Ray LaHood followed the letter of the law in making Pennsylvania Congressional delegation—including
this decision,” said PA Congressman
Glenn Thompson. “Act 44 never met the
criteria set by the federal law. This is the
third time FHWA has turned down the
application, and we can only hope the
third time is the charm, and the
Pennsylvania Turnpike Commission,
Governor and leaders in Harrisburg will
get realistic about the Commonwealthʼs
transportation future.”
"It's great to see the Federal Highway
Administration agrees—once again—with
our view that Pennsylvania should not be
permitted to create a toll road when the
intent is to use a portion of toll profits for
anything but the reconstruction and main-
tenance of the highway,” added State
Representative Mario Scavello.
“We are relieved the tolling scheme has
been denied. Now it's time to move for-
ward in discussing alternatives to tolling
Interstate 80. We expect the
Pennsylvania State Legislature to imme-
diately begin developing alternative fund-
ing for our state roads and bridges," con-
tinued Vince Matteo, Co-Chair of the
Alliance and President of the
Williamsport/Lycoming Chamber of
Commerce.
“I am pleased with DOT for rejecting the
application to toll I-80,” said
Congressman Paul Kanjorski. “I have
advocated for years that we should not
implement policies that dramatically dis-
criminate against Northeastern
Pennsylvanians by asking them to pay a
disproportionate share of the cost for a
statewide problem. Tolling I-80 would
have done that, and I am pleased to see
that DOT seriously considered my objec-
tions, and also correctly interpreted the
law which resulted in the applicationʼs
rejection. Now, we must work together to
help the Governor and State Legislature
determine how to fairly address the
stateʼs highway budget shortfall. I stand
ready to help in any way that I can.”
Thompson, Kanjorski and
Congressmen Kathy Dahlkemper, D-Erie,
and Chris Carney, D-Dimock joined a
number of state legislators to attend a
briefing on December 17 with FHWA
Deputy Administrator Greg Nadeau. In
that session, 13 state representatives told
the Deputy Administrator what even the
threat of tolling I-80 has already done to
local businesses and industry in their
areas. A month later, the group was meet-
ing with Secretary Ray LaHood himself to
make their case against tolling.

One aspect of Scouting that Earl C. Zearfoss
gets little attention is the role of 1945-51
the adult leadership. Although Samuel C. McFarland
