THE PROBLEM AND ITS BACKGROUND


Introduction
Trece Martires City College (TMCC) is the first (1st) colleges among the other
colleges in Trece Martires City offered the course degree of Bachelor of Science in
Custom Administration (BSCA), Batch of 2016 - 2017 is the first batch that will graduate
in this course in Trece Martires City College.
Bachelor of Science in Custom Administration is a four (4) year college degree
for individual who wish to pursue a career in the field of transportation and supply
management.
BSCA course is designed to produce custom brokers, freight forwarders, logistic
managers, export and import managers and government custom officers and employee.
Bachelor of Science in Custom Administration course provides the student with
theoretical and practical application of tariff and custom laws, policies and guidelines that
are being implemented by different agencies that are involved in the import and export
industries.
Bachelor of Science in Custom Administration is the study of administration of
custom operations and brokerage students of BSCA practice the international trade policy
more particularly in the export and import industry.
Custom Graduate or board passer that have a minimal experience may become
custom declarant, custom representative, freight forwarder, custom processor, air/sea

cargo handling documentation clerk, bureau of custom employee, and Financial


Institution Staff.
Custom Administration graduate that have a require training and a prior job of a
few years may become warehouse manager, transport planner, export office
administrator, distribution manager, and college instructor.
Customs Administration graduate that have require years of extensive experience
and practice may become Owner/Incorporator of Forwarding Company or Customs
Brokerage, custom official, senior freight forwarders, senior logistics and distribution
manager and college department head.
Custom Administration graduate that want to work outside in customs career may
become shipping clerk, logistic officer and procurement assistant.
Customs Administration is the study of the administration of customs operations
and brokerage. It includes coverage of international trade practice more particularly in
their import and export industry. The re-engineering of the Customs Administration
curriculum addresses the Philippines commitment to the World Trade Organization
(WTO). This will form part of the reform measures to accelerate export growth and
economic development through trade facilitation. In accordance with the pertinent
provision of Republic Act No. 7722, otherwise known as Higher Education Act of 1994
and for the purpose of rationalizing the undergraduate Customs Administration education
in the country with the end view of keeping pace with the demand for global
competitiveness, the rules and guidelines are hereby adopted and promulgated by the

Commission on Higher Education (CHED) under Memorandum Order No. 11(Theresa


2013)
The Program Bachelor of Science in Customs Administration aims to prepare
individuals to meet the requirement of professional customs brokers in the Philippines. It
seeks to develop customs brokers who are competent and knowledgeable in the import
and export operations. After completion of the program and passing the licensure
examination, the graduates can pursue a career in Customs brokerage and related
profession CHED Memorandum Order No. 11(Theresa 2013).
In order to receive a degree, the students will be required to complete the total of
63 subjects equivalent for 176 units. As to instruction, faculty members who are handling
customs administration courses. They are experienced and dedicated professionals who
are aware of the latest trends. They will explain how the government laws and regulations
affect customs brokers profession and teach them how to prepare for the new market
place. They will assist the students in developing their expertise and technological tools
they will need to success whether their goal is to practice the customs brokers profession
or to act as consultants on matters relating to tariff and customs laws, rules and regulation
and whether they aim to work in private enterprises such as shipping lines, import and
export firms, freight forwarding, the public sectors and if they will be establishing their
own business or brokerage firms (CMO, 2005).

Statement of the Problem


The general problem of this study is investigated the job position, work and
company for the student graduating the course of Bachelor of Science in Custom
Administration.
This study will focus on the job preferred for the batch of Bachelor of Science in
Custom Administration S.Y. 2015-2016 studying in Trece Martires City College to find
their suitable job in custom brokerage industry.
Specifically, this study aims to answer the following question.
1. What is the demographic profile of the student of Bachelor of Science in
Custom Administration in terms of:
1.1Age
1.2Grade Level
1.3Gender and
1.4Civil Status
2. What your job preference relative to:
2.1 Type of company
2.2 Office Staff
2.3 Freight Forwarding Companies

Objectives of the Study


This study aims to assess the preparation of the student on what company they
want to in and other jobs they want to.
Further, the study specifically aims to identify the following.
1. Know the demographic profile of the respondents.
2. Clustering the students that will go on.
2.1 Private Company
a. Colleges or Universities
b.
Importation Company
c. Freight Forwarding Company
2.2 Government Agencies
a. Department of Finance
b. Bureau of Customs
c. Tariff Commission
2.3 Work in foreign or abroad country.

Finding the job related for the graduate of Bachelor of Science in Custom
Administration.

Background of the Study


The significant of this study is to understand the other relative jobs of an
individual who are graduate in Bachelor of Science in Custom Administration.

The researchers believe that there have many jobs suitable for the custom broker
inside and outside custom brokerage industries.
This prompted the researchers to conduct a study entitled job preferred for the
Bachelor of Science in Custom Administration batch of 2016-2017 in custom brokerage
industries. The study is an attempt to know the graduating student for the work that they
want to in.
Theoretical/Conceptual Framework
In this era of modern technology and the rapid increasing number of
unemployment due to labor and the demand for more effective customs administration
and swift processing in the international trade, it is the role of the higher educational
institution to address the needs for qualified and competent customs brokers that will
meet the skill requirement and expertise needed by the job. Most of the graduates are in
brokerage firms, freight forwarding companies, banks, import and export firms, private
companies, schools and even government agencies including Bureau of Customs, Tariff
Commission, Philippine Ports Authority, Philippine Economic Zone Authority and other
related government agencies.

The theoretical framework that will be used in the study is the Input-ProcessOutput Model (IPO). In the IPO model, a process is viewed as a series of boxes
(processing elements) connected by inputs and outputs. Information or material objects
flow through a series of tasks or activities based on a set of rules or decision points.
(Harris & Taylor, 1997)
In figure 1 the input is the data of the 3 rd year students of Bachelor of Science in
Custom Administration that determining the capability to work. The processes of the IPO
model are the methods that we use of interviewing, surveying and analyzing of all the
data. And the output is the result of the information gathered from the data to the process
which is enhancing the capabilities to work outside their comfort zone.

Scope and Limitation

This study will focus on the student of Trece Martires City College taking
Bachelor of Science in Custom Administration batch of 2015 - 2016
This study will be conducted in Trece Martires City College school year of July
2015 October 2015.

Definition of Terms
Administrative Staff personnel responsible for the organization and management of
office duties and tasks; positions that include office secretary, personal assistant and
office clerk
Air/Sea Cargo Handling Documentation Clerk prepares manifest and other customs
requisite documents needed by an importer/exporter in lodging and processing of their
import and export entries.
Bureau of Customs Employee can be assigned as Customs examiner appraiser, to
check imported articles to ensure collection of lawful revenue.
College Department Head may exercise academic leadership among faculty in
developing/improving curricular programs and maintain linkages with relevant industry
and academic entities.
College Instructor teaches customs and tariff administration subjects in university,
college or school offering BSCA.
Customs Declarant classify articles and reviews pertinent documentations of
merchandize for valuation of customs duties and taxes

Customs Representative courier of a company to the custom agency whose


responsibility includes preparation of import, export and liquidation documents of all
incoming and outgoing deliveries.
Customs Official can head a division or a department in the Bureau of Customs that
assist the transacting public in the clearance of cargoes and accreditation with its office or
other instrumentalities.
Customs Processor facilitates proper import or export documents with relevant parties
to track all incoming and outgoing deliveries following regulated Custom program.
Distribution Managers ensure the right products are delivered to the right location on
time and at a good cost.
Export Office Administrator responsible for booking export merchandize with
airlines, carriers and third party network partners and ensuring that shipments were
processed accurately.
Freight Forwarder is an agent who acts on behalf of importers or exporters to
organize the safe, efficient and cost-effective transportation of goods.
Financial Institutions Staff assists importers and exporters with their foreign currency
remittance and transaction and ensures that trade facilitation and liberalization is
encouraged.
Logistics Officer transacts and coordinates with suppliers for documentation,
transportation, shipment and delivery of merchandize

Owner/Incorporator of Forwarding Company or Customs Brokerage with the


required experience skills and managerial expertise he/she may set up and operate his/her
own business
Procurement Assistant helps the Purchasing officer with inventory as well as sourcing
of products
Senior Freight Forwarder with administrative capacity, oversees activities within a
specialized department or in a particular area, such as sea freight or air freight.
Senior Logistics And Distribution Managers takes general management duties such
as business development and overseeing the efficient supervision of an organizations
resources, labor, capital, facilities, and business functions.
Shipping Clerk works on a office-based role in a distribution centre, taking detailed
information to track and trace each freight.
Transport Planners works on policies, plans and projects relating to all kinds of
transport systems to aid movement of products. This includes roads and the use of cars,
Lorries and buses, rail networks, pedestrian systems for walking or cycling, and air
travel.
Warehouse Managers oversee the efficient receipt, storage, and dispatch of a wide
range of products and merchandize.
