backwash, 4 backwashes per day).
Submersible pumps C02.1 AP011 / AP021, installed in the pumping station transport
the water back to the canalizare.
The bazin is equipped with submersible mixers C02.1 AM001 and a level instrument
C02.1 CL001.
11.2 Equipment
11.2.1 Mixer C02.1 AM001
The mixer is installed in the bazin apa spalare to prevent sedimentation of the
suspended solids. The mixers are in continuous service during the pumping of
effluents. The mixer is stopped below a certain minimum water level.
11.2.2 Pompe apa uzata B10 AP011 / AP021
The pompe apa uzata are started/stopped in accordance with a time program (daily
pumping hours) depending on the load to canalizare. The pumps are fixed speed
type. The operation is controlled according the level measurement C02.1 CL001.
Note / Time schedule to be clarified: Is it possible to pumps any time during the day
or is it prefered to implement a schedule to pump the water at dedicated time periods
(preferably during night.)
The pompe apa uzata are monitored and protected by the flow meter C02.1 CF001
and by the level meter C02.1 CL001 besides their internal protections.

13.1 General
The plant comprises 2 dosing systems consisting of solution tank with mixer and
level measurement, dosing pump with flow mearsurement.
Depending on actual plant requirements the dosing systems can be used
simultaneous or in alternating sequence.
It is foreseen to dose KMnO4 during plant start-up or in case of high manganese
content.
13.2 Equipment
13.2.1 Dosing Pump 1 C01.9 AP011 / C01.9
The dosing pumps are controlled acc. to a 4 20 mA signal. The flow rate is adjusted
in proportion to the plant flow rate (C01.1 CF001) .
The dosing pump can be operated only when there is enough solution available in
the dosing tank C01.9 CL011 / CL021.
13.2.2 Mixer C01.9 AM011 / AM021
The dosing tanks are equipped with an electric mixer for preparation of solution /
dilution from solid or concentrated substances.
The mixer is started and / stopped by operator for solution preparation only.
