Over the past 20 years, the Brazilian Software and IT Services Industry (BISS) has grown at

The Brazilian economy has grown at high rates. Brazil is now the worlds sixth largest economy
and the largest in Latin America. It has a significant industrial park, and counts on the presence of
global companies and a national educational network of high capillarity that is distributed through
all of its states. It has a stable political environment, friendly international relations, abundant
natural resources, an expressive population, a will to grow and all of the conditions needed to
achieve a place of even greater importance in the global scenario.
Much of Brazils strength today is due to the use of IT. The Brazilian software and IT services
industry contributes decisively to increasing competitiveness in advanced economic sectors,
which are increasingly sophisticated and based on complex and bold solutions. It still has much
to contribute.

A economia brasileira tambm cresce a taxas elevadas. O Brasil hoje a 6a economia do mundo

Precisely because of their ability to improve processes, guarantee efficiency and productivity
gains, software and IT services activities are considered to be strategic by the Brazilian
government. In this way, various public policies are aimed at creating the conditions needed
funding, personnel training, fiscal incentives and those for innovation and exports to strengthen
and consolidate local industry.

brasileiro. Dessa forma, polticas pblicas diversas tratam de criar as condies necessrias
funding, capacitao de pessoal, incentivos inovao, exportao e incentivos fiscais diversos

A significant portion of the sector is still focused on serving domestic needs. This is because of
the strong attraction exercised by the Brazilian market, which has many good opportunities and
due to the large territorial size of the country, which encompasses nearly 50% of all of continental
South America. But there is no doubt: we have products, services, solutions and competencies
that are state of the art on a global level.

has grown an average of 10.1% a year. In 2012, it will have nearly 600,000
people, including partners and salaried workers.
A significant portion of the employees are found in large companies with
more than 100 people employed, or in micro and small companies. While
the large companies have mostly salaried workers, in the smaller companies
there is a larger presence of co-owners, particularly in companies with up to
4 workers. The trend, over the years, is for the percentage of employees to
increase at intermediary companies of up to 19 PE.

Net Revenue Resulting from Foreign Activities

Receita Lquida com Atividades Externas

There has been significant growth in revenues from foreign activities,

although this still represents a small portion of total revenue in the BISS
From 2004 - 2008, net income for the software and IT services sector from activities in foreign
markets grew at an annual average rate of 32.1% in real terms, reaching in 2008 a total of R$ 3.1
billion (US$ 1.6 billion) and remaining at this level in 2009. The expressive growth was early in the
period. In recent years, there has been a deceleration caused by a number of factors including the
strengthening of the Brazilian real in relation to the dollar, which makes exports expensive; the
strong attraction exercised by the growing Brazilian market which has many good opportunities;
by strong competition in the domestic market, making companies give priority to maintenance
and expansion of their base of already conquered clients; and by the economic crisis in late 2008,
which led to reduced foreign demand for products and services.
The United States is the main export destination for software and IT services. In 2009, companies
in the sector with more than 20 people employed had R$ 1.7 billion (US$ 767.6 million) in exports to
the United States.

34

35

One way of evaluating the scope of software and IT services activities conducted at
companies outside the sector, which the SOFTEX Observatory denominated NBISS
(Non-BISS), is through the monitoring of salaried professionals exercising occupations
related more directly with software and IT services. This is based on the assumption that
the greater the presence of IT professionals (identified as PROFSSs), the greater will be the
realization of in-house activities involving software and IT services.

NBISS is constituted by companies in a wide variety of economic sectors, including

commerce, agribusiness, manufacturing, services and public administration. The software
and IT services activities in the NBISS do not necessarily involve the sale of products
and services, although they may take place through secondary activities at the company.
The main reason to have IT professionals (PROFSSs) at companies is to service and
support users of computers, to develop software to embed in products that the company
manufactures or to offer clients high added value services and to have personnel capable of
understanding the companys computing needs, analyze requirements, and specify systems
and solutions to purchase from third parties.

comrcio, agropecuria, indstria, servios e administrao pblica.

The PROFSSs belong to the following occupational families of the Brazilian Classification
of Occupations (CBO), which is based on the International Standard Classification of
Occupations (ISCO), proposed by the International Labor Organization (ILO):
Computing services department managers (1236);
Information technology managers (1425);
Engineer, computer applications (2122);
Network, systems and database administrators (2123);
Computer systems designers and analysts (2124);
Computer assistants (3171);
Computer equipment operators (3172);
Broadcasting and telecommunications equipment operators (3722);
Word-processor and related operators (4121);
Electronic and telecommunications engineering technicians (3133).

of Occupations (ISCO), proposto pela International Labour Organization (ILO):
Diretores de servios de informtica (1236);
Gerentes de tecnologia da informao (1425);

Software and IT Services at NBISS

Software e Servios de TI na NIBSS

Six hundred thousand IT professionals. A significant portion still outside

the Brazilian Software and IT Services Industry (BISS). Nevertheless,
there is increased growth in contracting software and IT services

Software and IT services formal professionals (PROFSSs) at NBISS and BISS Brazil, 2003 - 2010

337,309

In 2010, there were 364,249 PROFSSs employed at NIBSS companies (or that is not at BISS
companies). This is 2.3 times higher than that found within the BISS, for the same year: 156,418 people.
The average rate of growth in the number of PROFSSs at NBISS, from 2003 - 2010, was 5.1%
per year. This percentage is close to that found for the increase in the total number of employees
at NBISS, in the same period (5.5% a year). But it is lower than that for the number of PROFSSs
employed in the software and IT services sector (BISS): 13.3% a year.
The relatively modest growth of the PROFSSs outside the software and IT services sector in
comparison with the strong growth of these professionals in the sector, appears to indicate that
the companies outside the sector are opting to purchase products and contract services from third
parties, reducing expansion of their own development staff and or service providers.

Software and IT Services at NBISS

Software e Servios de TI na NIBSS

At NIBSS, IT professionals are concentrated in large companies

Over the years, there has not been a significant change in the distribution of the total number
of employment ties or of that of PROFSSs at companies of different sizes outside the software
and IT sector (NBISS). The PROFSSs tend to concentrate more than the other workers in the
large companies, with 100 or more employees. The five economic sectors that have the highest
absolute number of PROFSSs are retail trade; administrative activities and complementary
services; manufacturing; public administration; and the information and communication sector,
except for software and IT services IBSS. These large sectors account for around 65% of the
total number of PROFSSs employed outside the software and IT services sector in NBISS.
The Information and Communication sector; financial activities, insurance and related services;
professional activities, scientific and technical, and administrative activities and complementary
services are those that have the largest quantity of PROFSSs in relation to the total number of
employees. In 2010, outside the BISS sector, the ratio between the number of PROFSSs, and
the total number of employees was 0.8%, which was very close, but lower than that of 2005:
0.9%. The drop in the percentage is another indication that in-house computerization remains
at contained levels. One of the explanations is certainly the higher use of products and services
contracted to software and IT services companies (BISS).

nmero absoluto de PROFSSs so o comrcio varejista; as atividades administrativas e servios
complementares; a indstria de transformao; a administrao pblica; e o setor de informao e
comunicao, exceto a IBSS.
de PROFSSs empregados na NIBSS. O setor de Informao e Comunicao (excluindo-se a IBSS);

Considering the trend in the number of registered students,
the SOFTEX Observatory estimates that from 2004-2010,
the compound annual growth rate of graduating was 2.9%.
Nevertheless, after a period of decline, the number of students
graduating should grow again. Recent federal government
measures of the expansion in the supply of technical courses and
the creation of study grants for high school students, like those
now offered to college students, will also contribute to growth in
the number of students registered in the medium term.
