Philippine Customs commissioner Alberto Lina directed all customs officials to get rid of all overstaying cargoes at all ports across the country on or before March 31, 2016 as part of the agency’s bid to decongest terminals.
Under Customs Memorandum No. 02-2016 dated January 4, Lina ordered Bureau of Customs (BOC) officials to submit reports on the status of all overstaying cargoes—including those that were seized, forfeited, and abandoned—as of December 31, 2015.

To properly monitor the volume of overstaying cargoes (seized, abandoned or
forfeited) in all ports, and to decongest all ports of such cargoes (through the immediate and swift disposition of all overstaying cargoes), you are hereby directed to submit on or before 15 January 2016 the following reports to the Office of the Commissioner and the Port Operations Service, AOCG: 1. All overstaying Cargoes (including seized, forfeited, abandoned) as of December 31, 2015; 2. All warrants of Seizure and Detention issued from 2013 to 2015; 3. All orders of Forfeiture issued from 2013 to 2015; 4. All Decrees of Abandonment issued from 2013 to 2015 5. All Condemnation Activities from 2013 to 2015 6. All Revenue Generated through Auction from 2013 to 2015; 7. All Unsold Lots Indorsed to the Negotiated Sale Committee. You are likewise directed to proceed with and complete the disposal of ali overstaying cargoes (whether by auction, donation, or condemnation) on or before 31 March 2016. To such end, you are hereby directed to submit a Plan of Disposal of Overstaying Cargo (by auction, donation, or condemnation) on or before 25 January 2016. ~ Please likewise submit soft copies of the above documents to the Auction and Cargo Disposal Monitoring Division (ACDMD), Port Operations Service, at acdmd. pos.aocg@gmail.com.
